:00:00. > :00:17.Specialist officers from the Metropolitan Police

:00:18. > :00:20.who deal with cases of Female Genital Mutilation,

:00:21. > :00:23.are at airports in the these final days before Christmas,

:00:24. > :00:26.trying to stop young girls from being taken abroad and forced

:00:27. > :00:31.June Kelly has been at Heathrow with the team,

:00:32. > :00:47.Heathrow Airport and families have already started heading off for

:00:48. > :00:50.Christmas. Sergeant Natalie Red Sea of the Metropolitan Police is

:00:51. > :00:55.briefing colleagues, officers from the border force and charity

:00:56. > :01:02.workers. This team are on the lookout for young girls who are

:01:03. > :01:08.being taken to countries often in Africa and Middle East where female

:01:09. > :01:13.genital mutilation is practised. Officers know that families can use

:01:14. > :01:20.the Christmas holidays to take the child abroad for FGM. One campaigner

:01:21. > :01:28.who works with the airport team says people have to know that FGM is

:01:29. > :01:31.child abuse. She was cut as a six-year-old in Somalia. You're

:01:32. > :01:35.going through psychological stuff and you are in pain constantly and

:01:36. > :01:41.no one ever sits down to talk about what happened. It is done, that is

:01:42. > :01:45.it, you have to move on after that. The team are concerned about one

:01:46. > :01:50.youngster who has been taken out of school before the official end of

:01:51. > :01:56.term. A phone call to the school confirms the mother's story as to

:01:57. > :01:59.why they are travelling and they are finally allowed to board. This is

:02:00. > :02:04.our last opportunity to engage with families before they fly off to

:02:05. > :02:10.countries where FGM and other harmful practices might be conducted

:02:11. > :02:15.in the school holiday period. A big part of this exercise is trying to

:02:16. > :02:19.raise awareness of FGM. I don't think it should be practised on any

:02:20. > :02:24.little girl, never ever, so I am so happy to see them around going to

:02:25. > :02:26.make a campaign like this. The airport team will be back at

:02:27. > :02:29.Heathrow in the coming week. Just days after the government said

:02:30. > :02:32.it was considering allowing local authorities to raise

:02:33. > :02:34.Council Tax to pay for social care, London councils says the cash

:02:35. > :02:39.will do little to solve the long term problem -

:02:40. > :02:41.with a former government minister Here's our political

:02:42. > :02:46.editor, Tim Donovan. A rapidly rising population

:02:47. > :02:48.is adding ever more to the bill for caring

:02:49. > :02:51.for the capital's elderly. London councils say there is little

:02:52. > :02:53.benefit in the government telling them this week they can raise more

:02:54. > :02:57.council tax earlier than planned. This is not new money,

:02:58. > :03:00.it is simply a shifting of money. That does not help us

:03:01. > :03:05.address the total funding gap There are 150,000 people in our city

:03:06. > :03:10.who require social care support. By 2020, London boroughs as a whole

:03:11. > :03:15.will have an ?800 million funding Figures obtained by one MP

:03:16. > :03:21.through a Freedom of Information request show substantial variations

:03:22. > :03:24.in how much councils spend Richmond Council, for example,

:03:25. > :03:30.devotes ?815 per week per elderly resident in their care,

:03:31. > :03:33.but in say Lambeth or Greenwich, And there are particular

:03:34. > :03:38.challenges in London, London is very expensive to live in,

:03:39. > :03:44.so when you are working in a lower wage organisation,

:03:45. > :03:48.it is very difficult to be able A former Liberal Democrat minister

:03:49. > :03:54.has told us they now need What we really need is a radical

:03:55. > :04:00.overhaul in the way that we paid I think what we need

:04:01. > :04:05.now is a hypothecation, an earmarking of national insurance,

:04:06. > :04:08.so that people know when they see their pay slip

:04:09. > :04:11.that the money that is being paid for national insurance

:04:12. > :04:13.is going towards their health care Pressure is now mounting

:04:14. > :04:17.for a lasting formula The Armed Forces Charity,

:04:18. > :04:25.SSAFA which helps those who've served in the military -

:04:26. > :04:28.is sending out volunteers to help homeless ex-servicemen and women

:04:29. > :04:32.sleeping rough in central London. New boots, warm clothes and sleeping

:04:33. > :04:35.bags were among some of the items It's thought it could be as many

:04:36. > :04:41.as 20% of those who sleep rough A lot of veterans out there have

:04:42. > :04:49.been left by the wayside. Some, due to their pride,

:04:50. > :05:03.are not asking for help. We come into civilian life, we have

:05:04. > :05:10.another set of rules to live by, After all the fog we've

:05:11. > :05:13.had this weekend, Mist and fog has already started

:05:14. > :05:19.form and the Met Office has issued a yellow warning for fog,

:05:20. > :05:21.so be prepared So to start off on Monday

:05:22. > :05:25.and on Tuesday, there will be It stays cloudy for much

:05:26. > :05:28.of the week so we are limited on the amount of the sunshine

:05:29. > :05:31.with some wet and windy weather Be prepared for disruption

:05:32. > :05:35.to travel on Monday morning. The fog will eventually lift

:05:36. > :05:37.with some sunshine breaking There will be highs of eight or nine

:05:38. > :05:42.Celsius so a bit of a chilly day. So staying cloudy over

:05:43. > :05:44.the next couple of days It turns wet and windy as we head

:05:45. > :05:49.towards the middle of the week. I'll be back after Sports

:05:50. > :06:11.Personality of the Year Hello. Exactly a week to Christmas

:06:12. > :06:12.but it
