:00:25. > :00:27.trying to stop young girls from being taken abroad and forced

:00:28. > :00:34.June Kelly has been with the team and spoken to a victim of FGM.

:00:35. > :00:37.Heathrow Airport, and families have already started

:00:38. > :00:45.Sergeant Natalie Rezi of the Metropolitan Police

:00:46. > :00:47.is briefing colleagues, officers from the Border Force

:00:48. > :00:50.So we need to make sure that we are engaging

:00:51. > :00:54.This team are on the lookout for young girls who are being taken

:00:55. > :00:57.to countries, often in Africa and the Middle East,

:00:58. > :01:01.where female genital mutilation is practised.

:01:02. > :01:04.As in the summer, officers know that families can use the Christmas

:01:05. > :01:09.holidays to take the child abroad to undergo FGM.

:01:10. > :01:12.One campaigner who works with the airport team says

:01:13. > :01:16.communities have to learn that FGM is child abuse.

:01:17. > :01:20.She was cut as a six-year-old in Somalia.

:01:21. > :01:24.You're going through emotional things, psychological stuff.

:01:25. > :01:28.Physically, you are in pain constantly and no one

:01:29. > :01:30.ever sits down and says, "Let's talk about what happened".

:01:31. > :01:36.It is done, that is it, you have to move on after that.

:01:37. > :01:39.The team are concerned about one youngster who has been taken out

:01:40. > :01:42.of school before the official end of term.

:01:43. > :01:46.A phone call to the school confirms her mother's story

:01:47. > :01:49.as to why they are travelling, and they are finally

:01:50. > :01:55.This is our last opportunity to engage with families before

:01:56. > :02:00.they fly off to countries where FGM and other harmful practices

:02:01. > :02:04.might be conducted in the school holiday period.

:02:05. > :02:07.What we are doing is speaking to people to see what they know

:02:08. > :02:10.A big part of this exercise is trying to

:02:11. > :02:15.I don't think it should be practised on any little girl, never ever,

:02:16. > :02:20.so I am so happy to see them around going to make a campaign like this.

:02:21. > :02:23.The airport team will be back at Heathrow in the coming week.

:02:24. > :02:31.Just days after the government said it was considering allowing local

:02:32. > :02:35.authorities to raise council tax to pay for social care,

:02:36. > :02:38.London councils say the cash will do little to solve

:02:39. > :02:42.And a former government minister agrees with them,

:02:43. > :02:48.A rapidly rising population is adding ever more

:02:49. > :02:51.to the bill for caring for the capital's elderly.

:02:52. > :02:53.London councils say there is little benefit in the government telling

:02:54. > :02:56.them this week that they can raise more council tax

:02:57. > :03:03.It's simply a shifting of money, it's bringing money forward.

:03:04. > :03:05.Now that doesn't really help us address the total funding

:03:06. > :03:12.There are 150,000 people in our city who require social care support.

:03:13. > :03:16.By 2020, London boroughs as a whole will have an ?800 million funding

:03:17. > :03:22.A former Liberal Democrat minister has told us there now needs

:03:23. > :03:28.What we really need is a radical overhaul in the way in which we pay

:03:29. > :03:32.I think what we need now is a hypothecation,

:03:33. > :03:35.an earmarking of National Insurance, so people know when they see

:03:36. > :03:39.their payslip that the money being paid for National Insurance

:03:40. > :03:42.is going towards their health care and their care services.

:03:43. > :03:45.Pressure is now mounting for a lasting formula which meets

:03:46. > :03:53.Thick fog continued to cause travel disruption across London

:05:25. > :05:26.parts of western England and Wales, particularly towards the south-west,

:05:27. > :05:31.it could hamper your morning journey and some of the airports. Maybe not
