:00:23. > :00:27.Sadiq Khan says his proposals for a diesel scrappage scheme

:00:28. > :00:30.would reduce air pollution, but his opponents disagree.

:00:38. > :00:42.Diesel vehicles should be scrapped, says the mayor, and the Government

:00:43. > :00:50.Unless they step in and take action against polluting diesel vehicles,

:00:51. > :00:55.I'm afraid they will be held to be in breach again of the law.

:00:56. > :01:00.It's in the Government's interest - not just because of the law,

:01:01. > :01:03.but because they can help address the poor quality air in London -

:01:04. > :01:06.to step in and have a national diesel scrappage scheme.

:01:07. > :01:09.Now the mayor wants ?3500 offered for each van

:01:10. > :01:16.or minibus and ?2000 in credit for the 130,000 private vehicles.

:01:17. > :01:23.What I would like to see is allowing people to move not

:01:24. > :01:26.just from a diesel car, but hopefully to electric cars

:01:27. > :01:28.and things like that, because you have to have...

:01:29. > :01:30.If you're going to get rid of one car, you have

:01:31. > :01:32.to have an environmentally friendly alternative.

:01:33. > :01:36.There are some who point to Paris for lessons,

:01:37. > :01:39.where the Champs-Elysees is closed to traffic once a month,

:01:40. > :01:42.and sections of the right and left bank of the Seine are now

:01:43. > :01:46.permanently given over to walkers and cyclists.

:01:47. > :01:48.Using a system of stickers on high polluting days,

:01:49. > :01:51.some vehicles are not allowed on the road.

:01:52. > :01:54.And in 2020, the mayor here says all diesel cars will be banned

:01:55. > :02:00.In London, they're saying it's not quite what it's cracked up to be.

:02:01. > :02:02.If we pursue the programme we're going through,

:02:03. > :02:05.by 2020 we will have reduced the air pollution in London by at least

:02:06. > :02:08.half, and that's the date at which they are talking

:02:09. > :02:11.about doing a diesel ban in quite a small area of Paris.

:02:12. > :02:14.So, you know, the programme we have got is a very practical one

:02:15. > :02:23.From this October in London, drivers of the most polluting

:02:24. > :02:26.vehicles will have to pay a daily toxicity charge of ?10 to come

:02:27. > :02:36.Sutton United fans braved the cold this morning and queued up

:02:37. > :02:39.from the early hours to get tickets for one the biggest games

:02:40. > :02:42.In just over a week they play Arsenal, in the fifth

:02:43. > :02:45.round of the FA Cup, and amongst the fans, hopes

:05:36. > :05:39.here. Already signs of something a little bit miles, temperatures

:05:40. > :05:44.climbing up. However it's not going to feel that warm straightaway.

:05:45. > :05:48.Because of the strength of the wind. The wind however will break up the

:05:49. > :05:57.cloud, so some sunshine into central and Southern areas. The cloud is

:05:58. > :06:04.thickening all the time. The odd bit of drizzle. Some sunny spells and

:06:05. > :06:06.highs of around 80 degrees. Similar story
