:01:28. > :01:31.guys was bleeding from his head. Five people were injured, and for
:01:32. > :01:35.men and women aged between 25 and 46. Three of them, including the
:01:36. > :01:39.woman, remain in a critical condition in hospital. The driver
:01:40. > :01:42.was arrested at the scene by an off-duty police officer on suspicion
:01:43. > :01:45.of causing serious injury by dangerous driving. He was also
:01:46. > :01:50.arrested on suspicion of drink-driving. He was also taken to
:01:51. > :01:53.hospital with a head injury. The incident caused traffic problems
:01:54. > :01:57.throughout the day in south-east London with dozens of buses
:01:58. > :01:59.diverted. Police are still appealing for witnesses to an incident which
:02:00. > :02:04.left five pedestrians hospitalised. All but four of the capital's
:02:05. > :02:07.councils are set to raise council taxes to address the shortage
:02:08. > :02:09.of money for social care. London Councils has predicted

:02:17. > :02:28.to see how the money is spent. It has been an arduous journey for
:02:29. > :02:33.Gerald to be able to move his legs, even like this. In November last
:02:34. > :02:37.year, after struggling for some time with a throat infection and feeling
:02:38. > :02:42.short of breath he went to hospital. One day later, he was in a coma
:02:43. > :02:49.which lasted for two weeks. Back at home now since Christmas, he is
:02:50. > :02:57.still recovering. Milk, which now makes up close to seven weeks in
:02:58. > :03:05.hospital, and bedtime, and now I have lost pretty much my ability to
:03:06. > :03:10.walk around. Greenwich Council provided free daily care for Gerald
:03:11. > :03:14.at home, including physiotherapy, occupational therapy and help with
:03:15. > :03:18.his rehabilitation and self-care. He's done very well. He was a
:03:19. > :03:21.wonderful success story and I went back to the office and told
:03:22. > :03:28.everybody how wonderful he had recovered and improved. From no
:03:29. > :03:33.mobility to walking unaided. But to pay for care like this, Greenwich
:03:34. > :03:39.are now putting up their council tax by 4.99%, the maximum allowed
:03:40. > :03:45.allowed. -- amount allowed. The councils should be allowed to raise
:03:46. > :03:54.more money to raise more funding and to distribute the proceeds locally.

:04:02. > :04:05.per week at the moment but the problem with this debate is, why
:04:06. > :04:09.should it be right that people like Gerald, or people from the wartime
:04:10. > :04:13.generation who helped create this country now have to pay for this
:04:14. > :04:19.locally. This is a national crisis. He says he does not mind. Gerald has
:04:20. > :04:22.had some fantastic care to get back to have an independent life but not
:04:23. > :04:26.everybody is in that position. There are many people who cannot pay. The
:04:27. > :04:29.argument about how to fund social care will no doubt continue. The
:04:30. > :04:32.government is under pressure to come up with a solution and fast. There
:04:33. > :04:38.is obviously an issue around funding and the government has agreed a
:04:39. > :04:43.further 3% allowance on what they can raise. He may not feel like it,
:04:44. > :04:46.but Gerald is one of the lucky ones. His social care needs are
:04:47. > :04:50.short-term, he is young and with a bit of help he can probably return
:04:51. > :04:52.to full health. Most of those receiving social care will not be so
:04:53. > :04:52.lucky. Let's take a look at the weather
