:00:19. > :00:21.by a car, which then ploughed into a wall in Lewisham.

:00:22. > :00:23.Three of them are in a critical condition.

:00:24. > :00:32.Police picked through the wreckage, puzzling over how this high-powered

:00:33. > :00:35.Mercedes ended up crashed into a tree.

:00:36. > :00:39.Eyewitnesses say the car wash was at the centre of the drama,

:00:40. > :00:45.It's unclear if the driver at the time was the owner,

:00:46. > :00:49.or if this was an attempted carjacking.

:00:50. > :00:51.Somebody just jumped into the driver's side,

:00:52. > :00:56.took the car, went up towards the traffic lights,

:00:57. > :00:59.turned around behind me and five people were standing to the left

:01:00. > :01:10.of the yellow bollards and basically smashed into the people.

:01:11. > :01:14.There was two men flat on their back on the floor,

:01:15. > :01:17.and another lady, they'd moved her, had her sitting upright,

:01:18. > :01:20.and they were shaking her, trying to get her to wake up.

:01:21. > :01:23.And there was two guys, one bleeding from his head.

:01:24. > :01:26.Five people were injured, four men and a woman,

:01:27. > :01:31.Three of them, including the woman, remain in a critical

:01:32. > :01:37.The driver was arrested at the scene by an off duty police officer

:01:38. > :01:40.on suspicion of causing serious injury by dangerous driving.

:01:41. > :01:44.He was also arrested on suspicion of drink-driving.

:01:45. > :01:48.He too was taken to hospital with a head injury.

:01:49. > :01:51.The incident caused traffic problems through the day

:01:52. > :01:53.in south-east London, with dozens of buses diverted.

:01:54. > :01:56.Police are still appealing for witnesses to an incident which left

:01:57. > :02:06.Council tax is set to rise in most parts of London to fund social care.

:02:07. > :02:12.London councils predict a shortfall of ?600 million by the year 2020.

:02:13. > :02:15.Dan Freedman went to Greenwich, which is raising its tax

:02:16. > :02:18.by the maximum allowed, to see how the money

:02:19. > :02:23.It's been an arduous journey for Gerald, to be able

:02:24. > :02:28.In November last year, after struggling for some time

:02:29. > :02:31.with a throat infection and feeling short of breath,

:02:32. > :02:36.A day later he was in a coma, which lasted for two weeks.

:02:37. > :02:40.Back at home now, he's still recovering.

:02:41. > :02:47.Which makes up close to seven weeks in hospital and that time,

:02:48. > :02:50.especially the time when I was in the coma,

:02:51. > :02:59.I've lost pretty much, yes, my ability to walk around.

:03:00. > :03:02.Greenwich Council provided free daily care for Gerald at home,

:03:03. > :03:05.including physiotherapy, occupational therapy and help with

:03:06. > :03:18.But to pay for care like this, Greenwich are now putting

:03:19. > :03:22.up their council tax by 4.99% - the maximum amount allowed.

:03:23. > :03:24.For an average banded taxpayer, it's about an extra ?1

:03:25. > :03:29.But the whole problem with this debate is why should it be right

:03:30. > :03:31.that people like Gerald, people from the wartime generation

:03:32. > :03:34.who helped create this country, now have to pay for this locally?

:03:35. > :03:39.The government is under pressure to come up

:03:40. > :03:43.It's obviously an issue around funding and the government has

:03:44. > :03:51.agreed to a further 3% allowance on top of what they can raise.

:03:52. > :03:53.Thousands of people were in Trafalgar Square this

:03:54. > :03:56.evening for the UK premiere of an Iranian film which has been

:03:57. > :04:00.Its director, Asghar Farhadi, is boycotting the awards ceremony,

:04:01. > :04:02.which takes place tonight, in protest at the travel ban

:04:03. > :04:16.The Mayor of London joined those supporting the director.

:04:17. > :04:23.And what's really important is the fact that people around

:04:24. > :04:25.the world, at a time when others are talking about banning people,

:04:26. > :04:33.A few showers going through into the first part of the night.

:04:34. > :04:35.A bit of clear sky north-west of London.

:04:36. > :04:37.The mixture we had today of cloud and some sunny spells,

:04:38. > :04:39.that will be a familiar theme this week as it's rather unsettled and it

:04:40. > :04:41.will feel rather chilly, particularly in the breeze.

:04:42. > :04:44.We'll have that from the outset tomorrow.

:04:45. > :04:46.Perhaps dry at first, but quite quickly some showers get going.

:04:47. > :04:50.They could be heavy, thundery, with some hail mixed in as well,

:04:51. > :04:52.and it will feel chilly towards the end of the day.

:04:53. > :04:59.So a busy week, rather unsettled and a bit on the cool side.
