:00:20. > :00:21.councils millions of pounds, but there's nowhere worse

:00:22. > :00:25.The five areas where fly-tipping occurs most, are all here -

:00:26. > :00:27.with the Borough of Enfield comfortably topping the list.

:01:03. > :01:05.Enfield had the worst record in the country with 70,930 incidents

:01:06. > :01:13.followed by Haringey with 34,975, and Newham 32,718.

:01:14. > :01:16.In the verges of the green parts of Enfield Borough, residents say

:01:17. > :01:25.It is mainly the white vans that come over and they chuck out

:01:26. > :01:30.concrete and plastic sheeting and some brickwork and stuff.

:01:31. > :01:33.Down here we see mattresses and the same thing as well

:01:34. > :01:38.There is mattresses and furniture down there and it is really

:01:39. > :01:46.Enfield Council said in a statement that they'd issued 900 fixed penalty

:01:47. > :01:48.notices last year alone to people who were either fly-tipping

:01:49. > :01:57.They said their aim is to have it moved within four hours of people

:01:58. > :02:03.The council is determined - tippers won't get away with it,

:02:04. > :02:10.with some fines running into thousands of pounds.

:02:11. > :02:13.A man from London has died in a crash on the M20 motorway,

:02:14. > :02:16.in which a vehicle is believed to have been travelling

:02:17. > :02:18.the wrong way. It happened in the early

:02:19. > :02:20.hours of this morning, with the driver of the vehicle

:02:21. > :02:29.There's anger in west London towards a Trust which was set up

:02:30. > :02:32.to safeguard the interests of local people - but is now accused

:02:33. > :02:35.The argument centres around a Sports Centre -

:02:36. > :02:37.and the 'Westway Trust' weren't happy when Chris Slegg

:02:38. > :02:49.Changes made to the Westway Trust Sports Centre in west London have

:02:50. > :02:52.Young tennis players are training outdoors since their indoor court

:02:53. > :02:57.Squash courts are being turned into a hot yoga studio.

:02:58. > :03:00.The public authorities have given management control over to a private

:03:01. > :03:04.operator that clearly has a profit motive, has no local ties

:03:05. > :03:06.to the community and isn't really incentivised to meet the aggregate

:03:07. > :03:16.When the Westway opened in 1970, the Westway Trust,

:03:17. > :03:19.which owns the Sports Centre, was set up to safeguard the

:03:20. > :03:23.Some say they are failing to do that.

:03:24. > :03:26.They were put here to administer 23 acres of land for the benefit

:03:27. > :03:28.of the local community as compensation for

:03:29. > :03:36.this six-lane motorway that is riven through the area.

:03:37. > :03:39.When the Westway Trust became aware that we were wanting to talk

:03:40. > :03:41.to people down here, they came and locked these outdoor

:03:42. > :03:46.They have now agreed to open one of the courts.

:03:47. > :03:49.They've told us not to film on it and they've said

:03:50. > :03:52.they are not prepared to be interviewed on camera.

:03:53. > :03:55.It is a local row but it points to nationwide concerns.

:03:56. > :03:58.A YouGov survey last week shows 73% of Brits would prioritise investment

:03:59. > :04:04.in grassroots sport over Olympic medals.

:04:05. > :04:06.After filming, the Westway Trust told us their priority is creating

:04:07. > :04:18.a wide variety of opportunities for local people on lower incomes.
