:01:39. > :01:46.Enfield Council said in a statement that they'd issued 900 fixed penalty

:01:49. > :01:57.They said their aim is to have it moved within four hours of people
:01:58. > :02:03.The council is determined - tippers won't get away with it,
:02:04. > :02:10.with some fines running into thousands of pounds.
