:04:31. > :04:33.We have the highest level of child poverty of any local authority
:04:34. > :04:37.in the country and we have very high costs as well, so to build a home
:04:38. > :04:39.in Tower Hamlets cost more than anywhere else in the country.
:04:40. > :04:45.To retain staff requires us to pay extra premiums on wages,
:04:46. > :04:49.and we have high instances of special education needs and kids
:04:50. > :04:53.in poverty who might have challenging lifestyles
:04:54. > :05:03.What is clear is that in London challenging decisions lie ahead.
