0:00:15 > 0:00:18A father has been left with life-changing injuries

0:00:18 > 0:00:22after a family had acid thrown at them in North London.

0:00:22 > 0:00:24The 40-year-old and his wife and two-year-old son

0:00:24 > 0:00:27were attacked in broad daylight in Islington yesterday.

0:00:27 > 0:00:31Police are appealing for witnesses.

0:00:32 > 0:00:35This is the spot behind me where the attack happened.

0:00:35 > 0:00:37This is a busy London street, lots of families around.

0:00:37 > 0:00:43Just behind us here, there's a children's playpark.

0:00:43 > 0:00:45Yesterday lunchtime, at about 1pm, a family was walking here,

0:00:45 > 0:00:48a 40-year-old man, his 36-year-old wife and their young son,

0:00:48 > 0:00:50just a toddler, two years old.

0:00:50 > 0:00:53Police said they were attacked by someone armed

0:00:53 > 0:00:55with an acid substance.

0:00:55 > 0:00:56It was thrown on them.

0:00:56 > 0:01:00The child and woman suffered minor chemical burns,

0:01:00 > 0:01:03but the man suffered much worse chemical burns, to his

0:01:03 > 0:01:04hands and his face.

0:01:04 > 0:01:08Police have described his injuries as life-changing.

0:01:08 > 0:01:12All three victims were treated here at the scene by paramedics,

0:01:12 > 0:01:14and also by firefighters, who we understand poured

0:01:14 > 0:01:18water onto their faces to try to cool the burns down.

0:01:19 > 0:01:21These types of incidents are on the increase.

0:01:21 > 0:01:25There were 450 last year in London, double the number

0:01:25 > 0:01:27from the previous year.

0:01:27 > 0:01:31It is too early to say what happened in this incident in which a family

0:01:31 > 0:01:35was attacked in broad daylight by someone armed with acid.

0:01:36 > 0:01:38Police are appealing for witnesses, but have not

0:01:38 > 0:01:41made any arrests as yet.

0:01:41 > 0:01:44The two fatal victims of yesterday's care-home fire in Hertfordshire have

0:01:44 > 0:01:48been identified as elderly women, a 91-year-old and an 89-year-old.

0:01:50 > 0:01:53The blaze broke out at the Newgrange Care Home in Cheshunt.

0:01:53 > 0:01:5633 people were rescued, three are still being treated in hospital.

0:02:34 > 0:02:37But not at his local hospital from next month.

0:02:39 > 0:02:43It just frustrates me that disabled people are going to have to pay

0:02:43 > 0:02:47when we already pay a lot of extra expenses.

0:02:47 > 0:02:51I have a huge list of expenses caused by my disability.

0:02:56 > 0:02:58The trust says there will be exemptions for some

0:02:58 > 0:03:01patients if eligible, but it hopes charging blue-badge

0:03:01 > 0:03:05holders will raise ?140,000 a year.

0:03:06 > 0:03:09In a statement, the trust told us this decision had

0:03:09 > 0:03:10not been made lightly.

0:03:10 > 0:03:13It said it had to raise income to protect patient care.

0:03:13 > 0:03:18It said these plans were considered two and a half years ago.

0:03:18 > 0:03:19They were dropped.

0:03:19 > 0:03:22But it has had to do so now because the financial climate

0:03:22 > 0:03:24is significantly more challenging.

0:03:24 > 0:03:25It is fair enough.

0:03:25 > 0:03:27I am disabled, everybody has to pay their way.

0:03:27 > 0:03:31We are in poor times.

0:03:32 > 0:03:37We would have to sell the car to pay for the parking after a few months.

0:03:38 > 0:03:41Parking is free for badge holders at most hospitals,

0:03:41 > 0:03:48but these hospitals all charge disabled drivers to park.

0:03:50 > 0:03:53From May 1st, so will Ashford and St Peter's.

0:03:53 > 0:03:55There is a petition to try to stop the plans.

0:03:55 > 0:03:57Not everybody is a wealthy blue-badge holder.

0:03:57 > 0:04:02There are some people that have said that this will be

0:04:02 > 0:04:05a financial burden on them.

0:04:05 > 0:04:08In a time when hospitals are facing financial pressures as well,

0:04:08 > 0:04:11it seems inevitable that the choices they make may be unpopular.

0:04:41 > 0:04:44In the coming days it is predominantly dry.

0:04:44 > 0:04:48There will be some cloud around at times and some sunny spells too.
