:01:04. > :01:08.authorities have been banned from borrowing cash to do so. Today, a
:01:09. > :01:14.veteran London Labour figures signalled it could change. Will you

:01:19. > :01:23.looks like it. We are in this period when we have yet to see the
:01:24. > :01:26.manifesto, but you are saying 1 million homes in five years. Half of

:01:58. > :02:03.stick with key part of their recent housing White Paper, which pledges

:02:14. > :02:24.first-time buyers. A clamp-down on letting fees and rogue landlords.
:02:25. > :02:28.The Lib Dems have pledged to build 300,000 homes a year across the
:02:29. > :02:32.country, but also we have got to tackle the private rented sector,
:02:33. > :02:37.one in four Londoners rent privately. The government admits the
:02:38. > :02:38.housing market is broking but there is no agreement among the parties on
:02:39. > :02:41.how to fix it. And differences on how to tackle
:02:42. > :02:54.housing evident again today? It sounds like Labour will play a
:02:55. > :02:58.key role to build council houses which would be rented out to tenants
:02:59. > :03:02.at a lower rate. The Tories say it is not the right approach and the
:03:03. > :03:07.key is responsible management of the economy, creating big decisions in
:03:08. > :03:11.which more houses can be built. It is clear that collaboration and
