:00:41. > :00:45.It took 48 hours for the council, Kensington and Chelsea,
:00:46. > :00:53.The former civil servant who helped set up London's emergency response
:00:54. > :00:56.procedures says they are exemplary on paper - it was the system
:00:57. > :00:59.of triggering them which was the problem.
:01:00. > :01:01.I think there will have to be a better system in place,
:01:02. > :01:04.one where central government might have to intervene early on,
:01:05. > :01:06.and other boroughs are allowed to intervene early on,
:01:07. > :01:09.to ask very serious questions, say, "Do you want our help?"
:01:10. > :01:14.you should throw the resources at it early and get ahead of it.
:01:15. > :01:18.By the time you have failed to do that, it is too late.
:01:19. > :01:22.But financial help and re-housing plans are now moving forward.
:01:23. > :01:26.Quite rightly, one of the things we'll have to look at is maybe
:01:27. > :01:30.it should be the Government triggers this in future, but the Government
:01:31. > :01:33.has now, later in the day, but absolutely now on top of this,
:01:34. > :01:36.and absolutely funding the help to the people that need it,
:01:37. > :01:40.and one of the things I think will also come out of this inquiry
:01:41. > :01:42.is to make sure we look at fire regulations in the future.
:01:43. > :01:45.As tenants in four Camden blocks spent a second night
:01:46. > :01:47.away from their homes, at least half a dozen of London's
:01:48. > :01:49.councils are known to have some cladding problems.
:01:50. > :01:56.And the inspections of the last week have raised other risks too.
:01:57. > :02:01.The cladding issue is being inspected systematically,
:02:02. > :02:04.but we had a fire in my constituency yesterday, in a lower rise
:02:05. > :02:05.building without cladding, and I'm really concerned
:02:06. > :02:07.that the Government needs to step up the inspections
:02:08. > :02:18.and support across blocks that could have wider issues.
:02:19. > :02:19.No-one's quite clear yet what Grenfell Tower
:02:20. > :02:23.is going to lead councils to find across the capital.
:02:24. > :02:29.And as investigations continue across London
:02:30. > :02:35.into cladding around buildings, Tara Welsh has been to Wandsworth,
:02:36. > :02:38.where a high-rise there has failed a test by government inspectors.

:02:47. > :02:52.cladding was put on Jose's building when it was refurbished.
:02:53. > :02:55.It's now been tested and doesn't meet current fire-safety standards.
:02:56. > :03:00.To me, at the moment, I don't feel that worried,
:03:01. > :03:03.because obviously if the fire did come in, the building
:03:04. > :03:05.does meet requirements except the outside, then we just
:03:06. > :03:11.What I'm hoping for is that, by Monday, I will see
:03:12. > :03:13.scaffolding going up, and the council say,
:03:14. > :03:20.The council have told us that in response to the findings,
:03:21. > :03:22.a specialist team from the Fire Brigade have checked
:03:23. > :03:25.things like fire doors, electrical cupboards and dry risers,
:03:26. > :03:37.and they say they found there is no reason for people to move out.
:03:38. > :03:39.Wandsworth Council said this is different to Camden -
:03:40. > :03:41.tower blocks were evacuated there when officers found
:03:42. > :03:43.problems with insulation, gas pipes and fire doors,
:03:44. > :03:47.Here, the council says it's been confirmed there
:03:48. > :03:50.is no undue risk to residents, but the cladding will be removed
:03:51. > :03:54.as soon as possible, and fire marshals will be stationed here.
:03:55. > :03:57.I find it quite awful, actually, because there's a lot of old people
:03:58. > :04:00.that live in the block, single mums with children, you know,
:04:01. > :04:02.and despite devastating, actually, to think all this time we've been
:04:03. > :04:06.I think that the concern for vulnerable people,
:04:07. > :04:09.those trying to get down a single staircase in a panic situation,
:04:10. > :04:13.is going to be something quite unnerrving to a lot of people here.
:04:14. > :04:16.But I think there's also a certain calmness the council put in place,
:04:17. > :04:18.elements of due diligence, fire watch et cetera
:04:19. > :04:27.Cladding on blocks from seven London boroughs have now failed
:04:28. > :04:29.government tests as consequences of the Grenfell Tower
:04:30. > :04:37.Hundreds of thousands of Londoners have been celebrating the Muslim
