:00:29. > :00:32.considering whether to no longer be involved in London's decision-making

:00:33. > :00:36.because some say they do not identify with the capital.

:00:37. > :00:39.Dan Freedman has been looking at what's causing some people to NOT

:00:40. > :00:45.VOICEOVER: Since the year 2000, City Hall has been in charge

:00:46. > :00:46.of London's planning, the police, transport,

:00:47. > :00:49.the Fire Service, and environmental issues in the capital.

:00:50. > :00:52.This year, the mayor's budget for all of that is ?16 billion.

:00:53. > :00:54.It's likely you spend about ?23 a month, contributing towards that

:00:55. > :00:57.as part of your council tax, but just as some of London's Brexit

:00:58. > :01:00.heartlands wanted to take power and influence away from the EU,

:01:01. > :01:03.now one London borough wants to be free of this administration.

:01:04. > :01:07.We raise tax through the GLA precept, which is given over

:01:08. > :01:10.to the mayor, then we have to beg for that money back.

:01:11. > :01:12.So you think Havering would be better off out?

:01:13. > :01:20.And you think people support this? Yes.

:01:21. > :01:23.Here in the London borough of Havering it's market day.

:01:24. > :01:25.We are just 12 miles from the centre of London,

:01:26. > :01:28.but do people here feel like they are part of the capital?

:01:29. > :01:31.I feel like I'm a bit of both. So a bit Essex and London.

:01:32. > :01:34.Do you think Sadiq Khan, City Hall

:01:35. > :01:36.should have control of your life?

:01:37. > :01:39.On Wednesday the council will vote on a motion introduced

:01:40. > :01:46.by Ukip to make Havering a unitary authority.

:01:47. > :01:48.A move being described here, jokingly, as "Hexit".

:01:49. > :01:52.It does tap into a sense of people frustrated with the people who make

:01:53. > :01:56.A year ago, it was the people in Brussels, now it seems to be

:01:57. > :02:00.Sadiq Khan says he doesn't think councillors

:02:01. > :02:03.will give this motion the time of day.

:02:04. > :02:15.Most here admit that Hexit seems unlikely, but it was only this time

:02:16. > :02:20.last year that similar frustrations meant a break from convention.

:02:21. > :02:27.STUDIO: The air in the Underground has come under scrutiny today

:02:28. > :02:29.following reports that it could lead to lung disease and

:02:30. > :02:32.Transport for London has said that the air quality

:02:33. > :02:35.is within safety guidelines following a freedom of information

:02:36. > :02:38.It found that passengers could inhale up to 12 million

:02:39. > :02:40.toxic particles a minute, largely produced by wheels

:02:41. > :02:44.One of two new Woolwich Ferries being built is to be

:02:45. > :02:46.named after a teenager who drowned while working

:02:47. > :02:54.Nineteen-year-old Ben Woollacot was dragged overboard while mooring

:02:55. > :03:00.VOICEOVER: For six generations, the Woollacott family have worked

:03:01. > :03:03.Steve, from Swanley in Kent, was trained up by his dad,

:03:04. > :03:06.who was a boat man, and he in turn taught both his sons,

:03:07. > :03:10.He just loved the way of life, the friendship, the camaraderie,

:03:11. > :03:13.just working on the river, you know, you're in the heart

:03:14. > :03:17.his 19-year-old son Ben died in an accident,

:03:18. > :03:22.while working as a deck hand onboard the Woolwich Ferry.

:03:23. > :03:26.It's hard to put into words, you lost your son.

:03:27. > :03:29.He'll always be with us, I believe we'll meet up again.

:03:30. > :03:32.You know, being out on the river, it's like he's here,

:03:33. > :03:35.like his spirit's still here, as far as I'm concerned.

:03:36. > :03:37.Following a local campaign, Transport for London has decided

:03:38. > :03:39.to name one of the new Woolwich ferries, currently

:03:40. > :03:45.We had lots of approaches from people

:03:46. > :03:46.about the naming of the new vessels.

:03:47. > :03:49.Of course we talked to the crews, the staff on the ferry,

:03:50. > :03:51.we talked to local people and everyone was unanimous that

:03:52. > :03:54.naming one of the boats after Ben Woollacott was a really

:03:55. > :03:57.good thing to do, a nice thing to do.

:03:58. > :04:03.For us it is very special to remember Ben, bearing in mind

:04:04. > :04:05.we are river families, and you often hear the Woolwich

:04:06. > :04:08.ferry calling out, so we will always hear Ben's name when they make

:04:09. > :04:11.The new ferries should be ready by next year.

:04:12. > :04:21.Steve hopes his family's special bond with the river will continue.
