:00:55. > :00:57.are expected here by 2025, a 30% increase on the 31.2 million

:01:18. > :01:21.I think a lot of it is because you speak English here, sort of.
:01:22. > :01:22.Amidst all the optimism about visitor numbers,
:01:23. > :01:25.it is clear there are two major factors which could put
:01:26. > :01:30.First of all, the political uncertainty caused by exit.
:01:31. > :01:32.How many EU citizens will be able to quickly and easily access
:01:33. > :01:36.And then you have the security situation.
:01:37. > :01:41.I'm here on Westminster Bridge, the scene of a major terror
:01:42. > :01:45.There was a slight drop off after the London Bridge terror attacks.
:01:46. > :01:47.Who knows what might happen if there is another major terror
:01:48. > :01:52.London isn't the only city, unfortunately, that has
:01:53. > :01:59.And I think people recognise that, but London continues to be
:02:00. > :02:07.And for the moment at least it seems increasing
:02:08. > :02:11.Free solar panels are being installed into low-income
:02:12. > :02:14.households, and the first residents to benefit are in west London.
:02:15. > :02:17.It's aimed at reducing energy bills and is being supported
:02:18. > :02:19.by the government, even though they previously slashed the
:02:20. > :02:31.The sun is out in Ealing and so are Vera and Bibi.
:02:32. > :02:34.Watching the new solar panels being installed on their home.
:02:35. > :02:41.It's especially going to save on bills.
:02:42. > :02:44.I don't know a lot about what solar panels do, but even so,
:02:45. > :02:51.So hopefully everything will turn out all right.

:02:55. > :02:57.The new scheme doesn't cost councils, residents
:02:58. > :03:04.Instead it's partly paid for by investors in Holland.
:03:05. > :03:08.The government says it's good news for people who live here.

:03:14. > :03:20.These residents will be getting that very significant discount
:03:21. > :03:30.Ealing Council is one of the first to have their panels fitted.
:03:31. > :03:32.They've been paying to install their own solar panels, too,
:03:33. > :03:34.but had to cut back because it became too expensive.
:03:35. > :03:36.The government changed the incentives.
:03:37. > :03:38.As these panels have been paid for by investors,
:03:39. > :03:41.it means any profits from selling the energy go to them,
:03:42. > :03:47.We're grateful that the private investors are coming
:03:48. > :03:51.here and investing in Ealing, benefiting our residents,
:03:52. > :03:55.but the government haven't done councils like ours any good at all.
:03:56. > :03:58.Isn't the government giving mixed messages
:03:59. > :04:03.It previously took away some of the subsidies
:04:04. > :04:05.and now you are encouraging schemes like this.
:04:06. > :04:08.Well, actually, this scheme is really interesting.
:04:09. > :04:11.Because it's going to be close to being very little
:04:12. > :04:15.subsidy at all over time, and that is a win-win for everybody.
:04:16. > :04:18.But whoever's installing them, it's likely you're going to see
:04:19. > :04:20.more of these panels across London's roofs soon.
