0:00:16 > 0:00:18As you've been hearing, overnight snow has caused widespread

0:00:18 > 0:00:23travel disruption, particularly at our airports and on the roads.

0:00:23 > 0:00:25The extent of it - which covered most of London

0:00:25 > 0:00:27and the Home Counties - caught many by surprise,

0:00:27 > 0:00:32with snowfall being heaviest in Hertfordshire and north London.

0:00:32 > 0:00:35There weren't many places, in particular north of the river,

0:00:35 > 0:00:42that didn't wake up to scenes similar to this one in New Barnet.

0:00:42 > 0:00:47And it didn't take long for the fun to begin.

0:00:47 > 0:00:49But when there's snow, there's disruption.

0:00:49 > 0:00:55The M25 motorway came to a complete standstill,

0:00:55 > 0:00:58and in Hertfordshire, drivers had enough as they waited

0:00:58 > 0:01:01to join junction eight of the M1, unaware that their journey

0:01:01 > 0:01:05was likely to take hours.

0:01:05 > 0:01:08This was Potters Bar, the driving made that much

0:01:08 > 0:01:12harder on the motorway because of ungritted roads.

0:01:12 > 0:01:19North London too moved slowly, if at all, for the same reason -

0:01:19 > 0:01:21no preparation in the form of grit.

0:01:21 > 0:01:23Luton Airport had flights temporarily suspended,

0:01:23 > 0:01:27causing long delays and frustration for passengers.

0:01:27 > 0:01:30One described it as chaos.

0:01:30 > 0:01:32And there were further problems at Heathrow, with snowploughs

0:01:32 > 0:01:33clearing the runways.

0:01:33 > 0:01:37The London Underground had its share of delays,

0:01:37 > 0:01:40with snow causing power problems.

0:01:40 > 0:01:45But most of the network ploughed on, much to the relief of passengers.

0:01:45 > 0:01:50Londoners south of the river were affected as well.

0:01:50 > 0:01:52This was south-east London this afternoon, where sleet had started

0:01:52 > 0:01:55to turn snow to mush, with a warning tonight to be

0:01:55 > 0:02:02aware of widespread ice.

0:02:02 > 0:02:05Victims of abuse at children's homes in Lambeth are to receive

0:02:05 > 0:02:08compensation from a £100 million fund set up by the council.

0:02:08 > 0:02:10It will include former residents of the Shirley Oaks

0:02:10 > 0:02:13Children's Home near Croydon - some of whom are still

0:02:13 > 0:02:14angry with the council.

0:02:14 > 0:02:15Here's Ayshea Buksh.

0:02:15 > 0:02:17It was supposed to be a sanctuary for vulnerable

0:02:17 > 0:02:19children from across London.

0:02:19 > 0:02:21But for decades, Shirley Oaks children's home in Croydon was

0:02:21 > 0:02:25the centre of a child abuse network.

0:02:25 > 0:02:29The home was run by Lambeth Council, who after pressure from campaigners

0:02:29 > 0:02:34have created a compensation scheme worth millions of pounds.

0:02:34 > 0:02:39Anyone who lived in a children's home run by the borough can apply.

0:02:39 > 0:02:43We act on our pledge to provide redress for people who have been

0:02:43 > 0:02:45waiting for far too long and as well as

0:02:45 > 0:02:46providing compensation, the scheme brings forward

0:02:46 > 0:02:49specialised counselling for people as well as a form

0:02:49 > 0:02:58of written apology.

0:02:58 > 0:03:00But Raymond Stevenson, who lived at the home,

0:03:00 > 0:03:01remains mistrustful of the council.

0:03:01 > 0:03:06He believes such a scheme should be administered away from Lambeth.

0:03:06 > 0:03:08An important chance of a redress scheme is an independent panel.

0:03:08 > 0:03:13It almost comes with the whole scheme.

0:03:13 > 0:03:15So for this council to manufacture an independent redress scheme that

0:03:15 > 0:03:20has no independence is very dark and very offensive to our members.

0:03:20 > 0:03:23I think it's incredibly hard for somebody who has been so badly

0:03:23 > 0:03:26let down by Lambeth Council in the past to have confidence in us

0:03:26 > 0:03:28doing the right thing going forward, I appreciate that.

0:03:28 > 0:03:31But we have worked hard on this scheme, which is the first

0:03:31 > 0:03:33of its kind in the country.

0:03:33 > 0:03:38For survivors, such compensation is a significant milestone,

0:03:38 > 0:03:41but their fight for justice and in-depth scrutiny

0:03:41 > 0:03:46of the past will continue.

0:03:46 > 0:03:47So now time for a full weather forecast.

0:03:56 > 0:03:59There could still be a bit of light, patchy snowfall at times overnight

0:03:59 > 0:04:01tonight, but no great accumulations.

0:04:01 > 0:04:03Instead, the major hazard is going to be ice as everything re-freezes

0:04:04 > 0:04:05onto the roads and pavements.

0:04:05 > 0:04:08Watch out on untreated surfaces in particular.

0:04:08 > 0:04:12A mostly dry early start, and then through the early

0:04:12 > 0:04:16morning rush hour, we have some rain spreading in from the south along

0:04:16 > 0:04:18with some milder air, so most of this is going

0:04:18 > 0:04:21to fall as rain but there could be a bit of

0:04:21 > 0:04:22winteriness at times.

0:04:22 > 0:04:24Some sleet and even some snow mostly over

0:04:24 > 0:04:25the high ground.

0:04:25 > 0:04:28It won't be on the same sort of scale as we saw today.

0:04:28 > 0:04:30It will become more confined towards eastern

0:04:30 > 0:04:31areas as we head through the afternoon.

0:04:31 > 0:04:33Temperatures still on the rather chilly side.

0:04:33 > 0:04:35Now, that system is going to push its way

0:04:35 > 0:04:37eastwards as we head through the later part

0:04:37 > 0:04:40of the day on Monday to leave us with a very cold night

0:04:40 > 0:04:41on Monday into Tuesday.

0:04:41 > 0:04:44Some of our rural spots could be down as low as

0:04:44 > 0:04:45-5, or even -6 Celsius.

0:04:45 > 0:04:47Maybe some more ice issues on Tuesday morning.
