0:00:32 > 0:00:34The London Black cab driver convicted of 19 offences,

0:00:34 > 0:00:36suspected of attacking more than 100 women.

0:00:36 > 0:00:39John Worboys picked up his victims victims in the West End,

0:00:39 > 0:00:41giving them champagne mixed with sedatives, allowing the serial

0:00:41 > 0:00:46sex attacker to carry out repeated assaults.

0:00:46 > 0:00:47The 60-year-old was given an indeterminate sentence,

0:00:47 > 0:00:50which meant he would not be released until parole officials

0:00:50 > 0:00:59were convinced he did not pose a threat to women.

0:00:59 > 0:01:02This month, he will be released after serving ten years in prison.

0:01:02 > 0:01:04A decision that has been heavily criticised, especially after victims

0:01:04 > 0:01:09came forward to say they had not been informed.

0:01:09 > 0:01:10Currently, parole hearings are in private and reasons

0:01:11 > 0:01:12for release are not made public.

0:01:12 > 0:01:15But earlier on The Andrew Marr Show, the Prime Minister confirmed

0:01:15 > 0:01:18the government will review the way they operate.

0:01:18 > 0:01:21I know somebody who was one of his victims and who was not

0:01:21 > 0:01:23contacted and first heard of what was happening

0:01:23 > 0:01:25through the media.

0:01:25 > 0:01:27So, I recognise why people are so concerned about this

0:01:27 > 0:01:30and that's why I think it's right, obviously the parole board

0:01:30 > 0:01:32operates independently, but I think it's right that we,

0:01:32 > 0:01:35as a government are saying, we should look at the question

0:01:35 > 0:01:38of openness and that we should look at this whole issue too of how

0:01:38 > 0:01:46victims are kept in touch.

0:01:46 > 0:01:48Despite some welcoming the decision, others question what it

0:01:48 > 0:01:51will achieve in the long term.

0:01:51 > 0:01:54I think the review does need to happen, but I think it needs

0:01:54 > 0:01:55to be more than a review.

0:01:55 > 0:01:58I think action has to be taken after the review.

0:01:58 > 0:02:00The Justice Secretary, David Liddington, has said he hopes

0:02:00 > 0:02:02the review will give Worboys' victims full confidence

0:02:02 > 0:02:03in the justice system.

0:02:03 > 0:02:05It's expected to be completed before Easter.

0:03:29 > 0:03:32I think every high street in the UK is becoming more and more generic.

0:03:34 > 0:03:36of architect John Soane.

0:03:36 > 0:03:38It's now undergoing a £10 million restoration project and a new cafe

0:03:39 > 0:03:43will open in addition to the kiosk.

0:03:43 > 0:03:46We're absolutely determined to find a cafe operator, a kiosk operator,

0:03:46 > 0:03:50who responds to local demand.

0:03:50 > 0:03:58If possible, a small business like Alan's, but, very sadly,

0:03:58 > 0:04:00Alan bid along with five others.

0:04:00 > 0:04:03His bid really didn't stack up against the others and we couldn't

0:04:03 > 0:04:05responsibly have put him on to the short list.

0:04:05 > 0:04:08Alan still hopes he has a chance to compete with other businesses.
