0:03:35 > 0:03:40somebody in Japan. But now those figures have nosedived, and it is

0:03:40 > 0:03:46credited to believing that life crime is a health issue.Essentially

0:03:53 > 0:03:55have some data and analysis, you look at what interventions might

0:03:55 > 0:03:59work to deal with the problem, you test them out, and if they work you

0:04:10 > 0:04:16offensive weapon down by nearly 70%. The key to it is preventing it from

0:04:16 > 0:04:19happening in the first place. That is about working with young people

0:04:19 > 0:04:22who might be getting involved with violent crime and trying to

0:04:22 > 0:04:25understand exactly why they are carrying knives and why they think

0:04:25 > 0:04:29they need to get involved in violence. And what you can do to

0:04:29 > 0:04:34prevent them from getting involved in the first place.Scotland is very

0:04:34 > 0:04:37different to London, 32 boroughs and different mechanisms and governments

0:04:37 > 0:04:42but absolutely Vermont to make sure we have this public health approach,

0:04:42 > 0:04:44alongside really good effective enforcement.It will take time to

0:04:44 > 0:04:49see whether the new scheme is as successful as it was in Scotland,

0:04:49 > 0:04:52but even the possibility of changing knife culture is an attractive one

0:04:52 > 0:05:03to the authorities. Nearly £50,000 has been raised to try to stop the

0:05:03 > 0:05:11release of sex attacker John Warboys. The government announced

0:05:11 > 0:05:15last week it went be seeking a review over the parole board's
