0:00:29 > 0:00:31after the police watchdog itself, recommended that the officer

0:00:31 > 0:00:34should be suspended.

0:00:38 > 0:00:41He was the third young black man to die within the space of five weeks

0:00:41 > 0:00:43in the capital, following contact with the police.

0:00:43 > 0:00:4820-year-old Rashan Charles was the passenger in a car

0:00:48 > 0:00:49being chased by officers.

0:00:49 > 0:00:52He got out and ran into a local convenience store.

0:00:54 > 0:00:58Mr Charles walking in around 1:45am, pursued by a uniformed

0:00:58 > 0:01:03police officer. There is a struggle on the floor.

0:01:07 > 0:01:10Mr Charles is handcuffed and taken to hospital by paramedics.

0:01:10 > 0:01:13But just over an hour later, he was pronounced dead.

0:01:13 > 0:01:16His death caused upset and anger in the area.

0:02:02 > 0:02:04It's just reinforced people's stereotypes and

0:02:04 > 0:02:08perception that the police are untouchable and members of the black

0:02:08 > 0:02:12community are expendable items.

0:03:07 > 0:03:12streets, and the experience of Scotland could hold the answer.

0:03:12 > 0:03:15Glasgow in particular was suffering an epidemic of violence and knife

0:03:16 > 0:03:19crime until around a decade ago.

0:03:19 > 0:03:22It was just like the problem London has

0:03:22 > 0:03:25now, but on an even bigger scale.

0:03:25 > 0:03:28One of the hundreds of stabbings every year was carried out

0:03:30 > 0:03:32I was in a fight in Glasgow. I stayed in Hope House.

0:03:32 > 0:03:36I was selling drugs, and someone tried to take my drugs of me.

0:03:36 > 0:03:38So I had to pull my knife out.

0:03:38 > 0:03:39But now those figures have nosedived

0:03:39 > 0:03:41and it's being credited to believing that knife

0:03:41 > 0:03:45crime as a health issue.

0:03:45 > 0:03:46Essentially the public health approach involves

0:03:46 > 0:03:49trying to decide what your problem is, so you obviously need some data

0:03:49 > 0:03:51and some analysis.

0:03:51 > 0:03:54You then look at what interventions might work to deal with the problem.

0:03:54 > 0:03:57You test them out. And then if they work, you scale

0:03:57 > 0:04:00them up and try to reach as many people as you possibly can.

0:04:00 > 0:04:02The public health approach was supported

0:04:02 > 0:04:06by the Scottish authorities, and within a few years of violent crime

0:04:06 > 0:04:10had dropped to a 50 year low, with handling an offensive

0:04:10 > 0:04:15weapon down by nearly 70%.

0:04:15 > 0:04:16Scotland is very different to London.

0:04:16 > 0:04:18We have 32 boroughs and different mechanisms

0:04:18 > 0:04:19of governance.

0:04:19 > 0:04:22But absolutely, we want to make sure that we have this

0:04:22 > 0:04:25public health approach alongside really good effective enforcement.

0:04:25 > 0:04:28It will take time to see whether the new scheme is as

0:04:28 > 0:04:30successful as it was in Scotland.

0:04:30 > 0:04:33But even the possibility of changing knife culture is an attractive one

0:04:33 > 0:04:36to the authorities.
