0:00:25 > 0:00:27almost 24 hours after flooding caused chaos due to

0:00:27 > 0:00:28a burst water main.

0:00:28 > 0:00:30People became trapped in cars, shops and restaurants.

0:00:30 > 0:00:35And firefighters had to use boats to carry out rescues.

0:00:35 > 0:00:38The flood has now cleared, but the effects are still being felt

0:00:38 > 0:00:40by some business owners.

0:00:52 > 0:00:55King Street in Hammersmith last night after a burst water main

0:00:55 > 0:00:59caused chaos. 50 people had to be rescued by fire crews as the water

0:00:59 > 0:01:03poured through the streets reaching three foot deep. People travelled in

0:01:03 > 0:01:06this restaurant escaped by boat. That's the only time they decided

0:01:06 > 0:01:15the leave when they saw the boats. Bin bags, plastic bags, they had

0:01:15 > 0:01:19them so they didn't get wet. No communecation, people in uniforms

0:01:19 > 0:01:25walking up and down. -- no communication. We tried to ask them

0:01:25 > 0:01:30what was going on and they said they didn't know what was going on.

0:01:30 > 0:01:35There were people with small kids and prams.The water main burst

0:01:35 > 0:01:40right outside Ali's corner shop. He filmed as the water flooded in

0:01:40 > 0:01:49despite his best efforts to stop it. Damaging the food. And the most

0:01:49 > 0:01:53damage in the basement. I don't have any news. No-one answer me. That's

0:01:53 > 0:01:59the problem. I know it's happened. So this has happened. But at least

0:01:59 > 0:02:04someone say, I'm responsible. No-one, hundreds people outside and

0:02:04 > 0:02:12no-one answering. Only this shop is damaged.Flooding stopped just after

0:02:12 > 0:02:17Midnight and now the focus is on the clean-up then the repairs. There

0:02:17 > 0:02:21have been apologies for disruptions caused and it's hoped things will be

0:02:21 > 0:02:24back to normal as soon as possible. It's not the first time Thames Water

0:02:24 > 0:02:29has run into trouble. Last year, the company was fined more than £8

0:02:29 > 0:02:33million for failing to reduce incidents like this. Staff from

0:02:33 > 0:02:36Thames Water were at the scene today talking to those affected.

0:02:36 > 0:02:41Businesses and residents will be hoping that help soon follows.

0:02:41 > 0:02:44Councils across London have raised concerns about companies

0:02:44 > 0:02:48using a loophole in the law to put up telephone boxes only to use them

0:02:48 > 0:02:50as advertising billboards.

0:02:50 > 0:02:54The Local Government Association says applications have risen 10

0:02:54 > 0:02:57fold, but often the phone boxes do not even include a working phone.

0:02:57 > 0:03:00Westminster received the highest number of applications,

0:03:00 > 0:03:08the council says the loophole should be closed.

0:03:08 > 0:03:11Behind them are not Telecoms companies, they're advertising

0:03:11 > 0:03:16companies who've found a way to put something on the street that allows

0:03:16 > 0:03:21them to advertise and bypass the rules that we have as a local

0:03:21 > 0:03:25authority. They don't offer Wi-Fi despite they advertise they do offer

0:03:25 > 0:03:29it.

0:03:29 > 0:03:31All petrol and diesel vehicles could be banned at peak times

0:03:31 > 0:03:34from part of east London, under new plans being considered

0:03:34 > 0:03:36by Hackney and Islington councils.

0:03:36 > 0:03:38Only the very cleanest will be allowed into some roads

0:03:38 > 0:03:41in Shoreditch which are among those with the worst air

0:03:41 > 0:03:46quality in the Capital.

0:03:46 > 0:03:49It's hoped the measures will help reduce air and noise

0:03:49 > 0:03:50pollution in the area.

0:04:25 > 0:04:29dry once the rain's cleared. The winds ease too. Temperatures getting

0:04:29 > 0:04:35down to seven or eight. It's a cloudy day to finish off the weekend

0:04:35 > 0:04:38tomorrow but it's looking mainly dry. We can't rule out one or two

0:04:38 > 0:04:43spots of drizzle. Most of us should have a dry day. Certainly much

0:04:43 > 0:04:49milder with highs of 13. We may even scrape a 14. Now, as we head through

0:04:49 > 0:04:53the week, it's looking changeable and it looks like we could have some

0:04:53 > 0:04:54wintry showers on Wednesday.
