0:00:17 > 0:00:20Greenwich council claims it's staff have received death threats

0:00:20 > 0:00:24over the removal of an unofficial memorial to Lee Rigby.

0:00:24 > 0:00:27Tributes have been left outside Woolwich Barracks

0:00:27 > 0:00:29since the fusilier's murder in May 2013.

0:00:29 > 0:00:31But the council say they have responded to complaints that that

0:00:31 > 0:00:33flags and banners had become scruffy, and the

0:00:33 > 0:00:35memorial had been adopted by right wing nationalists.

0:00:42 > 0:00:46There is no official memorial at the exact spot where Lee Rigby was

0:00:46 > 0:00:51killed. But since his death, it has become an impromptu shrine to a

0:00:51 > 0:00:54youngish row -- soldier brutally murdered. When a council worker took

0:00:54 > 0:00:58it down, he was filmed, his face and name put on the Internet and then he

0:00:58 > 0:01:03got death threats.It's just completely beyond the pale. It's

0:01:03 > 0:01:08just appalling. I spoke to that work on the telephone and of course he

0:01:08 > 0:01:13was very distressed. He felt very intimidated. And frightened for his

0:01:13 > 0:01:19wife and his children. And of course that will have had an effect on his

0:01:19 > 0:01:24workmates as well.The council also claims colleagues have been visited

0:01:24 > 0:01:28that work and intimidated. But some argue the council is stopping people

0:01:28 > 0:01:32from paying tribute themselves. This morning some of the flags were back

0:01:32 > 0:01:36but no sign of anything political. Both the army and his family have

0:01:36 > 0:01:38said they should be nothing official that the site of the murder will

0:01:38 > 0:01:43stop there were two designated places nearby where you can pay

0:01:43 > 0:01:47tribute. But in Woolwich today there was still a desire to mark the spot

0:01:47 > 0:01:51somehow.The flowers are fine because everybody puts flowers when

0:01:51 > 0:01:57someone is dead. But in terms of the flag, you can't let people express

0:01:57 > 0:02:01the way they want to express.The cross of St George 's English, and

0:02:01 > 0:02:05that is what we are. So that is fine and flowers are fine. I don't think

0:02:05 > 0:02:09it belongs to any political group. This year marks the fifth

0:02:09 > 0:02:14anniversary of Lee Rigby's death, bringing back and just -- not just

0:02:14 > 0:02:16painful memories but also the question of how to remember.

0:02:16 > 0:02:18A 14-year-old girl has been arrested on suspicion

0:02:18 > 0:02:20of possessing a firearm, which she pointed

0:02:20 > 0:02:21at an officer's head.

0:02:21 > 0:02:23She was one of three teenagers who threatened police officers.

0:02:23 > 0:02:28They were arrested near Lewisham Park last night.

0:02:28 > 0:02:31Mayor Sadiq Khan currently has a target of building

0:02:31 > 0:02:3365,000 homes a year to tackle the housing shortage.

0:02:33 > 0:02:36So to speed things up, prefab homes are being considered

0:02:36 > 0:02:40as a potential solution. Thomas Magill reports.

0:02:40 > 0:02:43Lorraine has been waiting for a suitable housing

0:02:43 > 0:02:46for nearly two years.

0:02:46 > 0:02:49In the meantime, she's sharing this studio flat in Mitcham with her

0:02:49 > 0:02:5117-year-old daughter.

0:02:51 > 0:02:54Cramped. Very cramped.

0:02:54 > 0:02:56And depressing. It's pretty hard.

0:02:56 > 0:02:58Like I said, there's no space for anything.

0:02:58 > 0:03:02As you can see, I've got bags and boxes everywhere.

0:03:02 > 0:03:03Down the road from Lorraine, could this

0:03:03 > 0:03:05development provide the solution?

0:03:05 > 0:03:08The 37 flats at the Y Cube were built in a factory,

0:03:08 > 0:03:13transported to the site by lorry and lifted into position.

0:03:13 > 0:03:15The process took five months.

0:03:15 > 0:03:18That's about half the time of traditional methods.

0:03:18 > 0:03:25And it was 25% cheaper, costing £63,000 per flat.

0:03:25 > 0:03:28In a new departure from the YMCA, they have built these homes on

0:03:28 > 0:03:32land bought from Merton Council.

0:03:32 > 0:03:34And as part of that transaction, half of

0:03:34 > 0:03:36the residents come from the council's housing waiting list.

0:03:36 > 0:03:43And the other half from the charity's hostels.

0:03:43 > 0:03:48It would be great if we could scale these up. For just over £2 million

0:03:48 > 0:03:51you could deliver 36 homes very quickly for people. It is a

0:03:51 > 0:03:52fantastic affordable solution.

0:03:52 > 0:03:54Factory-built flats are already available to buy across London.

0:03:54 > 0:03:57The developer of these ones have received £25 million investment

0:03:57 > 0:04:01from the mayor to deliver 1000 affordable homes.

0:04:01 > 0:04:04A third of them will be factory built.

0:04:04 > 0:04:06A report from the London Assembly concluded that

0:04:06 > 0:04:08this type of technology could be the answer

0:04:08 > 0:04:16to London's housing crisis.

0:04:16 > 0:04:19We need the mayor to start working the market and making sure that

0:04:19 > 0:04:25market develops. There is certainly a demand. All we need now is for the

0:04:25 > 0:04:29mayor to pull his finger out and start taking action.

0:04:29 > 0:04:32The mayor as targets for how many affordable homes he will support the

0:04:32 > 0:04:38building. That is the target for us. This has a key role to play in

0:04:38 > 0:04:39supporting those targets.

0:04:39 > 0:04:42There are concerns that savings developers may make on the

0:04:42 > 0:04:45construction costs won't be passed on to home-buyers.

0:04:45 > 0:04:47But they can be built on an awkward brownfield

0:04:47 > 0:04:53sites, are faster to put up and could be cheaper.

0:05:28 > 0:05:31A dry, albeit fairly cloudy start and then we have got this rain

0:05:31 > 0:05:34to spill in in the middle part of the day from the north,

0:05:34 > 0:05:37as it clears the way, it introduces colder air,

0:05:37 > 0:05:40a bitter 12 degrees, but by the end of the afternoon,

0:05:40 > 0:05:42into the evening, much, much colder than that.

0:05:42 > 0:05:44A touch of ground frost into Tuesday, potentially,

0:05:44 > 0:05:46with temperatures back to where they should be

0:05:46 > 0:05:50for this time of year.
