0:00:14 > 0:00:19Good evening from BBC London News.
0:00:19 > 0:00:21I'm Chris Rogers.
0:00:21 > 0:00:27Greenwich council say its staff have received death threats over
0:00:27 > 0:00:29the removal of an unofficial memorial to Lee Rigby.
0:00:29 > 0:00:30Tributes have been left outside Woolwich Barracks
0:00:30 > 0:00:33since the fusilier's murder in 2013.
0:00:33 > 0:00:35The council say they've had to respond to complaints the shrine
0:00:35 > 0:00:37is being adopted by some right wing groups.
0:00:37 > 0:00:38Emma North reports.
0:00:38 > 0:00:40There is no official memorial at the exact spot
0:00:40 > 0:00:43where Lee Rigby was killed.
0:00:43 > 0:00:46But since his death, it has become an impromptu shrine to a young
0:00:46 > 0:00:49soldier brutally murdered.
0:00:49 > 0:00:53When a council worker took it down, he was filmed, his face and name put
0:00:53 > 0:00:55on the internet and then he got death threats.
0:00:55 > 0:00:57It's just completely beyond the pale.
0:00:57 > 0:00:58It's just appalling.
0:00:58 > 0:01:01I spoke to that worker on the telephone and of course
0:01:01 > 0:01:05he was very distressed.
0:01:05 > 0:01:06He felt very intimidated.
0:01:06 > 0:01:11And frightened for his wife and his children.
0:01:11 > 0:01:16And of course that will have had an effect on his workmates as well.
0:01:16 > 0:01:18The council also claims colleagues have been visited
0:01:18 > 0:01:21at work and intimidated.
0:01:21 > 0:01:24But some argue the council is stopping people from paying
0:01:24 > 0:01:26tribute themselves.
0:01:26 > 0:01:28This morning, some of the flags were back but no sign
0:01:28 > 0:01:32of anything political.
0:01:32 > 0:01:34Both the Army and his family have said there should be nothing
0:01:34 > 0:01:36official at the site of the murder.
0:01:36 > 0:01:39There were two designated places nearby where you can pay tribute.
0:01:39 > 0:01:41But in Woolwich today there was still a desire
0:01:41 > 0:01:42to mark the spot somehow.
0:01:42 > 0:01:44The flowers are fine because everybody puts flowers
0:01:44 > 0:01:46when someone is dead.
0:01:46 > 0:01:49But in terms of the flag, you can't let people express the way
0:01:49 > 0:01:52they want to express.
0:01:52 > 0:01:55The cross of St George is English, and that is what we are.
0:01:55 > 0:01:57So that is fine and flowers are fine.
0:01:57 > 0:02:02I don't think it belongs to any political group.
0:02:02 > 0:02:03This year marks the fifth anniversary of Lee Rigby's death,
0:02:03 > 0:02:05bringing back not just painful memories but also the question
0:02:05 > 0:02:10of how to remember.
0:02:14 > 0:02:16In a bid to tackle London's housing shortage, could pre-fab
0:02:16 > 0:02:17units be the answer?
0:02:17 > 0:02:19Here's Thomas Magill.
0:02:22 > 0:02:23Lorraine has been waiting for suitable housing
0:02:23 > 0:02:24for nearly two years.
0:02:24 > 0:02:26In the meantime, sharing this studio flat in Mitcham
0:02:26 > 0:02:30with her 17-year-old daughter.
0:02:30 > 0:02:31Cramped.
0:02:31 > 0:02:32Very cramped.
0:02:32 > 0:02:33And depressing.
0:02:33 > 0:02:35It's pretty hard.
0:02:35 > 0:02:37Like I said, there's no space for anything.
0:02:37 > 0:02:39As you can see, I've got bags and boxes everywhere.
0:02:39 > 0:02:41Down the road from Lorraine, could this development
0:02:41 > 0:02:45provide the solution?
0:02:45 > 0:02:48The 37 flats at the Y Cube were built in a factory,
0:02:48 > 0:02:52transported to the site by lorry and lifted into position.
0:02:52 > 0:02:54The process took five months.
0:02:54 > 0:02:58That's about half the time of traditional methods.
0:02:58 > 0:03:04And it was 25% cheaper, costing £63,000 per flat.
0:03:04 > 0:03:07It would be great if we could scale these up.
0:03:07 > 0:03:10For just over £2 million, you can deliver 36 homes very,
0:03:10 > 0:03:12very quickly for people so it's a fantastic, affordable solution.
0:03:12 > 0:03:16Factory-built flats are already available to buy across London.
0:03:16 > 0:03:19The developer of these ones have received £25 million investment
0:03:19 > 0:03:24from the mayor to deliver 1,000 affordable homes.
0:03:24 > 0:03:30A third of which will be factory built.
0:03:30 > 0:03:32A report from the London Assembly concluded that this type
0:03:32 > 0:03:38of technology could be the answer to London's housing crisis.
0:03:38 > 0:03:41We need the mayor to start working the market and making sure
0:03:41 > 0:03:42that market develops.
0:03:42 > 0:03:43There is certainly a demand.
0:03:43 > 0:03:46All we need now is for the mayor to pull his finger out
0:03:46 > 0:03:48and start taking action.
0:03:48 > 0:03:50The mayor has targets for how many affordable homes he's
0:03:50 > 0:03:52going to support the building of and that's the really
0:03:53 > 0:03:54crucial target for us.
0:03:54 > 0:03:55We want to see those affordable homes built.
0:03:55 > 0:03:57Modular construction, on-site construction has a key role
0:03:57 > 0:03:59to play in supporting those targets.
0:03:59 > 0:04:02There are concerns that savings developers may make
0:04:02 > 0:04:09on the construction costs won't be passed on to home-buyers.
0:04:09 > 0:04:11But they can be built on awkward brownfield sites,
0:04:11 > 0:04:16are faster to put up and could be cheaper.
0:04:17 > 0:04:20Time for the weather with Sara Thornton.
0:04:20 > 0:04:22Good evening.
0:04:22 > 0:04:29A bit of sunshine, a mild wind from the south-west.
0:04:29 > 0:04:31That all combined to lift our temperatures to 14
0:04:31 > 0:04:33degrees today in London, and we keep the mild air tonight
0:04:33 > 0:04:37but very quickly we're going to lose it has we go through Monday.
0:04:37 > 0:04:38A fine start to your new working week.
0:04:38 > 0:04:42A breezy one, though, but it is the middle part of the day
0:04:42 > 0:04:44we see some rain spilling in from the North, and it
0:04:44 > 0:04:45will introduce some cold air.
0:04:45 > 0:04:4812 degrees before it comes in, much colder behind.
0:04:48 > 0:04:50It gives us a touch of ground frost overnight into Tuesday
0:04:50 > 0:04:52and temperatures back to where they should be
0:04:52 > 0:04:57for the time of year.
0:04:57 > 0:05:00And that's it. Thanks for watching. Have a good night.
