0:00:18 > 0:00:22renovation in Luton has been unveiled to residents.

0:00:22 > 0:00:24Plans for the Marsh Farm estate were overhauled following

0:00:24 > 0:00:27the Grenfell Tower disaster.

0:00:27 > 0:00:28Cladding has undergone extensive fire testing,

0:00:28 > 0:00:31and a new sprinkler system will be installed in every flat.

0:00:35 > 0:00:38The fire at Grenfell Tower has led to a rethink across London in terms

0:00:38 > 0:00:41of high-rise safety.

0:00:41 > 0:00:43That focus this weekend came to Luton as plans for a major

0:00:43 > 0:00:47redevelopment of the Marsh Farm estate were put on display.

0:00:47 > 0:00:53It will be a new look with fire safety at its heart.

0:00:53 > 0:00:56I am glad today especially that I came, because if I had not come

0:00:56 > 0:00:59today, I would still have my doubts over whether they are going to be

0:00:59 > 0:01:03safe or not, but being able to ask questions and get answers to every

0:01:03 > 0:01:05single question, my mind is at ease.

0:01:05 > 0:01:08This flame burned against the new fireproof installation for hours.

0:01:08 > 0:01:10Residents could also ask about the new sprinkler system

0:01:10 > 0:01:12in every flat and the exterior cladding, which has

0:01:12 > 0:01:17undergone rigorous testing by the Fire Service.

0:01:17 > 0:01:20We simulated the fire breaking out of a window and then rising up

0:01:20 > 0:01:23the outside of the building with the cladding.

0:01:23 > 0:01:26This test was actually run for 24 minutes.

0:01:26 > 0:01:28Now the normal British standard would be 15 minutes,

0:01:28 > 0:01:31but we ran it for 24 minutes, we extinguished the fire

0:01:31 > 0:01:33and the result was that the cladding was very slightly scorched,

0:01:33 > 0:01:35but it was still intact.

0:01:35 > 0:01:39And it did not contribute to the fire at all.

0:01:39 > 0:01:41After Grenfell, everyone got a little bit worried,

0:01:41 > 0:01:43but we are going for the top of the range fittings,

0:01:43 > 0:01:46top of the range with everything, so hopefully people have gone away

0:01:46 > 0:01:50from here today nice and happy.

0:01:50 > 0:01:52The plans have been updated since Grenfell.

0:01:52 > 0:01:54A concierge will be employed to help with the upkeep.

0:01:54 > 0:01:57There will be a new heating system, solar panels and LED lighting.

0:03:18 > 0:03:21on and 7000 people have signed.

0:03:26 > 0:03:28they feel they have to be back before one o'clock,

0:03:28 > 0:03:31because they are frightened to walk the streets without streetlights.

0:03:39 > 0:03:42been a spike in crime since the lights went off.

0:03:42 > 0:03:44It goes up at a huge pace, 22%.

0:03:49 > 0:03:51The council did not want to be interviewed.

0:03:51 > 0:03:54They said in a statement that crime going up is not

0:03:54 > 0:03:56related to the switch off.

0:03:56 > 0:03:59They said they did it to help save money and worked

0:03:59 > 0:04:03with the police before making a decision.

0:04:03 > 0:04:06Looking out of the window, it was completely pitch black.
