0:00:14 > 0:00:19Good evening from BBC London News, I'm Victoria Hollins.

0:00:19 > 0:00:22The safety review of a multi-million pound tower block

0:00:22 > 0:00:25renovation in Luton has been unveiled to residents.

0:00:25 > 0:00:27Plans for the Marsh Farm estate were overhauled following

0:00:27 > 0:00:30the Grenfell Tower disaster.

0:00:30 > 0:00:32Cladding has undergone extensive fire testing,

0:00:32 > 0:00:36and a new sprinkler system will be installed in every flat.

0:00:36 > 0:00:39Marc Ashdown explains.

0:00:39 > 0:00:42The fire at Grenfell Tower has led to a rethink across London in terms

0:00:42 > 0:00:45of high-rise safety.

0:00:45 > 0:00:48That focus this weekend came to Luton as plans for a major

0:00:48 > 0:00:51redevelopment of the Marsh Farm estate were put on display.

0:00:51 > 0:00:55It will be a new look with fire safety at its heart.

0:00:55 > 0:00:59I am glad today especially that I came, because if I had not come

0:00:59 > 0:01:02today, I would still have my doubts over whether they are going to be

0:01:02 > 0:01:05safe or not, but being able to ask questions and get answers to every

0:01:06 > 0:01:07single question, my mind is at ease.

0:01:07 > 0:01:10This flame burned against the new fireproof installation for hours.

0:01:10 > 0:01:14Residents could also ask about the new sprinkler system

0:01:14 > 0:01:17in every flat and the exterior cladding, which has

0:01:17 > 0:01:21undergone rigorous testing by the Fire Service.

0:01:21 > 0:01:24We simulated the fire breaking out of a window and then rising up

0:01:24 > 0:01:26the outside of the building with the cladding.

0:01:26 > 0:01:29This test was actually run for 24 minutes.

0:01:29 > 0:01:31Now the normal British standard would be 15 minutes,

0:01:31 > 0:01:34but we ran it for 24 minutes, we extinguished the fire

0:01:34 > 0:01:37and the result was that the cladding was very slightly scorched,

0:01:37 > 0:01:39but it was still intact.

0:01:39 > 0:01:42And it did not contribute to the fire at all.

0:01:42 > 0:01:45After Grenfell, everyone got a little bit worried,

0:01:45 > 0:01:47but we are going for the top of the range fittings,

0:01:47 > 0:01:50top of the range with everything, so hopefully people have gone away

0:01:50 > 0:01:53from here today nice and happy.

0:01:53 > 0:01:56The plans have been updated since Grenfell.

0:01:56 > 0:01:59A concierge will be employed to help with the upkeep.

0:01:59 > 0:02:01There will be a new heating system, solar panels and LED lighting.

0:02:01 > 0:02:04Work on the £23 million project is due to get

0:02:04 > 0:02:06under way in the summer.

0:02:18 > 0:02:21Police were called to Hopton Road in Streatham shortly before 4

0:02:21 > 0:02:22o'clock this afternoon where they found the

0:02:22 > 0:02:2319-year-old with a stab wound.

0:02:25 > 0:02:27More than 7000 people have signed a petition against Surrey council's

0:02:27 > 0:02:35decision to turn off street lights across the county after 1am.

0:02:35 > 0:02:37The council says it's saving £210,000,

0:02:37 > 0:02:39but some residents are concerned at the spike in night-time crime.

0:02:39 > 0:02:40Here's Sarah Morris.

0:02:40 > 0:02:46Streetlights in Surrey.

0:02:46 > 0:02:49This is touring the day but after 1am they're all turned off.

0:02:49 > 0:02:52Your television isn't broken, this is how dark it gets.

0:02:52 > 0:02:53It was filmed by a local resident.

0:02:53 > 0:02:55Amanda works the overnight shift in the local supermarket.

0:02:55 > 0:02:58This is how dark it is when she leaves her home.

0:02:58 > 0:03:02You feel very vulnerable, even walking from the car park

0:03:02 > 0:03:05to the store you feel quite vulnerable, so walking

0:03:05 > 0:03:07the nearby streets in pitch black is disconcerting.

0:03:07 > 0:03:09Her husband John has started a petition to turn

0:03:09 > 0:03:15the lights back on.

0:03:22 > 0:03:23back before one o'clock.

0:03:23 > 0:03:26John says the figures he's been given by the police show there's

0:03:26 > 0:03:28been a spike in crime since the lights went off.

0:03:28 > 0:03:31It goes up to a huge peak, 22% more crime than has

0:03:31 > 0:03:32ever been committed.

0:03:32 > 0:03:35The council didn't want to be interviewed, they said

0:03:35 > 0:03:38in a statement that crime going up is not related to the switch off.

0:03:38 > 0:03:41They said they did it to help save money and worked

0:03:41 > 0:03:44with the police before making a decision.

0:03:44 > 0:03:46Looking out of the window, it's completely pitch black.

0:03:46 > 0:03:49But Jo is in no doubt that her car was only broken

0:03:49 > 0:03:52into outside her home because the streetlights were off.

0:03:52 > 0:03:56The family lost £2000 worth of new baby stuff.

0:03:56 > 0:03:58I was up most of the night.

0:03:58 > 0:04:01I should have been able to hear things but looking

0:04:01 > 0:04:03out of the window, it was completely pitch black.

0:04:03 > 0:04:10It was the emotional shock of having lost all of her new baby things.

0:04:10 > 0:04:17Surrey county council say they've saved £200,000 a year but residents
