0:00:13 > 0:00:16Hello and welcome to BBC London News, I'm Alpa Patel.
0:00:16 > 0:00:19Five homeless charities are warning that people will die if urgent

0:00:21 > 0:00:22over the coming days.
0:00:22 > 0:00:25Temperatures could get as low as minus seven degrees tonight.
0:00:25 > 0:00:27One homeless man has already died in Essex.
0:00:27 > 0:00:36Sarah Harris reports.
0:00:38 > 0:00:40It's business as usual on Chelmsford High Street,
0:00:40 > 0:00:43with shoppers and buskers out enjoying the winter sunshine.
0:00:43 > 0:00:46But a stone's throw from the main high street, a homeless man believed
0:00:46 > 0:00:50to be living rough here was found dead after a cold and frosty night.
0:00:50 > 0:00:53Workers are asking for support ahead of the freezing snap expected this
0:00:53 > 0:00:54week for rough sleepers in and around London.
0:00:55 > 0:00:56Of course I'm very concerned.
0:00:56 > 0:01:04People are going to die on the streets.
0:01:04 > 0:01:07There are far too many homeless people tonight who'll be lying
0:01:07 > 0:01:09on the street in this cold, severe, minus, treacherous weather.
0:01:09 > 0:01:11People will die on these streets.
0:01:11 > 0:01:18People need to, if they can, go out and help their fellow person.
0:01:18 > 0:01:20Harry's been sleeping on the streets of London near Waterloo
0:01:20 > 0:01:22on and off for 15 years.
0:01:22 > 0:01:32With mental health and addiction issues, he knows he's relying
0:01:37 > 0:01:40on the kindness of others to stay alive when temperatures
0:01:40 > 0:01:41drop below zero.
0:01:41 > 0:01:43He's seen many friends die during the winters.
0:01:43 > 0:01:44Mostly, like, overdoses, found in the cold.
0:01:44 > 0:01:46I've woke up with snow on me before.
0:01:46 > 0:01:48Luckily someone actually woke me up and went, like,
0:01:48 > 0:01:50you know, are you all right?
0:01:50 > 0:01:52Cos I wouldn't have woke up, to be honest.
0:01:52 > 0:01:54I was that cold, you know what I mean?
0:01:54 > 0:01:57Around a quarter of the country's rough sleepers are based in London.
0:01:57 > 0:01:59Close to Waterloo the numbers have gone up, according
0:01:59 > 0:02:00to council figures.
0:02:00 > 0:02:05But many, like Harry, do have a place to go.
0:02:05 > 0:02:08I actually have a homeless hostel that I stay at that I pay
0:02:08 > 0:02:11a certain amount every week, but, like, most of the time I end up
0:02:11 > 0:02:13staying on the street because I can't hack it.
0:02:13 > 0:02:15I'm too used to being outside, you know?
0:02:15 > 0:02:18Severe weather protocol is in place in boroughs across the capital.
0:02:18 > 0:02:21Tonight a meal and shelter is being provided at Hackney Town Hall,
0:02:21 > 0:02:23with volunteers ready to support rough sleepers in what's expected
0:02:23 > 0:02:25to be a challenging week as temperatures fall.
0:02:25 > 0:02:33Sarah Harris, BBC London News.
0:02:33 > 0:02:37The sister of a man who died in police custody has told the BBC

0:03:03 > 0:03:05to help clean up an oil spill, which has spread for miles.
0:03:05 > 0:03:09The volunteers spent much of the day near the Olympic Park putting down

0:03:12 > 0:03:14The Environment Agency is investigating who was behind
0:03:14 > 0:03:15the the oil slick.
0:03:15 > 0:03:22It's thought to have started more than a week ago.
0:03:22 > 0:03:24Let's get that all-important weather forecast -
0:03:24 > 0:03:24here's Kate Kinsella.
0:03:25 > 0:03:26Good evening.
0:03:26 > 0:03:28It's been a very cold Saturday and temperatures set to drop even
0:03:28 > 0:03:30further over the next few days.
0:03:30 > 0:03:33For today at least, though, we have had blue sky and sunshine
0:03:33 > 0:03:35and it's been quite a beautiful cold, crisp winter's day,
0:03:35 > 0:03:37and conditions stay similar into tomorrow.
0:03:37 > 0:03:40Overnight tonight we still don't have much cloud, and with this cold
0:03:40 > 0:03:42air temperatures are going to drop down into negative figures -
0:03:42 > 0:03:44between zero, -3 or -4 out in the countryside,
0:03:44 > 0:03:51so a bitterly cold night.
0:03:51 > 0:03:54We've still got this easterly breeze and that's going to stay with us
0:03:54 > 0:03:55into Sunday as well.
0:03:55 > 0:03:58So a very cold start to Sunday, that easterly wind making things
0:03:58 > 0:04:03feel particularly raw as we head through the day.
0:04:03 > 0:04:06Plenty of sunshine, it stays dry, with temperatures reaching five
0:04:06 > 0:04:09Celsius, but factor in that breeze and it's going to feel much colder.
0:04:09 > 0:04:11Some snow showers expected towards the East overnight
0:04:11 > 0:04:14from Sunday into Monday and then for Monday itself, the Met Office
0:04:14 > 0:04:16for Monday afternoon has issued a yellow weather warning indicated
0:04:16 > 0:04:19by this yellow area, so mainly towards the East,
0:04:19 > 0:04:21but then as we head through Tuesday, further snow showers expected,
0:04:21 > 0:04:23the area indicated here by this yellow patch,
0:04:23 > 0:04:32so it's growing.
0:04:32 > 0:04:34And then through Wednesday as well, further snow showers.
0:04:34 > 0:04:37So not only is the temperature set to drop over the next few days,
0:04:37 > 0:04:40we're going to see some snowfall as well, which could in turn
0:04:40 > 0:04:41cause some disruption.
0:04:41 > 0:04:45So by midweek, yes, we've got a bit of snow around but also look
0:04:45 > 0:04:46at that temperature - that's during the day.
0:04:47 > 0:04:53Unlikely to get much above zero.
0:04:53 > 0:04:56With the wind as well, it's going to feel bitterly cold.
0:04:56 > 0:04:59That's it from me and the team.
0:04:59 > 0:05:01Do have a lovely evening.
