0:00:00 > 0:00:00There's more throughout the evening on the BBC News Channel,
0:00:00 > 0:00:02we are back with the late news at xxxx - now on BBC1 its time
0:00:02 > 0:00:04for the news where you are. at xxxx - now on BBC1 its time
0:00:04 > 0:00:04Goodbye. at xxxx - now on BBC1 its time
0:00:13 > 0:00:16Good evening, I'm Asad Ahmad.
0:00:16 > 0:00:19A new offence of 'Causing Death by Dangerous Cycling' -
0:00:19 > 0:00:21could be recommended by Ministers as early as next week.
0:00:21 > 0:00:24A review into current road safety legislation,
0:00:24 > 0:00:26followed the death of a mother - killed by a cyclist
0:00:26 > 0:00:29with no front brakes - in east London two years ago.
0:00:29 > 0:00:36Emma North can tell us more.
0:00:36 > 0:00:41Kim Briggs was on her lunch break in East London when she was knocked
0:00:41 > 0:00:47over by a cyclist. She died one week later. The man who hit her was
0:00:47 > 0:00:50Charlie Alastair and whose bicycle had fixed wheels and no front brake,
0:00:50 > 0:00:56which is illegal on Britain's roads. He was found guilty of an offence
0:00:56 > 0:00:59from the 18 hundredths and was jailed for 18 months. Today her
0:00:59 > 0:01:04widower said he had no official word of what the government plans work,
0:01:04 > 0:01:12but in the past he said his wife's death has exposed a gap in the law.
0:01:12 > 0:01:15What I want is for the police and the CPS, because this probably will
0:01:15 > 0:01:19happen again, to have a coherent law to be able to reach for in the
0:01:19 > 0:01:22future.Later this week, the government is expected to announce
0:01:22 > 0:01:27that cyclists who kill pedestrians could be charged under a new law
0:01:27 > 0:01:30similar to causing death by dangerous driving and that carries a
0:01:30 > 0:01:34life sentence. The government says this review will deal with all
0:01:34 > 0:01:39aspects of cycle safety including a possible law to deal with cyclist
0:01:39 > 0:01:43who kill pedestrians. Some campaign group say this is simply not enough.
0:01:43 > 0:01:55They are tinkering around the
0:01:58 > 0:02:00edges.We were promised a review in 2014 of all road traffic offences
0:02:00 > 0:02:04and we are still waiting for it and now we have a limited review just of
0:02:04 > 0:02:06cycling offences. The review is due at the end of this week.
0:02:06 > 0:02:08Thames Water is appealing to people not to use
0:02:08 > 0:02:11excessive amounts of water - because of a huge rise in the number
0:02:11 > 0:02:13of burst water pipes and leaks since Friday.
0:02:13 > 0:02:16Rising temperatures are being blamed as demand for water increases.
0:02:16 > 0:02:18We have seen a really big increase in leakage and bursts
0:02:18 > 0:02:19being reported by our customers.
0:02:19 > 0:02:23London demand has jumped up by about 20% in the last few days.
0:02:23 > 0:02:26We suspect quite a lot of this might be due to the bursts on the network
0:02:26 > 0:02:29behind us that we are repairing here, but also maybe
0:02:29 > 0:02:37in customers' properties.
0:02:37 > 0:02:40Up to 100 people were evacuated following an explosion near Romford.
0:02:40 > 0:02:44Emergency services were called to Harold hill, no one was injured and
0:02:44 > 0:02:47police have confirmed it was gas related.
0:02:47 > 0:02:49Westminster Council - has long been seen by Tory big wigs
0:02:49 > 0:02:52as upholding the values of the Conservative Party -
0:02:52 > 0:02:53at a local level.
0:02:53 > 0:02:55But polling in London, suggests there could be a big enough
0:02:55 > 0:02:58swing to Labour in the forthcoming local elections -
0:02:58 > 0:02:59which could see council go red.
0:02:59 > 0:03:01Not with embarrassment - but by the number of
0:03:01 > 0:03:09Labour Councillors.
0:03:09 > 0:03:12Westminster is one of the richest areas in the country, for starters
0:03:12 > 0:03:17the Queen lives there and so does the Prime Minister. Like all errors
0:03:17 > 0:03:22in London, it is also home to the poor. It has the highest number of
0:03:22 > 0:03:27Ross slippers in the country and recently won died just yards from
0:03:27 > 0:03:33Parliament. -- rough sleepers. Westminster Council, the duel in the
0:03:33 > 0:03:38Conservative local government crown could be toppled. Both the election
0:03:38 > 0:03:41results last year but the polling done since then shows a really
0:03:41 > 0:03:46dramatic slipped -- shift to Labour particularly in inner London, the
0:03:46 > 0:03:51last bit of polling done showed A13 point swing to Labour in inner
0:03:51 > 0:03:57London. If they manage to crack Westminster, something seismic is
0:03:57 > 0:04:01happening in British politics. It will not be easy, currently Labour
0:04:01 > 0:04:05has just 15 councillors, the Tories have three times as many, but that
0:04:05 > 0:04:11would mean losing the council is more painful so to battle the storm,
0:04:11 > 0:04:17the Tory leader has a plan.Over the last couple of years, wealthy
0:04:17 > 0:04:21residents have our stars, wide you not put up your council tax? This
0:04:21 > 0:04:28new voluntary contribution, as those to pay more, consider paying more,
0:04:28 > 0:04:33the council tax bill for an extra will be £833 and we are suggesting
0:04:33 > 0:04:37another £833.This is a voluntary measure and people can choose
0:04:37 > 0:04:45whether to pay it.You cannot run government on the charity of
0:04:45 > 0:04:48individuals. Street homelessness has gone up since the Tories got back
0:04:48 > 0:04:56into government. There are 2500 families in temporary accommodation,
0:04:56 > 0:04:59it is a shambles.Up in council tax for wealthy residents is likely to
0:04:59 > 0:05:03be confirmed this week but with just weeks to go before the election in
0:05:03 > 0:05:08May, Labour is hoping it will be too little too late.
0:05:08 > 0:05:11Now the weather forecast with Elizabeth.
0:05:11 > 0:05:11Good evening.
0:05:11 > 0:05:14No sign of that very cold weather making a return in the short-term,
0:05:14 > 0:05:16in fact it is looking a touch milder again tomorrow.
0:05:16 > 0:05:18Temperatures back up again into double figures.
0:05:18 > 0:05:20Mostly dry, some spells of brightness and sunshine,
0:05:20 > 0:05:23but quite a bit of cloud around as well and there will be some
0:05:23 > 0:05:25cloud overnight tonight, but lots of clear skies,
0:05:25 > 0:05:29a nice break to start the day tomorrow for the most part,
0:05:29 > 0:05:31mist not too much of an issue, lows between two and four degrees
0:05:31 > 0:05:34Celsius, so there will be some sunshine around tomorrow morning,
0:05:34 > 0:05:36but the cloud never too far away tomorrow.
0:05:36 > 0:05:38Maybe one or two showers in central and western areas,
0:05:38 > 0:05:41but otherwise dry for much of the day, top temperatures of 11
0:05:41 > 0:05:43Celsius and it is looking similar on Tuesday, with showers becoming
0:05:43 > 0:05:46more widespread as we head towards the end of the working week.
0:05:46 > 0:05:47That's it.
0:05:47 > 0:05:50Our next news is at 10.20 tonight on BBC One.
0:05:50 > 0:05:51I hope you can join me then.
0:05:51 > 0:05:52Bye for now and have a good evening.
