:00:45. > :00:48.going to do. It is the end of an era at Papworth

:00:48. > :00:51.as the surgeon who pioneered heart and lung transplants around the

:00:51. > :01:01.world retires. And a special interview with

:01:14. > :01:17.Strictly stars Vincent and Flavia Hello. One of the most turbulent

:01:17. > :01:21.episodes in local government came to a close today as Andrea Hill

:01:21. > :01:23.stepped down from her post at Suffolk County Council. Three years

:01:23. > :01:28.after leading the council through a controversial shake-up of services,

:01:28. > :01:31.she leaves with a six-figure pay- off.

:01:31. > :01:36.The trouble began for Andrea Hill when she and not the council became

:01:36. > :01:39.the story. From the beginning to the end, she was dogged by

:01:39. > :01:42.complaints about her salary and her style of management.

:01:42. > :01:44.She was appointed to her post in March 2008. Her salary - �218,000.

:01:44. > :01:54.In September 2010, the council announced plans to outsource, what

:01:54. > :01:58.

:01:58. > :02:00.she called divesting, most of the services, including libraries. A

:02:00. > :02:03.month later, Local Government Minister Eric Pickles called on all

:02:03. > :02:07.council chief executives earning more than �200,000 a year to take a

:02:07. > :02:10.�100,00 pay cut. A call backed by the Prime Minister. In January this

:02:10. > :02:15.year, during an exclusive interview, she told me the job was a big and

:02:15. > :02:19.demanding one. So is the job of Prime Minister and he earns less

:02:19. > :02:25.than you do. I do not think that can be right. I think I have

:02:25. > :02:30.answered that question. But the Prime Minister makes the decisions

:02:30. > :02:39.and is running the country. You are running Suffolk council. The Prime

:02:39. > :02:41.Minister is a politician, I do not think you can compare the two.

:02:42. > :02:44.In April, council leader Jeremy Pembroke stepped down. Within a

:02:44. > :02:48.month, Andrea Hill was taking extended leave. First tonight,

:02:48. > :02:51.details of the deal that has seen her go.

:02:51. > :02:53.By the time the committee which would decide Andrea Hill's fate

:02:53. > :02:58.reconvened at nine this morning, rumours were already swirling,

:02:58. > :03:01.suggesting she was long gone. Just before ten, it seemed the meeting

:03:02. > :03:06.was over. We were promised a statement within the hour. But it

:03:06. > :03:08.didn't come until 1.30, confirming a parting of the ways. The

:03:08. > :03:18.investigation into the whistleblower claims complete, most

:03:18. > :03:19.

:03:19. > :03:24.notably those of bullying and harassment. The committee said

:03:24. > :03:31.there was claims had been robustly investigated. It went on, it is

:03:31. > :03:35.concern that such a allegation existed, but concluded there was no

:03:35. > :03:38.evidence to support them. The inquiry started after the death

:03:38. > :03:41.of David White, the council's former head of legal services. He

:03:41. > :03:44.was found hanging in woodland. But the committee said there was

:03:44. > :03:47.nothing to suggest Andrea Hill had been to blame. It also studied a

:03:47. > :03:49.report into expense claims she'd made. Among them, hotel bills. It

:03:49. > :03:52.said that while in the current climate, some might not have

:03:52. > :03:54.represented best use of public money, the committee accepted that

:03:54. > :03:57.there was no dishonesty in the claims made.

:03:57. > :03:59.The council said it felt there had been significant media attention

:03:59. > :04:02.attached to Mrs Hill which has become a distraction. Both parties

:04:02. > :04:09.accepted that it is better to allow the organisation to move forward

:04:09. > :04:16.with new managerial leadership. In truth, a return for Andrea Hill

:04:16. > :04:22.always seemed highly unlikely. The leader who appointed her, Jeremy

:04:22. > :04:25.Pemrboke, had stepped down. The first move of his successor Mark

:04:25. > :04:28.Bee was to kick the radical costcutting plan she so publicly

:04:28. > :04:32.championed into the long grass. It was that salary of �218,000 which

:04:32. > :04:37.seemed to define her and that is the sum which she will walk away

:04:37. > :04:40.with as a pay off in compensation. The council said it could have

:04:40. > :04:45.faced much higher costs had agreement not been reached. Kevin

:04:48. > :04:51.people in Suffolk? The Andrea Hill years will be remembered by many as

:04:51. > :04:54.a time of protest with libraries under threat, school crossing

:04:54. > :04:58.patrols under threat and care homes under threat. Our chief reporter

:04:58. > :05:02.Kim Riley has been getting reaction to the news today.

:05:02. > :05:07.The news that, after weeks in limbo, the lady is on her way was the hot

:05:07. > :05:17.topic in Ipswich town centre. think it is the most brilliant news

:05:24. > :05:30.earning too much so it is good. There are people like myself

:05:30. > :05:35.working lots of hours for nothing. It is not fair. I cannot judge

:05:35. > :05:42.without knowing too many of the details. But it does seem an awful

:05:42. > :05:47.lot to be paid for what she is doing. The Ipswich Evening Star has

:06:35. > :06:41.elsewhere and the cancer was having to make so many millions of pounds

:06:41. > :06:47.of savings, I think it Stoke to the anger among the public. Andrea Hill

:07:19. > :07:25.We have gone through quite an exhaustive investigative process in

:07:25. > :07:30.looking at issues relating to Andrea Hill. While there has been

:07:30. > :07:34.nothing that we would say she has done wrong, there is clearly now a

:07:34. > :07:40.need for a new direction and that is what we are looking towards.

:07:40. > :07:45.have heard about her salary, that is what she is getting as a payout,

:07:45. > :07:53.�218,000. That is a lot of money from a council that has no money.

:10:09. > :10:12.Essex have been erecting barricades today after bailiffs served them

:10:12. > :10:15.with notices ordering them to quit. The settlement, near Crays Hill,

:10:15. > :10:18.has been the scene of a bitter dispute for years. Today, 90

:10:18. > :10:28.families were ordered to quit by the end of August or face the

:10:28. > :10:33.bailiffs. Let's go live to Gareth George. They have been fighting

:10:33. > :10:36.eviction here at Dale Farm for 10 years. Every day brings the lives

:10:36. > :10:42.closer, but today they got something they had been dreading,

:10:43. > :10:48.it is their 28 day notice to leave. This was their reaction. A sign of

:10:48. > :10:54.what could be in store at Dale Farm. Worried council officials could

:10:54. > :11:00.return, defences were built. We are willing to die if that is going to

:11:00. > :11:05.be what it takes. We are using gas cylinders, we will turn them on and

:11:05. > :11:14.set them on fire. They will do whatever it takes to try and defend

:11:14. > :11:18.our homes. We will have caravans here that we was set alight. We are

:11:18. > :11:28.not going peacefully. Bet they want us out, they will have to bring us

:11:28. > :11:30.

:11:30. > :11:35.out in body bags. Prams were filled up to the barricades to show the

:11:35. > :11:39.danger children would face if any eviction goes ahead. We are willing

:11:39. > :11:47.for our babies and ourselves are to die fighting because otherwise, if

:11:47. > :11:55.we leave, we have no future. We have no where to go. Elsewhere,

:11:55. > :12:05.notices were appended to caravan doors. The Dale Farm Association

:12:05. > :12:08.said they were given to 50 families. It is one of the biggest a

:12:08. > :12:12.travellers' site in Europe's. The legal battle has gone on for 10

:12:12. > :12:18.years. Basildon council say that travellers on pitches built without

:12:18. > :12:23.planning permission have to go. all hope that this very late stage

:12:23. > :12:27.for a peaceful solution to this. No one wants to see a forced eviction.

:12:27. > :12:33.But at the end of the day, we have to go through with this and clear

:12:33. > :12:38.that side. Otherwise, we will be allowing people to break the log

:12:38. > :12:42.and there will be a big for sale sign over our green-belt. -- the

:12:42. > :12:48.law. It seems that the eviction is just weeks away, but the travellers

:12:48. > :12:58.say they will not go without a fight. The notice says it to make

:12:58. > :12:59.

:12:59. > :13:07.arrangements to vacate the land by 31st August. If you failed to do so,

:13:07. > :13:11.the council will clear the site in September, removing all moveable

:13:11. > :13:18.and fixed structures. The travellers say they will fight, but
