:00:10. > :00:15.Hello and welcome to Look East. In the programme tonight: Michael

:00:15. > :00:21.Gilbert was kept as a slave and died at the hands of the people he

:00:21. > :00:25.regarded as a surrogate family. How the authorities let him down. And

:00:25. > :00:31.man is arrested in this street on suspicion of trying to assassinate

:00:31. > :00:41.the King of Spain. Armed police swooped into south end to end an 18

:00:41. > :00:42.

:00:42. > :00:52.our words reach -- sweep into south end to end an 18 hour siege. And we

:00:52. > :00:57.will be like at Silverstone. How children in care are let down

:00:57. > :01:02.by the system once they become young adults. Today two inquiries

:01:02. > :01:07.gave their verdict on the tragic life of Michael Gilbert, who was

:01:07. > :01:12.murdered in 2009. The details of those reports and a moment, but

:01:12. > :01:18.first the background. Michael Gilbert met James Watt at a

:01:18. > :01:26.children's home. He went to look at the family home in Luton. He

:01:26. > :01:36.escaped in June 2007, but he was abducted from a Cambridge JobCentre.

:01:36. > :01:42.

:01:42. > :01:47.He escaped again and went to Blackburn, but was abducted again.

:01:48. > :01:57.In 2009, JobCentre staff notice that Michael Gilbert had head

:01:58. > :01:58.

:01:58. > :02:04.injuries, but he refused help. You may find some of the contents of

:02:04. > :02:14.this report disturbing. Michael Gilbert was bullied, or

:02:14. > :02:15.

:02:15. > :02:25.abuse, killed. Why? A I think there is a big question mark over whether

:02:25. > :02:37.

:02:37. > :02:47.professionals who were interacting with Michael at the Times they were

:02:47. > :02:50.

:02:50. > :03:00.able to didn't know if he was under duress. Officers would put Michael

:03:00. > :03:01.

:03:01. > :03:04.onto a train to Cambridge, but he would return. It is a complex

:03:04. > :03:14.decision to have to make when you are dealing with someone and you

:03:14. > :03:17.

:03:17. > :03:22.are trying to decide whether their non-cooperation is a competent

:03:22. > :03:29.decision on their part. Here, or Michael is hit and he does not been.

:03:29. > :03:33.He would never fight back. He was a quiet person. People used to single

:03:33. > :03:40.him out. Michael told police that if he made a complaint it would

:03:40. > :03:44.make things worse. Today, his death was described as heinous and

:03:44. > :03:49.lessons had been learnt, but there is no guarantee something like this

:03:49. > :03:55.will not happen again. Mike Cartwright is outside the house

:03:55. > :04:01.where the murder took place. What else did these reports have to say?

:04:01. > :04:09.This is a copy of the report. It says Michael Gilbert's life after

:04:09. > :04:19.leaving care work disastrous. His options were to become sad, mad or

:04:19. > :04:25.

:04:25. > :04:35.bad. The house behind me is where he was imprisoned. Recommendations

:04:35. > :04:39.

:04:39. > :04:45.have been made and there should be greater communication amongst

:04:45. > :04:52.various agencies. Thank you. Katharine Quarmby has written a

:04:52. > :05:00.book called title which examines cases like Michael's. I spoke to

:05:00. > :05:04.her earlier. I think Michael was never probably diagnose with a

:05:04. > :05:09.mental health problem. He was probably never have recognised as

:05:09. > :05:15.vulnerable, so no-one felt it was their responsibility to stop him

:05:15. > :05:20.slipping through the safety net. the Serious Case Review there is a

:05:20. > :05:24.vague definition of Honourable. Does this have to be addressed?

:05:24. > :05:29.Michael was vulnerable, although he was intelligent and that was not

:05:29. > :05:34.picked up. That is correct. When I spoke to the police in July last

:05:34. > :05:38.year, they taught about Michael been run a ball in an emotional

:05:38. > :05:48.context and therefore not being on the radar of agencies. I think that

:05:48. > :05:52.

:05:52. > :05:57.is the problem. One can be vulnerable emotionally and not have

:05:57. > :06:07.a mental or physical impairment, but you can be vulnerable to being

:06:07. > :06:09.

:06:09. > :06:15.grinned. How widespread do you think this problem is? It is quite

:06:15. > :06:25.widespread. I have looked at many cases in the course of researching

:06:25. > :06:32.

:06:32. > :06:36.this book. It is a subset of disability hate crime. The Serious

:06:36. > :06:42.Case Review comes up with a number of recommendations, the situations

:06:42. > :06:47.always prompt recommendations. What would you like to see done? I would

:06:48. > :06:53.like to see compulsory serious case reviews of run-a-ball young adults,

:06:53. > :06:58.as we have with children. I would like to see the government make it

:06:58. > :07:02.clear to agencies that they have a duty to share information. If the

:07:03. > :07:10.three police forces in question had shared information, Michael might

:07:10. > :07:14.be alive today. A suspected terrorist wanted by the Spanish

:07:14. > :07:19.authorities for an alleged attempt to kill the King of Spain has been

:07:19. > :07:29.arrested by armed police in Cambridge. The 44-year-old man, one

:07:29. > :07:32.

:07:32. > :07:38.of Spain's Most Wanted, had been living under an assumed name.

:07:38. > :07:45.His real name is Eneko Gogeaskoetxea. He had been on the

:07:45. > :07:49.run for 10 years. As one of Spain's most-wanted, his face became well

:07:49. > :07:54.known. A Spanish national recognised him and alerted the

:07:54. > :08:00.police. The dramatic arrest came just before 9 o'clock this morning.

:08:00. > :08:08.It was carried out by the Metropolitan Police's extradition

:08:08. > :08:18.unit. Armed policemen jumped out of a Van and pointed guns at him and

:08:18. > :08:22.then pulled him into the van. I see him every morning. He is very

:08:22. > :08:27.polite and keeps to himself. what happened in court this

:08:27. > :08:34.afternoon? He appeared at a short hearing. He

:08:34. > :08:40.looked tanned and fit. He was flanked by security officers. He

:08:40. > :08:46.was asked if he consented to being extradited to Spain and he said, I

:08:46. > :08:51.do not. The Spanish authorities claimed in 1997 he had been stopped

:08:51. > :08:59.at the gardens of the Dugan High Museum in Bilbao. He had been a

:08:59. > :09:07.feeling window-boxes with grenades. The defence made no application for

:09:08. > :09:17.bail and said their client would fight extradition. The European

:09:18. > :09:25.

:09:25. > :09:29.arrest warrant claims eight offences, including the murder of a

:09:29. > :09:37.police officer. He was told his next appearance would be by video

:09:37. > :09:46.link and that will be on the 20 put of July. Thank you. Later in the

:09:46. > :09:56.programme - what happens when gets ready to rock. And Stewart is at

:09:56. > :10:00.

:10:00. > :10:03.Silverstone. We will be hearing from Jackie

:10:03. > :10:08.Stewart and howled the legends are helping the stars of the future

:10:08. > :10:16.learn their trade. All of that coming up after the news from where

:10:17. > :10:21.you were. -- you are. An armed siege in Southend came to

:10:21. > :10:27.an end when armed police stormed a house. A man had told officers he

:10:27. > :10:34.had a gun. The incident lasted 18 hours. Our reporter was there when

:10:34. > :10:39.the siege ended. It ended with what sounded like a

:10:39. > :10:49.door being broken down. A couple of minutes later this man was led from

:10:49. > :10:51.

:10:51. > :11:01.the house. He was arguing with the officers around him. The seas

:11:01. > :11:02.

:11:03. > :11:11.started yesterday and -- the siege started yesterday. The stand-off

:11:11. > :11:15.lasted for the rest of the day and last night. They gave him a firm

:11:15. > :11:21.and he did not answer it. In was in the early hours of the morning that

:11:21. > :11:25.two women were taken out of the house. The circumstances of that

:11:25. > :11:30.are unclear, but Essex police have now said they had arrested two

:11:30. > :11:36.local women on suspicion of possessing firearms. They smashed

:11:36. > :11:46.the door in and took one woman out. At about 5 o'clock they took the

:11:46. > :11:49.

:11:49. > :11:54.other one out and handcuffed her. Surrounding roads were called Le --

:11:54. > :11:58.cordoned off. After the siege a car was taken away for further

:11:58. > :12:05.investigation. The man arrested is still in hospital being treated for

:12:05. > :12:12.his injuries. Parents are being asked to keep

:12:12. > :12:16.their children away from a fire that started in Essex on Tuesday.

:12:16. > :12:23.The Fire Service says children are climbing on to earth banks to get a

:12:23. > :12:24.better look. A burglar who preyed on

:12:24. > :12:26.holidaymakers in Suffolk has been jailed for two-and-a-half years.

:12:27. > :12:28.Daniel Robinson from Bury St Edmunds admitted breaking into 50

:12:29. > :12:38.chalets at Centre Parcs. Several mountain bikes stolen by Robinson

:12:38. > :12:40.were worth more than 1,000 apiece. Two people have appeared in court

:12:40. > :12:42.in Peterborough charged with assaulting a taxi driver in the

:12:42. > :12:44.city. Last month the police met taxi drivers amid concerns among

:12:44. > :12:54.the cabbies over their security. A brother and sister from

:12:54. > :12:57.

:12:57. > :13:07.Peterborough each face one charge of assault.

:13:07. > :13:09.

:13:09. > :13:13.This man and woman arrived at court after allegedly attacking a taxi

:13:13. > :13:23.driver. They confirm their address in the hearing. They were told they

:13:23. > :13:30.were charged with causing actual bodily harm to a taxi driver. They

:13:30. > :13:35.were released on bail on condition they do not contact the taxi driver

:13:35. > :13:45.or use the company he works for. Their case will be dealt would at

:13:45. > :13:51.

:13:51. > :13:59.the Crown Court. -- will be dealt with at the Crown Court. It is

:13:59. > :14:05.possible that blue badge carriers are will be charged a parking in

:14:05. > :14:15.Bury St Edmunds. The Bishop of Norwich says that the Church should

:14:15. > :14:19.

:14:19. > :14:24.take an active part in housing in the area. A planned shake-up of

:14:24. > :14:29.libraries in Suffolk was revealed today. If agreed, they all remain

:14:29. > :14:39.open with a new structure created to run them. Officials say some

:14:39. > :14:40.

:14:40. > :14:46.jobs will be last. The fight to save suffered's

:14:46. > :14:51.libraries -- to save Suffolk's libraries has been vociferous.

:14:51. > :14:57.After a four-month consultation a new vision emerged. Not a single

:14:57. > :15:02.library to shut and a new-look structure. We will have to change

:15:02. > :15:10.the way they work. We are appreciative of the way people have

:15:10. > :15:15.responded. There has been a lot of passion, and some hate-mail!

:15:15. > :15:25.library budget is being cut by 30 %. To achieve that, the libraries will

:15:25. > :15:36.

:15:36. > :15:40.be transferred to a newly created But campaigners said the council is

:15:40. > :15:45.not really listening and doubt this plan will give libraries long-term

:15:45. > :15:55.securities. The service we have at the moment works and works well. We

:15:55. > :15:55.

:15:55. > :16:01.do not understand why they want to change it. These proposals could

:16:01. > :16:11.also see a small number of library is run by local people in pilot

:16:11. > :16:18.

:16:18. > :16:27.projects. The council chamber will Now, what do you understand by the

:16:27. > :16:32.Big Society? The government says it is about empowering communities to

:16:32. > :16:36.solve problems. In the voluntary sector there is concern it will

:16:36. > :16:42.place pressure on overstretched services at a time when they face

:16:42. > :16:47.cuts in funding. Leanne Johnson's son has cerebral

:16:47. > :16:57.palsy. Throughout his life she has had support from a charity. Today,

:16:57. > :17:07.one of their volunteers is helping her to take into the park.

:17:07. > :17:14.Sometimes it is the only time I leave the house when she is here.

:17:14. > :17:24.Things like a family shop would be impossible. You cannot push a

:17:24. > :17:32.pushchair and manage her baby as were. The volunteers at the charity

:17:32. > :17:38.support over 50 families. You get a lot out of it. It might not always

:17:38. > :17:43.be obvious what you do get. volunteering is a two-way process?

:17:43. > :17:53.Yes. It is a reciprocal relationship. But tough times lie

:17:53. > :17:55.

:17:55. > :18:05.ahead. Concerns have been raised about the Big Society. They will

:18:05. > :18:07.

:18:07. > :18:11.have to find cost savings in the back office. But at this charity it

:18:11. > :18:19.is hard to see where it can make cuts. It only has two full-time

:18:19. > :18:23.members of staff. I don't think the Big Society means anything for us

:18:23. > :18:28.because we are doing it already. you think you funding will be

:18:28. > :18:31.effected? If they need to spread the money further afield, it will

:18:31. > :18:35.be affected because there will not be the same amount of money to go

:18:35. > :18:43.around. And that will mean less support for families that really

:18:43. > :18:49.need it. You can see more on the Big Society

:18:49. > :18:59.on the Politics Show this Sunday on BBC One at 11am.

:18:59. > :19:04.Back to Stewart at Silverstone. We have just been watching a big

:19:04. > :19:14.black cloud heading out always. If it rains over the weekend, it will

:19:14. > :19:15.

:19:15. > :19:18.make racing interesting. This year it they are unveiling their

:19:18. > :19:24.renovations. I spoke to Jackie Stewart earlier and asked him what

:19:24. > :19:28.he thought. It may have taken away some of the at must there of

:19:28. > :19:38.Silverstone as it was because however some people criticise it,

:19:38. > :19:41.

:19:41. > :19:51.it still had something. The first grand prix was held here and some

:19:51. > :19:53.

:19:53. > :20:01.of that order remained. We have to re-establish that now. This is one

:20:01. > :20:11.of the greatest circuits in the world. Sir from one of the legends

:20:11. > :20:19.

:20:19. > :20:29.-- so that comment from one of the legends. They are investing here at

:20:29. > :20:30.

:20:30. > :20:40.Silverstone, especially in a young drivers.

:20:40. > :20:42.

:20:42. > :20:48.-- young drivers. Alex Albon is plotting his path to F1 stardom. To

:20:48. > :20:58.get their though he needs to hone his craft. He comes here to the new

:20:58. > :20:59.

:20:59. > :21:05.Izone centre. It is great thing here. Everything moves and it feels

:21:05. > :21:15.as if you are actually driving. centre opened last October and is

:21:15. > :21:15.

:21:15. > :21:23.unique in testing the driver's ability. We can monitor where the

:21:23. > :21:28.driver is looking. We can spot potential mistake and errors.

:21:28. > :21:33.all the driver's training takes place behind the wheel. This system

:21:33. > :21:43.helps to improve the driver's sense of peripheral vision, which is

:21:43. > :21:53.

:21:53. > :21:59.vital when they are driving at 188 mph. If we can unlock their

:21:59. > :22:09.potential, it really makes a difference. If Alex ends up driving

:22:09. > :22:19.

:22:19. > :22:29.as some of the legends of form and a one, it will be worth it.

:22:29. > :22:29.

:22:29. > :22:33.I love it here. You get to meet the drivers along the pavilion. It is a

:22:33. > :22:43.wonderful atmosphere. Tomorrow night to we will be live from

:22:43. > :22:43.

:22:43. > :22:49.inside the each circuit. -- we will be live from inside the circuit.

:22:50. > :22:58.Don't forget, if you are listening to BBC local radio over the weekend,

:22:58. > :23:05.BBC Radio Norfolk will be live from Silverstone. Back to the studio.

:23:05. > :23:15.This weekend 60,000 heavy-metal fans will descend on a par for

:23:15. > :23:19.

:23:19. > :23:29.cheer for the Sonisphere Festival. -- will descend on Hertfordshire

:23:29. > :23:29.

:23:29. > :23:39.for the Sonisphere Festival. This weekend at Knebworth House it

:23:39. > :23:49.what all be about heavy metal. Henry Lytton Cobbold loves getting

:23:49. > :23:50.

:23:50. > :23:55.involved. It is a lot of fun. We will be down and the front row --

:23:55. > :24:01.we will be down in the front row. We can pop home for some peace and

:24:01. > :24:09.quiet. Among the headline acts are Metallica, Slayer, Anthrax and

:24:09. > :24:19.Megadeth. There could be rain up to our necks and we will still be

:24:19. > :24:26.standing there. It is all about Metallica for me. We are looking

:24:26. > :24:32.forward to it. Do you think the little one will remember any of it?

:24:32. > :24:39.I doubt it. Organisers are working away at last minute details. This

:24:39. > :24:49.venue has a history with heavy- metal fans. It is a great location,

:24:49. > :24:50.

:24:50. > :24:54.a wonderful environment for a festival. Just in the shadow of the

:24:54. > :25:04.grand old house is this area. The stars will be relaxing here in

:25:04. > :25:10.

:25:10. > :25:18.between shows. Who knows who could be sitting here over the weekend.

:25:18. > :25:22.And now for the weather. We have had some heavy thundery

:25:22. > :25:27.showers across the region. More of this then tomorrow. The reason for

:25:27. > :25:34.this is the low pressure sitting over Ireland, making conditions

:25:34. > :25:44.unsettled. Looking ahead for the weekend, the weather will quieten

:25:44. > :25:50.

:25:50. > :25:57.down. Race day it looks relatively dry. All the coverage for the Grand

:25:57. > :26:01.Prix will be on BBC One and local radio. You can see the heavy

:26:01. > :26:11.showers tracking across the region. A couple are still lingering. We

:26:11. > :26:12.

:26:12. > :26:20.could get a couple this evening and overnight. There will be more rain

:26:20. > :26:30.arriving in the West at dawn. Temperatures down to ten Celsius.

:26:30. > :26:40.Tomorrow, a similar sort of day. Showers should leave through quite

:26:40. > :26:40.

:26:40. > :26:46.quickly. This band of rain will become more fragmented. There will

:26:46. > :26:56.be some sunshine. Temperatures at best will be 18 Celsius. It will be

:26:56. > :27:03.

:27:03. > :27:13.blustery. Free the afternoon, the chance of showers diminishes. --

:27:13. > :27:16.

:27:16. > :27:23.through the afternoon. Here is the forecast for the next five days.
