:00:09. > :00:13.If welcome it to this special white edition of Look East from

:00:13. > :00:16.Silverstone. Building for the future how

:00:16. > :00:23.millions are changing the face of Silverstone.

:00:23. > :00:28.Rubbing shoulders with the stars. Also tonight the German doctor who

:00:28. > :00:38.killed a pensioner with an overdose is find that not struck off.

:00:38. > :00:46.

:00:46. > :00:52.And I will have all of the weather Last year we were at Silverstone

:00:52. > :00:57.and it was so hot. This year it has been pouring with rain. It has made

:00:57. > :01:07.everything very interesting as far as practice is concerned. We will

:01:07. > :01:16.hear from the Bryn Howel, Freddy Flintoff -- Damon Hill, and Martin

:01:16. > :01:20.Brundle. It is our summer. We will talk enough while with Derek

:01:20. > :01:30.Warwick about the new building and what his dreams are for the future.

:01:30. > :01:36.I have been for a look around to see what they are doing.

:01:36. > :01:42.To get the full picture, Silverstone is best seen it from

:01:42. > :01:47.the air. Built on the site of an all World War II airfield it

:01:47. > :01:55.stretches over 762 acres. Over the last two years it has been

:01:55. > :01:59.transformed. Last year it was the track. This year it is the wing. It

:01:59. > :02:05.costs 27 million to build. This weekend it will be the home for the

:02:05. > :02:10.teams. It is fabulous. It is the culmination of a lot of years of

:02:10. > :02:18.work. And over there is where the development will happen in the

:02:18. > :02:25.future. In the build up to the race the new pit garages have been at

:02:25. > :02:31.scrapping green -- scrubbed clean. None of this would have been

:02:31. > :02:35.possible without this. If there had been any doubt that Silverstone had

:02:35. > :02:41.been the home of British Grand Prix in the long term and none of the

:02:41. > :02:50.development would have been possible. It would not have been

:02:50. > :02:57.possible. We are hoping that the jobs will be created in the next

:02:57. > :03:00.five to 10 the years. Bernie Ecclestone once said that it was a

:03:00. > :03:05.world event masquerading as a country fair. The country fear is

:03:05. > :03:13.getting a makeover. This weekend 300,000 people will see just how

:03:13. > :03:17.far Silverstone has come and know there is more in the pipeline.

:03:17. > :03:23.The important thing to remember about this is that this grand prix

:03:23. > :03:27.is not just about this area. Right across the region of the economies

:03:27. > :03:32.of small companies and big companies rely very much on the

:03:32. > :03:38.sort up business that in grand-prix brings. I met somebody this morning

:03:38. > :03:43.who has a small company in Norfolk. The turnover 1 million per year

:03:43. > :03:48.making the packing cases that all Formula One teams use. It is

:03:48. > :03:54.important to to lot of people. I will bring you to the manner that

:03:54. > :04:00.is about to become the new president of the BRDC.

:04:00. > :04:05.A lot has been achieved. What do you hope to achieve in the future?

:04:05. > :04:11.There is a lot of potential. We have our lot with the new wing. We

:04:11. > :04:17.have got outline planning for hotels, universities, a campus.

:04:17. > :04:25.There is a race team that wants to set up here. There is a lot that

:04:25. > :04:29.can happen here. For do you like what they have done? Yes I do. I do

:04:29. > :04:34.not like change for the sake of change that we had to make this new

:04:34. > :04:37.facility to bring the Grand Prix here. Despite eight of the 12

:04:37. > :04:42.former centimes being within a 50 mile radius of where we stand we

:04:42. > :04:48.have to do this to save the Grand Prix. Without this we would not

:04:48. > :04:53.have got a 17 year contract. We had to do this. You are making sure now

:04:53. > :04:59.that we have the drivers of the future. You're saying that what

:04:59. > :05:04.makes this profitable as having Lewis Hamilton and Jenson Button.

:05:04. > :05:09.Without those people it takes away the green. They bring in an extra

:05:09. > :05:17.30,000 or 40,000 people. It is important to make sure that Ariane

:05:18. > :05:24.driver programmes are coming through to become the next Jenson

:05:24. > :05:31.Button or Lewis Hamilton. We could do with decent weather! Yes we

:05:31. > :05:36.could! It has started to rain quite

:05:36. > :05:40.heavily now. It has been difficult for the drivers in training and in

:05:40. > :05:44.practice and also for those people who are looking to do well this

:05:44. > :05:48.weekend as far as their points are concerned.

:05:48. > :05:58.They are the dominant force in Formula One. They are the ones

:05:58. > :06:04.everyone wants to beat. Lewis Hamilton had to concede the title

:06:04. > :06:12.to Sebastien Vettel. With the lead at 77 Points the fans know it is

:06:12. > :06:22.just about one. Sebastien Vettel could only manage

:06:22. > :06:22.

:06:22. > :06:27.13th place today in the two sessions.

:06:27. > :06:33.This will have made the difference to the Times today I assume? It is

:06:33. > :06:37.very difficult for the teams. There are significant changes in the way

:06:37. > :06:42.that the use their throttle and exhaust. That has a dramatic effect

:06:42. > :06:49.on how the cars handle. The drivers have not been able to get out and

:06:49. > :06:56.test their cards. They are one day behind. It could be a dry Grand

:06:56. > :07:02.Prix! They have not tested the new tyres. It should give as a nice mix

:07:02. > :07:06.that red and race. I want to play a clutch of Lewis Hamilton. He has

:07:06. > :07:11.been linked with moving away to McLaren and maybe going to read

:07:11. > :07:17.Bill. Let us hear from Lewis Hamilton. I am comfortable when I

:07:17. > :07:21.am. There is a lot of speculation. Everyone needs to realise that I am

:07:21. > :07:27.not reading the newspapers or discussing this. I am focused on

:07:27. > :07:37.trying to win this championship. I am focus on trying to make this car

:07:37. > :07:39.

:07:39. > :07:44.number one. This is the man in charge of Red Bull. His Lewis

:07:44. > :07:52.Hamilton not coming to you? He is a McLaren driver. I am would be

:07:52. > :08:01.surprised. He did chat with you. came to Red Bull, but he is happy

:08:01. > :08:08.where he is. You will have to ask a Lewis Hamilton that question.

:08:08. > :08:16.would you not want Lewis Hamilton and Sebastien Vettel? On paper it

:08:16. > :08:26.looks fantastic. In reality when you pick drivers like that together,

:08:26. > :08:32.look at Lewis Hamilton and Fernandez along so, sometimes the

:08:32. > :08:41.dynamics are so important. Can you believe how well your team is

:08:41. > :08:46.doing? It has been a fantastic period for as. The challenge is to

:08:46. > :08:52.keep the continuity going. To keep the success going from one season

:08:52. > :08:58.into the next. We have manners to do that. We have had a tremendous

:08:58. > :09:03.first half to this season. The challenge is to finish the season

:09:03. > :09:09.of been at the same manner. That is good for this part of the region -

:09:09. > :09:13.to have that team that is so successful? We hear the German

:09:13. > :09:22.national anthem and the Austrian national anthem but the cars are

:09:22. > :09:28.built just down the road. There have been it remarks about the

:09:28. > :09:34.throttles and the exhausts. You guys are going for it. You are

:09:34. > :09:44.unhappy. We are all unhappy. A technical director it was

:09:44. > :09:45.

:09:45. > :09:53.introduced that favoured Mercedes. We will have to leave it there.

:09:53. > :09:59.Good luck. It is rude meaning here. I am sure

:09:59. > :10:09.it is raining on the campsite. Yes, but it has not stopped the

:10:09. > :10:11.

:10:11. > :10:13.barbecues. I will have the full Hello. It's been revealed the

:10:13. > :10:18.German medical authorities have fined the doctor who killed a

:10:18. > :10:21.patient in Cambridgeshire with a massive overdose of Diamorphine. GP

:10:21. > :10:24.Daniel Ubani was fined 7,000 Euros for violation of the doctor's

:10:24. > :10:34.professional code of conduct after the death of David Gray three years

:10:34. > :10:37.ago. But Dr Ubani was not struck off the register in Germany.

:10:37. > :10:40.The only time that Dr Ubani had ever been seriously challenged for

:10:40. > :10:50.killing patient David Gray was when he was confronted by the victim's

:10:50. > :10:52.

:10:52. > :10:54.sons at a medical conference in Bavaria last year. I want to listen

:10:54. > :10:57.to what Now, three and a half years after

:10:57. > :10:59.causing his patient's death, a disciplinary hearing has been held

:10:59. > :11:02.in the town of Muenster. It resulted in the dangerously

:11:02. > :11:05.incompetent doctor being fined 7,000 Euros for causing Mr Gray's

:11:05. > :11:14.death and mistreating two other patients during his first out of

:11:14. > :11:17.hours shift in the UK. What worries me is that he is still fit to

:11:17. > :11:23.practise over there without any restriction. There is no remit to

:11:23. > :11:27.take out disciplinary action. He continues to be a danger to the

:11:27. > :11:32.German public. Dr Ubani can practise in any other country in

:11:32. > :11:37.the European Union except in the UK. The other countries might not even

:11:37. > :11:39.know the danger that he pauses to them.

:11:39. > :11:42.Ubani was also given a warning following the hearing. Previously

:11:42. > :11:45.he'd escaped extradition to face trial for manslaughter in the UK

:11:45. > :11:49.after striking a deal with German prosecutors. It resulted in a 5,000

:11:49. > :11:52.Euros fines for the the relatively minor offence of negligent killing.

:11:52. > :11:56.Norfolk Lib Dem MP Norman Lamb said today it beggars belief that Dr

:11:56. > :11:58.Ubani has not been struck off in Germany. He's also concerned that

:11:59. > :12:08.dealings between the British and German authorities over Ubani

:12:09. > :12:12.

:12:12. > :12:17.remain unclear. He said there has been a muddled time mind. He has

:12:17. > :12:23.asked the Home Secretary to write to the German justice minister.

:12:23. > :12:29.Meanwhile Dr Ubani continues to promote his work across Europe.

:12:29. > :12:34.An inquest has heard allow single shot fired by a sniper killed two

:12:34. > :12:41.paratroopers in Afghanistan. Lewis Hendry from Muenster and Conrad

:12:41. > :12:45.Lewis were hit by the same bill at. For Essex County Council has

:12:45. > :12:49.admitted that Lord Hanningfield its former leader is still receiving an

:12:49. > :12:52.alliance even though he is in prison. He is serving nine months

:12:52. > :12:57.for fiddling his parliamentary expenses.

:12:57. > :13:01.Lord Hanningfield's sentence disqualified him from being a

:13:01. > :13:08.county councillor but it only takes effect once has term has run out.

:13:09. > :13:14.That means he is still getting his allowance. 11,500 per year. How do

:13:14. > :13:18.residents feel? It will not do them much good in prison. It will not

:13:19. > :13:23.make much difference. intentions were good but along the

:13:23. > :13:29.way he strayed. I think it is unfortunate. He probably should

:13:29. > :13:32.step down. The time allowed for him to appeal should run out later this

:13:32. > :13:38.month. Until then there is no by- election either. Some believe he

:13:38. > :13:42.should quit now. It grieves me that the good name of Essex County

:13:42. > :13:46.Council and Essex in general is track to the mat. We are trying to

:13:46. > :13:52.boost the image at Essex. This comes along and and does so much

:13:52. > :13:57.good work by many hard-working councillors. Essex police continued

:13:57. > :14:07.to investigate the expense claims. In a statement to the Essex County

:14:07. > :14:19.

:14:19. > :14:20.The critics hope Lord Hanningfield will bow to pressure and step down.

:14:21. > :14:23.But if he does not, stalemate remains.

:14:24. > :14:26.An investigation is underway after a teenager was found hanging in his

:14:26. > :14:29.cell at Chelmsford Prison. The body of 18-year-old Tuan Ho was

:14:29. > :14:34.discovered just after 7pm on Monday evening and despite the efforts of

:14:34. > :14:39.prison staff and paramedics, he was pronounced dead an hour later. He

:14:39. > :14:42.is the seventh teenager to die in custody in the UK this year.

:14:42. > :14:47.A third Olympic team could choose Lowestoft as a training camp ahead

:14:47. > :14:50.of London 2012. Waveney Gymnastics Centre has already signed up the

:14:50. > :14:55.Canadian and Australian teams, and now the Japanese Trampoline team

:14:55. > :14:58.could join them. Their squad will be at the centre next month and if

:14:58. > :15:04.the visit is successful the hope is that they will choose to return

:15:04. > :15:07.next year for the Olympics. A racehorse which is part-owned by

:15:07. > :15:11.the world heptathlon champion Jessica Ennis is recovering from

:15:11. > :15:19.surgery after a collision with a car in Newmarket. The filly is also

:15:19. > :15:21.named Jessica Ennis and was due to make her racing debut tomorrow.

:15:21. > :15:24.At Newmarket trainer Michael Bell's stables, they had high hopes fot

:15:24. > :15:27.their runner in tomorrow's Maiden Fillies Stakes. But it seems a

:15:27. > :15:30.freak accident has put paid to 2- year-old Jessica Ennis's racing

:15:30. > :15:33.career. She was having routine stalls training when she panicked,

:15:34. > :15:43.unseated her jockey and ran towards a busy road. She collided with a

:15:44. > :15:44.

:15:44. > :15:47.BMW car. It was seriously damaged, the driver escaped unharmed. And he

:15:47. > :15:52.was extremely lucky, it it could have been so much worse. It is

:15:52. > :15:57.amazing that she is alive, given the speed of the car and the size

:15:57. > :16:01.of the car. We would have but she would have broken her leg. And

:16:01. > :16:07.obviously when a horse has a major Fracture of their Lec, there is

:16:07. > :16:09.little that she can do to save him. It was a very distressing accident.

:16:09. > :16:11.Jessica Ennis underwent surgery here at the Newmarket Equine

:16:11. > :16:14.Hospital. She had suffered lacerations and bruising and

:16:14. > :16:21.significant damage to a stifle joint, a complex mechanism akin to

:16:21. > :16:28.a human knee. Her owners say that Jessica Ennis is now starting what

:16:28. > :16:37.will be a long recuperation. As for her namesake, she has said that she

:16:37. > :16:47.is really sad to hear about the horse.

:16:47. > :16:52.

:16:52. > :17:02.Now back to sell Britain. -- Silverstone.

:17:02. > :17:05.It is not as busy here. It is the weather at this year? Yes. The

:17:05. > :17:15.technical bosses are all behind closed doors are fighting each

:17:15. > :17:16.

:17:16. > :17:20.other. But that is the truth of formal one. -- Formula One. I saw

:17:20. > :17:28.Freddie Flintoff yesterday and asked him about the glum -- the

:17:28. > :17:36.glamour of Formula One. The Grand Prix that I had been too, what was

:17:36. > :17:41.going on the track was almost like a side show. The amount of money

:17:41. > :17:51.involved is incredible but it is obviously well supported. Who are

:17:51. > :17:52.

:17:52. > :17:59.you rooting for? Of the slick, the two English sides. -- obviously.

:17:59. > :18:03.And it one of the reserve drivers from India and he was nice. A you

:18:03. > :18:13.do not fancy getting in one of the car's? I have already been told

:18:13. > :18:13.

:18:13. > :18:23.that I cannot fit in the cars. I am pushing 17 stone, I do not think a

:18:23. > :18:24.

:18:24. > :18:29.Formula One car is anywhere I should be. He says he is too big

:18:29. > :18:39.for the car. I am not sure that he is cut out to be a Formula One

:18:39. > :18:42.

:18:42. > :18:46.driver, but I would not want him throwing a ball at me! I am really

:18:46. > :18:56.delighted to tell you I'd do not know who will win this weekend. If

:18:56. > :19:01.you pick your money on red bill, it is less of a risk.

:19:01. > :19:09.We have asked about the recent upgrades in the facility. Yes, it

:19:09. > :19:16.looks good. People want to see who is going to win. I am going to get

:19:16. > :19:23.out of the rain and you should do the same. There is a man that knows

:19:23. > :19:28.what to do! Let us go and find out about the weather and how the

:19:28. > :19:37.driver has cope with the weather conditions.

:19:37. > :19:45.Hello and welcome to one of the many campsites here at Silverstone.

:19:45. > :19:54.The chef is a Geoff. Are you having any doubts about camping with all

:19:54. > :20:00.of this rain? Non-, absolutely none. I hope he'll say be some of this.

:20:00. > :20:10.Yes, I will and add beer. Look at her well-stocked they are with the

:20:10. > :20:20.booze in this tent. Are you hoping for a wet race or a dry race?

:20:20. > :20:23.

:20:23. > :20:28.next one. -- a mixed race. Your money is on Jenson Button? Yes.

:20:28. > :20:38.you are camping here, the weather is crucial, but there is even more

:20:38. > :20:43.

:20:43. > :20:47.The weather can make or break a race. Take Canada. It was usually

:20:47. > :20:51.affected by the rain but was arguably all the better for it.

:20:52. > :20:56.That is why all the teams spend so much time and effort on weather

:20:56. > :21:02.predictions prior to race day. starts a couple of days before the

:21:02. > :21:06.week when you get the first long- term coca -- forecast. When it gets

:21:06. > :21:15.closer to the weekend, you going to details and the temperatures and

:21:15. > :21:25.the wind directions. Ultimately, their success or failure is in the

:21:25. > :21:29.

:21:29. > :21:39.hands of the driver. I will have a look at the track and make-up call.

:21:39. > :21:46.-- make at call. It is down to me to make a decision at the right

:21:46. > :21:50.time. You never know. We could get rain, of course. In many ways, I

:21:50. > :21:54.hope we do get some rain, because it adds to the unpredictability and

:21:54. > :22:00.if you are out on the wrong tyres at the wrong time, you're not going

:22:01. > :22:07.to succeed. Murray Walker may just get his wish because there is the

:22:07. > :22:12.outside chance of a shower on race day itself. Today has been really

:22:13. > :22:16.changeable. It has been raining on and off all day. If we bring up

:22:16. > :22:26.pressure charge, you'll see that the reason for this is hello

:22:26. > :22:26.

:22:26. > :22:33.pressure. -- low-pressure. We have had a lot of showers across the

:22:33. > :22:40.region. The heaviest of the showers were in the list of the region. --

:22:40. > :22:45.the west of the region. For tonight, most of those showers will become

:22:45. > :22:55.more isolated. You'll see an EDL of rain across the North Sea affecting

:22:55. > :23:01.

:23:01. > :23:11.parts of the Suffolk coastline. Before the West that you were, the

:23:11. > :23:14.

:23:14. > :23:18.temperature will be law. -- around 10 or 11 Celsius. A scattering of

:23:18. > :23:27.showers across the region and the outside chance of a shower here at

:23:27. > :23:32.Silverstone. It is expected to stay dry. It will be a bit warmer for

:23:32. > :23:39.tomorrow and the winds will be lighter, a light to moderate West

:23:39. > :23:46.to south-westerly wind. Towards the end of the day, it is looking

:23:46. > :23:50.largely dry. Over the next five days, for race day here at

:23:50. > :23:55.Silverstone and across the region, it looks like a dry story. But

:23:55. > :24:01.there could be the chance of an isolated sure in Silverstone itself

:24:01. > :24:11.on race day. Most places are staying dry, top temperatures

:24:11. > :24:15.

:24:15. > :24:20.around 21 Aug 22 Celsius. -- 21-22. With clearer skies on Monday,

:24:20. > :24:27.temperatures dipping down to 10 or 11 Celsius at night. That is the

:24:27. > :24:34.weather. Back to you. They reckon that the British Grand

:24:34. > :24:39.Prix brings in around 54 million into this area and that it is that

:24:39. > :24:44.important to the local economy. The outgoing president of the British

:24:44. > :24:49.raised drivers' Club is Damon Hill. He popped by a few minutes ago and

:24:49. > :24:54.I asked him about what he thought of his years in control. I feel

:24:54. > :24:57.like this is the beginning, really. This is the first year that we have

:24:57. > :25:02.had the Grand Prix in place with the new building up and running. It

:25:02. > :25:09.is a trial run today. From now on, this will be the face of
