:00:12. > :00:17.In Look East tonight: I do not want to return to the days of backstreet

:00:17. > :00:20.abortions. That is not what this amendment is about. I am pro-choice.

:00:20. > :00:22.Nadine Dorries is defeated in her attempt to change the laws on

:00:22. > :00:24.abortion. Hello from Susie and me. Also

:00:24. > :00:30.tonight: The MoD insists the Suffolk Apaches

:00:30. > :00:35.are safe, despite industrial action by service engineers.

:00:35. > :00:38.Closed for now, but it's not the end of the pier in Southend.

:00:38. > :00:48.And what the car of the future might look like, and it's good on

:00:48. > :00:53.

:00:53. > :00:55.The Bedfordshire MP Nadine Dorries suffered a big blow in the Commons

:00:55. > :01:01.today when her attempt to change Britain's abortion law was heavily

:01:01. > :01:04.defeated. She told MPs there had been

:01:04. > :01:07.personal threats against her because of the proposals. This is

:01:07. > :01:11.what she wanted - an end to the practice of abortion clinics being

:01:11. > :01:16.responsible for counselling as well. She said the advice should be

:01:16. > :01:19.separate and impartial and should have more focus on the alternatives.

:01:19. > :01:27.We'll be hearing from Nadine Dorries in a moment, but first this

:01:27. > :01:36.report from Katherine Nash. Nadine Dorries. She is no stranger

:01:36. > :01:40.to controversy. Nadine Dorries was in the thick of it today.

:01:40. > :01:49.Liberal Democrats seem to be influencing hour school policy,

:01:49. > :01:59.immigration and in abortion. Does the Prime Minister think it is

:01:59. > :02:07.

:02:07. > :02:11.about time we told the deputy prime I wanted to hear the question, but

:02:11. > :02:21.I wanted to hear the Prime Minister's answer. I know the

:02:21. > :02:28.

:02:28. > :02:33.Honourable Lady is frustrated... I am going to give up on this one!

:02:33. > :02:37.After Prime Minister's Questions, a proposal to tinker with the law on

:02:37. > :02:41.abortion has been attacked. She condemned the current arrangements

:02:41. > :02:48.as a conveyor belt with no proper impartial advice. This amendment is

:02:48. > :02:57.about one thing only: Providing women with more choice. It must be

:02:57. > :03:01.wrong that the abortion provider who is paid to the tune of 16

:03:01. > :03:07.million to terminate should also provide the counselling. At the

:03:08. > :03:12.moment, a woman seeking an abortion must seek advice of two doctors.

:03:12. > :03:21.What is wrong, say the critics, is that counselling and termination

:03:21. > :03:26.provided by the same organisation is an arrangement which works well

:03:26. > :03:30.according to British pregnancy Advisory Service. We support women

:03:30. > :03:33.to make the choice that is right for them. It is a huge insult to

:03:33. > :03:40.our staff to imply that they are somehow not capable of helping

:03:40. > :03:44.women, but simply want to act as a salesman. It is not a new subject

:03:44. > :03:52.for the former nurse. She told us four -- brain macro years ago that

:03:52. > :03:55.she received death leads previously. But with no support, the imminent

:03:55. > :03:58.was defeated. When I spoke to Nadine Dorries late

:03:58. > :04:01.this afternoon, she told me she was pleased the Health Minister Ann

:04:01. > :04:04.Milton had promised to consult on her proposals and bring forward her

:04:04. > :04:11.own legislation next year. So I wanted to know if it would have

:04:11. > :04:17.been better to avoid such a heavy defeat by withdrawing the amendment.

:04:17. > :04:20.I divided the House today to allow other members, members who are

:04:20. > :04:27.fiercely supportive of this, to put their names to this, but I was

:04:27. > :04:31.there reassured by what the minister said. I would have been

:04:31. > :04:37.inclined to have withdrawn it and not on for the vote because we won

:04:37. > :04:41.the war. I was exceptionally pleased with what she said. Sorry

:04:41. > :04:49.to interrupt, but you have not won the war. She will have a

:04:49. > :04:52.consultation period. That does not mean you will get what you want.

:04:52. > :04:56.The Department of Health will going to consultation in January, but

:04:56. > :04:59.they have already acknowledged that they want to take the spirit of

:04:59. > :05:05.this amendment and bring it into law by a secondary legislation.

:05:05. > :05:09.That was made clear. We heard in that film report now from the

:05:09. > :05:18.British pregnancy Advisory Service and they say they are insulted.

:05:18. > :05:23.They are not Sables people. They carry out private abortions and are

:05:23. > :05:30.paid 60 million a year of taxpayers' money. A lot of their

:05:30. > :05:34.abortions come from the NHS. 96 % of them do. But they are paid by

:05:34. > :05:40.taxpayers money, it is NHS money. They are paid to carry out

:05:40. > :05:44.abortions. Don't doctors get involved in consultations? That is

:05:44. > :05:49.possibly one of the biggest mitts of abortion. Almost everyone knows

:05:49. > :05:57.that the consent forms pile up in the abortion clinic waiting for the

:05:57. > :06:03.second doctor took sign them. The law really is one of those strain -

:06:03. > :06:08.- strange bodies. Any Boorman and goes to a consultation clinic has a

:06:08. > :06:11.consultation. Abortion clinics are under no obligation to offer

:06:11. > :06:21.counselling, and in fact they do not. Part of the guidance is that

:06:21. > :06:22.

:06:22. > :06:27.they have to ask for it. There is no counselling. Sorry to interrupt

:06:27. > :06:30.you again, but surely anyone who is going to approach something as live

:06:30. > :06:35.changing as this will have asked for all of the help and support

:06:35. > :06:41.they can possibly get? At art I don't want to be rude, but that is

:06:41. > :06:46.an ignorant statement. Most were men are sent from a GP to an

:06:46. > :06:51.abortion clinic where they are consulted and given information

:06:51. > :06:57.regarding the procedure. But they are not offered counselling. What

:06:57. > :07:03.this amendment is about is for someone to offer it to a woman the

:07:03. > :07:07.offer of counselling that is an influence free bubble, not by the

:07:07. > :07:13.abortion provider who is paid to carry out the abortion, just

:07:13. > :07:17.someone who can talk through their options. If when this comes back

:07:17. > :07:24.after the consultation period, you do not do what you want, we try

:07:24. > :07:28.again? This is not an issue that will go away. As I said, a for the

:07:28. > :07:38.first time in 47 years, the spotlight is a shining on the

:07:38. > :07:38.

:07:39. > :07:48.abortion industry. We will also continue with other things. The

:07:48. > :07:58.limits, I am campaigning about that as well. Have your prats come from

:07:58. > :07:59.

:07:59. > :08:02.women and men? -- death threats. The MoD said today there was no

:08:02. > :08:08.threat to the safety of its Apache fleet, despite industrial action at

:08:08. > :08:11.its Suffolk airbase. Engineers at Wattisham began a work to rule in a

:08:11. > :08:20.dispute over pay. Let's get the full story now from our defence

:08:20. > :08:23.reporter Alex Dunlop. Many of the engineers who maintain

:08:23. > :08:26.the Apache attack helicopter are ex-military and have a strong

:08:27. > :08:31.loyalty to those who fly them so they say they will enter this

:08:31. > :08:37.action with a very heavy heart. They have stopped short of all-out

:08:37. > :08:42.strike action, but as of 6am this morning they have imposed a ban on

:08:42. > :08:49.any other time and a withdrawal of all good will.

:08:49. > :08:53.The 150 engineers at Wattisham are angry that they can to Bart's --

:08:53. > :09:00.their counterparts are paid more for doing the same job, servicing

:09:00. > :09:05.helicopters. They say it is simply unfair. It costs slightly more. The

:09:05. > :09:12.difference between us and London may be worth 3,000, but not

:09:12. > :09:17.between Suffolk and Hampshire. The pay rise is still signet ring could

:09:17. > :09:24.lead below the pay rise and does nothing to redress the balance

:09:24. > :09:29.between us and little one up. We believe that the market rate is the

:09:30. > :09:33.Hampshire rate rather than the suffer great. Their employer says

:09:33. > :09:39.any comparison is simplistic. The cost of living in Hampshire is far

:09:39. > :09:44.higher than in Suffolk and other local market factors play a part.

:09:44. > :09:50.The Apaches are currently committed in two war zones: Over Libya and

:09:50. > :09:54.Afghanistan. But the MoD says the action will not affect operations

:09:54. > :10:00.overseas or where Prince Harry is training. The local MP says a work

:10:00. > :10:05.to rule in time a complete is wrong. Unions of right to point out that

:10:05. > :10:08.Suffolk workers are paid around 3,000 less than workers who work

:10:09. > :10:12.for the same company elsewhere in the country. But there is a matter

:10:12. > :10:18.of timing about when and how to take action to make this point. It

:10:18. > :10:23.is wrong to go on strike when armed forces are at war. What happens

:10:23. > :10:27.next? The company which employs the engineers says it is awaiting the

:10:27. > :10:32.outcome of an independent review by the arbitration service into this

:10:32. > :10:35.dispute. That is due in mid- air October. But the engineers say they

:10:35. > :10:40.have negotiated long enough and there is every chance they could

:10:40. > :10:43.coal strike action later this month. A police officer on trial for

:10:43. > :10:47.causing death by dangerous driving in Luton was reportedly travelling

:10:47. > :10:50.at 56 miles per hour on the 30-mile per hour road at the time of the

:10:50. > :10:52.impact. St Albans Crown Court heard that 25-year-old Kerry Smith - who

:10:52. > :10:56.was legally allowed to exceed speed limits, depending on circumstances

:10:56. > :11:05.- must have had his foot flat down on the accelerator all the way

:11:05. > :11:09.This is a case about two pedestrians knocked down by a

:11:09. > :11:15.police car responding to an emergency. It happened in Luton

:11:15. > :11:20.last year. Driving that car was this man, PC Terry Smith, who you

:11:20. > :11:28.can see in grave. He is charged with two accounts of death by

:11:28. > :11:32.dangerous driving. The two pedestrians had been walking home

:11:32. > :11:36.with friends and had been out for an evening meal. The court heard

:11:36. > :11:41.that PCTs method was travelling along the road with his lights

:11:41. > :11:46.flashing, his sirens blaring. It is estimated he was going around 56

:11:46. > :11:50.miles are now. In front of him was a silver Toyota, turning right of

:11:50. > :11:56.the main road into a residential road. As the car approached from

:11:56. > :12:03.behind, the other car started to turn and the two vehicles collided.

:12:03. > :12:06.The police carpeted the -- hit the pedestrians. The prosecutor said

:12:06. > :12:11.PCTs Met had misjudged the hazards in front of him and that had

:12:11. > :12:21.tragically cost the lives of two people. PCTs Met denies the charges

:12:21. > :12:23.

:12:23. > :12:26.and the case is expected to last Lots more to come in Look East,

:12:26. > :12:30.including news of more wet and windy weather this weekend. We take

:12:30. > :12:33.a look at the car of the future. And Mike Liggins has been looking

:12:33. > :12:41.at the tractors of the future. This is the latest thing in

:12:41. > :12:51.tractors. It has 380 horse power and can lift about 12 tonnes on the

:12:51. > :13:03.

:13:03. > :13:06.back. That is after more news in Engineers have started work on

:13:06. > :13:09.assessing the damage to Southend Pier. It was hit by a barge

:13:09. > :13:10.yesterday. An exclusion zone has been set up in case debris falls

:13:11. > :13:15.into the sea. The peer is usually bustling with

:13:15. > :13:19.visitors at this time. Today its did quiet. It has been closed since

:13:19. > :13:24.yesterday after a maintenance barge was blown into the end of the peer.

:13:24. > :13:34.The accident has left the westerly site damaged. Where the Bard was

:13:34. > :13:36.

:13:36. > :13:41.moored, the for way that it was supporting dislodged. Beat p up was

:13:41. > :13:46.closed and an exclusive -- exclusion zone set up in the water.

:13:46. > :13:50.Much of the damage could be to scaffolding put up around it. As

:13:51. > :13:58.the world's longest pleasure pier, it has had its fair share of

:13:58. > :14:05.incidents. This latest incident is the 16th shipped to collide into it.

:14:05. > :14:09.I think it is very lucky. It is still here. It is -- even with the

:14:09. > :14:15.disasters, she is still here. not the only peer in the region

:14:15. > :14:21.which has been struck. In 1993, another PR was cut in half went

:14:21. > :14:25.another barge went adrift. It is hoped to buy tomorrow, more will be

:14:25. > :14:27.known about how long it will be before it reopens.

:14:27. > :14:31.The Prime Minister has pledged his support for the eviction of

:14:31. > :14:34.travellers living illegally at Dale Farm in Essex. Responding to a

:14:34. > :14:38.question from the Conservative MP John Baron, he told the House of

:14:38. > :14:48.Commons he backed Basildon Council and Essex police. The eviction is

:14:48. > :14:52.due to start on September 19th. It is a basic issue of fairness,

:14:52. > :14:55.everyone in this country has to obey the law, including the law

:14:55. > :14:59.about planning permission and building on green belt land. Where

:14:59. > :15:06.this has been done without permission, it is an illegal

:15:06. > :15:09.development and so have those Stour valley Community School has

:15:09. > :15:12.become the government's first free school to open its doors to pupils

:15:12. > :15:15.in Suffolk today. Situated in the town of Clare it's the culmination

:15:15. > :15:18.of five years of campaigning by parents who wanted a local school

:15:18. > :15:19.for their children. But critics say free schools are unaccountable and

:15:19. > :15:23.take money away from traditionally run schools.

:15:23. > :15:27.It is a school so new they were renovating it this morning as

:15:27. > :15:30.pupils turned up for their first day. For five years, parents in

:15:30. > :15:35.this town and beyond have been campaigning for their own school.

:15:35. > :15:40.They got it and only when they accepted that -- the government's

:15:40. > :15:44.offer to open as a free school. There was a huge drive to have a

:15:44. > :15:50.secondary education in a rural environment. It will never be

:15:50. > :15:54.bigger than 400 or 500 pupils. We are in a situation where all of the

:15:54. > :15:59.staff will know the children, they develop and needs, their fears and

:15:59. > :16:03.concerns, and the parents former beat staff as well. The government

:16:03. > :16:07.blames three scores will offer parents more choice and offer --

:16:07. > :16:11.increase standards. This school is a major achievement

:16:11. > :16:14.for people in this rural community. But pre-schools are politically

:16:14. > :16:22.controversial, not least because the millions of pounds are being

:16:22. > :16:27.spent on this school is money being diverted from more traditional

:16:27. > :16:32.schools from Suffolk. 20 minutes away and it is the start

:16:32. > :16:37.of school for pupils at an enterprise College. The numbers are

:16:37. > :16:40.down here and that means they are losing money. A third school in the

:16:40. > :16:44.area will mean that children will be Doro away from our school. There

:16:44. > :16:50.aren't enough children in the area for that many secondary schools so

:16:50. > :16:56.resources will be taken away. Parents here now have a new choice

:16:56. > :16:59.of school. The question is at what price to the wider community?

:16:59. > :17:02.The pay of the next chief executive of Suffolk County Council will be

:17:02. > :17:06.capped. There was widespread criticism over the 218,000 a year

:17:06. > :17:12.paid to Andrea Hill. Today councillors agreed her successor

:17:12. > :17:22.will be paid a maximum of 160,000. There will be no performance-

:17:22. > :17:31.

:17:31. > :17:38.This man is hoping to raise 50,000 for his trip from Switzerland to

:17:38. > :17:40.his family home. He expects to complete the ride in 10 days.

:17:40. > :17:43.One of East Anglia's historic waterways is to be used to

:17:43. > :17:46.transport sewage. Anglian Water is to use barges between Ely and

:17:46. > :17:49.King's Lynn. They will replace a fleet of lorries which make the

:17:49. > :17:57.journey every day. Among its boats and along its banks,

:17:57. > :18:04.there was something else to see on the river: A botched and sewage.

:18:04. > :18:09.This was a dry run. We move millions of tons of sewage from the

:18:09. > :18:14.small rural sewage works for two hour treatment centres. We have a

:18:14. > :18:20.fleet of about 45 tankers moving that material around. We are

:18:20. > :18:30.looking for different ways of doing that, more sustainable ways.

:18:30. > :18:32.

:18:32. > :18:38.There would be two barges like back carrying around 400 tons of sewage.

:18:38. > :18:40.Anglian Water say that is the same as 16 tanker lorries, saving around

:18:40. > :18:46.for want of 1,000 Road bars every year.

:18:46. > :18:50.This marina is the biggest business on the river. We think it is

:18:50. > :18:54.wonderful, it is a real opportunity to get more commercial traffic on

:18:55. > :18:59.to the river, which will bring income and so then it can be

:18:59. > :19:08.improved. A politically it will help because it will help dredge

:19:08. > :19:12.the river. -- ecologically. At the sewage works, this large is turned

:19:12. > :19:22.into fertiliser for the fields. Within two years, a lot more could

:19:22. > :19:24.

:19:24. > :19:28.There were two big events in the region today, offering us a glimpse

:19:28. > :19:33.into the future. In a moment, how new design and technology is

:19:33. > :19:36.changing the face of farming. Before that, cars. Manufacturers

:19:36. > :19:39.around the world know that the clock is ticking on global oil

:19:39. > :19:43.supplies and the race is on to develop motor vehicles powered by

:19:43. > :19:47.new fuels. Today, some of the latest examples were put through

:19:47. > :19:56.their paces at Rockingham Speedway in Northamptonshire. This report is

:19:56. > :20:00.from Fatima Manji. Some of cool, others more practical,

:20:00. > :20:05.but what all of these cars have in common is they are known in carbon

:20:05. > :20:09.emissions. Whether it is whizzing around the track, or carrying out a

:20:09. > :20:13.high-powered conversation, what happens here could decide because

:20:13. > :20:17.of the future. Is this beautiful creature is

:20:17. > :20:22.anything to go by, then because of the future are looking exciting.

:20:22. > :20:27.This is a hybrid car powered by electricity and micro gas turbines.

:20:27. > :20:32.It has just been launched this year. Organisers insist it is not just

:20:32. > :20:36.about boys and their toys. It is very much the way of the future.

:20:36. > :20:39.Low carbon vehicles, whichever technology we are thinking about,

:20:39. > :20:43.and there are several good technology is coming to the fore,

:20:43. > :20:47.electric and hydrogen. It will be part of everyone's lives going

:20:47. > :20:52.forward. The very latest innovations are being showcased

:20:52. > :20:56.here. This taxi is one of only two in the country. It does not have an

:20:56. > :21:01.energy -- engine and is powered by hydrogen.

:21:01. > :21:05.This feels like driving in a normal cap, but what is odd is that lack

:21:05. > :21:08.of taxis and. This is a chance for

:21:08. > :21:13.Northamptonshire to show off its potential. Home to Silverstone, the

:21:13. > :21:18.county is well placed to test out car technology. If companies are

:21:18. > :21:27.impressed today, it could a Corby the town leading the way. It has

:21:27. > :21:30.had an ambition since the early 2000. It could readdress the

:21:30. > :21:34.infrastructure in town centres. It would be a great man it --

:21:34. > :21:38.opportunity for manufacturers. lot of the technology is still

:21:38. > :21:45.being developed, but it might not be long before you are driving one

:21:45. > :21:49.of these cars of the future. Coming up next, the new Klaas

:21:49. > :21:57.Zerion 3800. As you know, we like to keep you up to date with new

:21:58. > :22:05.developments down on the farm. If you didn't already know, it's a

:22:05. > :22:08.tractor but not just any old tractor. It was among a vast array

:22:08. > :22:14.of new farm equipment on display in Suffolk today. The exhibition,

:22:14. > :22:19.called Power In Action, attracted farmers from across the region.

:22:19. > :22:25.Welcome to the world of farm machinery, the 'Power in Action'.

:22:25. > :22:30.Some have come to buy, others to look, many are experts, enthusiasts.

:22:30. > :22:36.But if like me you do know much -- do not know much about the subject,

:22:36. > :22:42.don't worry. This is a big expensive tractor for big farms and

:22:42. > :22:46.fields. It can pull a very big Plough and has the latest gadgets,

:22:46. > :22:50.including a computer which will steal for you. It is not the days

:22:50. > :22:54.where you get any one off the street and put them in the seat.

:22:54. > :22:59.These guys have got to understand computer technology and be able to

:22:59. > :23:06.absorb the information. Each piece of equipment here today has got

:23:06. > :23:10.some high skill level. The cost of this beast: 160,000. But if you

:23:10. > :23:20.don't want to plough and need something cheaper, let's move to

:23:20. > :23:22.

:23:22. > :23:27.what they call minimum tillage. This is James Clark who knows a lot

:23:27. > :23:32.about these machines, but frankly I could not understand a word of what

:23:32. > :23:39.he was saying. It is impressive for drilling. It is quite complicated!

:23:40. > :23:43.It is. Seriously, this is why farmers want minimum tillage.

:23:43. > :23:49.People want to get on with wider with machines to get over the

:23:49. > :23:53.ground quicker. Because the window is short with the seasons, the more

:23:53. > :23:59.ground you can cover quickly and get it so it is ready for drilling,

:23:59. > :24:04.the better the farmer can be. there are machines, cheaper still,

:24:05. > :24:10.which can, if required, cultivate and drill seed at the same tired --

:24:10. > :24:14.time. Back with the tractor, the steering wheel wasn't required for

:24:14. > :24:18.a moment. A quick game of musical chairs so I could watch the

:24:18. > :24:25.computer do the hard work. I did have a go at steering myself. They

:24:25. > :24:31.did not trust me to plough anything. Which was just as well because I

:24:31. > :24:38.nearly put the plough in a hedge. But I now know much more than I did

:24:38. > :24:45.about the world of farm machinery. Well done it to James Cark,

:24:45. > :24:53.standing up to him! -- James Clark. Minimum tillage, we all learn

:24:53. > :24:56.something every day. Let's get the The weather is continuing its

:24:56. > :25:00.changeable theme and today, although it was not as windy as

:25:00. > :25:04.yesterday, still quite a breeze. A lot of cloud across us as well,

:25:04. > :25:09.producing some isolated showers. For this evening, it will stay

:25:09. > :25:13.fairly cloudy with some isolated showers. The computer has not quite

:25:13. > :25:18.got to grips with some of the rain coming our way so you might arrive

:25:18. > :25:24.a bit earlier than the sea on the chart in the West, perhaps at 9pm.

:25:24. > :25:28.It will be light and patchy brain macro, but it need -- could mean a

:25:28. > :25:35.damn start tomorrow. Temperatures for tonight, we are looking at lows

:25:35. > :25:41.of 11 degrees. Winds easing off a bit. Still a touching fresh around

:25:41. > :25:45.the Norfolk and Suffolk coast. For tomorrow, he is the pressure chart.

:25:46. > :25:50.We have low pressure pushing these fronts across. The winds will not

:25:50. > :25:55.be as strong tomorrow, but it means it will be a cloudy day with patchy

:25:55. > :25:59.rain at times. It will be difficult to predict where the rain will fall.

:25:59. > :26:04.Some areas might escape it, but it will be brighter in the middle of

:26:05. > :26:11.the day. More rain into the end of the day pushing up from the south.

:26:11. > :26:16.Temperatures are likely to get to about 19 degrees. The winds will be

:26:16. > :26:21.generally moderate, putting a fresh around the coastline. Through the

:26:21. > :26:25.afternoon, still the chance of further patchy rain. It will tend

:26:25. > :26:30.to diminish towards the end of bidet, and then you will see in the

:26:30. > :26:34.evening, more rain expected. It might be just around overnight on

:26:34. > :26:38.Thursday, but it should be out of the way for Friday. Friday is an

:26:38. > :26:43.interesting day because we will get warm, humid air from the south. It

:26:43. > :26:48.should stay fine, but right behind we have this area of low pressure,

:26:48. > :26:53.pushing these fronts ahead. The cold front will bring rain for

:26:53. > :26:58.Saturday and Sunday. Fine for Friday, the wind will pick up into

:26:58. > :27:03.the weekend, as a fairly wet and windy this weekend. Of the two days,

:27:03. > :27:07.Saturday looks better because the rain will clear it swiftly. More
