:00:24. > :00:29.the tariff to spread it as widely as possible and ensure we avoid the
:00:29. > :00:32.boom and bust in the solar industry we've seen on the Continent.
:00:32. > :00:42.And never say die. The Canaries snatch a point with just seconds to
:00:42. > :00:48.
:00:49. > :00:53.The Government said today it was putting �30 million into the
:00:53. > :00:56.economy of this region. There are two winners - a scheme to relieve a
:00:56. > :01:01.notorious traffic bottleneck at Luton Airport, and the luxury car
:01:01. > :01:10.maker Lotus. Luton Council receives �19.5 million to improve Junction
:01:10. > :01:13.That's the hugely congested approach road to Luton Airport. And
:01:13. > :01:17.in Norfolk, Lotus Cars receives �10.5 million to support the
:01:17. > :01:25.company's plans to build more cars at its Hethel headquarters. Let's
:01:25. > :01:32.start there now, with our chief Yes, this is the finishing shop
:01:32. > :01:35.where the cars are given their final inspection. It is to make
:01:35. > :01:39.sure they are in perfect condition to go out to the shower rooms and
:01:39. > :01:43.customers. Lotus was unsuccessful in the first round of bids for

:02:31. > :02:37.as well. And this is the future. One of five new models designed to
:02:37. > :02:43.turn the car maker into a maker of premium sports cars. We get a lot
:02:43. > :02:48.of feedback for the new cars. We were able to get down payments for
:02:48. > :02:54.the new cars but we were saying, hold them back because we have to
:02:54. > :03:00.concentrate on our new cars. It is not going perfectly. It is a tough
:03:00. > :03:06.time for everybody. But we are trying to wait until the first new
:03:06. > :03:12.car arrives in 2015. In the summer, Vince Cable visited and was
:03:12. > :03:17.impressed with what he saw. He said the government support to announce
:03:17. > :03:21.today was the right decision. The company is now investing millions
:03:21. > :03:26.of pounds in the expansion plans. Every one of the sleek new models
:03:26. > :03:29.will be made in Norfolk. Dany Bahar, who we heard from in
:03:29. > :03:33.the film, came to Lotus from Ferrari, and he's the architect of
:03:33. > :03:37.this bold expansion plan. So where is the market for Lotus sports
:03:37. > :03:42.cars? It says about a third of its business is in the United Sates, a
:03:42. > :03:45.third in Europe, and a third in Asia and the Pacific. Tough
:03:45. > :03:49.economic times, but the market for top-end sports cars is holding up
:03:49. > :03:57.surprisingly well, and that's great news for the team who work here on
:03:57. > :04:00.the factory floor. There's celebrations in Luton
:04:00. > :04:03.tonight at the news they've won almost �20 million towards a major
:04:03. > :04:08.roads project. There's been a campaign for years to upgrade
:04:08. > :04:11.Junction 10a on the M1, which provides access to the airport. The
:04:11. > :04:21.Borough Council is keen to capitalise on next year's London
:04:21. > :04:21.
:04:21. > :04:28.Olympics. It is absolutely essential. We have
:04:28. > :04:33.got to help people come in now who could not before. We are talking
:04:33. > :04:37.about thousands of jobs here. So, a welcome boost to the region's
:04:37. > :04:43.economy today. But how well have we done compared to other parts of the
:04:43. > :04:47.The North West has come out on top, with bids worth �255 million. Then
:04:47. > :04:50.it's the West Midlands on �207 million. Yorkshire & Humber are in
:04:50. > :04:54.line for �189 million. Then it's the North East, the South West and
:04:54. > :04:59.the East Midlands. The Look East region is joined together with the
:04:59. > :05:07.affluent South East. But as you can see, if we weren't, our share would
:05:07. > :05:09.be just �36 million, putting us With that in mind, when I spoke to
:05:09. > :05:13.the Business Minister, Greg Clark, late this afternoon, I wanted to
:05:13. > :05:22.know why it was that we appear to be doing so badly compared to other
:05:22. > :05:26.parts of the country. I do not think that is the case. We have had
:05:26. > :05:31.an enterprise zone here that was hotly competed over and I know
:05:31. > :05:37.there are part of the country who feel they would have liked to have
:05:37. > :05:42.had an enterprise zone. This is good news for the region. Lotus is
:05:42. > :05:45.a great British company and what this investment will allow his
:05:45. > :05:52.research and development to continue, which is the key to
:05:52. > :05:58.success for many years to come, not just now. But if you look at the
:05:58. > :06:05.north-west, 47 successful bids, �255 million. East Anglia, �36
:06:05. > :06:10.million. Of course, these are not the only funds. The Regional Growth
:06:10. > :06:15.Fund is principally about helping regions to replace public sector
:06:15. > :06:21.jobs. There are other funds and initiatives, such as the enterprise
:06:21. > :06:25.zones, for example, which the eastern region has benefited from.
:06:25. > :06:28.Your shadows says we would have done much better under the Regional
:06:28. > :06:34.Development Agency than we are doing with this. More money would
:06:34. > :06:38.come to this region? The trouble with that is that they were very
:06:38. > :06:45.much arms of government. What you have got through the local
:06:45. > :06:50.enterprise partnerships is businesses leading the way and
:06:50. > :06:55.coming together. It was the Local Enterprise Partnership that put
:06:55. > :06:58.forward the success of bid for an enterprise zone, for example.
:06:58. > :07:04.have your assurance that more money next time will come from government
:07:04. > :07:08.and we will be top of the pile? is always based on an assessment of
:07:09. > :07:13.applications, but what I was say is that the record of East Anglia and,
:07:13. > :07:17.in particular, the Local Enterprise Partnership over the last few weeks
:07:17. > :07:20.has scored very highly compared with other parts of the country.
:07:20. > :07:24.Thank you. The scene is set tonight for a race
:07:24. > :07:26.to fit roof-top solar panels. Households across the region have
:07:26. > :07:29.been snapping them up over recent months, attracted by a generous
:07:29. > :07:32.subsidy. But today, the Government confirmed it was cutting the
:07:32. > :07:40.financial incentive in half. Companies which supply solar panels
:07:40. > :07:48.claim the decision will hit business and jobs.
:07:48. > :07:50.Dave has just forked out �1,200 on having his roof fitted with solar
:07:50. > :07:56.panels. The project manager and his team have been working flat out to
:07:56. > :08:03.keep up with demand for months. has been in St! I cannot put a word
:08:03. > :08:07.to it. We have got four weeks every week. I cannot put a number to the
:08:07. > :08:13.number of teams working at the moment. With the subsidy soon to be
:08:13. > :08:18.halved, Dave and Kathryn are relieved they have done it now.

:13:19. > :13:24.interest in the company because it confirms the great heritage of the
:13:24. > :13:29.company in the local community and with the people as well. Today's
:13:29. > :13:32.concession secures only 20 local jobs out of 234 stop Young's
:13:32. > :13:35.Seafood said they are consulting on what happens to the rest of the
:13:35. > :13:39.company. All the libraries in Suffolk could
:13:39. > :13:42.stay open under a radical plan drawn up by officials. It would see
:13:42. > :13:50.the libraries handed over to a new independent body and could save
:13:50. > :13:55.about �2 million a year. Pressure to cut budgets had put the
:13:55. > :14:00.future of Suffolk libraries in doubt, but after talks there is a
:14:00. > :14:04.new proposal which, it is hoped, all 44 will survive and remain
:14:04. > :14:08.sustainable. I am very glad people have put forward their views. I
:14:08. > :14:12.would have been sad if there had been little response. We have
:14:12. > :14:22.listened and learned and we want to carry on what they want to do,

:14:24. > :14:29.develop their ambitions for their libraries. The campaign has been
:14:29. > :14:32.fierce and under this new plan, the Council creates and funds and
:14:33. > :14:37.industrial and Provident society, independent with charitable status,

:14:41. > :14:45.need to raise 5% of the annual running costs. If you look at the
:14:45. > :14:52.headlines of this announcement, they are very positive. Libraries
:14:53. > :14:55.are open and flourishing. And they will be run by a cost-effective
:14:55. > :14:59.organisation. Talk to campaigners and they see things very
:14:59. > :15:03.differently. It feels like a lead into the unknown, and to be
:15:03. > :15:08.squandering any money at this time of the recession seems a very
:15:08. > :15:13.dangerous and naive thing to be doing. 20 jobs will be lost as part
:15:13. > :15:22.of the change, largely at managerial level. If it gets the
