:00:17. > :00:23.Good evening. This was the day the cabinet met in this region for the

:00:23. > :00:31.first time. Ministers went to Ipswich and the Prime Minister

:00:31. > :00:36.visited in this laboratory. challenge is to rebalance the

:00:36. > :00:41.economy and make sure that instead of just financial services in the

:00:41. > :00:50.south-east of England we have got proper investment in manufacturing,

:00:50. > :00:55.technology, making things and selling things to the world. It was

:00:55. > :01:00.not just David Cameron. A whole series of ministers were out on a

:01:00. > :01:10.PR offensive. A woman narrowly escaped injury

:01:10. > :01:14.

:01:14. > :01:24.when a concrete block was thrown at her car. I was very shaken.

:01:24. > :01:32.

:01:32. > :01:35.Is this chilly weather set to stay? We are live from BT's Research

:01:35. > :01:40.Laboratory on the outskirts of Ipswich. The company has been

:01:40. > :01:45.showing off its latest technology to the Prime Minister. On the

:01:45. > :01:50.government's agenda today was a life sciences. In particular on

:01:50. > :01:57.display was Tele-Care Health. We will have more on that later. First,

:01:57. > :02:03.this place. 3,000 people are employed by a B T. 500 people are

:02:03. > :02:06.employed by other companies on the same campus. It is worth 830

:02:06. > :02:15.million to the economy. It is the sort of place for politicians wish

:02:15. > :02:21.to be seen. David Cameron had his to it this morning.

:02:21. > :02:24.Then it ministers met for a full cabinet meeting. Our political

:02:24. > :02:27.correspondent was what the Prime Minister. We start to write with

:02:27. > :02:32.his report. Extra commuters arrived this

:02:32. > :02:41.morning. Look closely among the passengers and you will see the

:02:41. > :02:44.deputy prime minister, the business Secretary, and the Chancellor and

:02:44. > :02:52.the Defence Secretary. Is this more than a publicity

:02:52. > :02:56.stunt? It is not just to have a meeting that to make sure that the

:02:56. > :03:02.Education Secretary is visiting schools, to make sure that the

:03:02. > :03:08.Justice Secretary is seeing a local community payback schemes. To get

:03:08. > :03:14.the Cabinet to see what is happening here. First they had to

:03:14. > :03:24.hold their weekly meeting. On the agenda was the eurozone crisis, the

:03:24. > :03:25.

:03:25. > :03:29.economy, and Afghanistan. That is pretty good. That was very good.

:03:30. > :03:34.David Cameron was shown how to broadband can help doctors to

:03:34. > :03:38.monitor patients from a distance. Her it gives the patient greater

:03:38. > :03:43.control over their own health care. It provides accurate medical

:03:43. > :03:46.readings. It allows them to stay in their homes for longer. The Prime

:03:46. > :03:51.Minister said there were many very good high-tech businesses in the

:03:51. > :03:55.East. This is where he believes the future of the country lies. After

:03:55. > :04:02.meeting for one hour he and his ministers headed off - not for

:04:02. > :04:11.London, but for different parts of the region. But some people are

:04:11. > :04:16.sceptical. I would have liked him to have a meeting with me. I want

:04:16. > :04:23.to tell them facts about what is going on in Ipswich and not just an

:04:23. > :04:29.airbrushed image. There are things such as high unemployment going on

:04:29. > :04:34.in Ipswich. The Prime Minister a believes these days are useful. He

:04:34. > :04:40.says it reminds his ministers that there is life outside London and it

:04:40. > :04:44.shows the regions that they are appreciated.

:04:44. > :04:49.Andrew Lansley is the Health Secretary and their MP for South

:04:49. > :04:53.Cambridgeshire. He is back in London now. Was it worth the visit?

:04:53. > :05:03.Yes. It is important that the Cabinet should meet in places

:05:03. > :05:04.

:05:04. > :05:14.across the whole of Britain. Not least to give us an opportunity to

:05:14. > :05:15.

:05:15. > :05:20.see, in my case my constituency is in that region, but for Michael

:05:20. > :05:25.Gove to be in a school in Ipswich, for the Transport Secretary to go

:05:25. > :05:29.to Felixstowe. Actually doing this together gave us an opportunity to

:05:29. > :05:39.get a picture of the whole region. Not only how important the work is

:05:39. > :05:39.

:05:39. > :05:44.at BT, that picture of the entire economy. Are you getting a real

:05:44. > :05:47.picture? Labour said it is an re- addressed view that the Cabinet is

:05:47. > :05:57.getting. You do not see their infrastructure problems or that

:05:57. > :05:58.

:05:58. > :06:05.unemployment. When we go I am sure that we receive a straight account

:06:05. > :06:10.of what is happening. There is the opportunity to see what is good and

:06:10. > :06:15.what is a problem. People take these opportunities. There are some

:06:15. > :06:24.good things happening. We a rebalancing the economy. We are

:06:24. > :06:29.moving away from an over-dependence on financial services. We were

:06:29. > :06:39.saying today that we intend to build on that our scientific

:06:39. > :06:40.

:06:40. > :06:43.expertise. A lot of that is in Cambridge and Norwich. Clearly

:06:43. > :06:48.these places are internationally renowned in terms of their science.

:06:48. > :06:53.Can I talk specifically about health? The Prime Minister was

:06:53. > :06:57.looking at technology related to health. Are you frustrated that

:06:57. > :07:02.more is not made of new and emerging technology in the NHS?

:07:02. > :07:06.are determined that in the future we must get not only good ideas in

:07:06. > :07:14.the NHS, but make sure that their good ideas are carried through

:07:14. > :07:20.across the service. Today we have seen an example of where we have

:07:20. > :07:26.piloted a scheme that can support people at home with new technology.

:07:26. > :07:30.The example of Cornwall is useful. It is using super-fast broadband

:07:31. > :07:35.similar to that which was demonstrated today. The evidence

:07:35. > :07:38.shows this can make an enormous difference. Over the next five

:07:38. > :07:47.years we are looking to offer this across the country to 3 million

:07:47. > :07:53.people living at home with long- term conditions such as diabetes.

:07:53. > :07:59.Time does not permit, but it can make a big difference. We have had

:07:59. > :08:06.a 45 % reduction in mortality. will have to leave it there. Thank

:08:07. > :08:12.you. Our political reporter is here with me. What is the point of being

:08:12. > :08:16.a cabinet out like this? Gordon Brown started taking the Cabinet a

:08:16. > :08:26.wave for the occasional a weedy. The thinking goes that politics can

:08:26. > :08:26.

:08:27. > :08:35.be very London centric. It does no harm to show the regions that they

:08:35. > :08:40.are loved by Parliament. Thank you. Later we will be seeing

:08:40. > :08:48.what the other ministers have been up to. Time now for more news we

:08:48. > :08:53.you are. -- Weir you are.

:08:53. > :09:00.Two women have described a terrifying moment are larger rock

:09:00. > :09:07.smashed into their car as they drove along the A12. That incident

:09:07. > :09:09.happened last Thursday night. 40 minutes later a concrete bowler was

:09:09. > :09:15.thrown from West Hanningfield Bridge seriously injuring a woman

:09:15. > :09:21.passenger. These women were told they were

:09:21. > :09:27.lucky to walk away after a granite block was dropped on their car.

:09:27. > :09:33.remember seeing a shadow come down on the car. There was an explosion.

:09:33. > :09:40.That was of is the the rocketing the car. At the time I thought it

:09:40. > :09:45.was something from an aeroplane. was scared to drive. I will not be

:09:45. > :09:54.going down the A12. I am scared that I never have come home to my

:09:54. > :09:59.children. That scared me a lot. I know how precious life is. This

:09:59. > :10:03.concrete bollard was dropped from a second bridge on the A12 on to the

:10:03. > :10:06.windscreen of another car. The driver suffered serious injuries.

:10:07. > :10:10.Police are treating both incident as attempted murder.

:10:10. > :10:14.Police say they have had an overwhelming response from the

:10:14. > :10:17.public but the need to know more. They know that they're all of which

:10:17. > :10:21.was dropped from his bridge came from a nearby residential area, but

:10:21. > :10:29.they do not know whether rock came from. The asking people to look in

:10:29. > :10:35.their gardens, in their rockeries, to see if one has gone missing.

:10:35. > :10:43.we are linking the two incidents you need a vehicle. The weight of

:10:43. > :10:47.the concrete block used - you need a vehicle. Whether one or two

:10:47. > :10:50.persons arable it is difficult to say. Police are looking at a spate

:10:50. > :10:58.of similar incidents on the same stretch of Courage League in recent

:10:58. > :11:02.years to see if there is any link. Meanwhile police in Essex are also

:11:02. > :11:06.investigating an incident where a bowling ball was thrown from a

:11:06. > :11:12.balcony in Basildon town centre. It narrowly missed a teenage girl. It

:11:12. > :11:19.is believed the bowling ball was stolen from Basildon Bowl on

:11:19. > :11:26.Saturday. Fire and laces and chips are no

:11:26. > :11:33.longer up routinely carried out on nightclubs. -- Fire and licensing

:11:33. > :11:39.checks. Meanwhile police in Cambridgeshire

:11:39. > :11:43.have warned nightclubbers of the risk of mobile phone theft. There

:11:43. > :11:48.is a 50 % increase in the number of phones stolen in Cambridge compared

:11:48. > :11:53.to last year. Friday night, Cambridge city centre.

:11:53. > :12:03.As Christmas celebrations gather momentum, the police put across a

:12:03. > :12:05.

:12:05. > :12:10.more sober message. There is a 50 % increase on last year. At the top

:12:10. > :12:15.of the wish-list this Christmas is the mobile phone. The response of

:12:15. > :12:25.the police is to raise awareness. Cambridge has fallen victim to

:12:25. > :12:32.

:12:32. > :12:38.organised gangs. It has been a bad night. But his form is covered on

:12:38. > :12:43.the insurance. We appreciate the police highlighting the dangers. We

:12:43. > :12:50.really appreciate it. It has been welcome advice. The message is

:12:50. > :13:00.simple. If it is not in public view you were less likely to have it

:13:00. > :13:05.

:13:05. > :13:15.stolen. Just leave it on the side. Definitely. The majority of people

:13:15. > :13:21.

:13:21. > :13:27.Today, Cambridgeshire police confirmed they had three phones

:13:27. > :13:32.reported stolen this weekend. Late Leigh, the number has been 20.

:13:32. > :13:42.In sport, Norwich City lost 5-1 away to Manchester you City in the

:13:42. > :13:44.

:13:44. > :13:49.Ipswich had a weekend to forget yet again. What for it at home. Their

:13:49. > :13:55.mission was to break the run of defeat which stood at six ahead of

:13:55. > :14:00.kick-off. After losing 4-0 to Burnley, the manager told the media

:14:00. > :14:07.that his side looked like a pub team. In the first half, his

:14:07. > :14:15.message got through. Keith Andrews found the back of the net. For the

:14:15. > :14:25.fighting talk, this didn't stop what first. They scored from the

:14:25. > :14:31.penalty spot. All three points were sealed with this close range effort.

:14:31. > :14:41.It is their worst run since the 1994/95 season. Anyone who was at

:14:41. > :14:41.

:14:41. > :14:45.the game, knew we should have won. The crowds stayed there to the end.

:14:45. > :14:53.The bars added that his side are in a relegation scrap. The Blues are

:14:53. > :14:59.just above drop zone on goal difference. It is too soon to get

:14:59. > :15:04.him out. I am not one of those people that will do that. Something

:15:04. > :15:10.has to change. I thought the commitment was good but they were

:15:10. > :15:14.unlucky. Next is a trip to Barnsley on Saturday and if they lose, their

:15:14. > :15:18.manager will have only one half of his matches since taking over at

:15:19. > :15:22.the start of the year. On the hall it was a good weekend

:15:22. > :15:27.for three of our side trying to progress to the third round of the

:15:27. > :15:35.FA Cup. -- on the whole. They have to play Macclesfield after drawing

:15:35. > :15:39.at home. They will host Bolton. Southend's unbeaten run continued.

:15:39. > :15:42.They drew as well add have to replay Oldham for a chance to play

:15:42. > :15:48.Liverpool in the next round. Colchester were knocked out by

:15:48. > :15:54.Swindon. Here are the fixtures. As well as

:15:54. > :15:58.Chelmsford and Southend's chance of hosting Premier League, Norwich are

:15:58. > :16:02.at home to Burnley. Graham Gooch is quitting as first

:16:02. > :16:07.team backing coach of Essex to focus on his England role. He will

:16:07. > :16:13.remain as club ambassador as well as being a code for the national

:16:13. > :16:17.side. He said he is said to be living the coaching set-up at Essex.

:16:17. > :16:27.He says his England climmers have grown.

:16:27. > :16:32.

:16:32. > :16:37.We return to Susie at British Welcome back to Adastral Park on

:16:37. > :16:41.the outskirts of Ipswich, home to BT's research laboratories and

:16:41. > :16:47.where the Cabinet have their meeting today. This is the kind of

:16:47. > :16:52.home that BT thinks we will be living in in years to come. How

:16:52. > :16:56.many years to come? That is dependent on super-fast broadband.

:16:56. > :17:02.Tim Whitley is in charge of research and technology here. How

:17:02. > :17:07.long will it be before we all have super-fast broadband? We were

:17:07. > :17:12.talking about our commercial deployments and BT is investing

:17:12. > :17:17.billions of pounds in rolling out super-fast broadband. We have

:17:17. > :17:25.accelerated when we think we might be done with that. We hope to have

:17:25. > :17:27.two thirds of it by 2013. We were looking at how far we can go and in

:17:27. > :17:31.what timescale with the help of the Government funds that have been

:17:31. > :17:37.made available. We have been sharing her vision when we think it

:17:37. > :17:42.is realistic to get super-fast broadband out to 90%. What about

:17:42. > :17:52.the other 10%? They of rural areas that are struggling to get any

:17:52. > :17:52.

:17:52. > :17:56.broadband. Good news for the 10%. What we have shed is that the close

:17:56. > :18:02.customers who today are less than two megabytes per excessive -- per-

:18:02. > :18:09.second, by the time have over two that 90%, that figure will be

:18:09. > :18:13.reduced to less than 10% -- 2%. That is an improvement. 2% still

:18:13. > :18:23.sounds too many so we are also innovating to fix those problems as

:18:23. > :18:26.well. Here, we are looking at a range of new technologies, some

:18:26. > :18:33.Wireless, there will allow all customers to enjoy the benefits of

:18:33. > :18:37.broadband. Very optimistic there. Thank you. Back now to that Cabinet

:18:37. > :18:40.visit. It wasn't just David Cameron doing photo-opportunities, they

:18:40. > :18:45.were ministers out across the region and we have been with three

:18:45. > :18:49.of them to stop we start with the Deputy Prime Minister in Colchester.

:18:49. > :18:53.Nick Clegg met the chefs of the future at Colchester is astute and

:18:53. > :18:58.picked up tips on preparing a chicken, admired Christmas

:18:58. > :19:05.decorations made of sugar and tried his hand at piping. After meeting

:19:05. > :19:09.business leaders, he told students about the 1 billion youth contract.

:19:09. > :19:13.They are 1100 unemployed young people in Colchester. I know how

:19:13. > :19:17.demoralising it is and how people feel cot -- feel cut off when they

:19:17. > :19:22.can't find work. I don't want people to give up hope because

:19:22. > :19:27.there will be it support for everyone in that situation. From

:19:27. > :19:33.April next year, every 18 to 24 year old will have the opportunity

:19:33. > :19:37.to either earn all learned. In the kitchens, you could bottle the

:19:37. > :19:41.enthusiasm on the first-year course. We have places at college and are

:19:41. > :19:45.learning everything we need to know for the future. Both if you are

:19:45. > :19:50.good enough, you will get a job. you work hard, you will get

:19:50. > :19:54.somewhere in life. It I have been here 25 years and have seen people

:19:54. > :19:59.leaving when they are about 19 years of age, going to five-star

:19:59. > :20:05.hotels and achieving what we hope will be executive chef positions in

:20:05. > :20:11.the future. That is the situation here at Colchester Institute. Now

:20:11. > :20:16.to Mike in Ipswich with Ken Clarke. He is a fan of Nottingham Forest,

:20:16. > :20:21.real ale and a suede shoes but Ken Clarke is not an artist. That said,

:20:21. > :20:28.he was visiting a group doing community pay back and was asked to

:20:28. > :20:35.join in. Graffiti is being replaced by Muriel's -- murals. This is

:20:35. > :20:39.authorised graffiti. But Justice Secretary met Derek Lander who is

:20:39. > :20:44.doing 120 hours' community payback for fraud. Some of that group told

:20:44. > :20:48.me that committee payback can be cushy poet Derek says it works.

:20:48. > :20:57.have done what I have done and regretted but so let's get some of

:20:57. > :21:03.the punishment. We are here to do a job and let's do it properly.

:21:03. > :21:12.do one day a week, seven hours unpaid. Some say it is cushy.

:21:12. > :21:18.could be worse. I am not sure I regard being made to work all day

:21:18. > :21:24.without being paid as cushy. You don't want them breaking rocks.

:21:24. > :21:32.This as a higher quality to it. From justice to transport, Fiona

:21:32. > :21:37.has been with the Transport Secretary in Felixstowe.

:21:37. > :21:41.3 million containers passed through the docks in Felixstowe every year.

:21:41. > :21:47.This is the UK's busiest container port. With the announcement last

:21:47. > :21:50.week of plans to improve the a 14, today the Secretary of State for

:21:50. > :21:56.Transport came dockside to understand why that investment is

:21:56. > :22:02.so important. They need to get freight all around the country.

:22:02. > :22:06.Being able to get around is critical. We are putting in some

:22:06. > :22:10.investment and some long term plans to relieve capacity. If when we

:22:10. > :22:15.will hear about the details of those plans? We have a group of

:22:16. > :22:20.local authorities, business and ourselves working on this. We will

:22:20. > :22:25.have more details by spring next year.

:22:25. > :22:28.These are the biggest container cranes in the world. Every year the

:22:28. > :22:32.sport is getting busier, meaning the need for bigger and better

:22:32. > :22:38.cranes, more employees and more efficient ways of transporting

:22:38. > :22:44.goods around the country. If if our experts are going to grow, it is

:22:44. > :22:46.important they can get to the port as quickly as possible.

:22:46. > :22:52.That is why the Transport Secretary is here. Improved transport links

:22:52. > :22:59.here and you put can help the whole of Britain's economy. -- you can

:22:59. > :23:05.help. Time for one of the story. The BBC

:23:05. > :23:10.East Sports Awards take place on Thursday and this week will be able

:23:10. > :23:15.-- we will be featuring a some of the unsung heroes. Dawn Barnard has

:23:15. > :23:21.been a champion for girls and women's football.

:23:21. > :23:28.I get back from football at 5:30pm and my hall will be full of kits

:23:28. > :23:38.from where the teams that play. I get those washed, that is while I

:23:38. > :23:38.

:23:38. > :23:44.am cooking the tee for the kids and hobby. There are times when she has

:23:44. > :23:50.got up in the middle of the night to do paperwork. It is on her mind

:23:50. > :23:59.and she feels she has to get it done. Are you looking forward to

:23:59. > :24:04.Saturday? You are going to play in your first tournament. She is so

:24:04. > :24:09.approachable, so fan, easy to talk to. When I was little, I was a

:24:09. > :24:14.tomboy and wanted to play football but couldn't. I couldn't join in

:24:14. > :24:18.with the boys. Over the years, I have budget to get football off the

:24:18. > :24:27.ground. The hardest thing is getting it off the floor and

:24:27. > :24:33.running in the first place. She has played a pivotal role in this.

:24:33. > :24:39.the war, it was bound. It has come a long wait. A lot of men are still

:24:39. > :24:47.anti- women's football. She has fought no end of battles to get the

:24:47. > :24:52.women to be equally respected. she was to leave the club or she

:24:52. > :25:00.wasn't around, it would be like having your right arm cut off.
