:01:39. > :01:45.happen. Earlier, I spoke to his parents about how they were left

:02:22. > :02:26.found the baby was becoming distressed. At three minutes past
:02:26. > :02:32.eight they called on ambulance to transport her tinea Pied Broomfield
:02:32. > :02:38.Hospital, just 20 minutes away. At 8:20pm they called again. Still no
:02:38. > :02:45.ambulance. The ambulance finally arrived at 9:45pm. Baby Riley was
:02:45. > :02:48.born at 10pm. What was going wrong at Broomfield that there were no
:02:48. > :02:53.ambulances therefore our emergency, our little boy. We just wanted to
:02:53. > :03:00.get from Braintree to Chelmsford. We can't understand why it took so
:03:00. > :03:05.long. Eight days on, the extent of the trauma isn't clear. Reilly has
:03:05. > :03:10.had an MRI scan to check for brain damage. But today, for the first
:03:10. > :03:14.time, he opened his eyes and Sarah was able to hold him. Just to have
:03:14. > :03:18.him in your arms, it makes you feel like you Ra Mahmod. I know that

:04:35. > :04:41.under major scrutiny last August, when two elderly residents died
:04:41. > :04:44.after being taken to hospital with diabetes related problems. Police
:04:44. > :04:48.found no evidence of criminality. After speaking to current and
:04:48. > :04:53.former staff, as well as relatives of residents at the home, BBC Essex
:04:53. > :04:58.and Cavaday litany of problems that go back months earlier. From night
:04:58. > :05:03.staff asleep on duty, to money being stolen and one report of a
:05:03. > :05:08.resident being found on a mattress smeared in faeces. The local MP
:05:08. > :05:11.raised the issue in Parliament this week. Will the Health Minister
:05:11. > :05:13.urged the Care Quality Commission to step in now with an inquiry and
:05:13. > :05:18.take whatever legal action is necessary to protect the elderly

:06:01. > :06:05.Partridge Care Centre failed three. In November, Three Crosses became a
:06:05. > :06:09.four, and to Dave it says the home needs to improve right across the
:06:09. > :06:15.board. But headlines can be misleading because within these
:06:15. > :06:18.five basic care standards there are 16 essential standards. Partridge
:06:19. > :06:24.Care Centre in its defence has improved on these. In September,
:06:24. > :06:29.the CQC had seven Major or moderate concerns. In November, that was
:06:29. > :06:33.down to two. This month, it outlined just two moderate concerns.
:06:33. > :06:37.The CQC says there are several minor issues which need to be
:06:37. > :06:41.addressed. The centre's owners, Rushcliffe Care Group, says it has
:06:41. > :06:46.made a series of major changes within the home and that additional
:06:46. > :06:51.training has been provided. Tonight the company is still under scrutiny.

:06:54. > :07:00.are unhappy but others say staff are very dedicated and that care is

:07:08. > :07:14.companies in Essex. Unions say that over 300 could go at Polestar, in
:07:14. > :07:18.Colchester, and 86 jobs are under threat at Heybridge, near Maldon.
:07:18. > :07:22.These are bleak times for the print industry. They produced top
:07:22. > :07:27.magazine titles here, but for how much longer? Polestar was bought by
:07:27. > :07:32.an American company nine months ago. Now it is planning to shut the
:07:32. > :07:37.Colchester site. Over 300 jobs are under threat, 151 of them direct
:07:37. > :07:46.employees of Polestar. The market in an advertising revenue has been
:07:46. > :07:50.in huge decline. These magazines and newspapers, they relied almost
:07:50. > :07:53.completely for their profitability on advertising revenue. Polestar
:07:53. > :07:57.declined to be interviewed today, but it told us its decision is
:07:57. > :08:01.based on a number of factors. The rising costs of energy and raw
:08:01. > :08:05.materials, and the fact that magazine's sales are in decline. It
:08:05. > :08:09.is the latest blow to an industry which has been in decline for years.
:08:09. > :08:15.In 2006, hundreds lost their jobs when a long-established firm Jarrow
:08:15. > :08:19.shut its works in Norwich. In January 2009, Wyndham Heron could
:08:19. > :08:24.163 jobs at Heybridge in Essex. The same company has just announced
:08:24. > :08:29.plans for a further 86 job losses. The Colchester MP, Sir Bob Russell,
:08:29. > :08:33.has now asked the Business Secretary, Vince Cable, to
:08:33. > :08:37.investigate Polestar's proposals. This is a national company under
:08:37. > :08:40.new ownership in relatively recent times. I am hoping this is a
:08:40. > :08:43.national overview of all their plans and they will come to the
:08:43. > :08:48.conclusion that the one in Colchester, with a skilled, loyal
:08:48. > :08:52.workforce, should not close. In 90 day consultation with staff and
:08:52. > :09:00.unions is under way. After which, Polestar will decide whether to go

:09:03. > :09:08.serious is the decline? Printing is a big industry and our region, it
:09:08. > :09:11.has been for more than a century. But it is in decline. 10 years ago
