:00:09. > :00:12.In the programme tonight: Turmoil at Group Lotus. The luxury

:00:12. > :00:21.car company admits it's going through a difficult time but denies

:00:21. > :00:27.rumours that the new owners want to put it into administration. Hello,

:00:27. > :00:30.welcome to mark East. -- looked east.

:00:30. > :00:32.Also tonight: Did the NHS let down this toddler

:00:32. > :00:35.who died of dehydration? The coroner's verdict.

:00:35. > :00:38.Adding to Abberton. Soon it will be able to hold 41 billion gallons of

:00:38. > :00:48.water. And why it's the end of the road on

:00:48. > :00:54.

:00:54. > :00:57.First tonight: Uncertainty and confusion at Group Lotus as the

:00:57. > :01:07.company is forced to deny rumours that it is about be put into

:01:07. > :01:10.administration. Today it has been business as usual with sports cars

:01:10. > :01:14.rolling off the production line near in Norwich but today they put

:01:14. > :01:19.out a statement saying it is no secret that they are going through

:01:20. > :01:24.a very difficult time. The business has recently been taken over by the

:01:25. > :01:31.Malaysian company DRB-HICOM. Could a multi-million-pound investment

:01:31. > :01:37.programme be scrapped? Kim Riley is at the company's HQ in Hethel.

:01:37. > :01:42.Ezia years ago there was a real buzz in the air as talk of creating

:01:42. > :01:49.1100 jobs come at a new assembly line and a glamourous new range of

:01:49. > :01:55.cars appearing in 2013. Driving at the plan forward was chief

:01:55. > :02:01.executive at Dany Bahar. Lotus is an iconic brand and its

:02:02. > :02:11.fortunes seemed on the up. Its new owners were investing more than

:02:11. > :02:16.500 million with all the new cars of five new models designed to

:02:16. > :02:23.transfer it from Amy's manufacturer to a leading designer of new sports

:02:23. > :02:28.cars. -- from a niche manufacturer. We have people wanting to put down

:02:28. > :02:33.a down-payment for the new cars but we are holding them back now.

:02:33. > :02:40.Business secretary Vince Cable visited the plant last summer.

:02:40. > :02:46.Weeks later it was awarded millions of pounds of public investments to

:02:46. > :02:52.secured the new plan. Since the days of its founder, Lotus has had

:02:52. > :02:56.a colourful history and it has been a roller-coaster ride for employees.

:02:56. > :03:01.Times have investments followed by a Lene years and redundancies.

:03:01. > :03:05.Today staff have been told about the difficult time due to the

:03:05. > :03:10.change of ownership in Malaysia. Tonight the company is fighting

:03:10. > :03:15.back against room and speculation. It says group discussions remain

:03:16. > :03:20.positive and it is great fault for continued support from its home

:03:20. > :03:25.county and across the world. When it sets out a press release

:03:25. > :03:31.this afternoon it attach something from a eight spoof website which

:03:31. > :03:36.has a Dany Bahar as a minister of misinformation. It also dispels a

:03:36. > :03:42.few rumours in that press release. It has said that it has never said

:03:42. > :03:47.there were no problems. The first room there is so that Dany Bahar is

:03:47. > :03:54.no longer the chief executive. That is rubbish. He still is. Secondly

:03:54. > :03:59.the group is not coming in suit be administration. The parent company

:03:59. > :04:05.remains fully committed to our five-year business plan and

:04:05. > :04:09.expanding the Norwich factory. It wants to keep the vision alive. The

:04:09. > :04:13.other question is whether there is another company waiting in the

:04:13. > :04:22.wings with steep drop -- with deep pockets there would like to take

:04:22. > :04:26.the centre of excellence under its rain. -- under its wing. I am

:04:26. > :04:36.joined by the local MP, Richard Bacon. What you make of

:04:36. > :04:38.

:04:38. > :04:43.developments? When a company was sold recently, the parent company,

:04:43. > :04:48.the DRB-HICOM third bought it did not do wants Lotus, it wanted the

:04:48. > :04:56.parent company. That is worrying for the employees and the future of

:04:56. > :05:01.the Norfolk economy. I have made it clear today that the -- et I have

:05:01. > :05:10.made it clear to date to the Prime Minister who is having a meeting in

:05:10. > :05:15.Malaysia tomorrow. I have made it Leah Betts the jobs need to be

:05:15. > :05:20.detected in Norfolk and the business needs to succeed. There

:05:20. > :05:25.are several names that have been put in the rain. One of them is an

:05:25. > :05:32.investment company as there are several Chinese firms mentioned. I

:05:32. > :05:41.do not once but sassy happen to let us what happened to end she Rover.

:05:41. > :05:47.-- want to see happen. -- Bennett G Rover. We would like any new owner

:05:47. > :05:53.to keep the business and investment in that Norfolk. They have

:05:53. > :05:58.tremendous skills. Thank you for joining us this evening. The

:05:58. > :06:05.parents of a 91 bold boy who died in his sleep believe that sub-

:06:05. > :06:10.standard care contributed to his death. -- 90 month-old boy. In a

:06:10. > :06:14.few weeks leading up so his death he had visited a GP out of our

:06:14. > :06:20.service and a hospital or more than one occasion.

:06:20. > :06:25.Harry Connolly was a cheeky little boy. After days of sickness and

:06:25. > :06:31.diarrhoea and with blood in his nappy, he was admitted to hospital.

:06:31. > :06:36.Within days he was senior twice and also at the house and our service.

:06:36. > :06:41.A two-day inquest has heard how they up. -- howl there were

:06:41. > :06:46.failings and opportunities were missed.

:06:46. > :06:52.This is basic come out bread and butter paediatrics. This is not a

:06:52. > :07:02.tropical disease. This is basic care, sickness and diarrhoea. That

:07:02. > :07:03.

:07:03. > :07:08.On 26th April he was admitted to hospital and doctors thought he

:07:08. > :07:12.responded well to treatment. He was released on an open access

:07:12. > :07:15.agreements which allowed him to return if things did not go well.

:07:15. > :07:22.His condition deteriorated so he went back to hospital and was

:07:22. > :07:26.discharged hours later. And admin failure the next they meant no one

:07:26. > :07:32.knew of his open access status. Desperate, his family took him to

:07:32. > :07:40.be out of our service where he was checked and sent home. He died a

:07:40. > :07:44.couple of the days later. -- a couple of days later. Hundreds of

:07:44. > :07:49.her children have it every year. Children do not die from sickness

:07:49. > :07:53.and diarrhoea in this country. It is completely and necessary. His

:07:53. > :07:59.family say they its changes are too late and three opportunities to

:07:59. > :08:03.save their son were missed. The if you feel something is wrong,

:08:04. > :08:09.do not leave that hospital or doctors until they had devastate --

:08:09. > :08:12.and still they have checks what it is. At the end of the day, what is

:08:12. > :08:21.is. At the end of the day, what is is. At the end of the day, what is

:08:21. > :08:25.Still to come tonight, the houses being bulldozed on the coast of

:08:25. > :08:35.Norfolk and the narrowboats locked out of the Grand Union Canal

:08:35. > :08:40.. Thieves using a digger have ripped out a cash machine from the

:08:40. > :08:44.wall of a bank in Suffolk. Police were called to Lloyds TSB on the

:08:44. > :08:50.high street in Hadleigh shortly after 330 this morning.

:08:51. > :08:56.He it was a brazen it rate, over in minutes. The thieves wrecked the

:08:56. > :09:03.building with a cigar and smash the machine to pieces to release cash

:09:03. > :09:08.cartridges inside. It was a rude awakening for people asleep nearby.

:09:08. > :09:14.Him just happen so quick. I thought someone was racing with a lorry,

:09:14. > :09:21.instead of a car. These old buildings do shake. It is sad

:09:21. > :09:25.fritter happen in a little sound like best.

:09:25. > :09:30.A few hundred yards away, at the TD used in the rate. Eight is the

:09:30. > :09:33.missing from its bucket. The police have not revealed how much cash was

:09:33. > :09:41.in the machine but his had been out of order through the Easter weekend

:09:41. > :09:46.and yesterday as well. CCTV footage does not show the raid in progress.

:09:46. > :09:53.A hatchback car drove off afterwards. With a big hole in the

:09:53. > :09:55.wall, structural engineers assess the damage while the Bank remains

:09:55. > :09:59.closed. Travellers living close to the

:09:59. > :10:03.farmer illegal site at Dale Farm in Essex without permission have

:10:03. > :10:08.failed to move on despite being given a deadline by Basildon

:10:08. > :10:14.Council. They had 21 days to relocate. It follows clearance at

:10:14. > :10:16.the site last October. The council has no immediate plans to have its

:10:16. > :10:22.them. A second man has been arrested

:10:22. > :10:28.following a serious road crash at Danbury near Chelmsford. A woman

:10:28. > :10:32.was seriously injured dance to police officers were also hurt. 821

:10:32. > :10:36.year-old is being questioned for aggravated vehicle taking.

:10:36. > :10:41.A new crackdown on under-age drinking and anti-social behaviour

:10:41. > :10:45.has been set up in Great Yarmouth. Baroness Helen Newlove, whose

:10:45. > :10:49.husband Gary was beaten to death, was there for the launch but

:10:49. > :10:52.something the government is not doing enough.

:10:52. > :11:01.Teenagers drinking on street corners. The government says it

:11:01. > :11:09.leads to balance, litter answers anti-social behaviour. -- litter

:11:09. > :11:14.and anti-social behaviour. My three the it -- my three

:11:14. > :11:22.daughters were the main witnesses of his death. You do wonder where

:11:22. > :11:28.we are going wrong. Local supermarkets will ask those

:11:28. > :11:34.under 25 i t. If cot with drink once, a young people will have it

:11:34. > :11:38.taken off them answer their parents will be told. Twice and they will

:11:38. > :11:43.be invited to an alcohol workshop of their parents and the third time

:11:43. > :11:48.they will face prosecution. Something there is not enough

:11:49. > :11:52.police on the streets. This area have England is facing

:11:52. > :12:00.huge police cut. They should practise what they preach to bring

:12:00. > :12:04.damp problem drinking among young people.

:12:04. > :12:09.Before I joined as the cadet so I used to go out with lads get drunk

:12:09. > :12:16.and destroy things. Inside joins he added not hang around with the old

:12:16. > :12:20.crew. I have new friends, a steady job and stay out of trouble.

:12:20. > :12:25.Last year the council cuts millions of pounds from its use of budget

:12:25. > :12:30.and many need funding to continue. How much money will be spent on

:12:30. > :12:34.future projects is yet to be decided.

:12:34. > :12:38.Norwich Green Party has launched its manifesto. The party is

:12:38. > :12:42.promoting local business and wants to provide more jobs in the Korean

:12:42. > :12:49.economy. It is also pushing for the council to provide services direct

:12:49. > :12:53.link instead of outsourcing. This year we need to look at what a

:12:53. > :12:58.council could do with a restricted budget. The Green Party wants to

:12:58. > :13:05.provide more services in house. That means the council provides in

:13:05. > :13:08.its directly rather than relying on private companies.

:13:08. > :13:13.Sizewell B power station is now back in service after shutting down

:13:13. > :13:18.three weeks ago due to a power fault. It produces electricity for

:13:18. > :13:25.about 2 million homes. The Sue Ryder charity is setting a

:13:25. > :13:35.trend with an unusual style of charity shop. It has opened two so-

:13:35. > :13:38.

:13:38. > :13:43.Many charity shops have taken over empty shops on the high street,

:13:43. > :13:47.often selling donated groups and making money for worthy causes. But

:13:47. > :13:52.the Sue Ryder charity is setting a new trend, changing the face of the

:13:52. > :13:57.retail industry. It has just got this new store in King's Lynn, but

:13:57. > :14:00.it is not on the high street, it is on a retail park. As family incomes

:14:00. > :14:05.are squeezed, it believes it can reach a new group of shoppers

:14:05. > :14:12.looking for bargains on a large scale. It has the usual designer

:14:12. > :14:17.outfits for a few pounds, but also space for furniture. This bed is at

:14:17. > :14:21.250. We have not got a strategy to open larger format shops, is just

:14:22. > :14:26.when the opportunity arises. This property has been empty for a while,

:14:26. > :14:30.and we felt there was a need for such a shock as this, and thinking

:14:30. > :14:35.about the report, it is better to have something in the shops than an

:14:35. > :14:38.empty shop because it does then encourage more football. While many

:14:38. > :14:42.high-street retailers are going under, the number of charity shops

:14:42. > :14:45.is on the increase. We are seeing more people in the middle class

:14:45. > :14:50.groups as well start into shopping charity shops, so there are changes

:14:51. > :14:54.in the sector, but I think this is quite unusual. If Sue Ryder is

:14:54. > :15:04.successful, other charities may also want their names alongside the

:15:04. > :15:11.

:15:11. > :15:15.Even more people are going to be affected by the drought. This time

:15:15. > :15:18.it is the owners of narrowboats on the Grand Union Canal. British

:15:18. > :15:22.Waterways says it has been forced to restrict boats using the locks

:15:22. > :15:27.on the canal system because they use thousands of gallons of water a

:15:27. > :15:32.time. The canals in Northamptonshire are

:15:32. > :15:36.the lifeblood of the county's tourist economy. But because water

:15:36. > :15:42.levels are now so low, the use of the locks is restricted to just

:15:42. > :15:44.five hours a day, and that is a cause for concern for money.

:15:45. > :15:48.have got a holiday people coming out on their excursions on the

:15:48. > :15:53.boats, and that is a big part of our trade, especially during the

:15:53. > :15:57.summer. It will have a big impact because a lot of people have

:15:57. > :16:00.holidays through the year early, and there would be able to use the

:16:00. > :16:05.facilities they have paid for. from Friday, the not hunters they

:16:05. > :16:10.action of the canal which links the Grand Union will close completely.

:16:10. > :16:14.This is a key gateway to the popular East Anglian rivers.

:16:14. > :16:19.British Waterways in says it has been left with no other option.

:16:19. > :16:25.Every block movement takes around 50,000 gallons of water. There are

:16:25. > :16:31.70 locks down here, so a lot of water will be consumed by even one

:16:31. > :16:35.boat coming all the way down. marina is on the Northampton the

:16:35. > :16:38.section of the Grand Union. The junction with the river is about

:16:39. > :16:42.five miles in that direction, and then the main canal is about half a

:16:42. > :16:48.mile over there. What the closure effectively means is that this

:16:48. > :16:53.section of canal becomes a cul-de- sac. But, despite losing its

:16:53. > :16:58.through route status, the owners say they understand the decision.

:16:58. > :17:02.Essentially, it is going to reduce the traffic past our marina. On the

:17:02. > :17:10.Grand Union there is a lot of traffic, so, rather than taking the

:17:11. > :17:13.water of the Grand Union to a letter -- lesser used to rid, the

:17:13. > :17:17.priority is that the water needs to be where it is needed most.

:17:17. > :17:23.Throughout the closure, the marina will remain fully open. Perverse as

:17:23. > :17:28.it may seem, everyone involved in the canalside tourist industry is

:17:28. > :17:31.now praying for rain. Staying with the drab, and Look

:17:31. > :17:36.East has had exclusive access behind the scenes at the Abberton

:17:36. > :17:40.Reservoir in Essex. Abbott and can already hold 26 billion litres of

:17:40. > :17:44.water, but that, it seems, is not enough. Essex and Suffolk Water are

:17:44. > :17:49.making it bigger. It is a huge engineering project which will

:17:49. > :17:55.increase the capacity to 41 billion litres.

:17:55. > :18:02.Abberton Reservoir is already big, and it is getting much, much bigger.

:18:02. > :18:06.Drop by drop, it is being topped up with more water. 15 billion litres.

:18:06. > :18:10.As the man in charge of construction explained, expanding a

:18:10. > :18:19.reservoir is not easy. This is engineering on a vast scale.

:18:19. > :18:23.have moved one million cubic metres of clay material and 250,000 of

:18:23. > :18:28.gravel material. It is the largest engineering water project in the UK

:18:28. > :18:33.and ranks second to the Olympic Stadium. The project will increase

:18:33. > :18:38.Abberton Reservoir's capacity from 26 billion litres up to 41 billion

:18:38. > :18:44.litres. This land will be flooded. Work began two years ago and it

:18:44. > :18:48.will take another year to finish. This tunnel is effectively the

:18:48. > :18:51.safety valve. If the reservoir does overflow, not that they are

:18:51. > :18:57.expecting it to, the water will be released through this tunnel into a

:18:57. > :19:01.nearby river. The reservoir supplies one million customers in

:19:01. > :19:05.the south of Essex in towns including Chelmsford and Brentwood.

:19:05. > :19:09.The water companies say making it bigger is a vital. This was

:19:09. > :19:12.fundamental to the future of Essex customers and we have been planning

:19:13. > :19:18.this for 20 years. Once it had come to fruition, we can be sure that

:19:18. > :19:21.our customers will probably avoid restrictions for the next 20 years.

:19:21. > :19:28.And the work is being done hopefully without disturbing the

:19:28. > :19:33.thousands of migratory birds that flock to Abberton Reservoir.

:19:33. > :19:37.created six Hector's of wetland habitat. If any waterfowl are

:19:37. > :19:41.displaced as a result of work on the reservoir there may have a nice

:19:41. > :19:46.quiet area to go. In future, it is possible that other water companies

:19:46. > :19:50.will be able to use water from Abberton Reservoir. It is a scarce

:19:50. > :19:54.resource which is about to become more plentiful.

:19:54. > :20:03.The Martin Lunn is the supply and demand strategy manager for Essex

:20:03. > :20:08.and Sussex water and joins us now. Why are you not having a hosepipe

:20:08. > :20:12.ban of this year? Is it down to this reservoir? Unfortunately, it

:20:12. > :20:17.is not down to Abberton reservoir because we have not enlarged it yet.

:20:17. > :20:21.We could have done with another couple of years of rain until the

:20:21. > :20:25.drought came. It is just luck, really. It has been slightly better

:20:25. > :20:29.in the east and we are also collecting river water, rather than

:20:29. > :20:35.ground water, and that has made the difference. In other years we had

:20:35. > :20:40.hosepipe bans and Anglian Water's customers suffered, so it is always

:20:40. > :20:44.a finely balanced a thing. We have been hearing about corporation --

:20:44. > :20:49.Corporation going on between water companies, but do we need something

:20:49. > :20:53.like a national grid of water to make it fairer? I don't think a

:20:53. > :20:57.National Grid would ever work. Not one pipeline from the north to the

:20:58. > :21:01.south, but we are looking, as this drought goes into a third year, we

:21:01. > :21:05.could move water from a giant reservoir in the north-east, but

:21:05. > :21:09.some of that into Yorkshire, Yorkshire could select some of

:21:09. > :21:14.their water go into Anglian Water, and then more water could come to

:21:14. > :21:17.us. So, we will see these things if it goes into a third year, I think.

:21:17. > :21:24.Do you think enough is being done at the moment to make sure that

:21:24. > :21:28.there is enough water around the country? I don't think we are in a

:21:28. > :21:32.critical position by any means. Our customers have reacted

:21:32. > :21:35.magnificently. Although we don't have a hosepipe ban, we actually

:21:35. > :21:40.saw lower demand this Easter than on Christmas Day, so people are

:21:40. > :21:44.doing all they can to save water. As long as we all continue in this

:21:44. > :21:49.way, we have not got any dire need for a massive restriction beyond

:21:49. > :21:53.what is already here. Thank you for joining us.

:21:53. > :21:57.Plans to demolish houses threatened by erosion on the Norfolk coast

:21:57. > :22:02.finally got under way today. 12 homes are at risk at Hayes bread,

:22:02. > :22:06.and none of those were bought by the local council so they could be

:22:06. > :22:12.knock-down. First, a reminder of how dramatic those changes have

:22:12. > :22:16.been. This picture shows the coastline in 1990 it. Now look at

:22:16. > :22:20.the picture today - you can see how much land has been lost. He is the

:22:20. > :22:27.odd picture again, but this time we are highlighting one house quite

:22:27. > :22:33.away from the clifftop. Now look again. This same house is right on

:22:33. > :22:38.the edge of the cliff this time. Today, the diggers moved in.

:22:39. > :22:43.It was called Saltwood and was bought 36 years ago as a holiday

:23:14. > :23:18.Beach Road will now be demolished, all of them purchased by the local

:23:18. > :23:23.council with help from the Government. It is a huge landmark,

:23:23. > :23:27.not just for this town, but for all your coastal communities. This is

:23:27. > :23:33.the first time ever in the UK that people have had their properties

:24:29. > :24:36.Good evening. We have had some fairly intense shower activity

:24:49. > :24:52.thunder and hail across the region today, and there are still quite a

:24:52. > :24:55.few showers out there at the moment. This is our radar loop from the

:25:36. > :25:40.Some sunshine and showers, some could be on the heavy side, and we

:25:50. > :25:51.

:25:51. > :25:57.around 10 or 11, similar to today. The risk of showers continues for
