:00:28. > :00:32.Bamber has lost his latest bid to prove his innocence. 26 years later,
:00:32. > :00:37.we're still coming up and he's still pleading his innocence. I
:00:37. > :00:40.find it quite extraordinary. Criticism of the expenses system at
:00:40. > :00:46.Essex County Council when the disgraced peer Lord Hanningfield
:00:46. > :00:56.was in charge. And find out why we made a beeline

:01:03. > :01:06.Parts of a farm in Essex have been left in ruins after a tornado. It
:01:06. > :01:10.lasted just a few minutes but buildings were sent into the air
:01:10. > :01:15.and trees were uprooted. Brook Street Farm near Halstead was hit
:01:15. > :01:19.late yesterday afternoon as violent storms passed across the region.
:01:19. > :01:29.The winds were so strong that one man said he was lifted off his feet.
:01:29. > :01:30.
:01:30. > :01:34.Our Essex reporter Gareth George is Welcome to Brook Street Farm or
:01:34. > :01:39.should I say what is left of it. This was at the epicentre of the
:01:39. > :01:44.damage. You can see some of it now. Some of the smashed roofing tiles
:01:44. > :01:48.on the ground. And look at what has happened to this barn. The roof has
:01:48. > :01:52.completely gone. It was here at 4 o'clock yesterday afternoon but
:01:53. > :01:57.within minutes, it was reduced to splinters. You might be able to see
:01:57. > :02:07.some of what is left of it in piles here. This was just some of the
:02:07. > :02:08.
:02:08. > :02:12.damage caused when the tornado The Borough brothers look at the
:02:12. > :02:17.wreckage of their farm -- barrow brothers. It took the tornado just
:02:17. > :02:24.seconds to cause around �100,000 worth of damage. This route is the
:02:24. > :02:27.main piece of damage. -- this roof and two chicken sheds with the
:02:27. > :02:31.chickens right in it and took it down the field. We had to rescue
:02:31. > :02:41.them before the fox got to them all too chicken sheds, picked up and
:02:41. > :02:42.
:02:43. > :02:47.thrown around. Every river has a -- every roof has a gaping hole. The
:02:47. > :02:50.farmer said it was frightening. heard this rush of the wind and the
:02:50. > :02:56.wind and to see what was happening. The next thing I knew, the wind
:02:56. > :03:00.blew me backwards onto the ground. I saw these bits of debris and a
:03:00. > :03:04.complete roof coming towards me and take cover in the workshop. I saw
:03:04. > :03:10.it all come down in front of me. Nearby in the hamlet of White Ash
:03:10. > :03:16.Green, more damage. Trees uprooted and debris strewn around. I have
:03:16. > :03:21.got two Chicken shed blown away and cattle sheds without rooves, some
:03:21. > :03:26.cattle slightly injured. No electricity. The police say it is
:03:26. > :03:30.amazing nobody was hurt and that Brook Street Farm, the repairs
:03:30. > :03:33.could take months for all stopped we have moved to one of the other
:03:33. > :03:38.outbuildings here and we can show you some more of the damage.
:03:38. > :03:42.You should be able to see a great big gaping hole in the roof of this
:03:42. > :03:45.plan and there were cattle in here when they tornado struck,
:03:45. > :03:50.incredible that none of those were seriously injured when the roof
:03:50. > :03:54.crashed to the ground. But talking to the farmer, the damage minus six
:03:54. > :03:58.figures. He is trying to work out whether he is insured because
:03:58. > :04:02.apparently insuring yourself for storm damage if you are a farmer is
:04:02. > :04:05.extremely expensive and many of them do not do so so the farmer
:04:06. > :04:10.here going through his insurance papers just try to work out what
:04:10. > :04:14.the situation is that there's real relief here that no one was
:04:14. > :04:18.seriously injured by this tornado. Thank you.
:04:18. > :04:21.For the rest of us it's just miserable and wet and for our
:04:21. > :04:24.biggest industry. Tourism the season is starting badly. It's
:04:24. > :04:27.worth �6.2 billion a year to the region's economy and in a recession
:04:27. > :04:34.traders are looking for a strong start to 2012. But today some
:04:34. > :04:42.businesses said that takings are 70% down on this time last year.

:06:52. > :06:56.clear his name. He was jailed in 1986 for murdering five members of
:06:56. > :06:58.his family in their farmhouse at Tolleshunt D'Arcy in Essex. He has
:06:58. > :07:01.never stopped claiming he is innocent. Today the Criminal Cases
:07:01. > :07:10.Review Commission refused permission to allow the case to go
:07:10. > :07:13.back to the Court of Appeal. Nowhere was today's decision been
:07:13. > :07:21.more eagerly anticipated that at Full Sutton prison in Yorkshire.
:07:21. > :07:27.From inside, prisoner A5355 to Aseat broke the news on his Twitter
:07:27. > :07:30.page. To some that is a relief. have made it clear that we think it
:07:30. > :07:36.is guilty and we wanted the guilty person to come out and therefore
:07:36. > :07:41.you wanted retribution to the people who have suggested that he
:07:41. > :07:44.is guilty. Bamber's denials of guilt have never changed over 26
:07:44. > :07:50.years behind bars but his appearance has. Essex police found
:07:50. > :08:00.the bodies of his adoptive parents, his sister and her two six-year-
:08:00. > :08:08.olds. They had been shot in his farmhouse. He insisted that
:08:08. > :08:12.somebody else did the killings and then turned the gun on herself.
:08:12. > :08:16.Bamber said he was shocked and extremely disappointed adding that
:08:16. > :08:21."I shall continue to campaign to prove my innocence in every way I
:08:21. > :08:24.can". Campaigners have gathered around his campaign. If we
:08:25. > :08:28.Transport Today the way we deal with crime looking at the evidence
:08:28. > :08:34.that existed in 1985, if the evidence today was put before a
:08:34. > :08:38.court, I did believe he would be found guilty. Bamber faces the rest
:08:38. > :08:43.of his life behind bars. Today's decision has not changed that but
:08:43. > :08:46.it also has not ended his campaign Earlier I spoke to Simon McKay,
:08:46. > :08:53.Jeremy Bamber's lawyer. He told me the notoriety of the case made the
:08:53. > :08:59.situation more complicated. In my professional experience which now
:08:59. > :09:03.extends over 20 years, I have never known a case polarised groups of
:09:03. > :09:07.people in the way that this case does. I have been involved in
:09:07. > :09:12.politically sensitive cases in my career as well as orthodox cases.
:09:12. > :09:18.It seems that this case falls into two distinct camps. Those that the
:09:18. > :09:23.amendment to lead -- that that BM - - vehemently believe he is a cold-
:09:23. > :09:33.blooded killer and those that do not. Resolving the polarisation is
:09:33. > :09:38.typically done. -- difficult play dumb. -- difficult. This is as we
:09:38. > :09:43.say a very clear dismissal by the Commission. What can your next move
:09:43. > :09:48.the? Is this the end of the road was Mike no, it is not. We are
:09:48. > :09:56.already considering a major judicial review -- is this the end
:09:56. > :10:00.They have overstepped their functioned as the organisation that
:10:00. > :10:07.is to determine whether the statutory tests for referral back
:10:07. > :10:10.is made out as opposed to testing the evidence itself. Looking
:10:10. > :10:15.already at challenging this decision before the High Court to
:10:15. > :10:17.see if we can persuade the High Court to direct that the commission
:10:17. > :10:21.reconsider the matter. We have heard from family members to say
:10:21. > :10:28.that every time this comes up, it is very difficult and traumatic for
:10:28. > :10:33.them. Do you have sympathy for them? Listen, at any level, this
:10:33. > :10:38.case is deeply, deeply tragic. Five people lost their lives. Of course,
:10:38. > :10:43.I have got the deepest sympathy for the victims of the White House Farm
:10:43. > :10:47.shooting. But my function here is to advise my client on the merits
:10:47. > :10:51.of an appeal against his conviction. In my view, the submission that
:10:51. > :10:54.went to the commission in January was sufficient to justify a
:10:54. > :10:59.referral back and it was a matter for the Court of Appeal to test
:10:59. > :11:03.quite properly the validity of that evidence. That is what must happen.
:11:03. > :11:10.Jeremy Bamber is quite right to continue to pursue this matter.
:11:10. > :11:16.Until he has no avenues or exhaust every opportunity open to him to do

:12:28. > :12:31.poor record-keeping made it hard to see if chauffeur-driven cars were
:12:31. > :12:34.being misused, and that gifts and hospitality weren't always being
:12:34. > :12:44.registered properly. This was while Lord Hanningfield was leader of
:12:44. > :12:47.
:12:47. > :12:49.Essex County Council. 2009 it has only just been made public. Overall,
:12:49. > :12:52.auditors felt the guidance on expenses wasn't clear and that
:12:52. > :12:58.there was no system to properly scrutinise or question claims put
:12:58. > :13:05.in by councillors and officers. These are not small amounts of
:13:05. > :13:09.money, in 2008/9, the total claim came to �140,000. The sort of
:13:09. > :13:15.amount of money you would assume would be carefully counted. But the
:13:15. > :13:22.auditors also... Feel significant progress has been made as the
:13:22. > :13:26.current leaders of Essex County Council are keen to point out.
:13:26. > :13:31.have a new constitution, new members' expenses system. We
:13:31. > :13:36.publish every night and lot numbers' expenses on our website.
:13:36. > :13:40.We publish every about over �500 at the County Council spent on our
:13:40. > :13:46.website. We are totally open and transparent about everything we
:13:46. > :13:50.spend. Lord Hanningfield, the former leader, was convicted over
:13:50. > :13:56.his parliamentary expenses and the City of London police are still
:13:56. > :13:59.Five employees have been suspended after an animal rights group
:13:59. > :14:02.carried out secret filming at two farms in Norfolk. The East Anglian
:14:02. > :14:07.Pig Company which runs the farms says it won't tolerate animal
:14:07. > :14:12.mistreatment. But the RSPCA says it won't be prosecuting.
:14:12. > :14:15.A nightclub in Norwich has been stripped of its licence. The police
:14:15. > :14:18.say there had been high levels of drunkenness and crime at the Wafou
:14:18. > :14:21.club in Prince of Wales Road. The city council withdrew its licence
:14:21. > :14:27.after hearing that discussions with the club to clean up its act had
:14:27. > :14:30.failed. More than 700 people have signed a
:14:30. > :14:34.petition against a plans for an Islamic community centre in King's
:14:34. > :14:41.Lynn. If it goes ahead it would be opened in a former pub. A final
:14:41. > :14:45.decision will be made next week. This used to be a thriving pub. But
:14:45. > :14:47.for the past year, The Queen's Arms has been boarded up and abandoned.
:14:47. > :14:52.Now the West Norfolk Islamic Association want to convert it into
:14:52. > :14:59.a centre for prayers, meetings and social gatherings. The vast
:14:59. > :15:04.majority of people would not know it is there. People are being
:15:04. > :15:09.invited from out of the region to discuss religion. It's great that
:15:09. > :15:13.they can go to a community centre in King's Lynn. But objectors say
:15:13. > :15:18.there are already enough community centres. We have got one here which
:15:18. > :15:23.is going out of use. Down here in Hillington square two minutes' walk
:15:23. > :15:26.which is quite adequate for them. Why do they need an exclusive
:15:26. > :15:30.community centre for themselves? The council has also removed some
:15:30. > :15:34.of what it has called offensive messages from its website in fact
:15:34. > :15:37.early today, it was shut down completely.
:15:37. > :15:41.This is obviously a sensitive issue. I have spoken to a number of people
:15:41. > :15:46.who live near here and none of whom would appear on camera. It seems
:15:46. > :15:50.that their main concerns are that the centre would make this area a
:15:50. > :15:55.target for community tensions. Not so, say those working to make
:15:55. > :15:59.King's Lynn more integrated. People need to learn about the differences
:15:59. > :16:02.that exist between all the different people that live and work
:16:02. > :16:07.in King's Lynn and West Norfolk and once people know and understand
:16:07. > :16:13.those differences, I think it is a lot easier for them to accept them
:16:13. > :16:19.and for everybody to work and live alongside each other haply.

:17:10. > :17:14.council regularly confounds the best of political analyst. For most

:17:27. > :17:31.opposition on the city council. Once again they are hoping that

:17:34. > :17:38.- many of their councillors have decided not to seek re-election so
:17:38. > :17:42.there's a lot of new faces on the doorstep and Labour are doing well
:17:42. > :17:47.in the opinion polls. We would bring services in-house which means
:17:47. > :17:50.that the council would be directly responsible for providing services
:17:51. > :17:55.and the other one is that we would improve communication. I think
:17:55. > :17:59.there are enough votes for us in Norwich and people will work for us.
:17:59. > :18:02.Labour has been running City Hall as a minority administration for
:18:02. > :18:08.the last few years. It boasts that despite government cuts, it has
:18:08. > :18:12.been able to find savings of �4.6 million without harming services.
:18:12. > :18:16.Housing is a big issue here and Labour say the quality and quantity
:18:16. > :18:19.has improved. To move from a situation three years ago were the
:18:19. > :18:23.ordered Commission was telling us that we will not delivering and not
:18:23. > :18:27.very good, we were an old fashioned kind of housing department to an
:18:27. > :18:30.organisation which has been building houses, won national
:18:31. > :18:35.awards for tenant involvement. It has been really positive. But it
:18:35. > :18:39.has not all gone smoothly. The collapse of the Council Contractor
:18:39. > :18:42.and then fountains which replaced it is being used by opposition
:18:42. > :18:46.parties and particularly Conservatives as proof that Labour
:18:46. > :18:51.cannot be trusted to run the council. Contracts collapsing left
:18:51. > :18:54.right and centre, they cannot collect council tax, business rates
:18:54. > :18:58.and the City Council Trust is not fit for purpose. The Tories who
:18:58. > :19:01.only have two seat on the council know that the current lack of
:19:01. > :19:05.popularity of the Government will make things hard for them and also
:19:05. > :19:09.the Lib Dems, down to just four councillors and hoping voters will
:19:09. > :19:12.vote on local bother about national issues. It is clear on the doorstep
:19:12. > :19:17.that people recognise that we are strong local campaigners for them
:19:17. > :19:21.and we have councillors, people respond but positively. People
:19:21. > :19:27.coming out and thanking us for the work we have done. Butler dams and
:19:27. > :19:32.Conservatives would like to make gains here but the main battle in
:19:32. > :19:34.Norwich is between Labour and the Greens -- both the Lib Dems and the
:19:34. > :19:37.Conservatives would like to make gains.
:19:37. > :19:44.As well as the three parties featured in that report, UKIP is
:19:44. > :19:49.also standing in Norwich. There's a full list of candidates on the
:19:49. > :19:55.As many businesses struggle in the recession, a slimming company in
:19:55. > :20:04.this region has won a prestigious Queen's Award for Export. The
