:00:36. > :00:42.College of Nursing have been afraid to say their own organisation, let

:00:43. > :00:48.alone make claims openly. We are on our way. Another desperate call her

:00:49. > :00:56.to the police. We are out with the domestic violence unit.

:00:57. > :01:01.Vince Cable takes to the skies to see for himself the region's energy

:01:02. > :01:13.sector. And what is the correct etiquette for travelling on trains?

:01:14. > :01:20.Hello. The beleaguered Colchester Hospital is back in the news tonight

:01:21. > :01:23.after more allegations of bullying came to light. And there are fresh

:01:24. > :01:28.claims the hospital has been disguising the truth about its

:01:29. > :01:30.waiting times. The hospital is already facing three separate

:01:31. > :01:33.investigations, involving claims that staff were pressured into

:01:34. > :01:38.fiddling the figures for waiting times for cancer patients to meet

:01:39. > :01:41.government targets. But tonight, a call for those inquiries to be

:01:42. > :01:44.widened after 40 nurses complained about a so called "bullying culture"

:01:45. > :01:51.at the hospital. The full story now, from our chief reporter Kim Riley.

:01:52. > :01:57.Today, the Royal College of Nursing kept up the pressure on the hospital

:01:58. > :02:01.trust board. It said its lawyers were investigating a claim from a

:02:02. > :02:05.worker working in other parts of the hospital that they had been

:02:06. > :02:14.mutilated `` pressured to manipulate data.

:02:15. > :02:18.I myself attended a meeting with the Chief Executive and the

:02:19. > :02:23.chairperson, where I was subject to a great deal of potential bullying.

:02:24. > :02:26.I do not work for that organisation, and if I come as the lead of a

:02:27. > :02:32.professional organisation, was made to feel intimidated, how would an

:02:33. > :02:37.average member of staff have the courage to bring concerns to light?

:02:38. > :02:43.Would you say that a bullying culture is very much alive and

:02:44. > :02:47.continuing at Colchester Hospital? I believe that it is, and I believe

:02:48. > :02:51.that the nurses who are gradually feeling brave enough to come forward

:02:52. > :02:56.are starting to talk about what is going on there, but it is a mark of

:02:57. > :02:59.their fear that many of the nurses contacting the Royal College of

:03:00. > :03:03.Nursing have been so afraid to even say there are no aims `` their own

:03:04. > :03:07.names to their membership organisation, let alone make claims

:03:08. > :03:12.openly in the trust. The trust board denies a bullying coach her and says

:03:13. > :03:20.that staff are free to speak out without fear to stop `` fear. This

:03:21. > :03:25.man lost his wife to ovarian cancer. She said she wanted to be in

:03:26. > :03:34.a hospice but was sent home from Colchester Hospital ten days before

:03:35. > :03:40.she died. Was the moving out of my wife from the hospital actually for

:03:41. > :03:45.her good or for the good of the statistics of the hospital poster

:03:46. > :03:51.mark it is a question which, so far, nobody has been able to answer. The

:03:52. > :03:55.police have told us they have received 13 calls from patients and

:03:56. > :03:59.their families raising concerns about cancer treatment here. None of

:04:00. > :04:05.these calls have involved criminal investigations.

:04:06. > :04:11.A police officer told Look East this weekend that domestic incidents now

:04:12. > :04:14.account for half of his workload. He was speaking in Great Yarmouth at

:04:15. > :04:17.the beginning of another Domestic Violence Week. The aim is to

:04:18. > :04:20.encourage victims of violence in the home to report what's going on.

:04:21. > :04:25.Behind closed doors, record numbers of men and women reports domestic

:04:26. > :04:30.violence at the homes of their partners. It can be physical,

:04:31. > :04:33.emotional or mental abuse. It is here in this control room that

:04:34. > :04:40.victims often make their calls for help. Things never seem to surprise

:04:41. > :04:45.you in here. There are a lot of people I have spoken to, it has been

:04:46. > :04:49.going on for years, domestic violence and stop suddenly enough is

:04:50. > :04:53.enough. Our preachers constantly risk assessed the calls coming in.

:04:54. > :05:06.`` operators. Another tells police, I do not want

:05:07. > :05:19.him over here. I do not want to see him. And a terrified woman scared of

:05:20. > :05:22.her ex`husband. We have seen an increase of about 20% of domestic

:05:23. > :05:27.calls in the last five years, which goes to show that people have

:05:28. > :05:31.confidence in reporting to police. Police arrest a man who allegedly

:05:32. > :05:41.assaulted his girlfriend. He has previously been jailed for hitting

:05:42. > :05:46.her. He is not happy. At this safeguarding agency, staff assess

:05:47. > :05:50.the dangers facing victims and intervene to protect them. We know

:05:51. > :05:54.that where we have had domestic abuse crimes, when you look back, we

:05:55. > :06:01.have seen a history of the mystic abuse incidents that might have been

:06:02. > :06:07.a precursor to that. `` domestic abuse incidents. In Great Yarmouth,

:06:08. > :06:15.police say these incidents are often fueled by drunk `` drugs or drink.

:06:16. > :06:19.About 50% of our workload is directed towards domestic abuse. It

:06:20. > :06:23.is one of those areas that we have to take seriously because of the

:06:24. > :06:32.risk involved potentially to the victims. Case reports showed that

:06:33. > :06:35.domestic violence can affect anyone. Everybody thought he was wonderful

:06:36. > :06:40.so I did not think I would be believed. How could I tell anybody

:06:41. > :06:44.about it? I thought people who got beaten up were not me. I thought

:06:45. > :06:53.they were weak. But it takes strength to report it and break the

:06:54. > :06:56.cycle of abuse, say police. If you have any worries about domestic

:06:57. > :07:00.violence you can seek advice from the support group Refuge. You can

:07:01. > :07:03.ring them on 0808 2000 247 or log on to their website, refuge.org.uk Two

:07:04. > :07:10.young men who were killed when a car crashed into a pub in Suffolk have

:07:11. > :07:17.been named. Six men were in the Citroen when it crashed off the A12

:07:18. > :07:19.at Blythburgh on Saturday. 19`year`old Christopher Doran from

:07:20. > :07:25.Cheltenham and 18`year`old Jonny Cash from Ashford in Kent died at

:07:26. > :07:29.the scene. The other men are said to be in a stable condition in

:07:30. > :07:33.hospital. The family of Jennifer Mills Westley

:07:34. > :07:37.from Norfolk, who was murdered in Tenerife, have been speaking about

:07:38. > :07:40.their fight to get answers. They have been pressing for an official

:07:41. > :07:43.inquiry to find out why her killer was released from a psychiatric

:07:44. > :07:47.hospital seven months before their mother was killed.

:07:48. > :07:53.These are Jennifer's grandchildren. They have only just found out ``

:07:54. > :07:57.they found out from a school friend two and a half years ago that she

:07:58. > :08:02.had had her head was severed. We will have to listen this worker live

:08:03. > :08:09.with that for ever. It is incredibly difficult because we are living in

:08:10. > :08:12.such phenomenal pain and heartbreak everyday, but then to have to

:08:13. > :08:20.explain to my children why this has happened, it is just unbearable.

:08:21. > :08:26.This is Jennifer at her granddaughter's christening five

:08:27. > :08:36.years before her death at this shop. It has destroyed part of our life by

:08:37. > :08:48.what happened that day. Mum was a shining light. She was just... She

:08:49. > :08:58.was my best friend. She should never have been in the position that she

:08:59. > :09:04.found herself in that day. This man, a paranoid schizophrenic, was

:09:05. > :09:08.released from a psychiatric unit, only to kill Jennifer just months

:09:09. > :09:11.later. After months of pressure from the sisters, the Welsh Government

:09:12. > :09:17.has now ordered the case to be reviewed. We have done as much as we

:09:18. > :09:19.can as a family to make sure that hopefully other families will not

:09:20. > :09:27.have to go through the heartache that we have had to live. We owe it

:09:28. > :09:34.to her to try and understand what happened and to try and stop it from

:09:35. > :09:37.happening again to someone else. Jennifer's families hope lessons

:09:38. > :09:44.will be learned and shared across the country.

:09:45. > :09:47.Norfolk County Council has voted to proceed with plans for a committee

:09:48. > :09:52.system of government, but not until another study is carried out into

:09:53. > :09:55.how it'll work. The were angry scenes in the council chamber with

:09:56. > :10:04.members of ruling rainbow alliance accusing the Labour leader George

:10:05. > :10:07.Nobbs of dragging his feet. In our special reports last week, we

:10:08. > :10:10.highlighted the acute shortage of houses across the region. The simple

:10:11. > :10:16.facts are, we need to build 25,000 new houses every year but we are

:10:17. > :10:20.only building 12,000. Today, a plan to build 500 new homes in Bury St

:10:21. > :10:22.Edmunds but will the planners give it the go ahead?

:10:23. > :10:26.There is no escaping the reality. This green and pleasant land is

:10:27. > :10:34.under pressure like never before. We have built around 3 million fewer

:10:35. > :10:39.houses that our rising population has required in the last 35 years.

:10:40. > :10:44.We are all living longer and the trends are changing. At this council

:10:45. > :10:47.patch, they need 11,000 new homes within the next 20 years. I am

:10:48. > :10:52.absolutely passionate about making sure we have homes that people can

:10:53. > :10:58.live in, and that can be anything, renting or leasing or what ever.

:10:59. > :11:06.Through this document, councils identified five sites which it says

:11:07. > :11:12.it will accommodate `` which will accommodate. It will give greater

:11:13. > :11:16.control and authority on house building. This is not just about

:11:17. > :11:23.saying anywhere will do. This is about us being in control of our

:11:24. > :11:28.destiny. One of the five sites is on farmland, and today at the local

:11:29. > :11:33.pub, the latest consultation got underway to see people think. I

:11:34. > :11:38.think we are too far down the line now to avoid it. It is a case of

:11:39. > :11:40.getting the best deal we can get on infrastructure. The details have got

:11:41. > :11:48.to be right, the density has to be right. We want the estates to be a

:11:49. > :11:53.nice estate. They have to put up with the homes that some don't want

:11:54. > :11:57.them. Let's make sure we do it right and properly. The developers say

:11:58. > :12:09.that the plan will not just provide new homes, but also new jobs and a

:12:10. > :12:16.?40 million Eastern relief road. `` ?14 million.

:12:17. > :12:23.Coming up next: Vince Cable with a big announcement. And what really

:12:33. > :12:36.etiquette. The Business Secretary Vince Cable

:12:37. > :12:38.has been in the region today trying to encourage local business, but

:12:39. > :12:42.also answering questions about the latest banking scandal. It was a

:12:43. > :12:46.busy day. A trip in a helicopter to see our growing energy sector, and

:12:47. > :12:48.this afternoon he was at the car makers Lotus to announce a

:12:49. > :12:55.government grant of ?10 million. Let's go to Lotus now, and our

:12:56. > :13:03.business correspondent Richard Bond. Some advanced engineering on display

:13:04. > :13:05.here. Lotus is a bit of a standard`bearer of advanced

:13:06. > :13:09.engineering in the East, but there has been a lot of uncertainty

:13:10. > :13:14.surrounding the company, and talk at one point of a possible closure, but

:13:15. > :13:18.the Cable was here with news of a new investment. If you are the

:13:19. > :13:23.Business Secretary and you want to give the impression of our dynamic

:13:24. > :13:32.economy, it is a good idea to get into a sports car, especially if it

:13:33. > :13:37.is a British one. Vince Cable had a spin at Lotus today, after the

:13:38. > :13:41.government agreed to give the company ?10 million. The money comes

:13:42. > :13:45.from the regional growth fund. We have to be satisfied that if we the

:13:46. > :13:49.taxpayer put money in, we get new investment from the money and

:13:50. > :13:54.additional jobs from the company, and we are satisfied that they are

:13:55. > :14:00.making ASIC begins Hunderby should `` a significant contribution. But

:14:01. > :14:06.lately, as macro has been on a rocky road. Three years ago, there was an

:14:07. > :14:12.announcement of five new models at a Paris motor show, with a plan to

:14:13. > :14:15.create thousands of new jobs. It was at this time that the first offer of

:14:16. > :14:22.government cash was made. But when a new owner took over, the expansion

:14:23. > :14:29.plans were scrapped. When huge financial lasses were `` losses were

:14:30. > :14:33.revealed, people wondered whether Lotus would be closed. But the new

:14:34. > :14:38.owner has stood behind Lotus. There are no public plans for new models,

:14:39. > :14:43.but a promise of new jobs. This money will go towards investment and

:14:44. > :14:51.research and development for Lotus and it will be part of a wider

:14:52. > :14:55.strategy to ensure that we expect to create more than 300 more staff over

:14:56. > :15:01.the next few years. 300 new jobs would increase the Lotus workforce

:15:02. > :15:04.by one third. Workers here, who have lived through the volatility of

:15:05. > :15:10.recent years, hope the current management can lead them to better

:15:11. > :15:14.times. It is significant that that ?10

:15:15. > :15:17.million for Lotus has come from the regional growth fund. This region

:15:18. > :15:22.has not got much money from that fund to date. It has mostly gone to

:15:23. > :15:28.money to regions that were deemed to be economically needy. But just a

:15:29. > :15:33.small amount of money have come to secure the future hopefully of

:15:34. > :15:36.Lotus. The Business Secretary has spent

:15:37. > :15:39.much of the day answering questions about Royal Bank of Scotland and

:15:40. > :15:44.claims that it was "unscrupulous" in its dealings with small businesses.

:15:45. > :15:47.But he did find time to take a bird's eye view of our growing

:15:48. > :15:53.energy sector. I'll be speaking to Dr Cable after this from Alex

:15:54. > :15:57.Dunlop. When you have a schedule as tight as

:15:58. > :16:03.a Vince Cable's, it pays to have an overview, quite literally, of the

:16:04. > :16:07.region's energy sector. First up, a gas terminal. Just down the coast, a

:16:08. > :16:13.module being built for offshore workers. He also saw some of the 153

:16:14. > :16:20.gas platforms off the East Coast. Then there are the turbines. There

:16:21. > :16:25.are around 76 proposed wind farms in this region alone. Pro`nuclear power

:16:26. > :16:32.into the mix, and it is ideal fodder for the energy sector. We want as

:16:33. > :16:36.much help and investment as we can, in terms of infrastructure and ports

:16:37. > :16:42.and roads to muddy whole lot, really. That is a big shopping list.

:16:43. > :16:46.It is, but we deserve a special status. Many local firms are pinning

:16:47. > :16:50.their flags to new and old energy, which has a potential worth of

:16:51. > :16:59.Alianz of pounds in the coming years. 70% of components made here

:17:00. > :17:05.are going to offshore gas projects, but there is one major gripe.

:17:06. > :17:08.Schools are not encouraging youngsters to go into energy. The

:17:09. > :17:13.training that is available has deteriorated so badly over the years

:17:14. > :17:19.that what they are actually being taught is too much Willie subjects

:17:20. > :17:29.and not enough core skills. Wherever I go is `` it is a cry I hear, we

:17:30. > :17:32.really need to make engineering sexy again for young people. Local firms

:17:33. > :17:36.have just two weeks to bid for a share of a pot of cash call the

:17:37. > :17:41.regional growth fund. Its aim is to promote road and create jobs. Those

:17:42. > :17:46.welcoming Vince Cable there today stayed the East cannot afford to

:17:47. > :17:50.miss out. `` said the East cannot afford.

:17:51. > :17:54.So, a busy day for Dr Cable, but at Lotus he did have time to sit down

:17:55. > :18:00.and talk to me about everything from cars to RBS and the energy industry.

:18:01. > :18:06.What is really in Portland now is that we do not just get the energy,

:18:07. > :18:14.but we get the perdition manufacturers `` the British

:18:15. > :18:19.manufacturers in the supply chain. Great Yarmouth are in excellent

:18:20. > :18:22.position to do more of that. Be disappointed that we do not produce

:18:23. > :18:27.more of the structures for the wind and offshore industry watcher Mark I

:18:28. > :18:35.was horrified when I ``? I was horrified when I found how much was

:18:36. > :18:39.being ignored. I said this was not good enough. You are producing in

:18:40. > :18:43.Britain, why do you not use more British companies? I think they got

:18:44. > :18:46.the message. They would argue that if British companies are not

:18:47. > :18:52.producing what they want come a day will not buy from them. We cannot

:18:53. > :18:58.employ protectionism. We don't want to. There is a kind of laziness

:18:59. > :19:03.sometimes. They are brought `` but overseas as to why bother with a

:19:04. > :19:10.British company? We want to build up the technical competence here. Are

:19:11. > :19:19.you committed to a size 12 feet? We are connected to nuclear power.

:19:20. > :19:22.There will now be a chain of nuclear power stations. They have all got to

:19:23. > :19:27.be negotiated, but the basic policy of commitment has been made. If I

:19:28. > :19:30.could paraphrase what has been reported by David Cameron, he has

:19:31. > :19:35.had enough of this green levy rubbish, he would call it. Do you

:19:36. > :19:42.agree with him? Has he said that to you? No, not in as many words, but

:19:43. > :19:50.there is an argument here. The point is, in the short run, new renewable

:19:51. > :19:55.energy, particularly late `` particularly offshore, is as

:19:56. > :20:02.expensive as gas. Someone has to pay for that. I believe and my party

:20:03. > :20:11.believes that we have got to take a long`term view with the next

:20:12. > :20:13.generation. We will need to understand that supplies will run

:20:14. > :20:18.out and we have got to replace them so we have to invest in those

:20:19. > :20:22.technologies. Talking about Lotus, there was ?10 million on the table

:20:23. > :20:27.some time ago, and that would mean expansion of production here and

:20:28. > :20:33.1000 new jobs. Now it is 300 new jobs. Does that disappoint you? I am

:20:34. > :20:36.delighted that Lotus has now got a good long`term future. When I came

:20:37. > :20:41.here just over two years ago, there were wonderful cars, but there was

:20:42. > :20:44.uncertainty about the future of the company. Some people were even

:20:45. > :20:48.forecasting it would not survive, but it has survived. The owners have

:20:49. > :20:51.committed themselves to large amounts of investment and the

:20:52. > :20:55.government is putting in some investment, as they are

:20:56. > :21:00.concentrating on basics. Making sure that the engineering is

:21:01. > :21:05.world`class. It is now on a sound footing and there will be additional

:21:06. > :21:11.engineering staff coming. Can I ask you about the RBS rumours which have

:21:12. > :21:15.been going about this weekend, particularly involving small and

:21:16. > :21:17.medium`sized businesses? We have a lot of those in this region and

:21:18. > :21:20.there will be some people who feel that the banks have mistreated them

:21:21. > :21:27.and they went under when they should not have? I was horrified, but I

:21:28. > :21:33.always have to proceed on the basis of fact rather than rumour. We

:21:34. > :21:38.wanted the author of the reports to give the facts and give evidence,

:21:39. > :21:42.and it is the evidence that has to be properly studied. What I want to

:21:43. > :21:47.see is that this semi`nationalized bank actually supports the British

:21:48. > :21:53.economy, it will start putting money into British business, not taking it

:21:54. > :21:58.out. Thank you very much. OK, let's do some Mr Angry stuff. If

:21:59. > :22:01.you travel by train, what makes you mad? Perhaps it's people shouting

:22:02. > :22:04.into their mobile phone or that tinny sound that comes from very

:22:05. > :22:12.loud headphones, or maybe a smelly tray of fast food. Any of those

:22:13. > :22:18.yours? I hate people speaking loudly saying that they are on a train. If

:22:19. > :22:22.it does, it seems you are not alone. One rail company has even come up

:22:23. > :22:25.with its own modern day Guide to train etiquette. Seasoned traveller

:22:26. > :22:29.Mike Liggins has the story. Is there anything worse on a train

:22:30. > :22:33.than seeing some fool staggering towards you with smelly food? You

:22:34. > :22:40.hope he will not sit next to you, but he does. A wonderful aroma of a

:23:01. > :23:10.a can of beer. People making a load of telephone conversations. On the

:23:11. > :23:15.train! People being loud and trains. Can you eat loudly? Yes. I hate

:23:16. > :23:22.seeing people getting drunk on trains. They really your take me.

:23:23. > :23:26.They tend to get loud. `` they really your take me. They tend to

:23:27. > :23:30.get loud and shouts. Now, First Capital Connect, which runs services

:23:31. > :23:35.all over the country, has produced some humourous cartoons in a little

:23:36. > :23:39.booklet to remind people of their responsibilities to fellow

:23:40. > :23:42.passengers. We are looking to help our passengers be a little bit more

:23:43. > :23:46.considerate when they are travelling with us. Things like making sure

:23:47. > :23:49.that people do not eat smelly food, making sure that people are

:23:50. > :23:53.considerate with their music and that they dispose of their litter,

:23:54. > :23:57.all of which is to ensure that people have a more pleasant

:23:58. > :24:03.experience when travelling with us. One man on Twitter said that he did

:24:04. > :24:10.not like when people refuse to move their bags. Another man said, stop

:24:11. > :24:13.the mobile phones with loud music. A woman adds, wear deodorant so that

:24:14. > :24:16.your body odour does not knock out the unfortunate commuters squashed

:24:17. > :24:27.next to you. It is a light`hearted campaign, but

:24:28. > :24:30.First Capital Connect also want passengers to think carefully about

:24:31. > :24:37.litter and safety around trains and railway stations. It will also

:24:38. > :24:40.remind us of that rule that is useful in any aspect of life. Treat

:24:41. > :24:49.others as you would like to be treated.

:24:50. > :24:52.Where did he find all of this great actors? They were very patient in

:24:53. > :24:56.putting up with him! Wearing deodorant seems like a good rule

:24:57. > :25:02.generally. A good rule for life. Let's get the weather.

:25:23. > :25:27.It really cheered me up on what has been a largely cloudy day. There

:25:28. > :25:32.were some breaks in the cloud allowing some rainbows to form, and

:25:33. > :25:37.some showers as well, but the showers have not been for everybody,

:25:38. > :25:40.and they have really been few and far between, and they will continue

:25:41. > :25:45.that way overnight, mainly affecting this northeastern corner.

:25:46. > :25:49.Elsewhere, largely dry, but we are likely to get some breaks in the

:25:50. > :25:54.clouds. They could've her anywhere, but where we get them, that is where

:25:55. > :25:58.we will see the lowest temperatures. That is where we will get some

:25:59. > :26:03.patchy frost, and where we will also most likely see some patchy mist and

:26:04. > :26:09.fog forming, especially as the winds would be like an northwesterly. ``

:26:10. > :26:14.will be. High pressure is in charge, keeping largely fine and dry. We are

:26:15. > :26:18.going to have very little wind, so it might take a little while for

:26:19. > :26:24.some of the fog to clear. Then we are looking at a largely dried day.

:26:25. > :26:27.Their amount of cloud, but hopefully some brightness coming through at

:26:28. > :26:31.times. Despite the fact that we will have this light northwesterly winds,

:26:32. > :26:36.it is going to feel really very cold. Temperatures at best will be

:26:37. > :26:41.six degrees, but I think many of us will struggle to get that type. If

:26:42. > :26:46.we get any stubborn patches of fog, temperatures might only get to two

:26:47. > :26:49.or three degrees above freezing. We finished the day largely fine and

:26:50. > :26:57.dry, give or take an isolated shower. High pressure stays with us

:26:58. > :27:01.into the middle part of the week. Wednesday and Thursday are looking

:27:02. > :27:05.largely fine and dry, because the biggest cloud on both days could

:27:06. > :27:11.largely `` could produce some patches of drizzle. Thursday,

:27:12. > :27:15.slightly higher, eight Celsius, but by Friday, there will be a colder

:27:16. > :27:20.field to think again because the winds will be picking up. Quite a

:27:21. > :27:25.blustery day on Friday. We are expecting quite a lot of cloud. By

:27:26. > :27:29.the end of the day, we could see some patchy rain pushing down from
