:00:20. > :00:22.scandal of cancer records. It was only through fear led by the

:00:23. > :00:27.management and constant threat of having to report to the Chief

:00:28. > :00:37.Executive team that people didn't come out sooner, as far as I am

:00:38. > :00:48.aware. In football, Ipswich town have a new face. And stay with us

:00:49. > :01:01.for a live interview with the strictly come dancing judge. For the

:01:02. > :01:05.first time today, a worker at Colchester Hospital Trust at Essex

:01:06. > :01:10.has given an insiders account of what happened over the scandal of

:01:11. > :01:14.cancer records. The staff member makes it clear it was the hospital

:01:15. > :01:17.managers who insisted on fiddling the data on waiting times.

:01:18. > :01:19.There has already been a dramatic fall`out from the scandal. The chief

:01:20. > :01:22.executive has resigned and inspectors from the NHS say they

:01:23. > :01:26.will now check patient records, going back years, to establish the

:01:27. > :01:29.scale of the wrongdoing. But, today, we heard from somebody who was

:01:30. > :01:33.actually involved in making those false returns. In this report from

:01:34. > :01:41.Tom Barton, we have disguised the identity of that person. For six

:01:42. > :01:46.weeks, Colchester Hospital has been under scrutiny under `` and

:01:47. > :01:49.allegations it manipulated cancer waiting time data. Inspectors said

:01:50. > :01:53.the scandal may have affected patient care. But exactly how

:01:54. > :02:02.patients were affected remains unclear. We were told to book

:02:03. > :02:08.pensions that were not breached so our performance figures were ``

:02:09. > :02:13.would look better. We were only an out a certain number of breaches per

:02:14. > :02:18.month. Because the target had been missed, they had to wait even longer

:02:19. > :02:28.in order that it wouldn't look like the hospital had missed the

:02:29. > :02:35.targets? absolutely. Other patients had been waiting in excess of 15 or

:02:36. > :02:40.20 weeks. People watching this will be absolutely amazed to hear that. I

:02:41. > :02:45.can imagine they would be. We were absolutely distraught at this going

:02:46. > :02:49.on and I can promise the public that certainly everybody I worked with

:02:50. > :02:53.challenged this behaviour constantly and which is only through fear led

:02:54. > :02:57.by the management and constant threats of having to report to the

:02:58. > :03:03.Chief Executive team that people didn't come out sooner, as far as I

:03:04. > :03:07.am aware. The hospital admin worker is being supported by her union. She

:03:08. > :03:15.said when staff complained, management ignored them. They told

:03:16. > :03:17.all staff to get on with it. It was essential because of the trust was

:03:18. > :03:24.seen to be failing, the monitor would come in and everyone's lives

:03:25. > :03:28.will be made difficult. On Wednesday, the Chief Executive

:03:29. > :03:34.resigned and yesterday, NHS England said it was extending a review to

:03:35. > :03:38.cover all hospital department. Colchester Hospital Trust said, we

:03:39. > :03:43.take these claims extremely seriously and will take this

:03:44. > :03:47.accident `` and will take disciplinary action.

:03:48. > :03:51.One of Britain's biggest bookmakers has taken over a failed racecourse

:03:52. > :03:53.in Essex. Betfred is leading a consortium which is promising to

:03:54. > :04:01.breathe new life into the Great Leighs course. It opened five years

:04:02. > :04:07.ago but quickly collapsed. The new owners are planning to resume racing

:04:08. > :04:10.there by 2015. This was Great Leighs in the spring of 2008, the new

:04:11. > :04:18.weather racecourse nearing accomplished. A champagne moment was

:04:19. > :04:23.looming for a venue with floodlights shaped like glasses of bubbly. It

:04:24. > :04:29.was a moment to savour but celebration gave way to

:04:30. > :04:33.administration. Andy Waite was the former clerk of the course, a

:04:34. > :04:39.troubled past but he hopes a triumphant future. Everyone asks

:04:40. > :04:42.when is it going to open. They enjoyed it when it was open and they

:04:43. > :04:50.look forward to it opening in the future. The consortium is made up of

:04:51. > :05:01.three firms, boy`macro with a turnover of ?8 billion, SAS and the

:05:02. > :05:05.media company debt solution. There ideas of putting serious money into

:05:06. > :05:11.this racecourse will be very important because the industry needs

:05:12. > :05:18.it. The special track is still in top condition, two new grandstands

:05:19. > :05:27.are planned. They want a new name. Chelmsford city racecourse, it is to

:05:28. > :05:32.everybody's taste. Keep it as Great Leighs, let's be proud of that nice

:05:33. > :05:36.Essex man. Maybe it is a fresh start. Well, I can understand why

:05:37. > :05:43.they might be reasons for moving away from Great Leighs but

:05:44. > :05:48.Chelmsford city sounds like an airport and it is miles away from

:05:49. > :05:51.Chelmsford. Because audience there they mean business and will turn it

:05:52. > :05:55.into the best all`weather facility in Europe.

:05:56. > :05:58.Some of the most rundown churches in this region have been given an early

:05:59. > :06:01.Christmas present from the National Lottery. Churches across Essex,

:06:02. > :06:12.Suffolk and Norfolk will share in a grant of more than ?0.5 million for

:06:13. > :06:15.urgent repairs. All Saints Church is around 900 years old but that

:06:16. > :06:21.doesn't bother the woodpeckers, they have left their mark on the spire

:06:22. > :06:25.and now the roof leaks. We are entering the nave of the church and

:06:26. > :06:29.it is the south part of the nave on this site will we have the water

:06:30. > :06:35.problem. We find the water comes down this wall here and it hits the

:06:36. > :06:38.pews. It's that is everywhere and renders that area of the church

:06:39. > :06:45.useless for Sunday services. Now, long`awaited repairs should soon

:06:46. > :06:51.begin with the help of just under ?200,000 from the Heritage shortages

:06:52. > :06:57.and `` Heritage lottery fund. It the best Christmas present we could ever

:06:58. > :07:01.have. It enables us to do the repairs to make the building

:07:02. > :07:04.watertight so we can do community activities along with the worship

:07:05. > :07:11.that we need to do in this village for the parish. This church topped

:07:12. > :07:19.the list money being handed out. I was announced today are St Mary is,

:07:20. > :07:28.holy Trinity and St Margaret as well as St Peter and St Pauls Church and

:07:29. > :07:31.all Saints Church. The grant for churches have been given out to

:07:32. > :07:41.churches where they have to have the work done in two years. These are

:07:42. > :07:46.for the most urgent ones. Years of work has gone into securing funding

:07:47. > :07:49.to protect this grade one listed church. In a few weeks, with the

:07:50. > :07:54.decorations come down, the scaffolding will finally go up.

:07:55. > :08:02.Graham James, the Bishop of Norwich, is with us now. ?500,000, quite

:08:03. > :08:06.nice. Very good, very encouraging but it needs to be put in the

:08:07. > :08:12.context of many millions of pounds which church congregations raise

:08:13. > :08:17.each year to maintain our wonderful listed and beautiful parish

:08:18. > :08:23.churches. I thought the church disapproved of the National water

:08:24. > :08:29.rich. There are no shortages of raffles. The lottery funding is

:08:30. > :08:32.something that has replaced English Heritage grants every largely and

:08:33. > :08:40.the problem of the lottery is that the size of the prizes can cause

:08:41. > :08:47.people who are far too poor to spend too much money on it so, yes, there

:08:48. > :08:49.are difficulties with it. That in principle, gambling is never a

:08:50. > :08:57.brilliant idea but we recognise the reality of it and this funding

:08:58. > :09:03.stream has been created and we are grateful for it. Are memory usage in

:09:04. > :09:07.here a year ago and the scene has changed. We have a new Archbishop of

:09:08. > :09:15.Canterbury, the new Pope and we will get women ships. well, we hope we

:09:16. > :09:20.will get women bishops. Yes, things have changed enormously. I think the

:09:21. > :09:26.spirit of the church has been renewed, as it often is as `` with

:09:27. > :09:32.new people in process who bring fresh imagination. But Francis, it

:09:33. > :09:37.is said he has not changed the words but he has changed the music of the

:09:38. > :09:46.Catholic church and I think that Archbishop Justin has done things

:09:47. > :09:50.that are different for us. Challenge to that company wasn't one of

:09:51. > :09:56.condemnation. We're not into condemnation. It is actually, how

:09:57. > :10:02.can you serve the poor debtor. That is the challenge she put to the

:10:03. > :10:07.church and the rest of us. As you look towards Christmas, what are

:10:08. > :10:14.your thoughts for the New Year? One of the things I love about Christmas

:10:15. > :10:17.is it always renews hope. The reason I think more and more people come to

:10:18. > :10:21.church at Christmas, the cassette has been a big change, it is that

:10:22. > :10:29.they see the hope in the birth of a child, got a fax from coming to

:10:54. > :11:04.underway to re`fit the building and recruit teachers. It was once the

:11:05. > :11:07.home to this shoe factory. Now, this historic building incorporating the

:11:08. > :11:13.city of Norwich will have another face`lift. The paperwork has been

:11:14. > :11:18.signed off. This is to become northward's latest free school. It

:11:19. > :11:24.was a particular location that they were after. we think this building

:11:25. > :11:29.is fantastic, it will be inspiring for our students, it combines

:11:30. > :11:36.tradition, heritage, it is on a historical street and has fantastic

:11:37. > :11:39.modern facilities inside. 11 to 16`year`olds will follow the

:11:40. > :11:44.national curriculum but then they can specialise in humanities and

:11:45. > :11:50.science and maths through the partner school. The inspiration

:11:51. > :11:56.trust who sponsored this college want to help northward's education

:11:57. > :12:01.standards improve. It is about brilliant teacher learning and about

:12:02. > :12:09.outstanding leadership and if you can get those two things right,

:12:10. > :12:15.there really is no barrier to why our children cannot be the top of

:12:16. > :12:20.the national tables, not bottom. The College opens in September with two

:12:21. > :12:30.year groups. I2020, it will be fully operational. `` by 2020.

:12:31. > :12:46.Still to come, the best sporting bits of 2013. And the Strictly judge

:12:50. > :12:52.Sandeman`Charles who had set up a campaign to get 10,000 people to

:13:02. > :13:04.It's a subject she's passionate about because in 2010 T was

:13:05. > :13:11.diagnosed with two terminal lung diseases. She desperately needs a

:13:12. > :13:14.lung transplant and is on the waiting list at Papworth Hospital.

:13:15. > :13:21.Today, T was there for a regular check`up. For T Sandeman`Charles,

:13:22. > :13:27.the simple things in life are hard to do. Getting out of the car leaves

:13:28. > :13:31.her grasping for breath. She has her husband to help but four years after

:13:32. > :13:37.being diagnosed with two progressive lung diseases, a transplant is now

:13:38. > :13:43.her only hope. Like everybody, I just want to live. I want to live my

:13:44. > :13:51.life. So much I want to do, so much I feel I have to do. We first met T

:13:52. > :13:56.five years ago when she first launched her campaign. With the help

:13:57. > :14:01.of friends and family, two weeks ago, she reached her target of

:14:02. > :14:08.getting 10,000 people on the register. We did it. And when I say

:14:09. > :14:12.we, I do want to say that if it wasn't for my lovely husband, my

:14:13. > :14:21.fantastic family, the friends, the 10,000 people who signed up, it

:14:22. > :14:26.would never have happened. Today, T was here to see Doctor Thomas to see

:14:27. > :14:32.if she is fit enough for a transplant. we have a tricky balance

:14:33. > :14:34.because we want to have you doing everything you can to be fit enough

:14:35. > :14:47.to get a transplant. Your breathing is not just your lungs, it is your

:14:48. > :14:55.muscles, your diaphragm. In 2011, 20 six `` 26 people joined the list.

:14:56. > :15:10.Three people are still waiting. If T gets it, it can happen quickly. it

:15:11. > :15:18.could be in the region of 12 to 14 hours wait from the call. When I am

:15:19. > :15:23.in bed, I can't do anything and I sometimes say to myself, will recall

:15:24. > :15:32.ever come? Will it end like this? And then I shed a tear stop then I

:15:33. > :15:40.picked myself up and I say, come on, T, come on, you have got to believe

:15:41. > :15:44.it will come. T is looking forward to Christmas and is positive about

:15:45. > :15:51.the future but when you are on a transplant waiting list, there is no

:15:52. > :15:56.other way to be. If you are interested in the organ donor
