:00:00. > :00:24.heavy rain is causing more misery as flood waters are on the rise.

:00:25. > :00:28.Hello, I'm Alex Dunlop. The Government has announced that

:00:29. > :00:30.victims of the tidal surge on the East Coast will be entitled to

:00:31. > :00:33.compensation just like householders on the Somerset Levels and the

:00:34. > :00:37.Thames Valley. Yesterday, David Cameron promised up to ?5,000 to

:00:38. > :00:39.help flood victims. Today, it emerged the money will be backdated

:00:40. > :00:42.to include the whole winter. Crucially, that means that people

:00:43. > :00:49.who were flooded during the tidal surge in December should qualify.

:00:50. > :00:57.They are still clearing up here. All these properties were flooded during

:00:58. > :01:06.the storm surge. This shop succumbed to the floods. From its owner today,

:01:07. > :01:10.a cautious welcome. I think it is a good idea, if it works as suggested.

:01:11. > :01:17.Perhaps the small print will spoil it. The Prime Minister visited his

:01:18. > :01:23.shop in December. Since then, he has had to look at our lot more flood

:01:24. > :01:28.damage. I expect we will see more extreme weather events. Today, he

:01:29. > :01:35.promised extra help for those affected. Anyone whose property was

:01:36. > :06:29.flooded in this storm surge will be able to

:06:30. > :06:40.All the day that Beyonce headline the festival. She pleaded not

:06:41. > :06:43.guilty. Gareth areas accused of harassing the same man. There is a

:06:44. > :06:49.third defendant, a 38`year`old woman from Manchester. She was also

:06:50. > :06:55.accused of harassment. She failed to appear at this morning and a warrant

:06:56. > :07:01.was issued for her arrest. Tulisa and Gareth very were released.

:07:02. > :07:12.Photographers were waiting outside court. She will be back here at

:07:13. > :07:18.Cheltenham magistrates court to face trial.

:07:19. > :07:21.Ail maintenance firm in Colchester has teamed up with the town's

:07:22. > :07:24.Institute to recruit unemployed young people to become apprentices.

:07:25. > :07:28.At least ten have now been offered jobs. And the firm, TES 2000, says

:07:29. > :07:36.it's now planning to take on 40 apprentices a year. Network Rail's

:07:37. > :07:40.control periods/ significant investment and upgrade of the

:07:41. > :07:46.existing network for the UK to cope with demand from passengers and

:07:47. > :07:50.freight users. Huge projects such as HS2 and Crossrail, demands are

:07:51. > :08:00.massive so we are actually growing our workforce for the future.

:08:01. > :08:04.Now, the weather. We have more showers overnight, some

:08:05. > :08:10.could be wintry. We still have gusts of 40 or 50 mph. Temperatures will

:08:11. > :08:15.fall to freezing. We can't rule out some ice and frost. Tomorrow,

:08:16. > :08:19.further showers from the West with some sleet and hail mixed end but a

:08:20. > :08:27.largely dry day with sunshine for many others. Temperatures only up to

:08:28. > :08:31.about six Celsius. A blustery south`westerly wind but not as

:08:32. > :08:37.strong as today. Some showers in the afternoon but largely dry. Some

:08:38. > :08:42.clear spells overnight so I think frost and ice tomorrow night are

:08:43. > :08:49.much more widespread. For Friday, a yellow warning from The Met office

:08:50. > :08:54.draw heavy rain. 5`10 millimetres or higher in some places. In a moment,

:08:55. > :09:01.the National forecast but I leave you with Outlook. As rain pulls away

:09:02. > :09:08.on Friday, the winds will pick up. Gusts of

:09:09. > :09:15.Good evening. What an incredible day of weather it has been. We saw gusts

:09:16. > :09:20.of wind up to 108 mph in the West of Wales. The wind is easing down a

:09:21. > :09:23.notch or two but we still have a high-level amber warning from the

:09:24. > :09:28.Met Office for the strength of the wind over the next few hours over

:09:29. > :09:31.quite a large swathe of the UK. Northern Ireland, northern England

:09:32. > :09:36.and down across Wales, there is still potential for damaging and

:09:37. > :09:39.disruptive gusts of wind. This huge curl of cloud is bringing wet and

:09:40. > :09:43.windy weather across much of the West of Europe. It curls back across

:09:44. > :09:47.the north of the UK and that's the centre of the area of low pressure

:09:48. > :09:51.with the strongest winds just to the south of that. Let's focus on the

:09:52. > :09:55.winds over the next few hours. The ease down by a notch or two but

:09:56. > :10:03.still blustery conditions over most of Wales. High seas around the coast

:10:04. > :10:08.and gusting up to 70 mph. Easily around the 80 mph mark across much

:10:09. > :10:13.of northern England. Across the Pennines this evening and overnight,

:10:14. > :10:14.travelling will be treacherous. Wind and rain at lower levels will

:10:15. > :10:18.produce a lot of spray. You don't produce a lot of spray. You don t

:10:19. > :10:23.have to go to high up the Pennines to see that turned to snow. One way

:10:24. > :10:26.or another, further disruption to travel is more than likely. BBC

:10:27. > :10:29.local radio will keep you up-to date local radio will keep you up-to-date

:10:30. > :10:35.on where you are and where you are trying to get to. The centre of the

:10:36. > :10:38.low system moves northwards. Pretty heavy snow developing across the

:10:39. > :10:42.hills of Scotland with several centimetres by dawn. A bit of snow

:10:43. > :10:46.for Northern Ireland and wintry showers drifting across the southern

:10:47. > :10:49.counties. A risk of ice with most races are seeing the temperatures a

:10:50. > :10:54.degree or so either side of freezing. A cold, windy start

:10:55. > :10:59.Thursday but I think it be a better day. No persistent rain to be seen.

:11:00. > :11:04.There should be some spells of sunshine for many of us, as well.

:11:05. > :11:08.Does it last until the end of the week? I'm afraid not. It goes

:11:09. > :11:13.downhill on Friday. This low pressure will head our way. Lots of

:11:14. > :11:20.isobars on the chart later in the day. Gusts of 60, 70 or 80 mph, with

:11:21. > :11:22.rain spreading northwards. Significant snow for parts of

:11:23. > :11:25.Northern Ireland and southern Scotland. Windy into the start of

:11:26. > :11:31.the weekend. Saturday has outbreaks of rain. On Sunday, something of a

:11:32. > :11:32.respite. The winds will ease down and it should
