:00:08. > :00:14.Hello and welcome to Look E`st. In the programme tonight: A major

:00:15. > :00:18.fire...at a fire station. One fire engine is destroyed and there's

:00:19. > :00:22.major damage to the building. That weren't till I actually turned into

:00:23. > :00:26.the station that I thought, Oh my God, the station is on fire Two men

:00:27. > :00:29.are still missing after a sdarch and rescue mission off the coast at

:00:30. > :00:33.Lowestoft. The body of a thhrd man was found yesterday. The desperate

:00:34. > :00:40.need for more mental health beds for young people. One teenager's story.

:00:41. > :00:45.I know it's a cliche, but it does need to be reitereated that it

:00:46. > :00:48.genuinely is life or death. And Lottery funding for this group in

:00:49. > :01:03.Colchester ` to try to change the image of the Essex Girl. First

:01:04. > :01:07.tonight, awkward questions for Norfolk Fire Service after one of

:01:08. > :01:10.its fire stations burns down and the fire engine inside goes up hn smoke

:01:11. > :01:15.as well. The fire broke out just after midnight at Downham M`rket.

:01:16. > :01:33.Local firefighters were powdrless to do anything because their own fire

:01:34. > :01:35.engine was inside the buildhng. In all, eight other crews from across

:01:36. > :01:38.Norfolk and Cambridgeshire were needed to bring the fire under

:01:39. > :01:41.control. Later fire bosses they hadn't fitted the building with

:01:42. > :01:44.sprinklers. Kevin Burch has this report. The station's own fhre

:01:45. > :01:47.engine was caught up in the blaze, but the retained fire crew has

:01:48. > :01:51.already been given a replacdment. The station sits by the market, and

:01:52. > :01:54.the alarm was raised when someone smelled smoke. The fire crew headed

:01:55. > :02:03.to the scene, unaware that ht was their base that was on fire. We

:02:04. > :02:07.thought it was smoke coming from a car that was further up the road,

:02:08. > :02:18.but it was not until we turned up to the station when I realised that the

:02:19. > :02:22.station was on fire. The crdw was unable to act, its own applhance was

:02:23. > :02:31.on fire inside and the keys were also in the building. 20 minutes

:02:32. > :02:34.later, another crew arrived on the scene, the first of eight to be

:02:35. > :02:38.called on. The Fire Service says that this ablaze has not left any

:02:39. > :02:41.gap in cover. They managed to bring in a replacement equipment within

:02:42. > :02:44.hours. However, the appliance that they lost was worth about ?200, 00,

:02:45. > :02:47.the equipment ?80,000, and to build a similar station would cost ?1 5

:02:48. > :02:50.million. Thankfully, everything is covered by insurance. We will suffer

:02:51. > :02:54.some ribbing from our colle`gues, but nobody was hurt and we have kept

:02:55. > :03:03.fire cover going from the town. The retained crew has been given a new

:03:04. > :03:06.base by Norfolk Constabularx. Some residents were moved out of their

:03:07. > :03:19.homes as potentially dangerous fibres drifted on the breezd and

:03:20. > :03:22.canisters burst. It does brhng to light having a fire station near

:03:23. > :03:26.residential houses, because the explosions were quite big. The Fire

:03:27. > :03:29.Service says that having a fire at a building like this is relathvely

:03:30. > :03:32.rare, and that it s prinklers had been fitted there would havd been

:03:33. > :03:45.less damage. Stuart Horth is the Area Manager for Norfolk Fire

:03:46. > :03:51.Rescue Service. Should you not practice what you preach and have

:03:52. > :03:57.sprinklers? We are building a new fire station and it has been planned

:03:58. > :04:01.for sprinklers. But this is not a very old building, surely it should

:04:02. > :04:06.have had sprinklers. It is `bout where you put the money. Do you put

:04:07. > :04:14.money into a fire station which is not staffed with people at the

:04:15. > :04:22.time? Do you put it into solewhere where there is a fire risk, possibly

:04:23. > :04:28.a sleeping risk. We will recover from this and we were up and running

:04:29. > :04:36.at 9:30am and we had a fire engine ready to go and Downham Market. If

:04:37. > :04:41.we had been a business which had lost all of its premises and its

:04:42. > :04:55.vehicle, how well would thex have recovered? In homes, this is what

:04:56. > :05:03.will save your life. Your gtys turned up but did not know what was

:05:04. > :05:06.their on fire engine inside. Not always the information we h`ve from

:05:07. > :05:14.an incident is that the address is correct so they got their whth no

:05:15. > :05:21.kit and with no fire appliance but they did make the area safe and make

:05:22. > :05:25.sure no one else was injured. Most of the day has been planning for

:05:26. > :05:37.what will happen if that is a fire in the area will stop. From 9:3 am

:05:38. > :05:43.we had the vehicle is up and running and ready to go. Those guys will

:05:44. > :06:03.still be working but not from that fire station? Noel from 20 or 3

:06:04. > :06:06.feet away in the police station A flagship free school run by a

:06:07. > :06:09.Swedish company in Suffolk has been put into special measures bx Ofsted

:06:10. > :06:12.just 18 months after it opened. Among the problems for the HES

:06:13. > :06:15.Breckland school in Brandon ` inadequate teaching and poor

:06:16. > :06:17.behaviour from pupils. The company insists it's already made

:06:18. > :06:29.improvements and is appointhng new teachers to turn the school around.

:06:30. > :06:33.It opened promising dynamisl, passion and academic achievdment. 18

:06:34. > :06:36.months on, Ofsted says that IES Breckland is failing. Teachhng is

:06:37. > :06:39.inadequate and behaviour is poor. The school is struggling to cope

:06:40. > :06:43.with the loss of seven staff last year, including the princip`l. We

:06:44. > :06:55.need to start a head of English as soon as possible. So, no he`d of

:06:56. > :06:59.English, maths or science? No, but we have expanded the leadership

:07:00. > :07:02.team. With new people on bo`rd and a restructure of the timetabld, the

:07:03. > :07:19.education of the school will go upwards. Critics of free schools say

:07:20. > :07:22.that they warned of problems. For the sake of the parents and pupils,

:07:23. > :07:36.the school has to turn things around. This is one of 17 schools

:07:37. > :07:48.operated by IES in Sweden. But their first foray in Britain has come into

:07:49. > :07:54.trouble. The problem is onlx arose in September and had been ddalt with

:07:55. > :08:06.by the end of October. The senior management team have been rdally

:08:07. > :08:14.supportive. For now, the school has the backing of the Education and

:08:15. > :08:17.Skills Minister and local MP. We have got to make sure that the

:08:18. > :08:35.teaching is high quality and the school is excellent. The report

:08:36. > :08:38.shows how much work there is to do, and the school has started to make

:08:39. > :08:42.steps in that direction, but much more needs to happen to makd sure

:08:43. > :08:45.that we make this happen. The company wants that the meastres are

:08:46. > :08:48.already under way, but the educational authority says that it

:08:49. > :08:52.will take tough measures if needed. Earlier today I went to the school

:08:53. > :08:56.to speak to the UK chairman of IES, Peter Fyles. I put it to hil that

:08:57. > :09:06.losing six staff in one month was indicative of serious probldms. This

:09:07. > :09:10.is not a top location to recruit top`quality staff and I think that

:09:11. > :09:19.now we are achieving and becoming successful. Why did you not do

:09:20. > :09:26.something about it sooner? One year out of the education of a child is

:09:27. > :09:34.very detrimental to them. Wd choose always to put the students first.

:09:35. > :09:39.That is what IES has always been about. We have encountered

:09:40. > :09:47.difficulties here which we have to acknowledge we are learning lessons

:09:48. > :09:54.from. There is so much focus on the school because this is the first

:09:55. > :10:08.profit free school. You are being paid to manage the school and you

:10:09. > :10:16.have is not managed it. In this particular project, we have taken

:10:17. > :10:22.out from profit ?35,000. We have invested approximately ?250,000 and

:10:23. > :10:29.will continue to invest in ht because that is what it is, a

:10:30. > :10:33.marathon not a sprint. It is a project that we are committdd to

:10:34. > :10:44.which we will see through to the end and we will make successful. You are

:10:45. > :10:52.experimenting with young people and their lives and education. Ht is not

:10:53. > :11:03.an experiment but the chancd to bring a bit IES ethos to thd United

:11:04. > :11:08.Kingdom. It is taking time. You say that it is a marathon, how long is

:11:09. > :11:14.this marathon and when can we expect the school to be out of special

:11:15. > :11:18.measures and be doing well? The inspector comes back six wedks after

:11:19. > :11:27.we apply and then there is ` first`time visit which I prdsume

:11:28. > :11:45.will be the first term in the new academic year. We will expect to

:11:46. > :11:48.have improved substantially. The search for two men missing hn the

:11:49. > :11:53.sea off Lowestoft has been called off. The men were reported lissing

:11:54. > :11:56.to police after a speedboat capsized off Ness Point yesterday afternoon.

:11:57. > :11:59.A third man pulled from the sea was pronounced dead at the scend. A

:12:00. > :12:02.briefing from coastguard coordinator Andy Sutherland for his teal at

:12:03. > :12:07.Lowestoft. They were going to search the beach at the south end of the

:12:08. > :12:10.town, but then had a call to go quickly north to Ness Point. There,

:12:11. > :12:16.the lifeboat had spotted solething in the water. It turned out to be a

:12:17. > :12:20.false alarm. It was thought that the men were fishing from the speedboat

:12:21. > :12:24.that was recovered from the beach last night. What we saw last night

:12:25. > :12:27.was that two of the blades of the propeller were damaged. Agahn, we

:12:28. > :12:31.don't want to speculate. Thdy may have hit some debris in the water

:12:32. > :12:42.and then capsized. That may well be the answer. But obviously, we do not

:12:43. > :12:46.know yet. Kelly works at thd Orbit energy centre close to Ness Point.

:12:47. > :12:52.She made the 999 call yesterday afternoon after spotting debris in

:12:53. > :12:57.the water. Me and my colleagues saw debris in the water that look like a

:12:58. > :13:00.chair, a pair of trousers, ` life jacket. So we stood up at the window

:13:01. > :13:04.with binoculars, trying to dstablish what it was. Then I spotted what

:13:05. > :13:07.looked like a person in the water, realised that something possibly

:13:08. > :13:11.quite serious had gone on, so I called the coastguard, which was

:13:12. > :13:20.probably 1:50pm. One man was pulled from the sea could not be rdvived.

:13:21. > :13:25.It was a long and tiring dax and several of the men on the fhrst call

:13:26. > :13:28.got all the clothing wet and came back in the clothing did not have

:13:29. > :13:36.the chance to get try beford they to go back in. It is sad that they

:13:37. > :13:44.tried to see somebody and this was not successful. The search for the

:13:45. > :13:50.two missing men was called off at 1:30pm and the Coast Guard says that

:13:51. > :14:05.there is no plan for any further searches. . Essex Police sax a

:14:06. > :14:08.woman's been taken to hospital after she lost control reversing her car

:14:09. > :14:11.and crashed into a house. It happened this morning in Hexbridge

:14:12. > :14:26.near Maldon. The crash has caused substantial damage to the btilding.

:14:27. > :14:30.No `ne was in the house at the time. Still to come on the progralme

:14:31. > :14:33.tonight. The professor in charge of making Great Britain's cyclhng team

:14:34. > :14:37.go faster. Plus what does the phrase "Essex Girl" mean to you? Wd talk to

:14:38. > :14:40.the arts centre awarded ?50,000 to "challenge the stereotype". Some of

:14:41. > :14:43.you will already know these figures but they are staggering. Suhcide is

:14:44. > :14:46.the third biggest killer of teenagers. One in ten children aged

:14:47. > :14:50.between five and 16 have a lental health problem. And yet there is

:14:51. > :14:53.growing concern over a shortage of facilities to care for them. Last

:14:54. > :14:56.week on Look East we were ghven exclusive access to an adoloscent

:14:57. > :15:01.mental health unit in Essex. The St Aubyn Centre is one of only two of

:15:02. > :15:04.its kind in the country so there's a chronic shortage of beds for those

:15:05. > :15:07.most seriously ill. Rachel Crick contacted us after the programme.

:15:08. > :15:13.Our chief reporter Kim Rilex has been to hear her story. 19`xear`old

:15:14. > :15:18.ritual used to try and hide her teenage depression that 17 the

:15:19. > :15:23.pretence ended and her life fell apart. Now she makes no attdmpt to

:15:24. > :15:30.hide the scars on her arms `nd elsewhere. There is nothing anyone

:15:31. > :15:47.could do that would make me ashamed of this, that is part of me. Before

:15:48. > :16:00.being admitted to the centrd, she spent a week being assessed. I have

:16:01. > :16:07.some experience of seeing sdvere eating disorders and unlike and that

:16:08. > :16:17.was a very depressing time. Did that damage you further? I feel that it

:16:18. > :16:25.ended much of my recovery. @fter you saw our report last week yot wanted

:16:26. > :16:31.to speak out about the lack of resources for young people like

:16:32. > :16:36.yourself a couple of years `go. I was so lucky in managing to have the

:16:37. > :16:40.care and support from brillhant staff and the brilliant psychiatric

:16:41. > :16:44.unit but knowing that there are hundreds of young people out there

:16:45. > :16:55.who are struggling and they are trying to talk to people but there

:16:56. > :17:11.is not enough resources for everybody. What did the centre do

:17:12. > :17:16.for you? What did St Aubyn do? They give me an amazing support `nd they

:17:17. > :17:23.helped me through it and I believe if it had not been for the tnit and

:17:24. > :17:29.their staff treating me with such support, I would not be herd today.

:17:30. > :17:37.They saved your life? Definhtely, without a doubt. You tried to take

:17:38. > :17:43.your life on a number of occasions. I did that I feel blessed that those

:17:44. > :17:50.people were there at the right time and doing that job and saving young

:17:51. > :18:05.people like me. I know it is the cliche but it does need to be the

:18:06. > :18:19.yeti rooted that it is genuhnely `` reiterated that it is genuinely life

:18:20. > :18:23.or death. The charity SANE runs a mental health helpline. If xou need

:18:24. > :18:41.support or advice this evenhng their number is 0845 767 8000. Thdre was a

:18:42. > :18:55.time not so long ago when you would have struggled to name a top British

:18:56. > :19:03.cyclists. The Tour de Francd is coming to Britain this year.

:19:04. > :19:07.Technically the sport is ch`nging fast too. So much so that the Great

:19:08. > :19:10.Britain cycling team has appointed a professor from the University of

:19:11. > :19:14.Cambridge to help them go f`ster. We'll hear from him in a molent But

:19:15. > :19:17.first Simon Newton can give us a quick history lesson with the help

:19:18. > :19:22.of bikes from very different eras. Simon. This bike weighs abott ten

:19:23. > :19:29.kilos and is from 1986 and hs worth quite a lot of money. If yot jump

:19:30. > :19:35.forward to the late 1990s, the advent of carbon fibre brought about

:19:36. > :19:44.a real change in this bike weighs less than seven kilos and costs the

:19:45. > :19:48.price of a small car. This lan runs a bike shop here in Norwich. What is

:19:49. > :20:06.the difference between your bike that costs ?3000 and that all is old

:20:07. > :20:15.steel bike? Even the bottle cages are made out of carbon fibrd. Carbon

:20:16. > :20:23.fibre is the real differencd. The real effect is an aerodynamhcs? A

:20:24. > :20:36.lot of technology know is going into road bikes. Bikes fundament`lly

:20:37. > :20:47.remain the same and it will be very interesting to see where those

:20:48. > :20:50.advances come in the next fdw years. Professor Tony Purnell is Hdad of

:20:51. > :21:10.Technical Development for the Great Britain Cycling Team. He's

:21:11. > :21:13.previously worked with the Jaguar Formula one team. On Friday he'll be

:21:14. > :21:19.speaking at the Cambridge Science Festival. He's in Cambridge now

:21:20. > :21:24.Cycling is mainly about the rider and in Formula one you may be the

:21:25. > :21:28.most brilliant driver in thd world but if you are not in the rhght car

:21:29. > :21:34.you do not have a hope. That is a profound difference. Formul` one is

:21:35. > :21:43.technology lead while cycling is more human. Why do you think so many

:21:44. > :21:50.engineers are cyclists? To race a bike needs a lot of hard work and a

:21:51. > :21:55.degree of sharp thinking and soul being an engineer, I would like to

:21:56. > :22:13.think that it is the perfect sport because both have that in common.

:22:14. > :22:19.What are your goals at the loment? London was so successful for British

:22:20. > :22:23.cycling but our ambition is to try to equal or better the performance

:22:24. > :22:29.of London and we have lost ` few starters. But there are somd

:22:30. > :22:35.youngsters coming up and thd women look fantastic and hopefullx might

:22:36. > :22:50.seem can make them that tinx little bit faster. Thank you very luch

:22:51. > :22:53.For years, Essex Girls, verx unfairly, have been the butt of

:22:54. > :22:59.jokes about miniskirts and white stilletos. But they are fighting

:23:00. > :23:02.back. A charity in Colchestdr has been given tens of thousands of

:23:03. > :23:11.pounds of Lottery money to help change the image. It says it's time

:23:12. > :23:29.the old stereotype was forgotten. TV show is the only way as Essdx `` The

:23:30. > :23:40.Only Way Is Essex has startdd a debate across the country. Perhaps

:23:41. > :23:47.typical Essex girls are mord interested in nightclubbing than

:23:48. > :23:55.anything else. Do you think the images damaging? Yes, we had a story

:23:56. > :23:59.from a young girl who went for an interview for a job in London. She

:24:00. > :24:03.was asked where she was frol and she said that she was from Essex and

:24:04. > :24:09.they all started laughing. H think that is damaging cos the idda that

:24:10. > :24:14.someone from Essex is low intelligence will affect yotr

:24:15. > :24:21.chances in a job interview. Does it make you angry? I do not know if I

:24:22. > :24:32.am angry but I think we are very tired of it now. Dame Helen Mirren

:24:33. > :24:41.proves that Essex women are high achievers as does this Olympics and

:24:42. > :24:49.the singer. She is confident enough to chase her dream. I am 16 and I am

:24:50. > :24:56.from Essex. What did you make of the Essex image in court jester? I know

:24:57. > :25:05.very few people who look like that and sound like that and livd their

:25:06. > :25:14.lives like that. I do not w`nt to be classed as one of those Essdx girls.

:25:15. > :25:20.A stereotype, even an unfair one, will be difficult to banish.

:25:21. > :25:31.It has been a nice day with lots of sunshine around the region. You can

:25:32. > :25:35.see the Jetstream on Sunday was more or less over the UK but over the

:25:36. > :25:39.last few days it has been shifting much further zero words and that

:25:40. > :25:44.means a lot of drives settldd weather. But high pressure brings

:25:45. > :25:54.its own challenges in the form of cloud cover. This is the satellite

:25:55. > :25:59.picture from this morning. @ little bit of low cloud lingering `long the

:26:00. > :26:10.north coast but elsewhere it was a lovely day with lots of us

:26:11. > :26:15.sunshine. Not quite as chilly here but across Norfolk and Suffolk we

:26:16. > :26:21.could get some frost becausd of the light when is from the north`east.

:26:22. > :26:29.It will be another fine day for many of us tomorrow but through the

:26:30. > :26:35.morning of all verbal bee cloud it will start to break up and should be

:26:36. > :26:40.sunshine from lunchtime onw`rds Low cloud will stay over the cotrse for

:26:41. > :26:45.most of the day and that will bring the temperature is back a lhttle.

:26:46. > :26:53.Some places inland will get up to 15 degrees. Towards tomorrow nhght

:26:54. > :26:57.winds will continue to come in and a lot of fog will develop for the

:26:58. > :27:01.first part of Thursday mornhng which could be problematic for thd morning

:27:02. > :27:04.rush hour because there could be dense fog around. Overall Thursday

:27:05. > :27:09.will be quite a cloudy day for most of the day. The high pressure will

:27:10. > :27:16.slowly drift Southwest and ` north`westerly breeze will do

:27:17. > :27:25.develop with cloud developing over the next few days. It will be a bit

:27:26. > :27:32.cloudier on Thursday and sole sunny spells will return for Frid`y, then

:27:33. > :27:39.it will get cooler for Saturday It will be less breezy.
