:00:50. > :00:55.Government suddenly pulled the plug on a building programme which would

:00:56. > :00:59.have cost billions. It was one of the worst funding scandals hn recent

:01:00. > :01:02.years. In 2009, the Learning and Skills Council suddenly rendged on a

:01:03. > :01:05.deal to provide hundreds of millions of pounds to Further Educathon

:01:06. > :01:08.colleges. It left campuses looking like building sites and thehr

:01:09. > :01:13.principals facing big bills in penalty clauses. Five years on, Look

:01:14. > :01:20.East has established that expansion plans are back on. But this time,

:01:21. > :01:24.there's much less cash on the table. It was before the days of atsterity,

:01:25. > :01:28.before the money ran out. M`ny of our Further Education colleges were

:01:29. > :01:32.encouraged to think big, and so they did. None bigger than City College

:01:33. > :01:35.Norwich. This was the vision of its future. A ?200 million

:01:36. > :01:41.state`of`the`art campus to replace the existing 1950s building. And,

:01:42. > :01:44.virtual reality was about as close as the College of West Anglha came

:01:45. > :01:48.to creating bold new campusds at Kings Lynn and March. High hopes

:01:49. > :01:53.dashed when the then`Learning and Skills Council pulled the plug. It

:01:54. > :01:59.imposed a funding freeze dud to a shortfall of nearly ?6 billhon. A

:02:00. > :02:03.committee of MPs said it was a case of catastrophic mismanagement.

:02:04. > :02:06.Colchester Institute, anothdr of our colleges that found itself hn a

:02:07. > :02:09.hole, facing debts of ?18 mhllion pounds. Today, better news `bout its

:02:10. > :02:22.stalled building programme. On paper, it looked exciting, on the

:02:23. > :02:28.ground, excruciating. One p`rt of the revamp was completed, other

:02:29. > :02:35.areas had been cleared, ready for redevelopment, but then, thd plug

:02:36. > :02:39.was pulled. We have been trdated terribly, we are angry and

:02:40. > :02:44.disappointed, we thought th`t in two years we would be working in a new

:02:45. > :02:48.campus, it was going to be dxciting, and the rug has been pulled from

:02:49. > :02:57.beneath our feet. It is tot`l disbelief, we were told to stop the

:02:58. > :03:02.building, that is what we dhd, so they just made good. It lumbered

:03:03. > :03:08.them with debt. ?18 million. It forced them to make do with

:03:09. > :03:11.structures that were either tatty or temporarily, like this block of 90

:03:12. > :03:16.portable buildings. But now, and optimistic mood, the skills funding

:03:17. > :03:21.agency is giving ?7 million to develop a new teaching block. The

:03:22. > :03:27.institute is putting up ?2.4 million. With the cutbacks to

:03:28. > :03:33.education, it has been a huge challenge, we have had to shape ``

:03:34. > :03:36.reshape our overheads, but we can see light at the end of the tunnel,

:03:37. > :03:43.and this is really good news for our learners. I did not know it was 7

:03:44. > :03:49.million, it is a big number. It is courtesy the government is

:03:50. > :03:53.interested in vocational cotrses. The plans look amazing, I hope they

:03:54. > :03:59.go all the way through, I hope they do not pull out of this one. We have

:04:00. > :04:03.kept the show on the road, we have used temporary buildings, wd will be

:04:04. > :04:07.pleased to sing the back of them, city have the modern facilities will

:04:08. > :04:11.be wonderful. They see it as a symbolic moment, the true shgn of

:04:12. > :04:14.their recovery. The work should be complete by September next xear

:04:15. > :04:17.So, what's happened at some of the other colleges with high hopes five

:04:18. > :04:25.years ago? What about those demolition plans at City College,

:04:26. > :04:29.Norwich? The super campus talked abott six

:04:30. > :04:37.years ago was supposed to rdplace the ageing 1950s doping. Another

:04:38. > :04:45.Thai development `` and othdr tired development which had built up

:04:46. > :04:50.around it. The roof is being replaced, along with no less than

:04:51. > :04:53.368 Windows. Since the coll`pse of the funding stream, the College has

:04:54. > :05:01.received ?9 million for improvements. The college, proud of

:05:02. > :05:08.its new creative arts buildhng and a planned new centre for studdnts with

:05:09. > :05:11.learning disabilities. We are delivering what could have been we

:05:12. > :05:15.put so much time and effort into what the whole campus readable and

:05:16. > :05:20.would have looked like, we `re using lots of that now. The creathve arts

:05:21. > :05:30.building is not in the same place or the same size, but that function and

:05:31. > :05:34.athletic, we are now putting it into action. Yes, what could havd been,

:05:35. > :05:38.but it is a pretty good second. As for other colleges, West Suffolk

:05:39. > :05:41.at Bury St Edmunds says a ndw ? million building opened to students

:05:42. > :05:44.last September, another has had a ?3 million refurbishment. Fundhng has

:05:45. > :05:47.come from its own funds and bank borrowing. The College of Wdst

:05:48. > :05:51.Anglia has completed a ?13 lillion refurbishment of a tower block at

:05:52. > :05:54.Kings Lynn, and is planning a new ?6.5 million campus building. The

:05:55. > :05:57.Norfolk campus of Easton and Otley College received ?30 million from

:05:58. > :06:03.the Learning and Skills Council before it pulled the financhal plug.

:06:04. > :06:10.It now has a new ?1.5 million animal centre and other improvements it has

:06:11. > :06:13.funded itself. The general picture is that our colleges are finding

:06:14. > :06:16.ways of making improvements, but most bear little resemblancd to the

:06:17. > :06:22.grandiose plans trumpeted fhve or six years ago.

:06:23. > :06:26.UKIP's Parliamentary candid`te for Great Yarmouth has appeared in court

:06:27. > :06:30.today after being charged whth electoral fraud. Matthew Smhth was

:06:31. > :06:32.up before Norwich magistratds, accused of falsifying nomin`tion

:06:33. > :06:45.forms during last year's local elections. He denies any wrongdoing.

:06:46. > :06:48.He was once the candidate to be Norfolk's Police and Crime

:06:49. > :06:56.Commissioner. Today, he arrhved at court, accused of electoral fraud.

:06:57. > :07:00.He was in the dock for five minutes. He faces six chargds of

:07:01. > :07:04.supplying electoral nominathon papers to a returning officdr,

:07:05. > :07:09.knowing it to contain a forged signature. We were told there were

:07:10. > :07:15.allegedly 44 false signaturds. He also faces three counts of producing

:07:16. > :07:19.forged nomination papers. The accusations arose after he was

:07:20. > :07:24.elected the county councillor for Gorleston last year. He is `ccused

:07:25. > :07:34.of returning fortune and papers for other candidates will stop ``. He

:07:35. > :07:39.was UKIP's party agent in Great Yarmouth, he has since been

:07:40. > :07:45.suspended from the party. Two other men also faced charges in connection

:07:46. > :07:50.with the election. Each facd a charge of one count of supplying a

:07:51. > :07:55.nomination paper to a returning officer knowing it to contahn a

:07:56. > :07:58.forged signature. Matthew Slith has previously denied all the charges.

:07:59. > :08:03.Today, none of the defendants entered a plea. All three whll

:08:04. > :08:06.appear at crown court on April 2. New grants to allow people to make

:08:07. > :08:11.their homes and businesses flood proof came into force this week It

:09:44. > :09:46.help them with the paperwork will stop this mobility scooter supplier

:09:47. > :09:53.lost ?20,000 of stock in thd tidal surge. Losses it hopes it c`n now

:22:39. > :22:44.wheel and a small wheel, because the big wheel shows where the power

:22:45. > :22:50.comes from, like the dragstdrs, big tyres are different, and we did some

:22:51. > :22:56.make`believe like that, the springs on the saddle. They do not work The

:22:57. > :23:03.mudguards are so far off thd wheels, it looks as though the wheels might

:23:04. > :23:08.be sprung. The combination of that made it the success it was. One
