:01:21. > :01:22.has been found guilty again

:01:23. > :01:24.of claiming parliamentary expenses he was not entitled to.

:01:25. > :01:28.The Tory peer has already bden ordered to pay back more th`n ? ,000

:01:29. > :01:30.in allowances and tomorrow he is facing stspension

:01:31. > :01:34.A report into his conduct showed that on some occasions he claimed

:01:35. > :01:38.a full daily allowance but was only there for the time it took to clock

:01:39. > :01:42.This is another blow to the reputation

:01:43. > :01:46.of a man who used to be a ldading figure in government politics.

:01:47. > :01:49.Jailed in 2011 for fiddling his expenses

:01:50. > :01:52.and thrown out of the Conservative party,

:01:53. > :01:55.he is now in trouble again for the same thing.

:01:56. > :01:58.This latest investigation followed newspaper reports that he w`s

:01:59. > :02:02.travelling from his home in Essex to Parliament and often

:02:03. > :02:07.At the time, he said he was a hard`working peer

:02:08. > :02:13.I have saved the taxpayers hn Essex money.

:02:14. > :02:19.I think the taxpayers should say thank you to me.

:02:20. > :02:21.But today, a report from thd House of Lords Commissioner

:02:22. > :02:25.for Standards found that ovdr a period of 11 days he claimed a total

:02:26. > :02:34.yet was only on the parliamdntary estate for less than 40 minttes

:02:35. > :02:37.He said he had been preparing for a debate.

:02:38. > :02:40.The report says there is no evidence he had done any work.

:02:41. > :02:45.At his home, he refused to speak on camera but in a statement said

:02:46. > :02:49.it had been thoughtless to claim the full allowance but also said he was

:02:50. > :02:54.This affair has angered othdr politicians,

:02:55. > :02:56.currently in the middle of fighting an election,

:02:57. > :03:00.who fear that stories like this tar them all with the same brush.

:03:01. > :03:03.He has got to pay the price for his mistakes.

:03:04. > :03:06.We need the highest standards in our Parliament,

:03:07. > :03:11.in local and national parliament, in Westminster.

:03:12. > :03:15.He was one of the most powerful politicians in the country

:03:16. > :03:22.and he has brought not only dishonour on politics in general

:03:23. > :03:26.but particularly the Conservative party.

:03:27. > :03:33.The Conservatives would onlx say today that Lord Hanningfield was

:03:34. > :03:37.His colleagues in the House of Lords will vote tomorrow

:03:38. > :03:40.on whether to suspend him for the rest of this Parlialent

:03:41. > :03:44.And Andrew, I see that Bob Russell thinks Lord Hanngingfield should be

:03:45. > :03:51.But that's not going to happen, is it?

:03:52. > :03:59.No, it is not. He makes the point that if MPs do things like this they

:04:00. > :04:02.are forced to resign and he says members of the House of Lords should

:04:03. > :04:07.also. That may happen in thd future but for now, the most severd

:04:08. > :04:13.punishment is to ban them until next year. There is a lot of angdr over

:04:14. > :04:19.this. When people become pedrs, they are told there is no salary and

:04:20. > :04:24.except that. This man saw hhs daily allowance as a de facto sal`ry and

:04:25. > :04:30.told his investigators that he would claim for 100 days per year.

:04:31. > :04:33.He appears to be a man without any friends or supporters.

:04:34. > :04:40.Nobody will speak for him ptblicly. He has got friends in the vhllage of

:04:41. > :04:44.hanging field but has never struck me as anybody who wants to be

:04:45. > :04:49.surrounded by people. He saxs that serving people of Essex is what he

:04:50. > :04:51.cares most about. Thank you very much.

:04:52. > :04:55.Five teenagers have been qudstioned today over the killing of a guest

:04:56. > :04:57.at a 21st birthday party ovdr the weekend.

:04:58. > :05:00.It happened in the Norfolk resort of Hemsby, near Great Yarmotth.

:05:01. > :05:03.Witnesses said there was a desperate attempt by two nurses to

:05:04. > :05:09.Let's get the full story now from our chief reporter, Kil Riley.

:05:10. > :05:18.This was not a rave or anything like it. It was a family barbecud and

:05:19. > :05:21.drinks party to celebrate the 2 st birthday. Apparently news of the

:05:22. > :05:25.party spread on social medi` and there were eventually about 50 young

:05:26. > :05:29.people at the party. Sadly ht ended with a young man lying on the ground

:05:30. > :05:34.with serious injuries to his back and chest.

:05:35. > :05:41.Still sealed off, the property where Saturday's party was being held

:05:42. > :05:45.People continued to arrive with flowers and tributes, passed over to

:05:46. > :05:48.the police to place at the spot where the 20`year`old guest Lee

:05:49. > :05:53.fighting for his life. It w`s Lee's celebration. His mother and

:05:54. > :05:58.grandmother and nurses. Neighbours paid tribute to them both for their

:05:59. > :06:03.raw at efforts to try to save Conor's life. This afternoon, the

:06:04. > :06:10.host family let out his short statement. He was a lovely boy and

:06:11. > :06:12.what happened was horrendous. We hope that the perpetrator is

:06:13. > :06:20.punished accordingly for thhs heinous crime. You are both nurses

:06:21. > :06:24.and tried very hard. That is where professionalism stepped in. It was

:06:25. > :06:33.horrendous and there was massive steaming at the time. As yot can

:06:34. > :06:37.imagine. For young people from the Yarmouth area where arrested close

:06:38. > :06:42.to the scene on suspicion of murder. The Glebe is a collection of

:06:43. > :06:47.bungalows and chalets, many overlooking the sea. This woman

:06:48. > :06:53.lives nearby. I just heard ` load of noise. Shouting, screaming. Cars

:06:54. > :07:05.racing up and down. That was about it. The next thing I knew is that

:07:06. > :07:08.somebody got killed. A postlortem has confirmed that he died of the

:07:09. > :07:14.stab wound. The murder weapon is yet to be found. We are beginning to

:07:15. > :07:18.find out that there was an altercation at a about 11pm that

:07:19. > :07:24.involve Conor and some of the other partygoers. Whatever happendd has

:07:25. > :07:28.resulted in Conor's tragic death. Tonight, there are more than 50

:07:29. > :07:33.police officers working on the investigation. A 17`year`old from

:07:34. > :07:38.Great Yarmouth has become the fifth young person to be arrested. The

:07:39. > :07:42.magistrates have granted permission for the police to hold the other

:07:43. > :07:42.forementioned for at least ` further 24 hours.

:07:43. > :07:49.Thank you very much. Eight years ago today the Stffolk

:07:50. > :07:52.teenager Luke Durbin went mhssing. He had left the family home at

:07:53. > :07:55.Hollesley, near Woodbridge, for a Then three months ago some woodland

:07:56. > :08:01.near his home was cordoned off A fragment

:08:02. > :08:04.of bone is still being examhned Luke's mother Nicki has nevdr given

:08:05. > :08:06.up hope To mark the anniversary she has been

:08:07. > :08:10.speaking to My concept

:08:11. > :08:13.of time has changed dramatically. At times,

:08:14. > :08:18.I cannot believe it is eight years. I cannot believe it is eight

:08:19. > :08:22.years since I have seen Lukd. In other ways,

:08:23. > :08:26.it just seems forever. You and I met for the first time

:08:27. > :08:30.a few days after he had Whilst publicity was import`nt,

:08:31. > :08:37.I felt very awkward at that moment. what were the first few days

:08:38. > :08:42.like for you? When I look back, I do not know how

:08:43. > :08:48.I was functioning. very basic level that

:08:49. > :08:54.I was functioning. I knew I had to get up

:08:55. > :08:59.and get dressed, washed, wh`tever. Those early weeks, months,

:09:00. > :09:04.were just... just the most horrendous period

:09:05. > :09:08.of my life. You did tell me at the time

:09:09. > :09:12.you are a very private person. But of course, the oxygen

:09:13. > :09:15.of publicity was critical. You were almost thrust into this

:09:16. > :09:19.very strange world for you. Yes, I think,

:09:20. > :09:23.as we have discussed before, in my circumstances, I felt there

:09:24. > :09:28.was no choice but to do publicity. probably within eight days

:09:29. > :09:31.of the disappearance, everything imaginable

:09:32. > :09:37.of what could happen happendd. There were degrees

:09:38. > :09:41.of what would be the worst. All the families I have met who have

:09:42. > :09:45.got missing children or lovdd ones, some believe their loved ond is

:09:46. > :09:50.alive I think for me it has been luch

:09:51. > :09:56.about self protection, You know, I mean,

:09:57. > :10:08.if Luke is alive out there, well, It would just be

:10:09. > :10:12.the most astounding, amazing, How do you think you have changed

:10:13. > :10:18.in the past eight years? You would probably need to `sk

:10:19. > :10:26.my mum or daughter. I mean, I think losing Luke,

:10:27. > :10:35.you know, losing your child in any circumstances,

:10:36. > :10:40.you lose part of who you ard. You know, my children have `lways

:10:41. > :10:46.and will always be my life. I do not think there is any moving

:10:47. > :10:51.on when you lose a child. I think even for people who have

:10:52. > :10:54.tragically lost their children I do not think there is any moving

:10:55. > :10:59.on when you lose a child. That is just not something

:11:00. > :11:01.in our vocabulary. If you have children,

:11:02. > :11:03.you think about them throughout I do the same with both

:11:04. > :11:07.of my children. The massive difference

:11:08. > :11:10.is I am not making new memories It is 19 years

:11:11. > :11:16.of his life I have memories. There is an eight`year gap

:11:17. > :11:21.of those memories. Yes, Luke and Alicia are both

:11:22. > :11:27.always, you know, with me. We hope you get

:11:28. > :11:30.the breakthrough that you nded. There's been an improvement in the

:11:31. > :11:42.condition of a nine`year`old boy who was seriously injured when he fell

:11:43. > :11:45.out of a moving coach in Norfolk. Sebastian Goold was badly htrt

:11:46. > :11:48.when he fell from the vehicle as it travelled on the A47 `t Tilney

:11:49. > :11:52.All Saints in Norfolk last lonth. He remains in a serious but stable

:11:53. > :12:05.condition at Addenbrooke's Hospital Also coming up:

:12:06. > :12:07.Stephen Fry on relegation. Plus, a towering achievement comes

:12:08. > :12:12.crashing down in the name of art. A new survey

:12:13. > :12:15.about cancer care has put The researchers were looking

:12:16. > :12:19.specifically at the time it The figures come from

:12:20. > :12:22.Public Health England. They show that nine out

:12:23. > :12:25.of the top ten performing areas of the country for diagnosing the

:12:26. > :12:29.disease early are in our region South Cambridgeshire has

:12:30. > :12:33.the highest percentage with 61. % Colchester also comes out wdll,

:12:34. > :12:39.despite allegations that the hospital's cancer data had been

:12:40. > :12:41.manipulated. This is the new ?4 million

:12:42. > :12:47.radiotherapy unit. It regards its cancer department

:12:48. > :12:53.and facilities as world`class. Diagnosing hundreds of patidnts

:12:54. > :12:57.a year, not through one person or In oncology,

:12:58. > :13:06.the treatment doctors do also. Talking about our patients hn that

:13:07. > :13:13.combined way means that the best treatments and timing of trdatments

:13:14. > :13:19.can be to the patient's bendfit She was misdiagnosed with

:13:20. > :13:25.gallstones six years ago. She spent six months in hospital

:13:26. > :13:28.but survived pancreatic cancer, one of the most common

:13:29. > :13:32.but with the worst survival rate. In certain cancers, it is the

:13:33. > :13:39.difference between life and death. It is important in every cancer

:13:40. > :13:44.and we have got very good at breast cancer and others but cancers

:13:45. > :13:50.like mine, pancreatic cancer, Last month, Stephen Sutton from

:13:51. > :13:56.Staffordshire made the national headlines after posting this goodbye

:13:57. > :14:00.photo and message on Facebook. He has admitted feeling angry

:14:01. > :14:03.his bowel cancer was undiagnosed Yesterday,

:14:04. > :14:07.he was readmitted to hospit`l. He has raised ?3 million

:14:08. > :14:10.for charity. I do what I do

:14:11. > :14:14.because I find the best way to help Today's figures are positivd

:14:15. > :14:18.but experts say it is not jtst the medical profession that needs to

:14:19. > :14:22.act quickly. Patients need to look out

:14:23. > :14:28.for the symptoms also. If you have any worries abott the

:14:29. > :14:31.diagnosis of cancer you can get in touch with M`cMillan

:14:32. > :14:34.Cancer Support. or you can call

:14:35. > :14:41.their hotline between 9am and 8pm The directors of Norwich Chty

:14:42. > :14:55.admit they got it wrong and accept mistakes were made

:14:56. > :14:57.last season. The Canaries' relegation was

:14:58. > :14:59.confirmed The board is confident of n`ming

:15:00. > :15:04.a new manager within a week. Neil Adams is on a shortlist

:15:05. > :15:07.of three or four. Norwich ended the Premier Ldague

:15:08. > :15:23.season third`from`bottom So where do they go from here? The

:15:24. > :15:28.facts do not lie. Norwich whll be relegated for area is on. Jtst one

:15:29. > :15:34.win in ten at this stage wotld put anybody in danger. Supporters still

:15:35. > :15:39.flooded in, anxious for a fhnal farewell against Arsenal after a

:15:40. > :15:44.that has ended in failure. Ht has been disappointing. I think the

:15:45. > :15:51.manager should have been sacked earlier. ?28 million spent `nd we

:15:52. > :15:58.have got nothing back. You don't know if it will be short listed It

:15:59. > :16:02.is a dogfight down there. Therefore at Carrow Road has been OK but they

:16:03. > :16:05.have the worst away record hn the league, with some disastrous

:16:06. > :16:11.defeats. They have scored fdwer goals than any other Premier league

:16:12. > :16:18.club, 28. They have sacked `nd replaced their manager but the last

:16:19. > :16:21.time I were here, they beat them. Bacteria allergy and relegation and

:16:22. > :16:27.the need for a permanent replacement as manager. The outbreak favourite

:16:28. > :16:33.is McKay but they need to m`ke an appointment within the next week.

:16:34. > :16:39.Nearly 27,000 put on a bravd face. When a second goal followed, most

:16:40. > :16:43.were waiting to be put out of their misery. The board admit thex are

:16:44. > :16:49.embarrassed with relegation, in their eyes, unavoidable. Vast sums

:16:50. > :16:56.spent, mistakes made. I am not passing the buck but you have to

:16:57. > :17:01.focus on rebuilding and getting the club back into the Premier league as

:17:02. > :17:11.quickly as become. 's `` quhckly as we can. The voucher comes to an end

:17:12. > :17:14.officially. Norwich return to the championship with their debts

:17:15. > :17:16.cleared but in the knowledgd that they face a long and gruellhng

:17:17. > :17:22.journey to get back up. Afterwards, I spoke to Stephen Fry,

:17:23. > :17:29.who tried to stay positive despite the club's relegation. It is still

:17:30. > :17:32.such a great team to support. I have enjoyed every match I have been able

:17:33. > :17:38.to come to, not as many as H would like because I was away in New York

:17:39. > :17:43.doing Shakespeare for Konna months. Obviously we want to climb straight

:17:44. > :17:47.up into the premiership. Grdat to have the old Ipswich Derby back

:17:48. > :17:52.again. To be visiting Huddersfield and Leyton Orient and things like

:17:53. > :17:58.that will be fascinating. Bradford! The championship is now pushover.

:17:59. > :18:02.What chance to give them botncing straight back header we havd every

:18:03. > :18:07.chance. We have got one for players, most of them will keep if the

:18:08. > :18:11.contract is allowed and thex wanted to stay. You know, I cannot speak as

:18:12. > :18:15.a board member on that subjdct because I do not know enough about

:18:16. > :18:21.the business out of things. I see my role as an ambassador for Norwich

:18:22. > :18:24.City in social media and so on to try to persuade those who do not

:18:25. > :18:29.think they like football but it is a wonderful family day out. There is a

:18:30. > :18:35.big decision ahead with reg`rds to the manager. That is clearlx open

:18:36. > :18:39.and I am sure there will be the application and we will consider

:18:40. > :18:45.that. Lots of names being b`ndied about, not for me to comment on

:18:46. > :18:48.that. I think we can proudlx say that Norwich is a team that most

:18:49. > :18:55.managers would be very, verx pleased to represent and there is a lot that

:18:56. > :19:00.they can do. There is an old saying in the game of baccarat at which is

:19:01. > :19:05.always take a losing bank. Ht is much better to take a club that has

:19:06. > :19:07.just come down and bring thdm up and take a club that is up and see them

:19:08. > :19:10.going down. Not the best of starts

:19:11. > :19:13.in the play`offs. Southend will have to come

:19:14. > :19:16.from a goal down to make thd final. They lost the first leg

:19:17. > :19:19.of their semi at Burton. Meanwhile Darren Ferguson

:19:20. > :19:20.feels Peterborough deserve It's 1`1 going into tomorrow night's

:19:21. > :19:28.second leg at Leyton Orient. The expectations are huge at this

:19:29. > :19:32.club now because of what we have done in the past. We have created a

:19:33. > :19:34.monster but it does not alw`ys work out the way you want it to.

:19:35. > :19:38.Onto rugby A record Premiership win for Northampton.

:19:39. > :19:41.They thrashed Wasps 74`13 to set up a home semi`final in the

:19:42. > :19:46.They ran in 11 tries includhng two for Welsh star George North

:19:47. > :19:49.Saints are desperate for revenge after losing to

:19:50. > :19:53.Five days of compelling racing here in the east.

:19:54. > :19:55.Organisers say the Women's Tour was a real success.

:19:56. > :19:58.But spare a thought for these riders.

:19:59. > :20:00.En route through Hertfordshhre in stage four,

:20:01. > :20:03.the official race car crashdd, narrowly missing a head`on collision

:20:04. > :20:09.The race was eventually won by the favourite Marianne Vos, the Olympic

:20:10. > :20:29.The Norfolk and Norwich Festival got underway at the weekend

:20:30. > :20:32.and over the next two weeks it will feature 1200 performers

:20:33. > :20:38.It started with a massive work of art that took volunteers several

:20:39. > :20:42.days to put together and just a few seconds to ddstroy.

:20:43. > :21:00.If you thought art was to bd put on a plinth and preserved, think again.

:21:01. > :21:07.Think modern, think avant`g`rde No, it is going! A reflection m`de of

:21:08. > :21:14.cardboard of the nearby church, we are like children. We help to build

:21:15. > :21:18.a big toy and then take gre`t pleasure in demolishing it!

:21:19. > :21:24.CHEERING That is art, folks. Just a few yards

:21:25. > :21:28.away, the very opposite. Tipping point encapsulates a delicate fusion

:21:29. > :21:34.of light, sound and water. HUMMING

:21:35. > :21:40.When one gets to the point of overflowing, the other is elpty and
