:04:26. > :04:31.safety of his children. This park in Colchester was the scene of a recent

:04:32. > :04:34.murder. Afterwards, the County Council left streetlights on at

:04:35. > :04:40.night, but now, the switch off has again. It has added to the `nxiety

:04:41. > :04:43.of the people who live in Colchester. We are going to a

:04:44. > :04:47.horrendous time at the moment. There have been stabbings, people have

:04:48. > :04:54.died, one poor man died not far from where he we are standing now, and

:04:55. > :04:58.I'd think it would be a kindness if the lights could be turned back on

:04:59. > :05:01.for us. It is not just in Colchester that the fear of crime has risen.

:05:02. > :05:05.This restaurant has been burgled and the owners say the criminals came

:05:06. > :05:11.back three times, hiding in the dark, and are only visible through

:05:12. > :05:18.the restaurant's infrared c`meras. It is pitch black almost whdn I luck

:05:19. > :05:23.up at 1230, which makes it worse, and it definitely impacts your day

:05:24. > :05:28.to day life. The bulk of streetlights in the county `re shut

:05:29. > :05:34.off at midnight. The aim is to cut the energy bills of the Council

:05:35. > :05:38.Seven people have taken out claims against the County Council, planning

:05:39. > :05:42.their burglaries or accidents on the street lights switch off. It is not

:05:43. > :05:46.something that has surprised this campaigner. She staged a public

:05:47. > :05:53.meeting and started a petithon to get the lights back on. We have ever

:09:55. > :09:57.when they are exposed to THC, one of the main ingredients in the drug.

:10:10. > :10:16.the main ingredients of cannabis, THC. Researchers found the chemical

:10:54. > :10:56.cancers, but in this research, scientists looked at breast cancer

:10:57. > :11:05.and brain tumours, and say the signs are extremely positive. Durhng a

:11:06. > :11:09.trial on mice, researchers found that after THC was injected, tumours

:11:10. > :11:16.reduced by 50%. This is not the first use of cannabis and mddicine.

:11:17. > :11:26.At this hospital, clinical trials involving patients with multiple

:11:27. > :11:36.sclerosis, and the man who helped develop it thinks there is lore to

:11:37. > :11:40.come. It has been discovered that one of

:11:41. > :11:44.the elements of cannabis can reduce the number of benefits thesd

:11:45. > :11:48.children are having. Scienthsts say people should not self medicate

:11:49. > :11:52.because cannabis is illegal, and the strength of THC used is so specific

:11:53. > :11:57.it needs to be medicated properly, but it is hoped a safe medicinal

:11:58. > :11:58.alternative for cancer patidnts could be available within the next

:11:59. > :12:17.decade. Coming up, we asked if the

:12:43. > :12:45.their kitchens, or build new ones, as well as recruit more staff.

:13:01. > :13:04.trailing the new scheme, today, pouring `` preparing hundreds of

:13:05. > :13:13.meals. Today, there is cott`ge pie with Russia cauliflower and carrots.

:13:18. > :13:21.locally sourced as we can gdt, and everything has to be made on site. A

:14:19. > :14:22.full and they are not full of sugar. We have a well`balanced meal

:14:23. > :14:27.inside them. I think we will notice a difference. At this school, a few

:14:28. > :14:32.technology room is to becomd a kitchen. I am really a `` food

:14:33. > :14:36.technology room all stop I `m really excited because I've have ndver had

:14:37. > :14:42.a hot `` room. I am really dxcited because I've never had a hot meal at

:14:43. > :14:46.school. It is the timing for me We have had a year to implement and

:14:47. > :14:53.research everything properlx. This Junior school kitchen currently

:14:54. > :14:59.provide colleges to 70 people in a nearby infant school. That number is

:15:00. > :15:05.likely to rise to around 150, delivered in hot containers by

:15:06. > :15:12.battery powered containers. `` vehicles. This infant school in

:15:13. > :15:18.Colchester in one of many f`cing big bills for new serving equiplent It

:15:19. > :15:23.is feared hundreds of infants in the country will be served with cold,

:15:24. > :15:28.not hot meals, at the beginning of the term. The school meals policy

:15:29. > :15:34.was championed by Nick Clegg. The party spokesperson on education is

:15:35. > :15:38.Simon Wright, and I asked hhm if it was right to get a free school meal

:15:39. > :15:42.to the child if the parents could afford to pay. The government is

:15:43. > :15:48.working on the basis of the evidence that has been provided by the pilot

:15:49. > :15:50.scheme that has taken place between 2009`2011, and those schemes ensure

:15:51. > :15:57.that you get the best benefht you the offer is universal. The

:15:58. > :16:02.attainment improvement is greatest when there is an offer that applies

:16:03. > :16:07.to everyone, and in those areas where the pilots took place,

:16:08. > :16:10.children are doing about two months ahead of children in other parts of

:16:11. > :16:14.the country. We know that providing a hot meal at lunch time will help

:16:15. > :16:20.children to remain focused for the rest of the day and it helps to

:16:21. > :16:22.support an improvement in bdhaviour across the school. You are saying

:16:23. > :16:26.that you know that a hot me`l achieves that, and yet, you are

:16:27. > :16:32.prepared to accept that somd schools will only be offering a cold meal. A

:16:33. > :16:36.tiny portion of schools will, in the short term, be looking at ddlivering

:16:37. > :16:41.a cold option whilst they gdt their facilities in place for the longer

:16:42. > :16:45.term, but it is a small minority of schools. The vast majority will be

:16:46. > :16:52.serving hot and healthy lunches and those that cannot right now, will be

:16:53. > :16:55.getting support in the future. Why do you not spend this money on

:16:56. > :17:01.teachers so that we have better paid teachers and not industrial action?

:17:02. > :17:10.I agree that we need to support a string then `` and to strengthen the

:17:11. > :17:15.workforce. But I also know that teachers will find jobs easher in

:17:16. > :17:19.the classroom if they have children who have been well fed, bec`use

:17:20. > :17:22.their concentration levels `re so much greater. As you know, there are

:17:23. > :17:28.some counties in this region which are struggling to attain thd levels

:17:29. > :17:32.of education that the government wants. They have now had to worry

:17:33. > :17:36.about finding where their school meal is going to be cooked, about

:17:37. > :17:42.building a kitchen, rather than worrying about driving up standards.

:17:43. > :17:45.This is an important part of helping schools to drive up standards,

:17:46. > :17:49.because of the range of bendfits that can come from delivering meals

:17:50. > :17:57.to children, to make sure they are well said so that they can focus in

:17:58. > :18:01.class. This is one part of the puzzle that is being solved. Are you

:18:02. > :18:04.saying parents do not know what to feed their children? I would say

:18:05. > :18:08.that schools have to providd meals to a very high standard of

:18:09. > :18:15.nutrition, and that ultimatdly will bring long`term benefits to those

:18:16. > :18:18.individuals, and also, to otr health services, and other statutory

:18:19. > :18:22.services that are struggling to deal with the impact of issues lhke

:18:23. > :18:26.childhood obesity. Thank yot very much.
