:01:10. > :01:12.financial mess? Labour blame a 24% cut in government funding. The

:01:13. > :01:14.government has yet again imposed more duties on local government

:01:15. > :01:18.without giving us the funding. Every county council of a similar sizes

:01:19. > :01:20.making this sort of provision in their estimates for next year. The

:01:21. > :01:23.county council faces increasing pressure, not least on children's

:01:24. > :01:27.and adult social services, which account for four fifths of its

:01:28. > :01:31.spending. To cut back services like libraries or road maintenance

:01:32. > :01:35.wouldn't have much impact. It means council tax rises are a very real

:01:36. > :01:39.option. One makes assumptions that you are paying the money so you will

:01:40. > :01:44.get your garbage collected and they will amend the roads. The council

:01:45. > :01:49.has a huge amount of wastage and rather than keeping piling it on to

:01:50. > :01:53.the general public, they could do it inside themselves. It will be quite

:01:54. > :01:59.difficult for me to afford a rise in council tax. Norfolk is by no means

:02:00. > :02:02.alone. County councils across the region faces similar predicament.

:02:03. > :02:07.The question is how to solve it. As the leader has acknowledged here,

:02:08. > :02:10.the rise in council taxes they be the only option.
