:00:43. > :00:46.have been killed. And, will the week bring more of

:00:47. > :00:48.this September sunshine? I'll have your local forecast later in the

:00:49. > :00:58.programme. First tonight; research by the BBC

:00:59. > :01:01.shows that in Essex, cases of domestic abuse

:01:02. > :01:05.for people over the age of 65 have Out of the 9,500 incidents

:01:06. > :01:12.of domestic violence recorded by the police in Essex last year,

:01:13. > :01:15.only a handful of the attacks were At a conference in Chelmsford,

:01:16. > :01:27.delegates have been finding out how to help and support the victims

:01:28. > :01:42.and persuade more Amy suffered domestic violence at

:01:43. > :01:47.the hands of her ex`husband. For years she thought he'd kill her.

:01:48. > :01:53.He'd strangle me and it was the two youngest children that actually

:01:54. > :02:01.stopped him. My oldest son stopped him smashing a wooden kitchen table

:02:02. > :02:04.over my head. It was to go to the toilet, he would come with me, it

:02:05. > :02:09.was just continuous, continuous, continuous.

:02:10. > :02:15.It took Amy decades to break free and she's not alone. Cases of

:02:16. > :02:19.domestic abuse on those over 65 detected by Essex police have

:02:20. > :02:22.doubled since 2010, the subject of the conference today in Chelmsford.

:02:23. > :02:27.The vast majority of cases are caused by spouses or family, but

:02:28. > :02:30.many older people are stayed in dangerous relationships for years.

:02:31. > :02:36.Why are they less reluctant to come forward than maybe a younger person?

:02:37. > :02:41.I think because of the way that they were socially conditioned, the fact

:02:42. > :02:46.that the feeling that once you were married you were married and you

:02:47. > :02:50.made your bed, you lie in it. I think also because they've been

:02:51. > :02:57.beaten down over many years perhaps and sometimes I think it's just

:02:58. > :03:02.about shame as well. There were more than 9,500 domestic abuses in ebbs

:03:03. > :03:06.Cesc last year. It's believed few of the crimes involving the elderly

:03:07. > :03:10.were reported. We must look for the hidden harms. There are two many

:03:11. > :03:15.clues it's happening but the fact is, we don't understand the scope.

:03:16. > :03:22.After 40 years of abusive relationships, Amy is live life to

:03:45. > :03:50.victims will be believed and help is out there.

:03:51. > :03:53.Three more University Technical Colleges have

:03:54. > :03:59.The Government says they'll get young people ready for the world of

:04:00. > :04:13.Students started today in Harlow, Norwich and Cambridge.

:04:14. > :04:20.For years, there have been complaints there were no work`ready

:04:21. > :04:24.students. Here is the answer. Norfolk's first university technical

:04:25. > :04:29.college or UTC was opened in Norwich with the first batch of 85 students.

:04:30. > :04:33.The options I'd originally taken, they don't do engineering and only

:04:34. > :04:37.choose mechanics for the lower level people whereas here it's for the

:04:38. > :04:42.higher, so it pushes you further than where I was going to go. Is

:04:43. > :04:46.this more interesting than school? Yes, because I've got the

:04:47. > :04:50.engineering part of the school and that just is different to any other

:04:51. > :04:55.school. Students join UTCs at 14. They still

:04:56. > :05:00.do normal GCSEs but in addition are taught technical subjects that meet

:05:01. > :05:05.local skills shortages. In this case, advanced engineering and

:05:06. > :05:10.energy. Industry has been working in a bit of a silo and we bridge that

:05:11. > :05:13.gap and we are putting that link in so employers can tell us the skills

:05:14. > :05:17.they are looking for and we can get the young people ready for the

:05:18. > :05:22.opportunities. This is a school, but it's housed in a former factory.

:05:23. > :05:27.It's designed to feel like a work place so classrooms like this are

:05:28. > :05:30.next to technical areas with engineering equipment. Local

:05:31. > :05:35.employers are on board to help students get a taste of working

:05:36. > :05:40.life. We have to scour the country and the world to find talented

:05:41. > :05:44.engineers to join us and it would be fantastic if we could grow our own

:05:45. > :05:49.locally. The girls learn something of the jobs that normally fall to

:05:50. > :05:53.future husbands. We used to have secondary moderns to teach

:05:54. > :05:58.vocational skills but they've disappeared in most areas due to

:05:59. > :06:00.come prehensives coming in. UTCs, including this one, are a new

:06:01. > :06:09.attempt to solve an age old problem. The man behind the idea

:06:10. > :06:12.of University Technical Colleges is Lord Kenneth Baker,

:06:13. > :06:14.the former Conservative minister. When I spoke to him earlier,

:06:15. > :06:18.I wanted to know if it was right to make young people make such

:06:19. > :06:33.an important decision about We have found that youngsters of 14

:06:34. > :06:37.can very largely know where their interests lie. As long as we give

:06:38. > :06:41.them a general education, as well as a specialist education, if it's not

:06:42. > :06:46.right for them in two years, they can switch. Very few do that. We are

:06:47. > :06:49.really training youngsters to fill the skills gap. There is a massive

:06:50. > :06:53.skills gap. The biggest problem facing the next Government is how to

:06:54. > :06:57.fill the skills gap. The teachers union said when you came up with the

:06:58. > :07:02.idea that you were creating a two tier educational system? Well, no,

:07:03. > :07:06.certainly not. This is creating huge opportunities. We are creating a

:07:07. > :07:10.pathway of success which is different from just three A`levels

:07:11. > :07:15.and university. Some of the students will go on to universities, others

:07:16. > :07:20.will become hired apprentices. We have some at 18 preferring to be a

:07:21. > :07:24.hired apprentice because they get paid by Rolls`Royce or National Grid

:07:25. > :07:27.or Siemens and they study and take a level four foundation degree and

:07:28. > :07:29.then it's up to the company to see whether they can go on to a full

:07:30. > :07:33.university at the cost of the company. I think that's going to

:07:34. > :07:37.happen much, much more. We used to have technical colleges, why did we

:07:38. > :07:41.do away with those? Nobody killed those. There were 300 in 1945 and

:07:42. > :07:47.everybody wanted to be the school on the hill, not the one down in the

:07:48. > :07:50.town in poor premises. Our premises and colleges are absolutely

:07:51. > :07:56.marvellous. Are you saying the education system as it stands has

:07:57. > :08:00.not been adequate? Yes. We have not trained enough young people. Why do

:08:01. > :08:05.we have so many immigrants? Because we cannot fill the skilled jobs

:08:06. > :08:10.ourselves. We don't give enough youngsters in our schools enough

:08:11. > :08:14.training in technical vocational hands`on learning, so I'm in that

:08:15. > :08:18.neck of the woods. The last Labour Government talked about education,

:08:19. > :08:22.education, education? Yes. Did they not get it right? Well, they didn't

:08:23. > :08:29.get the education right, but they are not alone in that. Technical

:08:30. > :08:34.education's not been gotten right for 100 years in this country. Why

:08:35. > :08:39.did you not do something about it when you were under Margaret

:08:40. > :08:42.Thatcher? Well, we got 16 off the ground in the 80s and they are still

:08:43. > :08:46.some of the best schools in the country. That was as far as I could

:08:47. > :08:49.do. Now I'm doing it again. It says something about our university

:08:50. > :08:54.system doesn't it, that they fail to create the people that we need and

:08:55. > :08:57.we need something like this? Yes. I agree with that. The universities

:08:58. > :09:02.have to change a lot of their courses. I would like to see more

:09:03. > :09:06.technical universities emerge. There's such a desperate need. Big

:09:07. > :09:10.companies like Rolls`Royce, Jaguar, National Grid, and those companies,

:09:11. > :09:14.have to go overseas to recruit their experts. That is not right. We

:09:15. > :09:16.should train those people in our own country and give them the jobs,

:09:17. > :09:21.rather than immigrants. Thank you. Just days after the police

:09:22. > :09:24.in Norfolk released a video, showing a biker losing his life

:09:25. > :09:28.in a high speed crash, The accident happened on the B1136

:09:29. > :09:34.near Haddiscoe. So far

:09:35. > :09:49.the police safety video has been This is where the motorcyclists lost

:09:50. > :09:54.their lives. It's the B 1136. It's a road which gently undulates.

:09:55. > :09:59.The accident happened just before 2 o'clock yesterday afternoon. The

:10:00. > :10:07.warning signs put out later. One man was riding a BMW motorbike, the

:10:08. > :10:10.other a different vehicle, they were travelling in different directions.

:10:11. > :10:14.Norfolk police can't say how or why the accident happened. They say it's

:10:15. > :10:19.just too early in their investigation.

:10:20. > :10:23.On Thursday, Norfolk police launched a video called David's Story. Riding

:10:24. > :10:28.his bike from King's Lynn to Norwich, David had a camera on his

:10:29. > :10:33.helmet. It captured the moment last year when he collided with a car,

:10:34. > :10:40.losing his life. David's family gave permission for the video to be used

:10:41. > :10:44.and his mother helped launch it. I spoke to her last night and her

:10:45. > :10:47.instant concern was for the families. She was upset and

:10:48. > :10:51.immediately identified with what the two families would be going through

:10:52. > :10:55.as our officers were on their way to notify them of what happened. The

:10:56. > :10:59.video has been viewed more than nine million times on YouTube. It wasn't

:11:00. > :11:05.enough to save the two men who died yesterday. We were never naive

:11:06. > :11:08.enough to think that this would prevent every single death and

:11:09. > :11:10.collision on the road. We are confident that, with over nine

:11:11. > :11:14.million people having watched that, there will be people across the

:11:15. > :11:17.world, some people who've seen that, and they've got home safe and sound,

:11:18. > :11:22.that might not have done had they not seen the video. Is it simply

:11:23. > :11:26.that some people don't think it's going to happen to them? I think we

:11:27. > :11:29.are all guilty of that, yes. If we knew we were going to have a

:11:30. > :11:33.problem, we wouldn't go out that morning and cyclists perhaps have

:11:34. > :11:37.that sense of inVincibility. We overrate our own abilities, we are

:11:38. > :11:42.all guilty of that. But the fact remains, we are all capable of

:11:43. > :11:45.making serious mistakes. The police have appealeded for witnesses who

:11:46. > :11:46.may have seen yesterday's collision or either rider in the moments

:11:47. > :11:52.before the crash. Nine flights due to land at

:11:53. > :11:55.Luton Airport have been diverted to other airports including Stansted

:11:56. > :11:57.and Southend. Luton had to be evacuated this

:11:58. > :12:00.afternoon and incoming flights were stopped

:12:01. > :12:04.after a suspect package was found. Armed police and a bomb disposal

:12:05. > :12:09.unit have been called in. Legal action against a couple

:12:10. > :12:12.from Essex who took their son out of James and Dana Haymore were

:12:13. > :12:17.prepared to challenge the Government Essex County Council says the family

:12:18. > :12:28.has now emigrated to America. The Government has formally moved

:12:29. > :12:30.the writ for the Clacton Nominations are now open

:12:31. > :12:36.for anybody who wants to stand. For some though, campaigning

:12:37. > :12:48.is already well under way. There are two stories to tell about

:12:49. > :12:51.Clacton. One is about a successful summer season coming to an end, the

:12:52. > :12:58.good weather has boosted the town's economy. The other is this... On

:12:59. > :13:02.this side. Across the constituency, leaflets are being delivered and

:13:03. > :13:07.voters being canvassed and big names are going walk about. UKIP has had

:13:08. > :13:10.the upper hand so far. It was their candidates who caused the by

:13:11. > :13:14.election. Several hundred activists turned up over the weekend to help

:13:15. > :13:18.his campaign, but he had a message of caution. Let's not make the

:13:19. > :13:24.mistake of thinking that we know what the result is going to be. We

:13:25. > :13:28.don't. It could go either way and I think it's going to be different to

:13:29. > :13:32.what people are thinking. Complacency is our biggest enemy and

:13:33. > :13:36.let's not be complacent. The consensus is that this is a battle

:13:37. > :13:39.between UKIP and the Conservatives, but the problem for the Tories is

:13:40. > :13:44.they don't have a candidate yet. They'll choose theirs at a public

:13:45. > :13:49.meeting on Thursday, so for now, other MPs and local councillors are

:13:50. > :13:55.helping out. How do you fight an election without a candidate? We

:13:56. > :13:58.have a really good team of counselth sillors delivering for Clacton,

:13:59. > :14:03.whether it's the extra money delivered for the potholes or the

:14:04. > :14:06.money for the council tax freeze, really good work around making sure

:14:07. > :14:10.that it goes to local people first. That's coming from the Conservative

:14:11. > :14:12.Government and council overthors. The national press are convinced

:14:13. > :14:18.this election is all about leaving the EU, but on the ground, the

:14:19. > :14:21.parties are finding otherwise. What is interesting is that on the

:14:22. > :14:27.doorsteps, no`one is talking about Europe. Instead, people are raising

:14:28. > :14:29.local issues, house building, GP shortages and expressing frustration

:14:30. > :14:37.that the politicians aren't listening to their concerns.

:14:38. > :14:40.Labour came second here in 2010, if the Conservatives split their votes,

:14:41. > :14:44.they could win. Their candidate grew up in Clacton. We are talking about

:14:45. > :14:48.the issues that matter. It's about jobs and the lack of investment in

:14:49. > :14:52.Clacton over the years and it's been left behind, there's no economic

:14:53. > :14:59.recovery here. We need a Government that is going to put Clacton on the

:15:00. > :15:04.map and talk about the issues that matter to local residents. A former

:15:05. > :15:10.teacher and actor once played at the local theatre here has a message. We

:15:11. > :15:15.are the underdogs, no doubt about it. I know the British people

:15:16. > :15:20.actually like the underdogs, they always have, and basically, the

:15:21. > :15:24.underdogs will come biting back, they really will. The candidates are

:15:25. > :15:28.getting in place and some real debate is starting. There is still a

:15:29. > :15:42.month to go, a lot can happen in that time and it probably will.

:15:43. > :15:48.Still to come: The story of Harrison whose parents were advised to switch

:15:49. > :15:52.off his life support machine when he was four weeks old. Plus the

:15:53. > :15:54.campaign for tighter controls on the beauty industry after a teenager

:15:55. > :15:59.from Luton suffered serious burns. At the start of this month,

:16:00. > :16:02.the number of two`year`olds who are The Government hopes the changes it

:16:03. > :16:09.made will help parents get into work but now there are worries about the

:16:10. > :16:14.number of actual places available. Only 20% of local authorities

:16:15. > :16:17.in the East have enough childcare places available for

:16:18. > :16:20.the two`year`olds who now qualify. That compares with 41%

:16:21. > :16:23.of councils nationally. And the number of childminders

:16:24. > :16:27.in the region is dropping Anna Todd has been looking at the

:17:08. > :17:10.nurseries, you know, we may expand too big and then won't be able to

:17:11. > :17:18.provide the quality for what the two`year`olds need to be able to

:17:19. > :17:22.develop. Under new law, over 250,000 two`year`olds from middle income

:17:23. > :17:26.families can have 15 hours a week free childcare. In some areas,

:17:27. > :17:32.increased demand could be met with a blank. In Northamptonshire, there

:17:33. > :17:38.are 3380 children eligible for funding but less than 900 active

:17:39. > :17:44.registered child minders, a drop from 1200. The main reason people

:17:45. > :17:47.report to us they've left is all the recording of the development meaning

:17:48. > :17:51.they can't spend precious time with the children and you have to get

:17:52. > :17:56.that balance right. At this country park, a fun day to

:17:57. > :18:02.raise awareness of child minding. Nicky has been in the job for three

:18:07. > :18:10.their way, bogged down by bureaucracy and legislation. It's

:18:48. > :18:52.childcare should be the building blocks of a strong economy, but if

:18:53. > :18:54.those working parents can't find it, those two`year`olds may just have to

:18:55. > :19:05.stay at home. A mother from Luton is campaigning

:19:06. > :19:12.for tighter regular laces on beauty salons after her daughter suffered

:19:13. > :19:16.serious burns `` regulations. Harleigh Kay wasn't given the

:19:17. > :19:20.recommended allergy test by the salon and suffer add serious

:19:21. > :19:23.reaction. Her mother's campaign features on Inside Out and has

:19:24. > :19:27.attracted 2,000 followers on Facebook. I kept thinking every day

:19:28. > :19:33.it would get better and better but it got worse and worse. Her face,

:19:34. > :19:37.eyes and nose, just swollen. I could hear her struggling to swallow. I

:19:38. > :19:41.thought at one point that I was not going to be here for much longer,

:19:42. > :19:47.trying to breathe and knowing how that feels is absolutely petrifying.

:19:48. > :19:52.I was crying, I was scared, I didn't know what the final outcome was

:19:53. > :19:57.doing to be. When the consultant said she would need an extensive eye

:19:58. > :20:03.test, I was really scared. The British Association of

:20:04. > :20:06.Beauty Therapy and Cosmetology also wants the industry regulated to

:20:07. > :20:09.protect customers. Earlier Carolyn Cross from BABTAC

:20:10. > :20:26.told me Harleigh's injuries were Preventible. You are told that

:20:27. > :20:29.clients coming for any sort of tinting should have a patch test

:20:30. > :20:32.done at least 24 hours before they have the treatments. That doesn't

:20:33. > :20:36.matter whether a Klein's been having this treatment done for years, if

:20:37. > :20:41.they go to a new salon, that still should test them. So without any

:20:42. > :20:46.regulation, does it mean anyone without any proper training could

:20:47. > :20:51.set up a beauty salon? Very sad to say but that is the case at the

:20:52. > :20:56.moment. I trained over 35 years ago. It's a different industry now as it

:20:57. > :21:00.was then. The beauty industry is stepping into more advanced cosmetic

:21:01. > :21:04.treatments and therefore some sort of regulation does need to be looked

:21:05. > :21:06.at. The consumer needs that protection so I'm hoping things will

:21:07. > :21:08.change in the future and the Government will become more aware of

:21:09. > :21:12.this. Why do you think up until now the

:21:13. > :21:16.Government's been reluctant to do anything? I think because of the way

:21:17. > :21:20.beauty treatments have been viewed perhaps, you know, often people

:21:21. > :21:24.think that a beauty salon will offer a manicure, med cure, now we are

:21:25. > :21:29.seeing them offering more advanced treatments and the training behind

:21:30. > :21:33.them is critical. They need to have the correct qualifications and

:21:34. > :21:42.standards behind them so they can get the correct insurance to protect

:21:43. > :21:45.themselves and the consumers. People watching, what should they look for

:21:46. > :21:48.when they go to a salon for the first time? I'm really glad you have

:21:49. > :21:53.asked this question, I'll often say when you go into a salon, don't be

:21:54. > :21:58.frightened to ask, do they have qualified staff, have a look out for

:21:59. > :22:02.the qualifications. Quite a few may put their qualifications on the wall

:22:03. > :22:06.behind reception, so don't be apprehensive to ask the questions.

:22:07. > :22:18.The salon should be proud to say yes, my staff

:22:19. > :22:22.any chance they have a bad reaction to something like Harleigh did, what

:22:23. > :22:26.should they do? They certain shrill should contact the salon

:22:27. > :22:29.straightaway and they should offer you good support. If they are

:22:30. > :22:32.qualified, verified and insured, they will be able to give customers

:22:33. > :22:51.correct advice and guidance needed. Now a story about a child taken

:22:52. > :22:54.seriously ill soon after he was born when she was four weeks old. The

:22:55. > :22:59.parents of Harrison Greater Manchester were adviced by doctors

:23:00. > :23:01.that it was time to switch off his life support

:25:41. > :25:45.It was cooler on the coast with the on shore wind. Loads of sunshine

:25:46. > :25:49.around today with hardly a cloud in the sky for much of the day. We are

:25:50. > :25:53.starting to see thicker cloud move down from the north though. We'll

:25:54. > :25:59.have areas of cloud around tonight but a lot of clear skies too. Some

:26:00. > :26:03.mist and perhaps dense fog patches for some of us. A range of

:26:04. > :26:08.temperatures, a lot of the values will be where we have built up

:26:09. > :26:13.areas, so anything between nine and 12. In some rural spots, we could

:26:14. > :26:17.drop down to a chilly five. We have the very light winds too. It may

:26:18. > :26:21.take a while for the mist and fog to clear. We have high pressure in

:26:22. > :26:24.charge so it means a dry start to the day even though it will be

:26:25. > :26:34.chilly. Another try day with decent sunny

:26:35. > :26:41.spells. Temperatures at best around 19,

:26:42. > :26:47.perhaps 20. Inland, we could see again around 22. A light

:26:48. > :26:50.east`to`north`east wind. On shore around the coast, temperatures will

:26:51. > :26:54.be a degree or so lower here and we finish the day dry and fine with

:26:55. > :27:01.some seeing more sunshine than others. That sets the scene for the

:27:02. > :27:06.rest of the week. The amount of sunshine will affect

:27:07. > :27:10.the temperatures. We may see something higher than 18 on

:27:11. > :27:13.Wednesday and Thursday. We keep light winds and these are

:27:14. > :27:19.your overnight lows. Rural spots will probably stay on the chilly
