:00:37. > :00:42.Wayne Collins fight against his 18 year sentence. Yes, he was there,

:00:42. > :00:46.there is no denying that, we have never denied that but Wayne did

:00:46. > :00:52.nothing and to be sentenced to 18 years for doing nothing other than

:00:52. > :00:55.being on the streets, is outrageous. Banned for biting and bad behaviour,

:00:55. > :00:58.but now he's back to skipper the Saints. But is the club's faith in

:00:58. > :01:00.Dylan Hartley sending out the wrong message?

:01:16. > :01:19.Good evening. We begin tonight with the news that

:01:19. > :01:22.a care home worker accused of wilful neglect has been found

:01:23. > :01:27.guilty in court this afternoon. Jackie Ndoro failed to help an 83-

:01:27. > :01:29.year-old man who had collapsed at the Limes in Henlow. Her bosses had

:01:30. > :01:39.become suspicious of her work and secretly filmed her. Anna Todd

:01:40. > :01:40.

:01:40. > :01:47.reports. Care home managers Joan Wilkinson

:01:47. > :01:56.and her son, Kevin, happy leaving court today. Mr Wilkinson doubted

:01:56. > :02:02.the care he was getting from Jackie Ndoro so much that he installed

:02:02. > :02:04.cameras. The court heard that there was no urgency and a man was

:02:04. > :02:09.eventually manhandled into a wheelchair after he was lying on

:02:09. > :02:15.the floor. We have suspicions so I took the chance to put a CCTV

:02:15. > :02:19.camera up and we caught her. So, it is one more gone. This sense that

:02:19. > :02:24.issued message across the whole care community across the whole of

:02:24. > :02:29.the UK, that we should treat vulnerable people with respect.

:02:29. > :02:33.Jackie Ndoro was also filmed asleep on the job and she strenuously

:02:33. > :02:37.denied wilful neglect throughout the trial. Now she could face up to

:02:37. > :02:43.five years in prison. Two due care about him? Yes, that

:02:43. > :02:47.is where I picked him up. I picked him up within two minutes and 23

:02:47. > :02:51.seconds and I used a wheelchair which was the only thing available

:02:51. > :02:55.to me at the time. Unfortunately people choose to do whatever they

:02:55. > :02:59.want to choose and I do not think this judgment is fair. There were

:02:59. > :03:04.shrieks and sobs of joy from the public gallery as the guilty

:03:04. > :03:10.verdict was read out. Jackie Ndoro's colleague who was filled

:03:10. > :03:15.with her on that night is still at large. Police have about to find

:03:22. > :03:25.sentence for a crime he claims he didn't commit is fighting to clear

:03:29. > :03:38.Birmingham riots two years ago when the pub he was drinking in was

:03:38. > :03:41.petrol bombed. Now his aunt has gathered 8,000 signatures on a

:03:41. > :03:44.petition to clear his name and she's hoping for a Luton MP to

:03:44. > :03:48.support her as Ben Bland reports. August 2011 and in Birmingham men

:03:48. > :03:53.attacked this park and when police arrived shots were fired at police

:03:53. > :03:56.officers. Oh aren't they are people there, Wayne Collins, who is now

:03:56. > :04:01.serving a in 18 year sentence for his part in the riots. He did not

:04:01. > :04:05.do anything. He is aunt is leading a campaign to get his conviction

:04:05. > :04:10.and sentence overturned and. Yes, he was there and there is no

:04:10. > :04:15.denying it and we have never denied it but he did nothing. To be

:04:15. > :04:20.sentenced to 18 years for doing nothing other than being on the

:04:20. > :04:24.streets is outrageous. A reason he was given an 18 year sentences

:04:24. > :04:28.because he was part of a group in which someone else had a gun and

:04:28. > :04:33.shot at police. We are appealing against that conviction and

:04:33. > :04:36.sentence. The basis of the appeal against the conviction is that when

:04:36. > :04:40.the firearm was being discharged he was no way near and he was running

:04:40. > :04:45.away from it and there is no evidence he knew the man with a

:04:46. > :04:49.firearm and there is no participation in a shooting. He has

:04:49. > :04:52.been convicted under the law of joint enterprise so he was not

:04:52. > :04:56.accused of starting the fires of shooting at the police themselves.

:04:56. > :05:00.If you have a group of people who have all participated in some way

:05:00. > :05:04.towards an outcome that the law participate -- classified as a

:05:04. > :05:07.crime, there is a part of the law that once the more to be

:05:07. > :05:11.responsible but the question is what they are responsible for.

:05:54. > :05:58.Bourn, a new town at Waterbeach and a major expansion of Cambourne.

:05:58. > :06:01.This is in addition to the 14,000 already agreed in the current local

:06:01. > :06:06.plan including the new town at Northstowe. All of the homes would

:06:06. > :06:09.be built by 2031. The council is also consulting on a draft

:06:09. > :06:14.transport strategy for the developments.

:06:14. > :06:19.More homes needed it to serve a booming population, but nobody

:06:19. > :06:25.wants them near them. These are the plans for the public to discuss.

:06:25. > :06:30.What is the story behind the fight? 3,500 new houses could be built

:06:30. > :06:33.here at this airfield. Behind me is the new town of Cambourne growing

:06:33. > :06:38.ever closer and just come along here with me because on the other

:06:38. > :06:42.side of the road is the proposed site for where the new development

:06:42. > :06:47.would be. Those living in the nearby village of furious. We do

:06:47. > :06:50.not wanted here because there are no jobs in this part of the count

:06:50. > :06:54.tree and the infrastructure cannot cope and we already have Cambourne

:06:54. > :06:58.and Cambourne and the airfield will coalesce into a huge new town and

:07:19. > :07:23.cope with even more homes. We know as a district we have to find

:07:26. > :07:31.locally and the demand in the villages already but as new jobs

:07:31. > :07:36.are right. Just look at the companies that are planning to come

:07:36. > :07:39.here to the south of Cambridge in three years' time. The birth rate

:08:23. > :08:25.months ago that we came here and it is brilliant for the children.

:08:30. > :08:33.Pippa Corney, who has responsibility for planning in

:08:33. > :08:40.South Cambridgeshire if the problem was not the lack of housing but

:08:40. > :08:43.that people simply couldn't afford to buy them. There are a number of

:08:43. > :08:47.problems. But with a lot of new development we can bring forward

:08:47. > :08:50.more affordable housing so we should be up to 40% on some of the

:08:50. > :08:55.big developments and that will hopefully be a bit more affordable

:08:55. > :08:59.to people. Let us look at the sighting of the new homes. A P

:08:59. > :09:05.Billing Cambourne say that Campbell is big enough. They say they have

:09:05. > :09:07.had enough and more she places should be found. -- people in a

:09:07. > :09:12.Cambourne. We design and landscaping we can overcome a lot

:09:34. > :09:37.hope so. That is what we have worked out but as I say, we cannot

:09:37. > :09:39.predict economic upturns and downturns but looking at what we

:09:39. > :09:44.have done in the past and the figures in the future, we are

:09:44. > :09:49.fairly confident we have got it right. 2031 is when you are looking

:09:49. > :09:54.at having become -- of these houses complete, that looks like a long

:09:54. > :09:57.way off. Is it too late? It is not too late. In five years' time we

:09:57. > :10:01.will update our plan and we could take into account the things that

:10:01. > :10:05.have gone on in the next five years. We have to plan for something I

:10:05. > :10:09.Waterbeach, if you look at Northstowe, it has been in the

:10:09. > :10:12.pipeline for 13 years and we have not laid to break so it takes a

:10:12. > :10:17.long time to bring forward big towns. The messages that these

:10:17. > :10:21.homes are needed and they will go somewhere. Absolutely. The problem

:10:21. > :10:25.is that we are listening but we cannot always agree with everybody.

:10:25. > :10:29.I have the unenviable job of the fact that I will upset somebody

:10:29. > :10:31.whatever we do and whatever decision we make. We will always

:10:32. > :10:37.put something somewhere that someone does not like a matter of

:10:37. > :10:40.fact and we cannot get away from it. It was far from the perfect end to

:10:40. > :10:43.last season for Northampton Saints Skipper Dylan Hartley. He was sent

:10:43. > :10:46.off for swearing at the referee. He missed the Lions tour because of an

:10:46. > :10:49.11 week ban and is no stranger to bad behaviour, having previously

:10:49. > :10:52.bitten a player. But today it was announced that he'll remain as

:10:52. > :11:01.Captain for the club. But some are questioning whether that sends out

:11:01. > :11:05.the wrong message. James Burridge is at Franklins Gardens now. James,

:11:05. > :11:10.what's the club had to say about this?

:11:10. > :11:14.They are behind it. I have spoken to the director of rugby and since

:11:14. > :11:18.his sending off in the Premiership final in May, they were defending

:11:18. > :11:23.and then and they spoke to him of sight and supported him and this is

:11:23. > :11:27.what they said earlier. It is always a big decision, getting your

:11:27. > :11:31.captain right. We are confident that we have got the right man. He

:11:31. > :11:36.has been our captain now for five seasons and we know what he is
