:00:58. > :01:01.Look East that his family was seconds from death as he narrowly

:01:02. > :01:09.avoided a car driving the wrong way down the fast lane of the A14 at

:01:10. > :01:13.50mph. Stephen Wood was on a day out with his wife and two children when

:01:14. > :01:16.he saw the car heading straight for him. He swerved to avoid it with

:01:17. > :01:25.just seconds to spare. Louise Hubball reports.

:01:26. > :01:30.Captured driving the wrong way down the A14. A frightened passengers on

:01:31. > :01:35.the Redcar heading straight towards oncoming vehicles. This is the

:01:36. > :01:50.terrifying few that confronted police, and a man driving his young

:01:51. > :01:56.family. I am struggling to deal with how close we were to death. The

:01:57. > :02:04.thought of nearly losing my children through somebody else's actions

:02:05. > :02:08.Stephen Wood was what is wife and two children. He had just overtaken

:02:09. > :02:13.Akhtar in the outside lane. He pulled in after seeing other

:02:14. > :02:19.motorist 's flashing their lights. People were waving their arms,

:02:20. > :02:26.windows open, everybody was flashing and waving. He knew something was

:02:27. > :02:32.not right. You don't expect to see the front of the car coming towards

:02:33. > :02:39.you. There was no time to break It had just gone past in a flash. So he

:02:40. > :02:43.would just seconds away? Seconds. So the waving and the flashing was

:02:44. > :02:50.crucial for you. Absolute crucial. If it hadn't been for their

:02:51. > :02:56.actions, it doesn't bear thinking about. By this point there have been

:02:57. > :03:01.numerous calls to the police. This is the moment the police finally

:03:02. > :03:06.stop the vehicle. It was a nervous time, if I am honest. We were

:03:07. > :03:10.potentially going to crash into her to bring her to a stop. Thankfully,

:03:11. > :03:17.she stopped before colliding with us. The 81`year`old driver from acid

:03:18. > :03:21.told officers she had tried to get off the route several times. Lee

:03:22. > :03:26.said she was suffering from mental health problems and would not be

:03:27. > :03:29.prosecuted. An area of Wisbech remains cordoned

:03:30. > :03:33.off tonight after a suspected machete attack. The police were

:03:34. > :03:38.called to Victoria Road just after 10.30am after reports that a man had

:03:39. > :03:44.been slashed across the face. The victim was taken to hospital. Emma

:03:45. > :03:50.Baugh reports. Victoria Road on lockdown, sealed

:03:51. > :03:56.off after an knife attack left a man in hospital and armed police were

:03:57. > :04:01.called to the scene. I saw bluesmen running up and down the road with

:04:02. > :04:08.guns. It was terrible. It was then I find out what had happened, that

:04:09. > :04:15.somebody had been slashed right to interface. Apparently counted in

:04:16. > :04:20.went to the rescue. I spoke to two women who didn't want to hear on

:04:21. > :04:24.camera, but they said they help the man. Initially, they thought he had

:04:25. > :04:30.just fallen down, then they saw that he was covered in blood. Officers

:04:31. > :04:34.have been going house`to`house, but have find a weapon or an attacker.

:04:35. > :04:45.They accept people living locally will be concerned. We understand

:04:46. > :04:50.that. We are keeping an open mind about what happened. The victim can

:04:51. > :05:01.explain. None of the witnesses have been able to describe an offender.

:05:02. > :05:03.The man's injuries are not like `` are not life`threatening.

:05:04. > :05:06.Investigations are continuing. Concerns are growing for two

:05:07. > :05:09.teenagers who have disappeared from their homes in Northampton. Our

:05:10. > :05:15.reporter Anna Todd has been following the story and is in our

:05:16. > :05:20.newsroom now. The teenagers were last seen at about 9:30am last

:05:21. > :05:25.Sunday morning. There is Katie Kelly, and coral boil. They are both

:05:26. > :05:30.from Northampton. Please believe they have gone off together. They

:05:31. > :05:33.could have gone to the Birmingham area, or might still be in

:05:34. > :05:38.Northampton. The police said they don't believe the couple have come

:05:39. > :05:43.to any harm, but they are concerned for Katie because of her age, just

:05:44. > :05:48.14. They say the couple should contact their family or the police

:05:49. > :05:52.to let them know they are OK. Do we have any details about what they

:05:53. > :06:01.look like or what they maybe wearing? We have a very detailed

:06:02. > :06:05.description. Katie is five foot four, slim, long dark brown hair and

:06:06. > :06:12.light round eyes. She was last seen wearing a dark in Parker whether

:06:13. > :06:17.brown and grey fur food. She had on blue skinny jeans and red and white

:06:18. > :06:24.baseball boats. Carl is five foot nine, slim, dark, my C Brown hair

:06:25. > :06:31.and brown eyes. He was wearing dark tracksuit autumns, a hooded top and

:06:32. > :06:34.grey trainers. A fight is under way in East

:06:35. > :06:37.Northamptonshire to save the area from a two`tier school system.

:06:38. > :06:40.Parents claim their children will have to travel further and receive a

:06:41. > :06:45.poorer standard of education if Middle Schools are forced to close.

:06:46. > :06:48.Currently in that part of the county there are Lower, Middle and Upper

:06:49. > :06:53.Schools, but the council wants to reduce that to just primary and

:06:54. > :06:56.secondary schools. That would directly affect 13 schools and mean

:06:57. > :07:01.some taking on more pupils if the Middle Schools are closed. When

:07:02. > :07:12.Northampton went over to a two`tier system in 2005, 16 schools were

:07:13. > :07:18.forced to close. It is it 15 a.m. And breakfast time

:07:19. > :07:23.before these children set off for their walk to school. At this school

:07:24. > :07:29.closes, they will have to take a bus for a 16 mile round trip. It is

:07:30. > :07:34.silly. Our school is such a good school. It doesn't deserve the

:07:35. > :07:40.shutdown. How sad will you be if you have to go somewhere else?

:07:41. > :07:45.Devastated. I love this school. Northamptonshire county council is

:07:46. > :07:48.wanting to abolish the middle school system, meaning children will be

:07:49. > :07:54.sent to either existing primary or secondary schools. The county

:07:55. > :07:58.council has embarked on the closure of Middle Schools in the county

:07:59. > :08:02.There is a financial agenda driving this. Whilst they have an obligation

:08:03. > :08:07.to balance the books, they also have an obligation to provide the best

:08:08. > :08:13.quality education. The school itself is fighting the plans. Fearing the

:08:14. > :08:18.transition to a two tier system will be damaging. The governors feel that

:08:19. > :08:23.the council has put no evidence in front of us that says moving from a

:08:24. > :08:28.three tier system to add to tier system will improve the educational

:08:29. > :08:35.and life chances of children. When it happened in them, three years

:08:36. > :08:39.after it happens Northamptonshire have the highest level of schools in

:08:40. > :08:45.the whole country that were put on special measures. The county council

:08:46. > :08:48.emphatically denies that, saying two tier system is improved performance

:08:49. > :08:52.and that a number of schools in the area are underperforming, which has

:08:53. > :08:57.a knock`on effect on the preferences. As a result, there are

:08:58. > :09:04.falling pupil numbers. Herons have until the 21st of March to lodge

:09:05. > :09:07.their objections. Across the region, Middle Schools are in decline,

:09:08. > :09:12.leaving parents to worry that this time people power will not enough.

:09:42. > :09:45.Swanapool is South African. He moved here on a false passport, but says

:09:46. > :09:49.he has always worked and claimed nothing from the State. But now he's

:09:50. > :09:53.made the decision to go he has had to take matters into his own hands

:09:54. > :09:56.to try and get out of the UK. Julian Sturdy has this exclusive report.

:09:57. > :09:59.Just another face in the crowd, a man he has learned to pass

:10:00. > :10:04.unnoticed. He has had tea, because he should not be walking the streets

:10:05. > :10:22.of Britain. I am an illegal immigrant. Simple as that. People

:10:23. > :10:27.call me ten. He has been living the license 1994. Ken is the name and

:10:28. > :10:29.his false passport. I have never claimed anything from the

:10:30. > :10:37.government, I have worked and paid my own way. Unfortunately, the

:10:38. > :10:44.system has failed me. People `` they do not want to know people like me.

:10:45. > :10:50.It has become a lot harder. I couldn't do today what they did ten

:10:51. > :10:58.or 15 years ago. Then he was earning good money in Wisbech. Nine years

:10:59. > :11:06.ago his identity was revealed. He was not deported and has been on the

:11:07. > :11:18.run ever since. I have slept rough most of the time. I have survived. I

:11:19. > :11:23.am not proud of it, to be honest. He is desperate to leave, but cant even

:11:24. > :11:30.do that. For five days he has been trying to hand himself in. Even when

:11:31. > :11:33.we were filming, his immigration appointment was cancelled. I am

:11:34. > :11:38.going to get on a bus and go to Heathrow airports. Over the last few

:11:39. > :11:42.days I have tried to get in touch with immigration to try to get the

:11:43. > :11:48.right. I have had no help from them other than you will have to wait. He

:11:49. > :11:53.is and illegal but wants people to know he is most crime to. On his

:11:54. > :12:06.back, all he owns in the world. This is my home. I don't know where I am

:12:07. > :12:11.going from here. Where is the heart? People haven't got a heart. It is

:12:12. > :12:15.all by numbers. Tonight, Chris Swanapool is believed

:12:16. > :12:18.to still be in London. The Home Office told us the onus was on him

:12:19. > :12:21.to prove his identity, which might explain the delay in him being sent

:12:22. > :12:24.home. A woman has had her windscreen

:12:25. > :12:28.smashed by what's believed to be an air pellet while driving along the

:12:29. > :12:32.A120 in Essex. It happened under the flyover opposite Stansted Airport at

:12:33. > :12:36.around 7.00am on Friday morning She wasn't hurt. A man dressed all in

:12:37. > :12:40.black was seen on the bridge at the time.

:12:41. > :12:43.MPs from Cambridgeshire and Norfolk have been meeting the Transport

:12:44. > :12:47.Minister today to keep up the pressure to dual the whole of the

:12:48. > :12:52.A47. The A47 Alliance says dualling the whole road could bring in ? 2

:12:53. > :12:55.million a year. The road has been included in a Government short list

:12:56. > :13:01.to be considered for future upgrades.

:13:33. > :13:34.The new boss of the East of England Ambulance Service has been meeting

:13:35. > :13:38.the Health Minister today. Dr Anthony Marsh has been in the job

:13:39. > :13:42.for six weeks. He was brought in after serious concerns were raised

:13:43. > :13:44.about the way the service is being run. It was criticised for not

:13:45. > :13:47.meeting response times, particularly in country areas.

:13:48. > :13:50.In December an inspection by the Care Quality Commission found that

:13:51. > :13:53.complaints and staff sickness were both down but ambulances are still

:13:54. > :13:57.not getting to 999 calls quickly enough. When I spoke to Dr Marsh, I

:13:58. > :14:04.started by asking him about the meeting.

:14:05. > :14:08.It was a great opportunity for me to update the Minister and local MPs

:14:09. > :14:12.and the improvements that we are already taking forward to transform

:14:13. > :14:18.the organisation, that also to set out the key priorities for

:14:19. > :14:23.recruiting staff and bringing forward the ambulance replacement

:14:24. > :14:26.programme. Did you point out that the big improvements came from the

:14:27. > :14:30.report in December which was under your predisaster's watch?

:14:31. > :14:35.Improvements have been taking forward, that is right, and the

:14:36. > :14:40.previous Chief Executive has made good progress, but we are very clear

:14:41. > :14:43.that we need to continue to make further improvements. There are

:14:44. > :14:47.still some patients who are waiting too long for ambulances to arrive

:14:48. > :14:51.and occasions where paramedic response cars are waiting too long

:14:52. > :14:55.for amulets is to back them up, so there is a lot more work to take

:14:56. > :15:09.forward in the Ambulance Service, and I am determined to bring those

:15:10. > :15:13.about. It is country areas which are still a problem for you. It does not

:15:14. > :15:19.look as though it can be solved in the immediate future. That is fair.

:15:20. > :15:24.The particular problems are Norfolk, Sussex `` Christophe Nick and

:15:25. > :15:30.ethics, and rural areas within those areas. We need to protect the rope

:15:31. > :15:35.committees, you are absolutely right. This 400 additional staff

:15:36. > :15:38.will not be available and operational until June, so we have

:15:39. > :15:44.taken some interim measures which will help us improve the service

:15:45. > :15:49.whilst we recruit those first new staff, and of course, it will take

:15:50. > :15:52.14 months to recruit his 400 students. So you are telling me it

:15:53. > :15:56.is going to be a couple of years before people in country areas can

:15:57. > :16:06.be Aaron and see that an ambulance can arrive on time? We will be able

:16:07. > :16:11.`` guaranteed they will have an ambulance arrived on time. We have

:16:12. > :16:15.to completely eradicate those delays, and it will take two years

:16:16. > :16:19.for us to recruit those paramedics and for them to be fully

:16:20. > :16:22.registered. Your predisaster was given about a year to turn the

:16:23. > :16:29.service around. How long have you got? I have not been ebbing anytime.

:16:30. > :16:32.I am going to do the right thing for patients and staff in the East of

:16:33. > :16:39.England. Thank you very much.

:16:40. > :16:42.A few years ago, cyberbullying or Sexting didn't exist, but now they

:16:43. > :16:45.are part of our lives. And there is growing concern about internet

:16:46. > :16:48.safety. 75% of teenagers own a smartphone and more than 50% of

:16:49. > :16:52.homes have a tablet computer. But lots of us just don't know enough to

:16:53. > :17:02.protect our children from the dangers that exist online.

:17:03. > :17:08.As he grew older, you are going to have so much more access to things

:17:09. > :17:12.like Facebook. `` as you grow older. Young people faced with more social

:17:13. > :17:16.media sites than ever before, different ways to catch up with

:17:17. > :17:20.friends and share photographs, but what happens when your information

:17:21. > :17:24.and pictures in the been the wrong hands? That is what your 11th

:17:25. > :17:34.People's at this high school have been learning about as part of safer

:17:35. > :17:41.internet Day. `` 11 year students. They can lie about their age. They

:17:42. > :17:43.can put pictures on the internet. People can say people should die in

:17:44. > :17:51.comments and people well say that they are glad they are dead if they

:17:52. > :17:55.commit suicide. It is not just about restricting access to certain sites

:17:56. > :18:01.I'm a parent need to be up`to`date with the latest trends. In a lot of

:18:02. > :18:04.cases, the students will know more about the internet and technology

:18:05. > :18:08.than their parents will, so it is very easy for them to pull the wool

:18:09. > :18:13.over parents eyes. I think parents worry about who they will meet and

:18:14. > :18:17.they imagine that there are lots of people that young people should not

:18:18. > :18:22.meet out there and think `` and I think it is a worry for parents. The

:18:23. > :18:25.biggest concern for students will be the lack of privacy. They need to

:18:26. > :18:30.understand that once they have shared something that they maybe

:18:31. > :18:34.should not share on a platform that can be accessed by anyone, they

:18:35. > :18:37.cannot get that privacy back. A national survey has found that only

:18:38. > :18:44.19% of parents have spoken to their children about sending sexually

:18:45. > :18:48.explicit photos, and only 39% about protecting their personal

:18:49. > :18:51.information. Less than one in five parents have spoken to their

:18:52. > :18:58.children about what they should do, about the reporting cyberbullying or

:18:59. > :19:02.about sexual excitation, so we have to make a bigger effort as a society

:19:03. > :19:08.to make sharp people know how to deliver the messages `` sexual

:19:09. > :19:14.exploitation, so we have to make the correct as a society to help people

:19:15. > :19:17.know how to deliver the message. If you want to find out more about

:19:25. > :19:31.Three years ago, Alex Stringer, who lives in Essex, was severely injured

:19:32. > :19:40.in Afghanistan. He lost an arm and both legs. But now he's making a new

:19:41. > :19:43.life for himself as a designer. Today his latest creation was

:19:44. > :19:47.unveiled at a recovery centre set up by Help for Heroes in Colchester.

:19:48. > :19:56.It's a picnic table for people with disabilities. A young soldier named

:19:57. > :20:01.Alex Stringer was injured here in Afghanistan. A device is triggered

:20:02. > :20:06.off and it resulted in the loss of my legs. This photograph of Alex was

:20:07. > :20:11.taken by Bryan Adams, the rock musician, and it described the

:20:12. > :20:18.soldiers as having cheated death. How are you coping with these

:20:19. > :20:23.injuries? The injuries are fine. My family is there to pick me up and

:20:24. > :20:26.keep me smiling. Alex and his family receive support here, a recovery

:20:27. > :20:33.centre run by the charity Help for Heroes 's, and he won the staff's

:20:34. > :20:39.admiration. He is one tenacious individual. He has some very serious

:20:40. > :20:43.challenges. He wants to become a designer, and he got work at a

:20:44. > :20:47.centre which creates career opportunities for people

:20:48. > :20:51.disabilities. I think seeing someone who worked in the Army, who was

:20:52. > :20:56.having to have a different and drastic career change, inspired

:20:57. > :21:00.other people to step up a little bit more, want to work in different

:21:01. > :21:04.sorts of ways, recognise that they could do more, and certainly, for

:21:05. > :21:09.the younger people who work in our factory, he has been an absolute

:21:10. > :21:12.inspiration. And this is his first creation, a picnic table where

:21:13. > :21:18.wheelchair users can sit side`by`side with their families.

:21:19. > :21:22.Nice and proud. Unlike a normal bench, it has a gap in the middle of

:21:23. > :21:28.the seat soaked a wheelchair can get in the middle of the people sitting

:21:29. > :21:32.down. `` in the middle of a seat, so a wheelchair can get in the middle.

:21:33. > :21:38.It is not going to rot or melt or get broken easily. People say that

:21:39. > :21:42.you are an inspiration. How do you respond? I do not see that. People

:21:43. > :21:47.have said that to me but I just crack on. It is life and you have to

:21:48. > :21:51.get on with it. He is already working on his next project, and he

:21:52. > :22:00.is hoping to begin studying architecture.

:22:01. > :22:03.That is a good story, isn't it? Luckily we haven't heard too many

:22:04. > :22:07.people tell us it's good weather for ducks, but it is, and it's pretty

:22:08. > :22:11.good for swans as well. Over the last few weeks, the water levels at

:22:12. > :22:15.the bird centre at Welney have gone up by at least three feet. But for

:22:16. > :22:21.the staff, it's a big problem, especially at feeding time.

:22:22. > :22:24.At the wetlands centre here in Welney, they are used to flooding,

:22:25. > :22:30.it happens every winter, but this year, the water is much higher than

:22:31. > :22:33.normal, so high that this is the only way they can feed the thousands

:22:34. > :22:40.of birds to migrate here, using a floating wheelbarrow. We take fresh

:22:41. > :22:44.water from five counties in the local area, which is what we are

:22:45. > :22:48.seeing at the moment, and up until Boxing Day, we were going out in our

:22:49. > :22:52.rain boots and walking along the end of the lagoon and speeding them, and

:22:53. > :23:00.now we have the floating wheelbarrow. `` and feeding them.

:23:01. > :23:06.Welney was founded 60 years ago by Sir Peter Scott, son of the famous

:23:07. > :23:11.Arctic explorer, and it is the largest wetland centre in the UK,

:23:12. > :23:14.and home each winter to 20,000 migrating birds. These swans are

:23:15. > :23:21.among hundreds to migrate here every winter, and in fact, ! Is the

:23:22. > :23:28.biggest swan roost `` Welney is the biggest swan roost in the country.

:23:29. > :23:33.This is the trust stockman. Most of the year, he tends to cattle, but

:23:34. > :23:38.this year, it has been strictly wet suit work. I love doing this. I used

:23:39. > :23:41.to work in an office, but being out here is just amazing. When you are

:23:42. > :23:45.out there in the evenings with the swans and you have 500 swans

:23:46. > :23:48.flocking around you, it is just incredible. For some of the usual

:23:49. > :23:52.visitor tracker winter visitors, this water is all too much, `` for

:23:53. > :24:01.some of the usual visitors, this water is all too much, but there are

:24:02. > :24:05.still plenty of mouths to feed and plenty of voyages left for the

:24:06. > :24:13.floating wheelbarrow. Too wet for swans? The weather going

:24:14. > :24:18.to get any better? No. We have yet more wet and windy weather coming up

:24:19. > :24:22.in the next two to four hours or so. Here is the satellite radar from

:24:23. > :24:25.earlier on. The rain cleared off into the North Sea and some sunshine

:24:26. > :24:29.developed for the afternoon as the wind eased down, as to the west,

:24:30. > :24:35.that club of showers is starting to push in a part `` across parts of

:24:36. > :24:38.Wales, and it is heading in our direction tonight. The seating

:24:39. > :24:45.starts off dry with the odd isolated shower, but there will be showers

:24:46. > :24:47.through the night. The chance of a frost developing. After midnight,

:24:48. > :24:53.the clouds increasing from the West, the showers will creep their way

:24:54. > :24:57.eastwards. As you can see, there are hints over the high ground is a

:24:58. > :25:01.little bit of sleet or wet snow mixed in in any of the heavier

:25:02. > :25:06.downpours stopped otherwise, a mixture of rain and hail as well. ``

:25:07. > :25:11.downpours. Quite chilly, but with that breeze, I think most places

:25:12. > :25:15.will be frost free by the end of the night. Tomorrow's weather is all

:25:16. > :25:20.about this next area of low pressure coming up from the South West. The

:25:21. > :25:25.centre of a news update two parts of Scotland, but for us, it will give

:25:26. > :25:29.some heavy rain. The tightly packed isobars, and particularly behind the

:25:30. > :25:35.main rain through the course of tomorrow afternoon. Some dry rain ``

:25:36. > :25:39.some dry weather through the morrow morning at least, and going into the

:25:40. > :25:44.afternoon, we will get this band of heavy rain across the region, and

:25:45. > :25:47.some of it were the quite heavy. Temperatures six or seven degrees,

:25:48. > :25:51.but factoring in the wind it will feel much more colder than those

:25:52. > :25:57.that use would suggest. A yellow warning is out for the wind. There

:25:58. > :26:02.could be some disruptions into the evening. Widespread gusts of 45`50

:26:03. > :26:07.mph, and perhaps up to 60 along the coast. Even how saturated the ground

:26:08. > :26:13.is, we could see some trees falling over. `` given how saturated. Some

:26:14. > :26:17.pretty gusty winds continuing right away to the course of the evening.

:26:18. > :26:28.As you can see, gusts along the coasts. Inland, 50 mph gusts or so.

:26:29. > :26:32.Things will quiet down for Thursday, a sigh of relief. A lot of dry

:26:33. > :26:38.weather and some sunshine around as well, so make the most of it,

:26:39. > :26:40.because on Friday, under a deep area of pressure coming up from the

:26:41. > :26:44.south, eventually bringing in rain as we go through the latter part of

:26:45. > :26:49.Friday and into Friday night. Thursday, the best day of the week.

:26:50. > :26:53.It means a cold night, though, with a widespread frost, and Friday is

:26:54. > :26:57.dry, but there will be rain in the evening and will turn heavy

:26:58. > :27:01.overnight, accompanied by strong winds. Blustery showers returning

:27:02. > :27:09.for Saturday going into Sunday. There is your weather. Thank you
