:00:22. > :00:27.investment to boost transport, infrastructure and jobs. Cotncils
:00:28. > :00:30.will be able to set their own budgets and less control from
:00:31. > :00:35.Central Government means more freedom on spending. It's the
:00:36. > :00:39.largest package of its kind in the country. And George Osborne says it
:00:40. > :00:41.will transform the city into the powerhouse of the national dconomy.
:00:42. > :00:50.Our political correspondent, Andrew Sinclair, reports. This is `
:00:51. > :00:54.significant announcement whhch is likely to have a dramatic affect on
:00:55. > :00:57.not just Cambridge but the surrounding area. ?100 millhon from
:00:58. > :01:02.the Government over the next five years. 400 million more by 2030 To
:01:03. > :01:06.be used for a variety of purposes, but particularly to make it easier
:01:07. > :01:10.for people to get about. A place like Cambridge, which is wanting to
:01:11. > :01:13.grow, has the capacity to grow, has the industry, has the local
:01:14. > :01:21.companies that play on a national playing field, this is an investment
:01:22. > :01:26.that will pay back for the country. More than 33,000 homes are planned
:01:27. > :01:30.for the Cambridge area. But for them to be built for people to w`nt to
:01:31. > :01:33.live in them, there's a desperate need for better transport lhnks Not
:01:34. > :01:37.just improved roads, but better public transport services and new
:01:38. > :01:41.cycle routes. Under the so called city deal, the Government whll give
:01:42. > :01:43.a substantial ground to the greater Cambridge area and allow local
:01:44. > :01:51.councils and business leaders to decide how and where to it. We need,
:01:52. > :01:54.for example, to put new measures on the A10 corridor between Calbridge
:01:55. > :01:57.and Ely, because it's cloggdd up all the time. We know that the @428
:01:58. > :02:01.capacity needs to be increased on that. We know that the 1307 is a
:02:02. > :02:07.dangerous and poor capacity road. These are the kind of things we need
:02:08. > :02:12.to do. A number of places across the country have been given Citx Deal
:02:13. > :02:15.status. Here in Nottingham, they are using the money to extend their tram
:02:16. > :02:18.network. The local council says in just two years the extra investment
:02:19. > :02:24.has already attracted new btsinesses and created 700 new jobs. L`bour say
:02:25. > :02:27.any extra money for the reghon is to be welcomed, but they worry that
:02:28. > :02:30.focusing so much on Cambridge means that other parts of the reghon,
:02:31. > :02:34.particularly rural areas, m`y lose out. But this Budget was all about
:02:35. > :02:37.promoting economic growth and, in the eyes of the Government, City
:02:38. > :02:49.Deal status for Cambridge goes a long way to help.
:02:50. > :02:52.Andrew was at Westminster when George Osborne delivered his speech.
:02:53. > :02:54.I caught up with him earlier and asked him whether the Chancdllor
:02:55. > :03:01.mentioned investment for anxwhere else in the region.
:03:02. > :03:04.The City Deal announcement for Cambridge was by far the biggest
:03:05. > :03:07.piece of news for our region, but there are other things which have
:03:08. > :03:11.been announced today which will go down well. There's going to be a tax
:03:12. > :03:14.break for regional theatre. We talked about this on Look E`st last
:03:15. > :03:18.week. Local theatres in our region have really struggled over the last
:03:19. > :03:21.few years financially. This will go some way to help. There's also going
:03:22. > :03:25.to be ?200 million for councils to bid for to tackle potholes hn their
:03:26. > :03:28.area. This follows a campaign by the Northampton MP Michael Ellis.
:03:29. > :03:32.There's also going to be a small fund to make donations to local air
:03:33. > :03:36.ambulances. And one of the big stories down here today has been the
:03:37. > :03:39.decision to cut the tax on bingo from 20% to 10%. That campahgn was
:03:40. > :03:43.led by the MP for Harlow, Robert Halfon. He was so pleased when the
:03:44. > :03:46.Chancellor made the announcdment today, he led a chorus of, "House,
:03:47. > :03:49.house!" One more announcement today. The Chancellor is going to put money
:03:50. > :03:53.into an Alan Turing Institute, named after that the Bletchley Park code
:03:54. > :03:58.breaker. He said it would ldad the way in the study of data. Wd don't
:03:59. > :04:04.yet know with the institute would be based, universities can bid for that
:04:05. > :04:07.money. Next, the news of more investment
:04:08. > :04:10.and jobs coming to the region. Today Ryanair boss Michael O'Learx said
:04:11. > :04:13.his budget airline was expanding at Stansted Airport. It could lean
:04:14. > :04:18.another 2,000 jobs for the `irport, as well as dozens of new rottes
:04:19. > :04:27.across Europe. Louise Hubball is at Stansted for us now.
:04:28. > :04:33.This is big news for Stanstdd. As a passenger, it means there whll be
:04:34. > :04:37.eight new destinations incltding Athens, Bucharest and Pragud. If you
:04:38. > :04:42.want the figures, it means ` number of Ryanair flights will go tp from
:04:43. > :04:48.490, to 700 every week. That could create up to 2000 new jobs. Today,
:04:49. > :04:53.the boss of Ryanair said since the airport came under new ownership
:04:54. > :04:56.last year things have changdd. I think not just the management but
:04:57. > :05:01.also the people who work at Stansted. There's a new atthtude, a
:05:02. > :05:04.welcome for passengers, the train services have improved and Ryanair
:05:05. > :05:08.is playing its part by not just adding new routes and flights, but
:05:09. > :05:12.also improving our schedules and improving our customer servhce as
:05:13. > :05:18.well. We've heard that this has a good time for the airport. Stansted
:05:19. > :05:22.has been struggling. That's right. Stansted has had a tough tile during
:05:23. > :05:29.the recession. Traditionallx it has always focused leisure travdl. That
:05:30. > :05:32.has suffered during the downturn. In fact, passenger numbers havd dropped
:05:33. > :05:35.by 25%. But now bosses have said they are going to focus on business
:05:36. > :05:41.travel. They are hoping to capitalise on economically rich
:05:42. > :05:45.areas like Cambridge. For a region who has got strong growth
:05:46. > :05:48.opportunities in business and inward investment, so the destinathons that
:05:49. > :05:54.have been announced today and the frequency really supports otr
:05:55. > :06:00.ability as a region to do btsiness and for other parts of the world to
:06:01. > :06:04.do business with us. But thd proof of all of this will be how lany
:06:05. > :06:09.passengers actually use these new routes. Police are still qudstioning
:06:10. > :06:13.seven people after armed police raided a travellers' site in
:06:14. > :06:17.Northamptonshire. A firearm and a quantity of Class A drugs wdre
:06:18. > :06:20.seized during the raid which took place early this morning. Officers
