:00:42. > :00:44.2024 and subject to agreement. The money would be spent on roads,

:00:45. > :00:47.public transport and cycling links. But John Bridge, chief execttive of

:00:48. > :00:49.the Cambridgeshire Chamber of Commerce, says it will 'bardly

:00:50. > :01:02.touch' the region's infrastructure needs. This city deal for C`mbridge

:01:03. > :01:10.was deemed so important that the Chancellor announced it in his

:01:11. > :01:16.budget speech. But now they Cambridge area Chambers of commerce

:01:17. > :01:26.says it is inadequate. Is it a real Deal or a raw deal. We think it is

:01:27. > :01:43.the latter. We think it is totally inadequate. Surprise becausd his

:01:44. > :01:47.views do not accord with wh`t I ve heard in the business community We

:01:48. > :01:53.have negotiated this deal whth many business leaders in Cambridge. I

:01:54. > :01:57.think it is enough. It is developments like this that

:01:58. > :02:04.highlight how quickly the chty is growing. Eventually 17,000 people

:02:05. > :02:11.will work here. The populathon of Cambridge is expected to rise by 20%

:02:12. > :02:16.`` 30% in the next 20 years. Companies like this are part of this

:02:17. > :02:22.growth. They interpret x`raxs and scans for vets. Already it hs the

:02:23. > :02:27.biggest company of its kind in Europe. They could have set up

:02:28. > :02:32.anywhere. We picked Cambridge because there was a vibe about this

:02:33. > :02:35.area. There is a great infrastructure here for growing

:02:36. > :02:42.businesses. But the growth of Cambridge has brought big problems.

:02:43. > :02:49.Not enough affordable housing. It is this that the City Deal Status is

:02:50. > :02:56.supposed to address. It guarantees ?109 up to a possible billion. Every

:02:57. > :03:04.possible `` every pound will be welcome.

:03:05. > :03:08.They've been nearly two years in the planning and have already cost more

:03:09. > :03:10.than ?2 million. But today plans for three controversial solar f`rms in

:03:11. > :03:13.Peterborough are back under review. Tonight the local MP branded the

:03:14. > :03:22.project a shambles. Emma Batgh reports. A way to make cash strapped

:03:23. > :03:26.council 's make millions. In the farmland around Peterborough, lands

:03:27. > :03:33.of one of the biggest sites in Europe but so far not one p`nel has

:03:34. > :03:38.been laid. It is planned to elder one of the farms here. Many people

:03:39. > :03:43.living locally have thought it would have been else by now. As you can

:03:44. > :03:51.see, this is not the case. Plans for the solar farms were first tnveiled

:03:52. > :03:57.in September 2012. In June last year, hundreds protested about the

:03:58. > :04:01.plans and in November archadologists were brought in to check thd sites.

:04:02. > :04:07.Now a working party has been set up to look again at the impact of the

:04:08. > :04:13.plan. This man's family has farmed here for almost a century and he has

:04:14. > :04:19.openers the plants in the bdginning. He will lose some land if it goes

:04:20. > :04:25.ahead and welcomes the revidw. You can say that the battle is one but

:04:26. > :04:31.not the war. I think it is nice that everybody has got behind us. We are

:04:32. > :04:39.just showing what people power can do. The council says the solar park

:04:40. > :04:45.will generate huge amounts of electricity and income. Eddhe says

:04:46. > :04:52.it is a major decision and they want to make sure people are givdn a fool

:04:53. > :04:55.opportunity to have their s`y. Council workers in Milton Kdynes

:04:56. > :04:57.have been protesting over a one per cent pay offer which they s`y isn't

:04:58. > :05:00.enough. Unions say some workers are

:05:01. > :05:03.struggling to make ends meet. And that the chief executive's salary,

:05:04. > :05:15.of more than ?150,000, is disproportionately high. Few in

:05:16. > :05:21.number but a protest for many. Local council workers struggling to make

:05:22. > :05:31.ends meet. This lady says EPA frees forced her to sell her home.

:05:32. > :05:37.Property races here are so high Many of their members are cleaners

:05:38. > :05:44.and caterers. Many earning less than the living wage, compare th`t with

:05:45. > :05:53.the salary of the Chief Executive. David Hill Emms ?154,000 can you

:05:54. > :06:01.understand what some of thel are complaining about? I can understand

:06:02. > :06:06.that but in a complex organhsation like this you have to have seen your

:06:07. > :06:15.managers who are capable of taking complex decisions. I agree ht is a

:06:16. > :06:21.big job but lots of our members are also doing a difficult jobs. The

:06:22. > :06:30.people at the lowest end of the pay scale also deserve a decent pay

:06:31. > :06:33.award. With pressure on budgets the government would argue it would be

:06:34. > :06:37.difficult to offer more. In football, Just one of our teams

:07:58. > :08:02.be very high across a large swathe of the country. A couple of reasons

:08:03. > :08:06.why this is happening. During today, high levels of pollution across

:08:07. > :08:09.parts of East Anglia but you can see how extensive it becomes tomorrow.

:08:10. > :08:13.One of the reasons this is happening is because of a light wind dragging

:08:14. > :08:19.pollution from here in our direction and on top of that, our own

:08:20. > :08:23.pollution from industry, industrial pollution, but by Thursday, the

:08:24. > :08:27.weather pattern will change so we think the pollution levels will tend

:08:28. > :08:34.to go down a little bit. Certainly by Thursday. On top of that, we also
