:00:00. > :00:00.effort to put people off smoking. That is all from the BBC News

:00:00. > :00:09.Hello and welcome to Thursd`y's Look East. Coming up in the next 30

:00:10. > :00:13.minutes: 11 members of the same family are jailed for the khdnap and

:00:14. > :00:18.torture of a couple in the Fens Police say it's the worst c`se of

:00:19. > :00:23.vigilantism they've ever sedn. Also tonight: The morning after the

:00:24. > :00:33.night before ` Nick Clegg t`lks about that debate and defends

:00:34. > :00:36.Cambridge's City Deal money. People say ?1 billion isn't enough

:00:37. > :00:39.but it is much more than ?0. And we'll be here later in the

:00:40. > :00:43.programme: Up, up and away. How the region's airports are expanding `

:00:44. > :00:52.without the prospect of a ndw major runway.

:00:53. > :00:57.And a soldier 's life in a sick case which had not been opened for nearly

:00:58. > :01:00.100 years. Good evening. First tonight, it s

:01:01. > :01:03.been described by police as the worst case of vigilantism they've

:01:04. > :01:08.ever seen, like a scene frol a Hollywood film. 11 members of the

:01:09. > :01:12.same family kidnapped and tortured a couple they wrongly believed

:01:13. > :01:23.murdered their elderly relative Today, those family members were

:01:24. > :01:28.jailed for a total of 60 ye`rs. The pregnant woman and her partner were

:01:29. > :01:33.held against their will and eaten in an attempt to extract confessions.

:01:34. > :01:35.But 75`year`old Gertrude Fr`nkham from west Norfolk had actually died

:01:36. > :01:38.from natural causes. Our hole affairs correspondent Sally Chidzoy

:01:39. > :01:44.was in court to hear today's verdicts.

:01:45. > :01:52.Behind bars tonight, members of a family fixated on revenge. They are

:01:53. > :02:03.relatives of Gertrude Frankham who had been married to Iman often

:02:04. > :02:08.referred to as the king of the gypsies. The family were convinced

:02:09. > :02:13.she had been murdered and khdnapped the man they believed responsible.

:02:14. > :02:20.And his pregnant late `` he`vily pregnant partner. They beat them and

:02:21. > :02:26.filmed it. There was blood on her face and she was very distrdssed.

:02:27. > :02:32.She was heavily pregnant at the time and people were forcing her to say

:02:33. > :02:37.what they wanted her to say. She would have been in fear for her own

:02:38. > :02:46.life as well as the safety of her unborn child. Police were alerted

:02:47. > :02:48.after the dot dial nine 990 is tell pleased they had a confession after

:02:49. > :03:06.beating the women. Police investigated the murder

:03:07. > :03:27.allegations. Won it was the family who ended up in

:03:28. > :03:31.the dock. Sentencing the 11 defendants to a total of 60 years in

:03:32. > :03:35.jail, the judge said they wdre a family who saw themselves as being

:03:36. > :03:40.above the law, that they ard imposed their own law. He said the punched,

:03:41. > :03:45.kicked and drag the male victim into a warehouse and forced him hnto a

:03:46. > :03:51.chair. He said it was a scene reminiscent of some while Hollywood

:03:52. > :03:57.film. The family still insist Gertrude Frankham was murdered.

:03:58. > :04:03.She will get her justice and the police know who the murderer is

:04:04. > :04:08.None of the family should a Morse. `` showed remorse.

:04:09. > :04:12.The Deputy Prime Minister, Nick Clegg, was in Cambridge tod`y

:04:13. > :04:16.talking up the benefits of City Deal status. That's the funding for the

:04:17. > :04:19.region which could be worth up to ?1 billion. Mr Clegg took a totr around

:04:20. > :04:23.the Science Park, something he says the money will build on to dnsure

:04:24. > :04:27.that the city continues to be a magnet for high tech companhes. But

:04:28. > :04:29.it was only this week that the chief executive of the Cambridgeshire

:04:30. > :04:33.Chambers of Commerce called into question what the deal is actually

:04:34. > :04:39.worth and how much impact the extra cash will have.

:04:40. > :04:43.We really feel that the Citx Deal is inadequate to deal with the kind of

:04:44. > :04:50.problems that we already have. We have said is it a real Deal or a raw

:04:51. > :04:54.deal? We think it is the latter And it was precisely that point that

:04:55. > :05:00.I put to Nick Clegg directlx when I had the opportunity to talk to him

:05:01. > :05:04.earlier today. I don't agree. The problem hs when

:05:05. > :05:16.you make an announcement like this that people say it isn't enough

:05:17. > :05:19.It is interesting you see ?0 billion because only 100 million is

:05:20. > :05:26.guaranteed. No, 100 million comes up front then

:05:27. > :05:31.400 million is revenue generated here that would be normally sent

:05:32. > :05:38.down to the Treasury but is retained here. But you are right the other

:05:39. > :05:46.half a billion needs to be latched. The commuters who will be able to

:05:47. > :05:51.travel more freely will be less interested in which hundreds of an

:05:52. > :05:53.comes from where. That is the main thing that people are worridd

:05:54. > :05:57.about, the congestion and transport links.

:05:58. > :06:04.They were talking about representing the business community. There is a

:06:05. > :06:10.feeling that this money will just paper over the cracks.

:06:11. > :06:20.This is a plan which, unlikd the bad old days, when plans for Calbridge

:06:21. > :06:27.were drafted on the back of an envelope, this is a decision made

:06:28. > :06:32.locally. Local business people have been authors of this plan.

:06:33. > :06:39.The rest is, if we don't get it right, at government and local

:06:40. > :06:42.level, we could have companhes going off to silicon valley. If wd don't

:06:43. > :06:47.get this right they will le`ve. That's why we have to get it right.

:06:48. > :06:53.I like to see the positive side of this. This is ?1 billion City Deal

:06:54. > :07:01.that didn't exist. Let's talk about your debate with Nigel Farage

:07:02. > :07:08.because this area is a UKIP stronghold.

:07:09. > :07:12.How did you think you performed I enjoyed it and would have debates

:07:13. > :07:17.like that every day. When someone like Nigel Farage comes along and

:07:18. > :07:22.says I can lift all the problems from your shoulders because it is

:07:23. > :07:25.someone else's fault I can understand that is an attractive

:07:26. > :07:32.idea. Nevertheless, people are listening.

:07:33. > :07:35.The UKIP vote stands at 21% in this region and we now have over 50

:07:36. > :07:40.councillors at county and dhstrict level. They are a force to be

:07:41. > :07:45.reckoned with, aren't they? Indeed and it is an attracthve

:07:46. > :07:53.argument but a dangerous ond. Have to look at the bigger picture. One

:07:54. > :08:02.in seven of the businesses hn this country were created by people who

:08:03. > :08:07.came from elsewhere in the world and created taxes. It is better for us

:08:08. > :08:10.to be in the European Union. Thank you.

:08:11. > :08:13.Police in Milton Keynes say they're becoming increasingly concerned for

:08:14. > :08:17.the welfare of a teenager who's been missing from her home for more than

:08:18. > :08:20.a week. Cailey`Anne Payne is 16 She was last seen with friends on

:08:21. > :08:30.Saturday in London. Our reporter Ben Bland is in Milton Keynes for us

:08:31. > :08:36.now. Ben, what more can you tell us? Cailey`Anne went missing last

:08:37. > :08:38.Wednesday, more than a week ago She was seen at Milton Keynes train

:08:39. > :08:45.station that evening and has only been seen once on Saturday lorning

:08:46. > :08:50.in the acting area of West London. She is 16 years old and has gone

:08:51. > :08:55.missing before but detectivds are worried for three reasons, because

:08:56. > :09:00.she is on her own, has no access to money and the length of timd, seven

:09:01. > :09:05.days, is giving them cause for concern and they are treating its

:09:06. > :09:09.very seriously indeed. I asked one of the detectives estimate have any

:09:10. > :09:15.luck tracking her down using her mobile phone signal or bank card

:09:16. > :09:21.usage. We are doing lots of enquiries as is standard procedure.

:09:22. > :09:26.We are keen to get communitx intelligence. Any friends or family

:09:27. > :09:34.who now Cailey`Anne and makd no worse years are asked to cole

:09:35. > :09:39.forward and share information. The police have issued a description

:09:40. > :09:47.and a photo. She is white, five foot three, of medium build with long

:09:48. > :09:50.dark red hair. They ask for people who see her to appeal to her to get

:09:51. > :09:54.in touch with her family and let them know she is safe.

:09:55. > :09:58.The family are worried as you can imagine. They are working clothes

:09:59. > :10:03.with police and we are making sure they are supported well the search

:10:04. > :10:07.continues. Detectives tell me they are focusing

:10:08. > :10:14.their search in London and here in Milton Keynes. They are urghng

:10:15. > :10:24.anyone who sees Cailey`Anne to get in touch with them by calling 1 1.

:10:25. > :10:30.An amateur footballer has bden arrested and charged for posting

:10:31. > :10:33.abusive tweets. Nine tweets were sent, two of them allegedly

:10:34. > :10:40.discriminating against a disabled person. The FA would not reveal the

:10:41. > :10:44.exact content of the tweets but he has until next week to respond to

:10:45. > :10:48.the charges. It's estimated that it could take

:10:49. > :10:51.councils in this region eight years to clear the backlog of rep`irs to

:10:52. > :10:55.our roads. A freezing winter followed by a wet one have left

:10:56. > :10:58.roads severely potholed and damaged. The government has given cotncils in

:10:59. > :11:02.the East more than ?15 millhon in extra funding. But one industry

:11:03. > :11:08.group says it's a drop in the ocean and it will be years before all the

:11:09. > :11:14.damage can be put right. What we would like to see is a more

:11:15. > :11:19.proactive maintenance schemd for the area and more money being ptt into

:11:20. > :11:25.fixed those roads. Whether that money comes from local or n`tional

:11:26. > :11:29.government. In less than 24 hours, a vote in

:11:30. > :11:35.Brussels could mean online hmages of child sexual abuse become more

:11:36. > :11:39.difficult to block. That is the concern of the Cambridgeshire `based

:11:40. > :11:47.charity the Internet Watch Foundation.

:11:48. > :11:55.Restrictions on the Internet registered. Better for businesses,

:11:56. > :12:00.with their websites less able to be blocked. They brought here for more

:12:01. > :12:08.freedom on the web and now fears that more images of children will be

:12:09. > :12:13.difficult to remove. We must not allow any weakening of powers to

:12:14. > :12:17.tackle child abuse. But I am confident that reason will

:12:18. > :12:28.prevail and this very unfortunate vote will be overturned.

:12:29. > :12:32.The IAAF can have pictures removed almost instantly but they could

:12:33. > :12:42.though remain up for days or even weeks until permission has been

:12:43. > :12:45.granted. The Internet Watch Foundation wouldn't speak on camera

:12:46. > :12:54.but said they would be watching developments. The vote is l`ter this

:12:55. > :13:00.year and if it goes the samd way, changes to the Telecom bill will

:13:01. > :13:05.become binding. We want to have a system th`t allows

:13:06. > :13:13.companies like the IAAF the ability to take child abuse images of the

:13:14. > :13:17.Internet. We want to be abld to do that internationally and not just in

:13:18. > :13:24.the UK. The IAAF worried that more child

:13:25. > :13:29.images are being viewed every day and they will lose the power to

:13:30. > :13:34.remove them. Northampton will look to reach the next round of the cup

:13:35. > :13:43.tonight. The Highways Agency says its plans

:13:44. > :13:45.for improvements are on schddule and the plan to have consultations next

:13:46. > :13:48.month. delayed after it emerged he had a

:13:49. > :13:48.fraud conviction. He served six months for the offence

:13:49. > :13:50.month. Those are the top stories for

:13:51. > :13:56.tonight. He used to weigh 70 stone, but is

:13:57. > :14:00.now down to 22 stone. The operation could reduce his weight by ` further

:14:01. > :14:02.seven stone. Still to come: The pioneering surgery to help women

:14:03. > :14:17.with all bladder problems. Smog and pollution levels in parts

:14:18. > :14:20.of this region have been higher than anywhere else for the second day

:14:21. > :14:23.running, according to the Mdt Office. South easterly winds have

:14:24. > :14:26.blown dust from the Sahara.. And pollution from the continent. But

:14:27. > :14:29.tonight there are questions over the levels of pollution and whether

:14:30. > :14:45.they've really been as bad `s predicted. This is a Birds Dye view

:14:46. > :14:49.at Luton Airport. All of thdse buildings shrouded by a curtain of

:14:50. > :14:53.smog. It has been a murky phcture in more ways than one. I region was

:14:54. > :14:56.predicted to be one of the worst places in the country for pollution.

:14:57. > :15:01.Depending on which experts xou listen to. There is still a blanket

:15:02. > :15:05.of haze across Norwich at the moment. The Met office says that any

:15:06. > :15:13.pollution scale of one to tdn, it will be ten. That means verx high.

:15:14. > :15:19.Defra says it will be low. Tnless you are in a city or town or buy a

:15:20. > :15:23.busy road. If one or two pl`ces have a high reading and you colotr a

:15:24. > :15:27.large area of the map with that colour then everybody thinks they

:15:28. > :15:30.will get bad pollution levels. It is a bit like telling people who live

:15:31. > :15:34.on the top of a hill that there will be flooding and it applies only to

:15:35. > :15:43.people in the valleys. Saharan dust coated cars yesterday.

:15:44. > :15:46.A perfect recipe for high ahr pollution. The Defra websitd showed

:15:47. > :15:51.the highest alert possible hn purple. But it has not been as high

:15:52. > :16:03.as forecast. Despite the warnings, this man took his job for `` took

:16:04. > :16:08.his dog for the usual walk. I would not say the experts are

:16:09. > :16:12.right or wrong. But we do normally get sand blowing up from thd Sahara

:16:13. > :16:21.at this time of year. With ` strong southerly and I suppose with the

:16:22. > :16:25.high`pressure and low presstre, weak spectre it.

:16:26. > :16:27.The warnings have continued. Although the readings from this

:16:28. > :16:32.monitoring station in Norwich have been consistently low. This man is

:16:33. > :16:35.an expert in weather and air pollution at the University of East

:16:36. > :16:40.Anglia. He says it does not take much for the forecast to be wrong.

:16:41. > :16:44.There are three elements kex to a good forecast. Getting the weather

:16:45. > :16:51.right, quantifying how much volition there is, and understanding the

:16:52. > :16:58.atmospheric chemistry. `` quantifying how much polluthon there

:16:59. > :17:01.is. Experts say that while air pollution

:17:02. > :17:08.is a serious issue, it should be kept in perspective. We apologise

:17:09. > :17:14.for sound problems during that report.

:17:15. > :17:17.It's nearly four months since the Government's Airports Commission

:17:18. > :17:20.left Stansted off the short list for a new runway. It was a move that

:17:21. > :17:23.delighted campaigners opposdd to expansion. But ever since Stansted

:17:24. > :17:25.has been showing signs of growth, handling more passengers and

:17:26. > :17:29.announcing new deals with ahrlines. And it's not just at Stanstdd. Luton

:17:30. > :17:32.and Southend have also been expanding. So does it matter we re

:17:33. > :17:39.probably not going to get a new major runway?

:17:40. > :17:43.The Airports Commission may have said an initial "no" to a sdcond

:17:44. > :17:46.runway at Stansted. But that does not mean that the region's `irports

:17:47. > :17:49.are going nowhere. They havd substantial spare capacity. Recent

:17:50. > :17:52.weeks have seen a flurry of announcements by airlines planning

:17:53. > :17:54.major growth. This week it was easyJet, planning to double

:17:55. > :17:57.passenger numbers at Luton. Last week, Flybe announced six ndw routes

:17:58. > :18:00.from Southend. Two weeks ago, Ryanair said it would incre`se

:18:01. > :18:04.passenger numbers at Stanstdd by 50%. How much spare capacitx do the

:18:05. > :18:07.region's airports have? Luton currently flies ten million

:18:08. > :18:08.passengers a year. It could, with Government permission, fly tp to 18

:18:09. > :18:18.million. Southend currently flies ond million

:18:19. > :18:21.and could go up to 5 million, if it was allowed to. Stansted, ctrrently

:18:22. > :18:25.at 18 million, has permission to go up to 35 million. But if pl`nning

:18:26. > :18:34.controls were relaxed, it could go up to 45 million on just ond runway.

:18:35. > :18:39.From an 18 million passenger starting point this year, wd believe

:18:40. > :18:43.in the next 15 to 20 years, we'll be at 35 million. As we go beyond that

:18:44. > :18:49.figure, depending on growth rates over the next ten to 15 years,

:18:50. > :18:53.getting up to 45 million. 45 million would be ten million more

:18:54. > :18:59.than they presently have permission for. That's the size of Birlingham.

:19:00. > :19:02.So we would not simply roll over and accept it. We would want to discuss

:19:03. > :19:05.with the airport the noise hmpact, the air quality impact, and to

:19:06. > :19:10.ensure the interests of loc`l people were safeguarded.

:19:11. > :19:13.With anything up to 35 years of spare capacity, Stansted fedls it

:19:14. > :19:17.can ease any shortage of runway space in the South East. And it is

:19:18. > :19:20.not the only place that feels that way.

:19:21. > :19:23.Southend is one of the airports that will be able to provide addhtional

:19:24. > :19:27.capacity before any new runway is built. So we can grow our route

:19:28. > :19:33.network and help to solve some of the South East airport capacity

:19:34. > :19:36.issues. The Airports Commission is looking

:19:37. > :19:39.at Heathrow and Gatwick for possible new runways. But fears Stansted will

:19:40. > :19:55.be left with nowhere to grow appear overdone. More women are sahd to

:19:56. > :19:58.suffer from bladder problems than some forms of cancer. But it can be

:19:59. > :20:03.embarrassing to talk about `nd many suffer in silence. 18 at

:20:04. > :20:08.Hinchingbrooke Hospital in Cambridge has become the first in this region

:20:09. > :20:11.to use a new type of keyhold surgery to repair the damage. They want to

:20:12. > :20:19.get this message across: If you have a problem, get help.

:20:20. > :20:25.Are you feeling nervous abott your surgery today?

:20:26. > :20:31.Ahead of her operation, this woman hopes it will change her life. She

:20:32. > :20:35.is lucky that the gynaecology team here has won a national accolade for

:20:36. > :20:39.helping women with unary and pelvic floor problems. While some `re keen

:20:40. > :20:46.to have this operation, othdrs don't have it so easy.

:20:47. > :20:51.Older ladies may just put up with things until it has got to the point

:20:52. > :20:57.really cannot put up with any more. That is because they just dhd not

:20:58. > :21:01.want to talk to their GP about it. It is not pain, just discomfort But

:21:02. > :21:12.you don't want to tell people about it.

:21:13. > :21:16.She is being given a general anaesthetic but the procedure will

:21:17. > :21:21.only take 20 minutes. The hospital has been praised for its usd of

:21:22. > :21:26.keyhole surgery. But today, the operation is being done

:21:27. > :21:32.conventionally. I can see where the healthy tissue is and where the

:21:33. > :21:38.weaker tissue is. I can then join them up and provide strength.

:21:39. > :21:43.Figures show that one in five women suffer from these kinds of problems.

:21:44. > :21:47.Higher than some cancers and diabetes. But only a quarter of

:21:48. > :21:53.women seek help. If they did look for treatment, there is an 80%

:21:54. > :21:59.success rate. Penny has alrdady encouraged others to seek advice

:22:00. > :22:04.over similar problems. The lore ladies that go out and talk about

:22:05. > :22:07.what they have had done, and that has made a huge difference to their

:22:08. > :22:12.lives, those who are out thdre worrying that it is surgery need not

:22:13. > :22:20.worry. We have a vast range of options.

:22:21. > :22:31.One alternative is Botox. Soon the surgery is over and it is only lunch

:22:32. > :22:34.time. She will go home tomorrow In 1916, a young soldier from

:22:35. > :22:38.Hertfordshire was killed at the Battle of the Somme. Edward Ambrose

:22:39. > :22:40.was just 18 and when he went to war he took a suitcase with him for all

:22:41. > :22:53.his personal possessions. There's all sorts of things, this

:22:54. > :22:56.being perhaps one of the nicest .. Stored away for almost a century,
