:00:19. > :00:22.police as the worst case of vigilantism they've ever sedn ` like

:00:23. > :00:25.a scene from a Hollywood film. Eleven members of the same family

:00:26. > :00:29.kidnapped and tortured a cotple they wrongly believed murdered their

:00:30. > :00:33.elderly relative. Today those family members were jailed for a total of

:00:34. > :00:37.60 years. The pregnant woman and her partner were held against their will

:00:38. > :00:40.and beaten in an attempt to extract confessions. Our home affairs

:00:41. > :00:52.correspondent Sally Chidzoy was in court to hear today's verdicts.

:00:53. > :00:58.Behind bars tonight, members of a family fixated on revenge. They are

:00:59. > :01:01.the daughters, grandchildren, great`grandchildren and a

:01:02. > :01:06.daughter`in`law of Gertrude Frankham, the widow and matriarch of

:01:07. > :01:10.the family. She had been married to Eli Frankham, often describdd as

:01:11. > :01:16.king of the gypsies. Gertrude was found dead in her bed in 2002. The

:01:17. > :01:21.family were convinced she h`d been murdered. They kidnapped thd man

:01:22. > :01:27.they thought was responsibld and his heavily pregnant partner. They beat

:01:28. > :01:32.the couple and filmed at all. There was blood on her face. She was very

:01:33. > :01:38.distressed. She was heavily pregnant at the time. The people within the

:01:39. > :01:44.film were forcing her to sax what they wanted her to say. She would

:01:45. > :01:50.have been in fear for her own life, as well as the safety of her unborn

:01:51. > :01:56.child. Police were alerted `fter Gertrude's daughter Sheila Conboy

:01:57. > :01:57.dialled 999 to tell police they had a confession after beating the

:01:58. > :02:19.woman. Police investigated the famhly's

:02:20. > :02:24.murder allegations. Gertrudd's body was it seemed from Wisbech

:02:25. > :02:28.Cemetery. Two pathologists dxamined her remains. Police concluddd she

:02:29. > :02:33.died from natural causes. Whth the phone call and the footage of the

:02:34. > :02:38.torch and kidnap, it was thd family who ended up in the dock. Sdntencing

:02:39. > :02:42.the 11 defendants to a total of 60 years in jail, the judge sahd they

:02:43. > :02:47.were a family who saw themsdlves as being above the law. They ilposed

:02:48. > :03:03.their own law. They punched, kicked and dragged the male victim into a

:03:04. > :03:05.warehouse and forced him into a chair. It was a scene reminhscent,

:03:06. > :03:07.he said, of some vile Hollywood film. The family still insist

:03:08. > :03:12.Gertrude was murdered. She will get her justice. The Norfolk police know

:03:13. > :03:15.who her murder is. None of the family showed any remorse on being

:03:16. > :03:18.jailed. The Deputy Prime Minister Nhck Clegg

:03:19. > :03:22.was in Cambridge today talkhng up the benefits of City Deal status.

:03:23. > :03:27.That's the funding for the region which could be worth up to ` billion

:03:28. > :03:30.pounds. He took a tour around the science park, something he says the

:03:31. > :03:36.money will build on to ensure that the city continues to be a lagnet

:03:37. > :03:43.for high tech companies. It is a formula the governmdnt hopes

:03:44. > :03:48.will create jobs. The Deputx Prime Minister was given a tour of a

:03:49. > :03:52.laboratory which tests new medicines. It is businesses like

:03:53. > :03:57.this which the government hopes will flourish through the city Ddal

:03:58. > :04:02.status. Cambridge said this is what we want, we want this money to

:04:03. > :04:05.improve housing and develop more apprenticeships and have money to

:04:06. > :04:10.deal with the bottlenecks locally. It comes on top of the monex which

:04:11. > :04:17.has already been announced for significant improvements on the A1

:04:18. > :04:21.for. So what is the City De`l? It could be worth ?1 billion to

:04:22. > :04:25.Cambridgeshire. A government grant of 500 million with local

:04:26. > :04:29.authorities expected to match it. Only the first ?100 million of

:04:30. > :04:35.government money is guarantded. The last two chunks are due in 2019 and

:04:36. > :04:40.2024 and are subject to agrdement. The money will be spent on roads,

:04:41. > :04:44.public transport and cycling links. When local business leaders looked

:04:45. > :04:47.closely at the detail, not `ll were impressed. Some said it would barely

:04:48. > :04:54.touch the region's infrastrtcture needs. We really feel the chty Deal

:04:55. > :04:59.is inadequate to deal with the problems we have. We have s`id, is

:05:00. > :05:04.it a real Deal or a raw deal. We feel it is the latter. I don't

:05:05. > :05:08.agree. Whenever you make an announcement like this, people say

:05:09. > :05:14.it does not go far enough btt it is going a lot further than it is at

:05:15. > :05:19.the moment. ?1 billion is mtch better than ?0. Mr Clegg's visit

:05:20. > :05:23.Cambridge came a day after the TV debate on Europe with the UKIP

:05:24. > :05:28.leader Nigel Farage. But today a different debate right here in our

:05:29. > :05:38.region. Is the City Deal good enough to keep Cambridge as a world`class

:05:39. > :05:41.hub for science and technology? Police in Milton Keynes havd been
