:00:55. > :01:00.Good evening. Well, it's bedn promised, planned, scrapped and

:01:01. > :01:05.promised again. Today the government announced its latest proposdd new

:01:06. > :01:08.route for the A14. It would bypass Huntingdon with the aim of dnding

:01:09. > :01:15.bottlenecks and delays and transforming what's become the

:01:16. > :01:19.busiest road in the region. We'll bring you all the local reaction to

:01:20. > :01:22.the plan. And a promise frol the Roads Minister about when work is

:01:23. > :01:25.actually due to start. First though let's go live to Mike Cartwright.

:01:26. > :01:37.And Mike, you're actually standing where the new route could bd. Yes,

:01:38. > :01:42.the new route will pretty mtch follow the old told route. Ht will

:01:43. > :01:48.come out of that cutting, follow that hedge line and then out across

:01:49. > :01:53.the valley, across the East Coast mainline. Detailed plans were

:01:54. > :02:00.released today and our reporter has taken a look. Sitting in a traffic

:02:01. > :02:06.jam, it can feel as though xour journey is taking for ever, a bit

:02:07. > :02:11.like the plans to upgrade and improve the congested A14. So what

:02:12. > :02:16.is being proposed now? A14 north of Cambridge between Milton and curtain

:02:17. > :02:22.would be widened, from two lanes each side to three lanes. They would

:02:23. > :02:28.also be improvements at the interchange where two of thd busiest

:02:29. > :02:36.roads marriage, the A14 and the M 11. From there, the existing A1

:02:37. > :02:39.would also be widened. Then comes the biggest part of the project

:02:40. > :02:45.This is where the new stretch of the road would start the year at the

:02:46. > :02:51.Cambridge services. Instead of and lorries using the current fraud

:02:52. > :02:57.they would be diverted onto the new road with three lanes, to bd built

:02:58. > :03:17.on those fields over there. We did a consultation last xear

:03:18. > :03:24.that was a consultation on options. We had a tolling scheme then, but

:03:25. > :03:27.that has now been removed. We have statutory consultations before we

:03:28. > :03:32.make our submission to the planning permission to get legal powdrs to

:03:33. > :03:37.construct the road. And while in Huntingdon, the crumbling vhaduct

:03:38. > :03:48.would be knocked down, leavhng the old A14 as an access road. Hf this

:03:49. > :03:52.sounds familiar, it is. The route is pretty much the same one th`t has

:03:53. > :03:57.been talked about since the 199 s, so is this just an ex`part of the

:03:58. > :04:04.stop`start that has been thd journey of the A14 upgrade. The A14 is an

:04:05. > :04:10.incredibly imported rose and it needs this upgrade. If it goes

:04:11. > :04:16.according to plan, work on this ?1.5 billion project is due to start

:04:17. > :04:19.towards the end of 2016. Mike, today marks the start of a

:04:20. > :04:30.10`week public consultation. What are people saying so far? Speaking

:04:31. > :04:34.to business leaders, they are urging people to get involved in this

:04:35. > :04:39.consultation, to put pressure on the government to make sure this time

:04:40. > :04:44.this happens. These plans whll be shown in more than 20 venues. People

:04:45. > :04:49.ask, what is the point of going to see them, this is a done de`l? But

:04:50. > :04:55.the highways agency is says this is your chance to have your sax. They

:04:56. > :05:01.say the upgrade will happen this time. For the next ten weeks, people

:05:02. > :05:05.looking at the plans in village halls, leisure centres and

:05:06. > :05:09.libraries. In Huntingdon, not everyone is convinced it will be

:05:10. > :05:13.built. They have talked abott it so many times and nothing ever happens.

:05:14. > :05:19.I would like to think it will happen, but I very much doubt it.

:05:20. > :05:30.The more people talk about ht, the more that the government should do

:06:30. > :06:34.mistake cannot happen again. We need to make sure we get everyond to

:06:35. > :06:39.response to the consultation in the same way, to show they despdrately

:06:40. > :06:43.need the road and make sure that whoever is in power after the

:06:44. > :06:49.election in 2015 knows and understands the depth of fedling.

:06:50. > :06:57.The earliest work could beghn is 2016, two years at least living with

:06:58. > :07:00.the old A14. Since the scrapping of the toll road, a big pot of cash has

:07:01. > :07:07.come from government to pay for this. The rest will come from local

:07:08. > :07:12.authorities along the way. There is a growing confidence that this will

:07:13. > :07:17.happen, but people in the street say they will believe it when they see

:07:18. > :07:21.it. Earlier I spoke to the Roads Minister Robert Goodwill and put it

:07:22. > :07:27.to him that when it comes to A1 improvements... Well, we've been

:07:28. > :07:34.here before. Yes, we had a previous consultation. At that point, we made

:07:35. > :07:38.the very important decision to ditch the tolling system. Now people will

:07:39. > :07:43.not have to pay. It was the only programme in the country whdre we

:07:44. > :07:47.were proposing that, but now we have more money from the Chancellor, so

:07:48. > :07:56.we can build this without a tolling system, which will alleviatd

:07:57. > :08:00.congestion problems. Are yot convinced the money is therd? David

:08:01. > :08:05.Cameron said, if we need new roads, we will simply have to pay for them

:08:06. > :08:12.and he was referring to tolling systems. We have actually tripled

:08:13. > :08:17.the roads budget, which means we can go ahead with big schemes lhke this,

:08:18. > :08:22.which are in big boost to local economy, and local people whll have

:08:23. > :08:27.the pressure and abbreviated on the existing road, which will still be

:08:28. > :08:31.available for local people. Let s talk about time frames. The

:08:32. > :08:34.improvement of the A14 has been rumbling on for years. We wdre

:08:35. > :08:41.discussing preferred routes at the previous government put forward in

:08:42. > :08:47.2009. Five years on, we're still discussing a preferred routd. It is

:08:48. > :08:52.really going to happen this time. We are consulting on the boot `t the

:08:53. > :08:57.moment and we expect me bridging the first spades in the ground hn 2 16.

:08:58. > :09:02.The government have tripled the roads budget and we have thd money

:09:03. > :09:08.to do it. You sound confident, but we have spoken to people today who

:09:09. > :09:13.are not, and you cannot blale them, because there is a general dlection

:09:14. > :09:18.next year, so you can't givd any guarantees. We have laid out our

:09:19. > :09:24.plans for after the election. I can understand people being concerned,

:09:25. > :09:33.because Tony Blair, when he came in in 1997, he declared a moratorium on

:09:34. > :09:38.road projects. We do understand the importance of interest at Church in

:09:39. > :09:42.shooting we have a modern economy, capable of withstanding the talent

:16:06. > :16:09.a qualification, students are guaranteed a job interview. It is a

:16:10. > :16:14.big opportunity for this 21`year`old, who has been unemployed

:16:15. > :16:19.for four months. After some last`minute preparation, her big

:16:20. > :16:22.moment has finally arrived. I am quite nervous. I have not done it

:16:23. > :16:30.for quite awhile, but the course is help me build up confidence. Touch
