:00:09. > :00:20.Coming up: Stop shielding this father's killers. A plea a xear

:00:21. > :00:27.after his mother from his f`ther. Please come forward. We need you to

:00:28. > :00:36.speak. Spiralling debts could lead to a cut in services in Bedfordshire

:00:37. > :00:43.and Milton Keynes. Sending our souls to the far east, how shoes lade here

:00:44. > :00:49.are boosting the export market. And why a man is pounding bdat

:00:50. > :00:52.pavement quest `` dressed as The Gherkin.

:00:53. > :00:58.Good evening. The family of a man who was gunned down in Luton has

:00:59. > :01:04.appealed for an end to what they call a conspiracy of silencd. Paul

:01:05. > :01:07.Foster was a father of thred. He was leaving a friend's house on the

:01:08. > :01:12.Lewsey Farm estate when he was fatally shot. That was a ye`r ago.

:01:13. > :01:16.There's a ?10,000 reward for information and the police hoped the

:01:17. > :01:27.money would be the key to unlock the case. But still nobody has come

:01:28. > :01:32.forward. 12 months may have passed but this investigation is stuck on

:01:33. > :01:37.day one. Police admit they `re no closer to catching Paul Foster's

:01:38. > :01:41.killer. The 46`year`old was shot dead as he left a friend's house on

:01:42. > :01:49.April nine past year. Today his family called on the communhty to

:01:50. > :01:55.end their silence. No longer can children say they have a father

:01:56. > :02:02.wife or husband. He was innocent. People need to come forward to see

:02:03. > :02:07.justice is done. A ?10,000 reward has been offered but remains

:02:08. > :02:13.unclaimed. Detectives say whtnesses should not be frightened of talking

:02:14. > :02:18.to police. I am convinced an eyewitness is out there. Thdy should

:02:19. > :02:23.give us a statement and givd their evidence in court. We can protect

:02:24. > :02:31.them and offer them rewards and get them out of Luton. This was not the

:02:32. > :02:36.only tragedy to hit the famhly. Seven months earlier, his

:02:37. > :02:41.19`year`old nephew was killdd by a rival who was later convictdd of his

:02:42. > :02:48.murder and jailed for 24 ye`rs. His grandfather says the family need the

:02:49. > :02:55.same justice for Paul. If you could speak directly to those who murdered

:02:56. > :03:00.Paul, or those who knew what and who murdered Paul, what would you say?

:03:01. > :03:06.They need to come forward and release the family from so luch

:03:07. > :03:11.despair. The killers are not being brought to book. We need yot to

:03:12. > :03:16.speak. The police will protdct you. Police Walker was a father `nd

:03:17. > :03:19.husband and his father say he was an innocent victim in the wrong place

:03:20. > :03:26.at the wrong time. They are burgeoning `` urging those bring his

:03:27. > :03:28.killers to come forward. The Northamptonshire MP Andrea

:03:29. > :03:35.Leadsom has become a Governlent Minister. She's been promotdd to the

:03:36. > :03:38.Treasury as part of the minh reshuffle which followed thd

:03:39. > :03:44.resignation of the Culture Secretary Maria Miller. Our political

:03:45. > :03:50.correspondent Andrew Sinclahr is at Westminster. This is quite `

:03:51. > :03:57.promotion isn't it? It is long overdue. Andrew led some is the most

:03:58. > :04:06.promising of the intake. `` Andrea led some. `` Andrea Leadsom. She is

:04:07. > :04:10.a leading member of the Tre`sury and Select Committee. She has done a lot

:04:11. > :04:14.to promote the cause of better parenting. No comments yet but her

:04:15. > :04:22.friends and colleagues are delighted. And really `` Andrea

:04:23. > :04:27.Leadsom is a woman on a mission It is an appointment that refldcts what

:04:28. > :04:32.the public want. They are frequently telling politicians that thdy want

:04:33. > :04:37.them to be a person with a real job in the real world. She has had a

:04:38. > :04:41.real job before coming into politics and she will be able to use that

:04:42. > :04:46.expertise that she has. Berry able to do the job but she also has a bit

:04:47. > :04:55.of a reputation for speaking her mind. `` very able. She is

:04:56. > :04:59.independently minded and thdre are a number of stories of her berating

:05:00. > :05:05.people, not least her new boss, George Osborne. She said he was

:05:06. > :05:09.should apologise to Ed Balls when he falsely accused him of something.

:05:10. > :05:12.Oil companies don't tell thd Chancellor of the exchequer to

:05:13. > :05:21.apologise. There was a storx that she once told Mr Osborne in

:05:22. > :05:25.colourful language to go aw`y. It is claimed Mr Osborne has forghven her

:05:26. > :05:29.for giving her this job but there is still tensions in this relationship.

:05:30. > :05:33.She is opposed to HS2 and she wants it brought forward `` he wants it

:05:34. > :05:43.brought forward as quickly `s possible. The owners of Andrea

:05:44. > :05:47.Leadsom have been accused of capitalism today. It will close with

:05:48. > :05:53.the loss of 900 jobs. It saxs the site which was bought in 2001 is too

:05:54. > :06:01.expensive to maintain but a senior Labour MP accused the firm of not

:06:02. > :06:06.trying hard enough. 2400 jobs are being destroyed in Leicester, Corby

:06:07. > :06:16.and last Friday 650 in Newport by one single firm that specialises in

:06:17. > :06:19.cynically buying up firms, degrading the pay and conditions of their

:06:20. > :06:27.staff and then abandoning them to unemployment. Health servicds in

:06:28. > :06:34.Bedfordshire and Milton Keynes are facing financial crisis. A figure

:06:35. > :06:37.set to rocket to 100 million over the next five years. Today health

:06:38. > :06:40.bosses warned urgent action is needed. And that action, as Ben

:06:41. > :06:51.Bland now reports, could me`n a big change to services.

:06:52. > :06:56.It is a health check on comlunity services in part of our reghon. The

:06:57. > :07:02.diagnosis in five years' tile is there could be trouble. We have some

:07:03. > :07:07.really good quality services and it is always important to remelber

:07:08. > :07:12.that. Some services are unddr pressure to stop A is unddr

:07:13. > :07:17.pressure. We have to look at how we can deliver that care to make sure

:07:18. > :07:21.it is sustainable in the future The review has highlighted the problems.

:07:22. > :07:27.The population is increasing and ageing and it predicts an extra

:07:28. > :07:32.50,000 people will have long`term conditions by 2021. Financi`lly

:07:33. > :07:36.Bedfordshire and Milton Keynes combined went ?21 million over

:07:37. > :07:41.budget last year. The review predicts an overspend of 100 million

:07:42. > :07:46.each year by 2018. There is also staffing problems. There is a

:07:47. > :07:49.shortage of A doctors and nurses. It was a shortage of senior doctors

:07:50. > :07:55.that led to children's servhces being suspended. It has since

:07:56. > :07:58.returned from now. What does this mean for patients and their

:07:59. > :08:03.families? This review could mean that patients who come here for some

:08:04. > :08:09.services might in future have to go to other bigger hospitals instead.

:08:10. > :08:13.At the moment, it is imposshble to say for certain because the plans

:08:14. > :08:19.are not that detailed yet. The big question is are they considdring

:08:20. > :08:23.closing this hospital together? They are not talking about closure or the

:08:24. > :08:29.removal of services. They h`ve to cover all the services across

:08:30. > :08:33.Bedfordshire and how they c`n be sustainably provided. What were

:08:34. > :08:40.people in Bedford change to improve the services? My father has been in

:08:41. > :08:44.Bedford Hospital for seven weeks as of today. Our experience generally

:08:45. > :08:49.has been very good. The staff are amazing. If I was to change one

:08:50. > :08:56.thing, it would be to be kept more informed. We usually have to chase

:08:57. > :09:02.the information. My girlfridnd is in here. It is very slow. I wotldn t

:09:03. > :09:09.recommend it. I always have had a good experience and today it has

:09:10. > :09:14.been good. It is good children's services is back. The message is

:09:15. > :09:17.clear. Health services in Bedfordshire and Milton Keynes must

:09:18. > :09:27.change. We will find out later this year. How much detail do we truly

:09:28. > :09:31.have? You might think we ard talking about what they could do and what

:09:32. > :09:36.they might do. Truth is thex haven't got that far yet. If you thhnk of it

:09:37. > :09:41.like the process of a patient going to see a doctor, the reportdrs about

:09:42. > :09:44.the diagnosis. Its pinpoints the problem, says treatment is needed

:09:45. > :09:50.but doesn't yet say what th`t treatment is. To give you an idea of

:09:51. > :09:56.the scale of this, it is not just about hospitals like the ond behind

:09:57. > :10:02.me, it is a review of all hdalth services. GP services, commtnity

:10:03. > :10:06.health care, community nurshng throughout Bedfordshire and Milton

:10:07. > :10:10.Keynes. Although they don't give us a huge amount of detail abott what

:10:11. > :10:16.they might do, if you look between the lines, you give us a fl`vour of

:10:17. > :10:21.what they are thinking. Thex say big has proved to be better.

:10:22. > :10:24.Birmingham, they said GP pr`ctices grouped together so they cotld

:10:25. > :10:28.provide blood testing services without having to send patidnts to

:10:29. > :10:33.hospital. That is a flavour of the kind of thing that we might get more

:10:34. > :10:38.detail on later this summer. You spoke to people using the hospital

:10:39. > :10:46.today. Any chance for them to make their own view's heard? There are

:10:47. > :10:52.going to be a number of events being held over the coming months where

:10:53. > :10:57.the details of this review will be explained clearly. They are going up

:10:58. > :11:02.on the website. Have a search for either Milton Keynes clinic`l

:11:03. > :11:07.commissioning group or Bedfordshire clinical commissioning group. They

:11:08. > :11:19.do want those feuds. It will likely mean big changes for people here.

:11:20. > :11:23.An investigation into the rtnning of East Midlands ambulance service says

:11:24. > :11:26.improvements are still needdd. The Care Quality Comission says

:11:27. > :11:30.improvements have been made in infection control but there still

:11:31. > :11:33.needs to be better care of patients, more vehicles and more

:11:34. > :11:36.qualified staff in the right place at the right time.

:11:37. > :11:39.Meanwhile the region's most cash`strapped hospital could end up

:11:40. > :11:42.in private hands. Peterborotgh Hospital spends ?40 million a year

:11:43. > :11:47.servicing its debts because of the PFI finance scheme used to build it.

:11:48. > :11:54.Now, the hospital trust wants to ask for a private company to stdp in and

:11:55. > :11:57.run it. The trust has confirmed it's put its plans to the health

:11:58. > :12:02.regulator and tenders for the job could go out in the summer.

:12:03. > :12:03.Those tonight over controversial plans to

:12:04. > :12:04.merge parts of the police service in Norfolk with Suffolk. One proposal

:12:05. > :12:17.is to Still to come tonight... Prhncess

:12:18. > :12:22.Anne gets a lesson on the bhrth of boating on the broads.

:12:23. > :12:29.And why Seb is preparing to run the marathon dressed as the London

:12:30. > :12:35.Gherkin. Fetching costume, isn't it?

:12:36. > :12:40.A strong pound is being blaled for a fall in exports from this rdgion.

:12:41. > :12:44.The latest figures show thex fell by 4.6% in the last three months of

:12:45. > :12:48.2013 compared to the same pdriod in 2012. That's the bad news.

:12:49. > :12:56.The good news is that exports to Asia, the Middle East and South

:12:57. > :13:00.America are all booming. Sales to Saudi Arabia were up nearly 40%

:13:01. > :13:03.Sales to Chile were even higher Up 93% to ?63 million. It's spdcialist

:13:04. > :13:08.products and luxury items they're after.

:13:09. > :13:13.They do things the traditional way at Cheaney Shoes. And it sedms to be

:13:14. > :13:18.paying off. Exports at the tpmarket men's footwear firm have dotbled in

:13:19. > :13:22.the last four years. Good ndws for the 140 staff at Desborough in

:13:23. > :13:27.Northamptonshire. A pair of shoes made here cost up to ?300. @ price

:13:28. > :13:32.middle`class consumers in Asia are increasingly willing to pay. Well,

:13:33. > :13:39.England is still, rather like Italy, renowned for footwear. But

:13:40. > :13:42.particular the welted type of construction and it's a verx high

:13:43. > :13:45.quality mark to be made in Dngland. Japan is our number one market.

:13:46. > :13:50.Continental Europe is also pretty strong. We have also been growing

:13:51. > :13:53.very well in new markets, stch as China, South Korea, Russia. Asian

:13:54. > :13:56.demand for luxury goods is ` bright spot in our trade figures. But the

:13:57. > :14:02.region's overall exports ard down over the past year. The main reason

:14:03. > :14:06.is falling sales to the countries of the EU, especially France. But

:14:07. > :14:13.exports to certain places ottside Europe are booming. Regions such as

:14:14. > :14:20.the Middle East and North Africa. Saudi Arabia was up 39%. Libya 0%.

:14:21. > :14:25.And Qatar 58%. Middle Eastern sales are fuelling growth at this small

:14:26. > :14:30.firm near Newmarket. It recdntly won a ?35,000 contract to supplx a horse

:14:31. > :14:33.feed supplement to Qatar. It helps racing horses to fight muscle

:14:34. > :14:37.fatigue, so they can exercise and compete for longer. Qatar is very

:14:38. > :14:46.much a growing market on thd racing scene. But also, many of thd owners

:14:47. > :14:49.will also have operations in Europe in terms of horses based with

:14:50. > :14:53.European trainers and around the world. So really, to be involved

:14:54. > :14:56.with Qatar at this stage, for us, is great. Selling more to small

:14:57. > :15:02.countries like Qatar is alw`ys welcome. But for overall exports to

:15:03. > :15:10.start growing again, the recovery in major markets, such as France and

:15:11. > :15:14.Germany, is essential. Lots of midweek sport to look at.

:15:15. > :15:20.Here's Phil. Thanks very much. We'll start with

:15:21. > :15:24.football. Former Norwich City boss, Chris Hughton, has spoken for the

:15:25. > :15:27.first time since he was sacked on Sunday. In a statement, he said he

:15:28. > :15:31.was "disappointed" to have lost his job, but "proud to have served

:15:32. > :15:34.Norwich City". He also said he was confident that he would havd kept

:15:35. > :15:38.them in the Premier League. He added he would take some time to reflect,

:15:39. > :15:40.before moving on to his next challenge.

:15:41. > :15:43.Elsewhere in football, a big win for Ipswich keeps alive their hope of a

:15:44. > :15:46.Championship play`off spot. Paul Anderson and Daryl Murphy on target

:15:47. > :15:51.against Huddersfield. The Blues are now two points off the top six.

:15:52. > :15:54.And in League One, a 2`0 win over Gillingham keeps Posh in sixth

:15:55. > :16:00.position. But importantly, ht stretched the gap over seventh place

:16:01. > :16:04.to six points. The Speedway season kicks off for

:16:05. > :16:07.King's Lynn Stars tonight. @nd for the first time in the Elite League,

:16:08. > :16:10.16`year`old Robert Lambert revs his engine. He's stepped up two

:16:11. > :16:18.divisions and many believe he could be a future world champion.

:16:19. > :16:28.Nought to 60 in three seconds on a bike with no breaks isn't for the

:16:29. > :16:33.faint`hearted. `` no brakes. Not to mention throwing it sideways,

:16:34. > :16:35.skidding through every corndr. But at speedway, the Elite Leagte

:16:36. > :16:39.welcomes its youngest member of Kings Lynn this season. 16`xear`old

:16:40. > :16:43.Robert Lambert. Despite his lack of years, he knows a thing or two about

:16:44. > :16:48.two wheels. I've been riding motorbikes since I was thred. Then I

:16:49. > :16:53.went onto grass track when H was six and slowly progressed from that I

:16:54. > :16:58.went on to speedway when I was nine. So I have been around speedway since

:16:59. > :17:01.I was nine years old. Maybe a lot of people from speedway don't know who

:17:02. > :17:05.I am. But hopefully they soon will. I will put something good ott there

:17:06. > :17:09.and they will be shocked at what they see. And if he wants any

:17:10. > :17:13.advice, he doesn't have to go far. The third best rider in the world is

:17:14. > :17:17.next to him in the pits. It's going to be exciting to see what he can

:17:18. > :17:21.make out of it. There is a big difference between being a big

:17:22. > :17:25.talent and to bring it on at the track as well. But he definhtely has

:17:26. > :17:28.the talent to make big things. Back in the workshop, speedway is a bit

:17:29. > :17:31.different to other sports. Failing to prepare won't only leave broken

:17:32. > :17:39.hearts, but broken bikes and broken bones. He has had one big m`jor

:17:40. > :17:43.crash, which was last year over in Germany. His protection,

:17:44. > :17:47.undergarments, are paramount. When he comes off the bike, it rdleases a

:17:48. > :17:51.gas canister and he blows up like a big balloon. And that saved him last

:17:52. > :17:55.year. Despite the odd crash, the trophies are already flooding in.

:17:56. > :18:01.But the target is already sdt high, being the best. I want to bd world

:18:02. > :18:05.champion. I think every riddr's goal is to be world champion. I lean if

:18:06. > :18:09.you go out there not thinking that, I don't think you can do well.

:18:10. > :18:15.You've got to aim for the top. I believe I can get there. Yotng

:18:16. > :18:19.Lambert has set his sights high His friends and family hope he can keep

:18:20. > :18:23.both feet and both wheels on the ground.

:18:24. > :18:26.And there's full coverage of the Stars' meeting with Lakesidd Hammers

:18:27. > :18:29.on BBC Radio Norfolk this evening from seven.

:18:30. > :18:33.In cricket, the England captain Charlotte Edwards, has becole only

:18:34. > :18:36.the second woman to be named as one of Wisden's Five Cricketers of the

:18:37. > :18:41.Year. Edwards, from Cambridge, has won five Ashes series, the World Cup

:18:42. > :18:45.and the World Twenty20. I'vd had a lot to take in over the last six

:18:46. > :18:48.months. And this was another thing that has completely shocked me. You

:18:49. > :18:53.know, since I was a child, H've looked at the Wisden. My dad always

:18:54. > :18:58.had every year. To be knowing that I'm in the 2014 edition, it is a

:18:59. > :19:04.very proud moment for me. And finally, some call it a sport.

:19:05. > :19:07.Some just entertainment. But wrestler Paige, who's from Norwich,

:19:08. > :19:11.became the WWE's new Diva's champion this week. The 21`year`old hs now

:19:12. > :19:15.the number one women's wrestler in the world. Congratulations to her

:19:16. > :19:22.and her very proud wrestling family in Norwich. Fancy giving it a go?

:19:23. > :19:30.LAUGHTER. I'm sure I would be unnatur`l! You

:19:31. > :19:36.should give it a go. I will stick to kick boxing. And you're verx good at

:19:37. > :19:42.that. But you have not tried the London Marathon? I have not, and I

:19:43. > :19:48.will not. We have some very good people, the director is running

:19:49. > :19:51.That is this Sunday. Between now and then, we'll be meeting some of this

:19:52. > :19:55.year's runners. We start tonight with a Cambridge man who's lade sure

:19:56. > :19:59.he'll stand out from the crowd. Seb Falk is doing a PhD. He's

:20:00. > :20:03.studying the history of medheval astronomy. He volunteers here at the

:20:04. > :20:06.Whipple Museum of the History of Science in Cambridge. But in his

:20:07. > :20:17.spare moments, rare moments, Seb Falk is Gherkinman.

:20:18. > :20:26.Seb is running the London M`rathon as the London Gherkin. And ht is

:20:27. > :20:31.going to hurt. The furthest I have run in this costume in training is

:20:32. > :20:35.eight miles. Um, the first time I did that, I crashed into a low

:20:36. > :20:40.bridge. So it was a bit of ` concern. It needed a bit of patching

:20:41. > :20:44.up with gaffer tape. But ye`h, I've done all my runs with extra weight,

:20:45. > :20:49.so I am prepared for the wehght but the wind resistance could bd a bit

:20:50. > :20:51.of an issue. Seb has made a video of his training, which is helphng to

:20:52. > :20:55.raise money for Parkinson's research. He's already got ?8,0 0

:20:56. > :20:58.and he's hoping to push it to ten. It is Parkinson's Awareness Week.

:20:59. > :21:02.But he's more aware of Parkhnson's than most. His dad Fergus h`s
