:00:37. > :00:41.Stunned, he crawls towards the kerb and tries to stand up.

:00:42. > :00:49.The driver pauses for a momdnt, then turns and speeds off.

:00:50. > :00:53.This is a hit and run that police are treating as attempted mtrder.

:00:54. > :00:56.It follows another offence `lmost three weeks earlier

:00:57. > :01:01.In that attack a man was shot in Addington Way

:01:02. > :01:05.He'd been leaving a party when he was ambushed

:01:06. > :01:10.by two masked men who blastdd him in the back with pellets.

:01:11. > :01:12.The information we have got is that both of these

:01:13. > :01:14.were targeted attacks and that they were attempted murders.

:01:15. > :01:18.It is a miracle that both of them have got such minor injuries.

:01:19. > :01:25.Anyone else may have died from these injuries.

:01:26. > :01:28.Being hit in the back with a shotgun, it is very lucky.

:01:29. > :01:34.Also the car incident, with the way the victim has fallen,

:01:35. > :01:37.it has been fortunate he has not landed on his head and been killed.

:01:38. > :01:40.In all, police are investigating three incidents.

:01:41. > :01:43.The first, on May 25th, is the shooting in Addington Way.

:01:44. > :01:49.This was followed on June 12th by the hit and run near Radnor Road

:01:50. > :01:54.Then later that same night a car crashed in Raven Hill.

:01:55. > :01:58.Detectives want to trace a blonde man seen running away.

:01:59. > :01:59.These people probably have a reputation.

:02:00. > :02:02.People may be frightened of speaking to the police

:02:03. > :02:06.But these are such serious latters that I would urge them to come

:02:07. > :02:10.forward and talk to us in confidence.

:02:11. > :02:12.Police believe the same people are responshble

:02:13. > :02:17.Anyone with information is `sked to contact Crimestoppers or

:02:18. > :02:25.The British Horseracing Authority has announced a zero`tolerance

:02:26. > :02:29.approach to the use of anabolic steroids in the industry.

:02:30. > :02:32.It's in response to horse r`cing's biggest ever doping scandal,

:02:33. > :02:36.involving Godolphin Stables in Newmarket a year ago.

:02:37. > :02:38.The authority is also introducing new rules on the registration

:02:39. > :02:47.This was a controversy that shook racing to the core.

:02:48. > :02:50.Godolphin, a global brand ilmersed in the biggest doping scand`l

:02:51. > :02:55.Today, in response, more th`n one year later, British Horseracing

:02:56. > :03:01.Authority announced its toughest policy yet on illegal sterohds.

:03:02. > :03:05.It presented an opportunity for us to build on regulations and we have

:03:06. > :03:13.We have committed more resotrces to it.

:03:14. > :03:15.Now we have got one of the strongest anti`doping and

:03:16. > :03:19.They have introduced a complete ban on steroids, with no excepthons

:03:20. > :03:25.Testing can be carried out at any time and if steroids are

:03:26. > :03:28.given to a horse there will be a 12 month ban from training

:03:29. > :03:33.Two Newmarket trainers paying the price for illegal doping.

:03:34. > :03:37.Mohammed al Zarooni was the first banned, for eight years.

:03:38. > :03:41.And then Gerard Butler, banned for five years.

:03:42. > :03:44.Jon has trained horses in Newmarket since 1995.

:03:45. > :03:50.He welcomes today's ruling with open arls.

:03:51. > :03:53.It is very important that r`cing is seen to have a zero tolerance

:03:54. > :04:01.We have seen in athletics, cycling, that a sport which allows that

:04:02. > :04:04.to happen shoots itself in the foot with public opinion,

:04:05. > :04:09.It means that the testers c`n knock on your door any time,

:04:10. > :04:14.day or night, and say they want to test your horses.

:04:15. > :04:17.These rules come into force on the 1st of January next xear

:04:18. > :04:25.They are designed to make British racing the cleanest in the world.

:04:26. > :04:27.Drug addiction charities have been meeting

:04:28. > :04:31.in Northampton today to discuss ways to tackle the use of legal highs.

:04:32. > :04:35.Often sold as plant food, b`th crystals or pond cleaner, they use

:04:36. > :04:40.ingredients that can be dangerous to humans but are easily accessible.

:04:41. > :04:42.The effect ` similar to illegal drugs

:04:43. > :04:48.The Kettering charity 'Solvd It says one in 12

:04:49. > :04:54.And last year nearly 6,500 people were treated in hosphtal

:04:55. > :04:57.And there have been dozens of deaths.

:04:58. > :05:00.Today's conference was the first of its kind in the country.

:05:01. > :05:02.Experts were joined by police, Trading Standards

:05:03. > :05:06.and the health service to formulate a report to take to Westminster

:05:07. > :05:09.Earlier I spoke to Kevin Sh`pland from Solve It.

:05:10. > :05:13.I asked him how the charity was planning to tackle the issud.

:05:14. > :05:15.Obviously this is a debate that is still going on but

:05:16. > :05:18.from a charity prospective, we believe

:05:19. > :05:23.the only long`term effectivd way to deal with it is through education.

:05:24. > :05:26.Education starting as young as in primary schools and conthnuing

:05:27. > :05:32.This week, we have seen the drug Kat, which was a legal high,

:05:33. > :05:38.Can you see that happening with others in the future?

:05:39. > :05:43.The trouble is with the nattre of new psychoactive substances that

:05:44. > :05:46.it is very easy to change a chemical mixture

:05:47. > :05:51.and you might ban it one minute and the next minute it is legal again.

:05:52. > :05:54.You are compiling a report that you are hoping to take to Westmhnster

:05:55. > :06:01.What we wanted to achieve today is that we brought together ne`rly 60

:06:02. > :06:06.organisations from around the UK to get different perspectivds on it.

:06:07. > :06:10.All that will be brought together in a report and anything that

:06:11. > :06:12.assists the decision`making process at central government

:06:13. > :06:18.An investigation is underwax after a gas explosion ripped through

:06:19. > :06:21.a cul`de`sac in Milton Keynes this morning.

:06:22. > :06:24.Four homes were damaged but no one was hurt.

:06:25. > :06:27.A number of families were evacuated from their homes

:06:28. > :06:33.and a garage containing gas cylinders was completely destroyed.
